Lyon Playfair was a champion of scientific and technical education who was professor of chemistry at Edinburgh University before serving as a Liberal M.P., initially for a Scottish university seat, from 1868 to 1892. This article looks mainly at his role in debates on the Education Act of 1872 and the bills which preceded it. Playfair sought to define the democratic traditions of Scottish education, especially emphasising the legacy of John Knox, and to adapt them to the new national system. He idealised the direct connection between parish schools and universities, and the opportunities available to talented boys, using newly available statistics to support his case. He also contributed to the shaping of Scottish secondary education, and to establishing the modern idea of social mobility through educational merit. When the Scottish Office was established in 1885, Playfair opposed the devolution of education and this dissent led him to move to an English seat. His career has a wider interest for the history of Scottish politics in the age of Gladstone.

The article substantiates the expediency of a holistic analysis of the problem of professional training of choreographers in the British experience and the need to extrapolate it to the plane of the national system of higher choreographic education. The purpose of the study is to identify the organizational and didactic foundations of choreographic education in the British experience and substantiate innovative ideas for its use in Ukraine. The article defines the criteria of comparison (regulatory, organizational, semantic, methodological and technological), comparative and pedagogical analysis of choreographers’ professional training in the British and Ukrainian experience, and also common and different trends. The article uses research methods: theoretical: analysis, synthesis and generalization of pedagogical literature; interpretation and comparison; scientific extrapolation; empirical: study of the British experience, observation, conversations with students and teachers in Great Britain and Ukraine. Result. Based on comparative and pedagogical analysis of professional training of choreographers in the British and Ukrainian experience revealed familiar and different trends. The criteria of comparison are determined: normative-legal, organizational, semantic, methodical and technological. Common approaches to choreographers’training are justified. On the generalization of the identified features the specific recommendations for the use of progressive ideas abroad in the Ukrainian system of choreographic education are substantiated.

The article proves that it is impossible to achieve a significant increase in the salary of medical personnel within the existing system of healthcare financing of the Russian Federation, namely, in accordance with the “may” Decrees of 2012 by V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that to achieve the necessary results in terms of increasing doctors’ salaries and motivating citizens to increase labor productivity and a healthy lifestyle, it is necessary to transfer the system of healthcare financing within the framework of obligatory medical insurance to medical savings accounts.
