The article is devoted to the study of the current state and prerequisites for the development of management consulting as a component of professional, scientific and technical activities of Ukraine. The essence and functions of professional management consulting in the structure of NACE­2010 are revealed. According to static data of the State Statistics Service of Ukraine, the dynamics and structure of development of the field of professional, scientific and technical activities of Ukraine during 2012–2020 were studied. The slowdown in economic growth in 2020 has been revealed in both the industry as a whole and management consulting services caused by the economic crisis caused by the global COVID­19 pandemic. According to the structure of busi-ness entities of the studied industry, there are business entities with the status of individual entrepreneurs. Difficulties have been identified in determining the importance of management consulting in the national economy, due to the lack of statistical infor-mation on the parameters and performance of management consultants. A clear synchronization in the dynamics of the studied market parameters of the development of the industry is a component of professional, scientific and technical activities of Ukraine and management consulting. The dialectical system connection of the development of the field of professional, scientific and technical activity and the market of management consulting services is proved. Modern management consulting is revealed as a leading infrastructural institute of economy, where intellectual products are created, which contribute to the qualitative improve-ment of the activity of socio­economic subjects at the micro and macro level. The innovative orientation of the national economy as a prerequisite for the spread and effective development of management consulting in Ukraine is substantiated. Stimulating and disincentive factors for the development of management consulting in the national economy are argued. Prospects for the development of management consulting in the national economy under conditions of stabilization, the formation of a favorable foreign economic environment, as well as the Government's actions to continue the implementation of measures to mitigate the negative effects of the COVID­19 pandemic.Keywords: management consulting, professional, scientific and technical activity, consultant, statistical information, factors, development. Статтю присвячено вивченню сучасного стану та передумов розвитку управлінського консультування як складової частини професійної, наукової та технічної діяльності в Україні. Розкрито сутність і функції професійного управлінського консультування у структурі КВЕД­2010. За даними Державної служби статистики України досліджено динаміку, структуру розвитку галузі професійної, наукової та технічної діяльності впродовж 2012–2020 рр. Виявлено синхронну поведінку досліджуваних ринкових параметрів розвитку галузі та управлінського консультування. Аргументовано стимулюючі та дестимулюючі чинники розвитку управлінського консультування в національній економіці. Обґрунтовано перспективи розвитку управлінського консультування у сфері професійної, наукової та технічної діяльності в Україні. The textbook contains a theoretical generalization of the directions of outsourcing and outstaffing development as technologies of modern management. The conceptual apparatus of outsourcing and outstaffing, the essence of individual forms and types of outsourcing, the content and main stages of the implementation of an outsourcing project are considered. The spheres of application of outsourcing and outstaffing in the management of the organization are defined, the features of knowledge outsourcing are highlighted. Practical examples are given and trends in the development of the outsourcing and outstaffing services market in Russia and abroad are identified. The article reveals the features of continuing professional education as an important element of the organizational structure of the existing education system in Russia. Continuing professional education as an object that has its own organizational structure appears as a carrier of the need for effective management, in the rationalization of the process of forming various management decisions. In general, the management of the system of continuing professional education in our country should be considered successful, but some management problems remain unresolved. One of them is the problem of increasing the level of validity of management decisions: strategic, tactical, operational, improving the quality, reliability and degree of their compliance with the real conditions of the system of continuing professional education. As part of the solution to these problems, the necessity of introducing management consulting tools into the management of continuing professional education organizations is substantiated. The features of management consulting, its methodology and methods are considered. The concept of "combined consulting" in the field of continuing professional education is introduced. It is shown that consulting, as professional assistance in solving key problems and achieving sustainable success in the activities of organizations of the system of continuing professional education, is a management reserve, the rational use of which will ensure the formation of an innovative process, which is the most important factor in the strategic adaptation of the system of continuing professional education in a dynamically developing external environment.

The paper discusses rationality and decision making with a critical reflection on decisions by employees to quit jobs and set up fragile, micro, and rival businesses. This is a common phenomenon in management consulting businesses in especially emerging economies, where the demand for consultancy services is ballooning. The concepts of decision making and factors that influence decision making were discussed. Rationality and irrationality within the context of economics were briefly defined and theories such as (1) The utility theory , (2) The utility maximization theory and (3)The classical decision theory were used to explain the phenomenon. It was found that reasons for quitting or staying in a management consulting job is not only motivated by preparedness or readiness, rather a complex array of factors, some of which are observable and explainable while others may be attributable to complex cognitive processes that cannot be easily observed and explained. Deciding to leave a job is a complex but intentional rational decision that is influenced by many factors, some of which are observable, environmental, and cognitive. It is in the nature of the economic man to always decide, consequences of which might be sometimes predictable or influenced by events outside of the decision-makers control.

For a long time, the point of view on compliance as a set of initiatives aimed at preventing illegal actions dominated. Currently, an extended interpretation of compliance is becoming widespread, which should also cover the ethical aspects of doing business.During the analysis, it was found that ethical standards in consulting were formed simultaneously with the formation of the consultant profession. This allows us to draw a conclusion about the successful century-old practice of implementing ethical codes into the corporate culture of consulting firms. This article is a continuation of the authors’ research in the field of management consulting.The purpose of the study is to analyse the Russian and foreign experience of implementing ethical standards and compliance control in the field of management consulting. The methodological basis of the research is the methods of logical, comparative, expert analysis, marketing research. The informational basis of the research is regulatory legal acts, official websites and documents of consulting companies and professional associations of consultants, expert assessments and ratings of consulting firms.The article reveals an interconnected three-level system of international, national and intra-company standards of business ethics and professional practice; gives examples of reputational risks of well-known international consulting companies; justifies the role of consulting firms in the formation of the ethical structure of business. The practical significance of the study is to focus the attention of client companies on the need to familiarize themselves with the standards of ethics and business practices before concluding a contract with a consulting firm.
