This article presents the organization of remote distance learning in Arctic State Institute of Culture and Art (ASICA) of the Republic of Sakha (Yakutia). It shows features of remote distance learning in ASICA based on the use of Moodle distance learning management system. The important thing for the functioning of the digital learning environment is the availability of resources: material and technical, human resources of teachers with formed multimedia competencies in software and modern technologies used. The survey result was shown regarding the availability of information within Moodle environment, which provides all types of classes and procedures for assessing learning outcomes whose implementation envisages the use of e-learning and distance learning technologies. The practical significance of the study lies in the specifics of training students – future professionals of culture and art in the transition to remote distance learning.

Целью данного исследования является изучение эффективности применения комплекса упражнений для формирования межкультурной компетенции студентов-билингвов средствами профессионально-ориентированных текстов. Для достижения цели исследования была проведена опытно-экспериментальная работа. Участниками опытно-экспериментальной работы по апробации комплекса упражнений для формирования межкультурной компетенции стали студенты 1 и 2 курсов бакалавриата агротехнологического факультета ФГБОУ ВО «Арктического государственного агротехнологического университета» в условиях практических занятий по дисциплине «Профильный иностранный язык», входящей в вариативную часть дисциплин основной образовательной программы. По результатам проведенных контрольного и заключительного срезов были сделаны выводы по эффективности применения комплекса упражнений. Результаты настоящего исследования показали, что применение комплекса упражнений повлиял на прирост среднего показателя по уровням сформированности межкультурной компетенции студентов-билингвов. В результате применения комплекса упражнений произошёл абсолютный прирост среднего показателя сформированности МКК студентов-билингвов, что свидетельствует об эффективности применения, разработанного нами комплекса упражнений. The purpose of the current research is to study the effeciency of using a set of exercises for the intercultural competence formation of bilingual students by means of professionally-oriented texts. Experimental work was carried out to achieve the research goal. Participants of the experimental work on testing a set of exercises for the intercultural competence formation were 1-st and 2-nd year students (bachelors) of the agrotechnological faculty of the Arctic State Agrotechnological University in the conditions of practical classes in the discipline "Specialized foreign language", which is the variable part of the main educational program. Based on the results of the initial and final knowledge assessments, conclusions were made on the effectiveness of applying a set of exercises. The research results showed that the use of a set of exercises affected the average index increase for the levels of intercultural competence formation among bilingual students. The absolute average index increase of intercultural competence formation among bilingual students has occurred, which indicates the effectiveness of the complex of exercises developed by us.

Chapter 5 focuses on how Russia, the most land-oriented Arctic littoral state, responded to the shock. This chapter analyzes how Russia’s political economy has influenced its foreign policy preferences. Specifically, this chapter illuminates how Russia’s economy and ruling elites came to depend on income from natural resources. This dependence drove Russia’s rulers to have a stronger interest in securing control over resource-rich territory, which, in turn, explains why they dramatically increased their Arctic military presence following the shock. The chapter chronicles Russia’s dual-track policy of simultaneously pursuing its claims through international institutions and gunboat diplomacy. These findings reveal that Russia invested more in increasing its Arctic military activity and force structure than any other Arctic state. This chapter affirms the book’s core theoretical prediction: the more economically dependent states are on natural resources, the stronger their interest in securing control over additional resources.

Chapter 6 examines how the United States, the most powerful production-oriented Arctic state, responded to the revelation of Arctic resources. If capabilities drive intentions, then the United States should project the most power to the region. However, if economic structure influences states’ preferences, as this book argues, then Washington should be more interested in securing access to markets and less concerned with seeking control over Arctic resources. This chapter provides a detailed account of the impact the United States’ production-based economy and broad governing coalition had on its Arctic foreign policy. Compared with the other Arctic states, the United States invested far less in bolstering its existing Arctic bases and icebreakers. In line with the book’s core predictions, the United States’ domestic political economy best explains Washington’s reluctance to make greater Arctic commitments and a concomitant lack of substantial investment in increasing the United States’ Arctic military presence throughout multiple administrations.

The existing modern trends, associated with the need for a wider inclusion of children with disabilities in society, actualize the problem of the formation of inclusive competence of teachers, and the teachers of foreign languages are not an exception. We should start the process of development of this professional competence at university level. The article aims to state the importance of the acquiring inclusive professional competence in teaching children with special educational needs by university students, studying at the department of foreign languages, through profession-based volunteering. federal state educational standard of higher education provides the universities with the list of necessary competences that should be developed in educational process. These competences can be divided into groups: general, basic, special and specific competences. The object of the research is the process of inclusive competence development of future foreign language students of Murmansk arctic state university through profession-based volunteering. The article analyzes the results of the survey conducted in Murmansk arctic state university.
