Small and medium enterprises (SMEs) are particularly important for the economy of West Java Province. Accordingly, The Industry and Trade Agency of West Java Province has conducted a number of facilitation programs to support the development of these SMEs. Neverheless, the implementation of facilitation programs is faced with some major problems, for example, the registration system for applying and proposing facilitation programs is still manually managed. As a result, some SMEs do not have the opportunity to propose and receive facilitation programs from the agency in addition to the several serious issues encountered by the agency to evaluate the facilitation programs. This study aims to design a website-based information system of SME development facilitation registration in the Industry and Trade Agency of West Java Province Government, Indonesia. It used the Waterfall method to develop the system. The results suggested that the system can well run as expected. In addition, the result of usability test indicates that the proposed system can be classified as acceptable because its score is 80.4.

Abstract.The development of the creative economy in Indonesia is appropriate through the Micro, Small and Medium Enterprises (MSMEs) model. One of the potential cities for the development of MSMEs is Tasikmalaya City. However, the competitiveness of MSMEs in Tasikmalaya City is still considered low. The determinat variables that observed in this study are human resources, technology, managerial, institutional, promotion, and capital. The aim of the study is to analyze the competitiveness of MSMEs in Tasikmalaya City as an effort in developing the regional economy. This research uses quantitative descriptive method. Data was collected through an interview process using a questionnaire. Data is processed using Geographic Information System (GIS). The results showed that human resources were the most important factor in increasing MSMEs competitiveness (42%). In addition to improving skills in human resources, revitalization in managerial systems and easy access to technology in MSMEs are also needed.Keywords: Competitiveness; Geographic Information System; MSMEsAbstrak.Pengembangan ekonomi kreatif di Indonesia sangat tepat dilakukan melalui model Usaha Mikro, Kecil dan Menengah (UMKM). Salah satu kota yang potensial untuk pengembangan UMKM yaitu kota Tasikmalaya. Namun, daya saing UMKM di Kota Tasikmalaya dinilai masih rendah. Variabel penentu daya saing dalam penelitian ini adalah sumber daya manusia, teknologi, manajerial, kelembagaan, promosi, dan modal. Tujuan dari penelitian ini adalah untuk menganalisis daya saing UMKM di Kota Tasikmalaya sebagai upaya mengembangkan ekonomi daerah. Penelitian ini menggunakan metode deskriptif kuantitatif. Data dikumpulkan melalui proses wawancara menggunakan kuesioner. Pengolahan data dilakukan dengan menggunakan Sistem Informasi Geografis (SIG). Hasil penelitian menunjukkan bahwa sumber daya manusia adalah faktor yang paling penting dalam meningkatkan daya saing UMKM (42%). Selain peningkatan keterampilan dalam sumber daya manusia, diperlukan juga revitalisasi dalam sistem manajerial dan kemudahan akses teknologi pada UMKM. Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.
