Рассмотрено аппаратное и программное обеспечение для создания единой программно-аппаратной платформы ситуационного центра как гетерогенной среды - среды, вычислительными узлами которой управляет несовместимое программное обеспечение, поддерживающее возможность организации взаимодействия. Также рассмотрен способ организации взаимодействия подсистем ситуационного центра через универсальный перечень запросов. The paper discusses hardware and software for creating a unified software and hardware platform for a situation center as a heterogeneous environment - an environment whose computing nodes are controlled by incompatible software that supports the possibility of organizing interaction. The method of organizing the interaction of the subsystems of the situation center through a universal list of requests is also considered.

The paper presents a project for organizing training in a training situation center, developed on the basis of a situational approach. A dynamic model of such training is defined, consisting of two stages: the definition of the situation and the resolution of the situation. The strategies and tactics of training management personnel that best correspond to these stages are proposed. It is proved that the implementation of the first strategy, which is connected with the analysis of the developing situation of the interaction "managed system-environment" by students, requires sufficiency, ergonom-ics, variability of the conditions of the information and technological environment of the educational situation center, the use of problem – based learning methods and organiza-tional and activity games. The implementation of the second strategy, which consists in making a management decision, requires dialogic conditions for organizing students ' communication and presenting group decisions in the environment of the training situa-tion center, using the case method, discussion methods, brainstorming, and the project method.

The subject of this research is the situation centers of the Russian Federation. The object of this research is the use of situation centers for improving the quality and effectiveness of managerial decision-making. The article employs the methods of economic analysis, forecasting, modeling, and systemic approach. The author examines the questions of creation and functionality of situation centers in the Russian Federation. It is noted that the Russian Federation has accumulated vast experience in establishment and activity of the situation centers. The research demonstrates that the situation centers allow increasing the competence, efficiency, and reliability of managerial decision-making, as well as ensure construction of a single dynamic vertical structure of decision-making. The novelty of this work lies in outlining the issues in the activity of situational centers at the current stage, the ways for their solution, and recommendation for the development of sitututations centers. The author also describes the feasibility of using situation centers in the conditions of pandemic for countering COVID-19. The conclusion is made that the system of situation centers is one of the crucial mechanisms for improving the effectiveness of public administration in achieving sustainable socioeconomic development and strengthening national security of the Russian Federation. The use of situation centers allows increasing the competence, efficiency, and reliability of managerial decision-making in vital spheres, healthcare in the time of pandemic. The research conducted in recent years prove the need for the transformation of traditional situation centers into the situation development centers.


The purpose of research is to examine the current state of the urban environment in Russia, to analyze the satisfaction with the quality of housing and communal services and to suggest the mechanism for the formation of a comfortable urban environment. Electronic service use-case diagram was developed. The next step is developing of the logical scheme for building an electronic service network for the population based on the technology of mobile rapid response applications. To realize access to information operated by an electronic service, the database server interacts with file storage organized using the tools for creating file-based storage systems using cloud technologies. The software implementation of the electronic service has a complex composite structure, consisting of subsystems and modules interacting with each other. The prototype of the program interface was developed as the state transition network. Research’s results: The proposed concept of mobile rapid response applications aimed at prompt notification of city services about the detected problem. This technology is an integral part of the "safe city". The definition of the responsible organization that needs to be sent to the application is carried out on the server for processing orders using a system of keywords or hash tags. Having in the mobile application a certain pre-formed, at the stage of launching an electronic service, a set of hash tags, with the possibility of its expansion and replenishment, the user can quickly and accurately describe the nature of the problem. The prototype of a system for solving urban problems was developed. Conclusions: The most promising approach is the use of distributed automated information centers, functioning according to territorial principles. In this case, it is proposed to process the geoinformation transmitted to the situational center (data from citizens and organizations appeals containing information about the location of the treatment object) in automatic mode, the person is included in the process only in case of emergency situations or when malfunctions occur. Scientific value of the research is the approach to the development of the situation center based on geo-service. Practical value of the research is the pilot operation of a system for solving urban problems, built with the use of a geosocial network was launched Orel in 2017 and has a positive feedback.

The article deals with the analysis and modeling of an adaptive system for integrated security provision as an element of the infrastructure of the situation center. The constantly changing conditions of the information environment and the global information space dictate the possibility of automated or automatic "adaptation" of security systems to the requirements of modern software systems. The main tasks for organizing the integration of an integrated security system into the situation center system and determining the rules for interaction with functional blocks is the analysis and implementation of various formalized procedures for ensuring integrated security. An adaptive integrated security system is considered as an object that implements the ability to manage and quickly build a security model for a situation center, depending on the problem being solved, or preventing or eliminating an incident. The proposed approach is dictated not only by an increase in the functionality of modern technologies, but also by the requirements for the creation of adaptive integrated solutions that are scalable within the architecture to protect against various types of threats. The use of an integrated security system within the framework of the proposed approach will make it possible to promptly respond to incidents of both external and internal nature, which will allow timely neutralization of the consequences of their influence. An adaptive integrated security system as a common platform will provide timely monitoring, context and control capabilities in various situations. The development of such an integration platform will improve automation and improve the quality of information provided by information security products.

The analysis of the concept, properties and features of heterogeneous redundancy in modern complex ergatic systems, including those included in the situation centers (SC). On the basis of the qualimetric paradigm, the generalized analytical model of quality and optimization of quality by private, group, summary and aggregated quality indicators is justified. Practical ways of realization of the model and methods of optimization of the objects which are a part of SC and them as a whole at the expense of reduction of structural, functional and other types of redundancy under the obligatory condition of non-reduction of the required value of quality are given. On the example of the generalized sampling theorem when choosing the optimal value of the sampling frequency of the real bandpass signal, the criticality and significant influence on the redundancy of data in their further processing in the SC is shown.

O artigo aborda o estudo da Situação Alimentar Urbana como um caminho analítico para a compreensão das cidades contemporâneas; O centro de Campinas possui um circuito econômico diverso, dinamizado pelo fluxo de trabalhadores que perpassa diariamente a região. Resultante de uma cidade desigual, sobressai-se desse circuito econômico um comércio popular de alimentação. Para tal análise, faz-se uso da teoria dos dois circuitos da economia urbana e do mercado socialmente necessário. Discute-se, assim, o centro da cidade de Campinas como o abrigo das práticas alimentares dos pobres urbano.Palavras-chave: Situação Alimentar urbana, centro de Campinas, comércio popular de alimentação. ABSTRACTThe article approaches the study of the Urban Food Situation as an analytical way to understand contemporary cities; The center of Campinas has a diverse economic circuit, dynamized by the flow of workers that pervades the region daily. Resulting from an unequal city, a popular food trade stands out from this economic circuit. For this analysis, one makes use of the theory of the two circuits of the urban economy and of the socially necessary market.
