Abstract In this study, explores the use of web technologies as a way to ensure that medical waste transportation is undertaken in a proper and safe way. Insofar as an incorrect waste sorting is regarded as a source of an epidemiological threat within further transportation, is proposed a synthesis of a waste sorting model. The model is based on a natural science approach to managerial decision-making. The model enables to identify and prove violations concerning medical waste sorting. Described four interconnected components of the model: an initial stage, when vaccination processes are not taking place; the vaccination is completed and medical waste is sorted according to the rules; the vaccination is completed, but the rules of medical waste sorting are violated; all the problems related to medical waste sorting are solved, so its transportation is possible.

The subject of this research is the situation centers of the Russian Federation. The object of this research is the use of situation centers for improving the quality and effectiveness of managerial decision-making. The article employs the methods of economic analysis, forecasting, modeling, and systemic approach. The author examines the questions of creation and functionality of situation centers in the Russian Federation. It is noted that the Russian Federation has accumulated vast experience in establishment and activity of the situation centers. The research demonstrates that the situation centers allow increasing the competence, efficiency, and reliability of managerial decision-making, as well as ensure construction of a single dynamic vertical structure of decision-making. The novelty of this work lies in outlining the issues in the activity of situational centers at the current stage, the ways for their solution, and recommendation for the development of sitututations centers. The author also describes the feasibility of using situation centers in the conditions of pandemic for countering COVID-19. The conclusion is made that the system of situation centers is one of the crucial mechanisms for improving the effectiveness of public administration in achieving sustainable socioeconomic development and strengthening national security of the Russian Federation. The use of situation centers allows increasing the competence, efficiency, and reliability of managerial decision-making in vital spheres, healthcare in the time of pandemic. The research conducted in recent years prove the need for the transformation of traditional situation centers into the situation development centers.

This article examines the issue of improving the management of meliorative complex of the Saratov region by improving the mechanisms of organizational structure of the FGВU «Upravlenie «Saratovмeliovodhoz» through the introduction of information technology. The analysis of the scientific and practical achievements in the field of digitalization irrigation and industry of Saratov region and Russian Federation, as well as the main aspects creation of digital systems to support managerial decision-making in land reclamation made it possible to develop and justify the structure of the Unified information-analytical portal of the Department of the FGВU «Saratovмeliovodhoz» and its network of distributed databases.

Introduction: due to the active development of information technologies and the growth of their application in market relations, the issue of legislative regulation of the rules of interaction between participants in the emerging digital economy in Russia is becoming more and more relevant, as evidenced by the existence of the corresponding federal project within the national program “Digital economy of the Russian Federation”. At the same time, the creation of new regulations has a direct impact on the business environment, which forces companies to take an active part in the discussion of mechanisms for developing and implementing state policies in this area. Objectives: to analyze the decision-making process in the field of digital economy regulation through the proposed comprehensive methodology, which involves the study of formal procedures, state institutions and decision-making actors in the field of digital economy regulation in Russia. Methods: methods of applied analysis from the neoinstitutional, stadium-cyclical, and network directions of the political and managerial decision-making theory. Results: the main advisory, coordination and subordination institutions in the sphere of emerging regulation of the digital economy are systematized; the formal cycle of decision-making stages is modeled; the degree of influence of decision-making actors and network communities formed within institutional environments is assessed. Conclusions: the analysis shows that there is an imbalance of state decisions taken on a parity basis, depending on the stage of discussion and passage of the draft regulatory and legislative act. In the process of discussing and preparing draft decisions in the field of digital economy, state corporations take priority in comparison with private sector entities. Business representatives, as well as experts and development institutions, are largely focused on the initial stages of the decision-making cycle. In turn, the network analysis shows that the Ministry of digital development and the Ministry of economic development of the Russian Federation, responsible for the implementation of this national program, can play an important role as a conductor of industry interests.
