Key stages in the process of providing medical services to population were considered. Treatment and prophylactic institution financial, economic and accounting services (departments) operation were studied. Functional model of medical organization management system was formalized and developed, which appeared as a set of diagrams describing all aspects of the system under study. When creating the functional model, structural approach to design, IDEF0 methodology (Structured Analysis & Design Technique subset) and AllFusion toolkit were used. Functional cost analysis role was noted in the process of reliable determination of costs in providing medical services and improving financial performance of the medical institutions. Medical institution management system role in organizational and functional structure of a medical institution was revealed. Composition and sequence of procedures were determined for application of economic and mathematical models in managing the tariffs optimal distribution and the financial result of a medical organization operation. Separately, recommendations are provided on implementation of medical savings accounts in the activities of treatment and prophylactic institution and integration thereof with the patient medical treatment record. Analysis of the designed system was carried out as a toolkit in improving quality of the patient medical care and increasing the treatment and prophylactic institution income. Developed integrated medical organization management system is relevant for the medical institution financial and economic units and is aimed at improving their operation effectiveness

The article simulates the accumulation of financial resources on medical savings accounts (MSA) of working and non-working citizens of the Russian Federation for the period from 1994 to 2020 in the case of using in practice the system of compulsory medical insurance of citizens based on MSA instead of the existing system of financing domestic health care. Described and illustrated by calculations of all the elements of economic effect from the use of MSA.

An econometric model of the development of the regions of the Russian Federation based on medical savings accounts (MSA) has been developed. The presence of the phenomenon of multicollinearity in the model based on the correlation matrix is verified and its statistical significance is evaluated according to the Fisher criterion. The practical implementation of the developed econometric model is made on the example of the Southern Federal District and separately the Rostov region. It is shown that as a result of the practical application of the developed econometric model, the complex indicator of the level of investment attractiveness of the Rostov region increases from 1.872 to 2.084, i.e. by 11.3%, which moves it in the rating of investment attractiveness according to the evaluation methodology of the rating agency Expert-RA from ninth to sixth place. As a result of the practical application of the developed econometric model and the de-termination of the level of investment attractiveness based on the MSA, the Krasnodar region received the highest rating for the Southern Federal District, the level of its investment attractiveness according to the method of econometric modeling based on the MSA was 2.37, the Republic of Kalmykia received the lowest rating for this indicator, the investment attractiveness of this region, calculated according to the developed methodology, was 0.183. It is concluded that the highest ratings from the point of view of investment attrac-tiveness in modeling are obtained by regions that invest in the development of the MSA system, since factors that depend on the MSA have a positive impact on the assessment of the level of development of regions.

An economic and mathematical model of managing the financial resources of a commercial bank when opening and maintaining medical savings accounts of citizens was developed and implemented on the example of Sberbank PJSC in Moscow. The application of the model allows us to ensure the growth rate of PJSC's net profit from opening and maintaining medical savings accounts for the first year in the amount of 9,48%. Over the period of a person's labor activity (40 years), Sberbank's profit in this area will amount to 648 billion rubles, which is comparable to the bank's net profit for all its operations in 2020.

The article proves that it is impossible to achieve a significant increase in the salary of medical personnel within the existing system of healthcare financing of the Russian Federation, namely, in accordance with the “may” Decrees of 2012 by V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that to achieve the necessary results in terms of increasing doctors’ salaries and motivating citizens to increase labor productivity and a healthy lifestyle, it is necessary to transfer the system of healthcare financing within the framework of obligatory medical insurance to medical savings accounts.

The article analyzes the financing and organization of medical services for the population in Singapore and Russia. The main difference is revealed, which is that in Singapore funds transferred within the framework of compulsory health insurance by enterprises for medical care of citizen’s workings for them go not to funds and insurance companies, as in Russia, but to personal medical savings accounts of citizens. Interest is charged on them, and these funds are inherited, which motivates citizens to increase labor productivity and a healthy lifestyle.

The paper shows the principles of organizing the transition of Russian citizens to medical savings accounts (MSA). A simulation of the accumulation of financial resources on the MSA of all categories of citizens of the Russian Federation was performed, taking into account the need for a significant increase in the salary of medical personnel, namely: in accordance with the “may” Decrees of 2012, V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that for all categories of Russian citizens, including citizens, have chronic diseases, the funds accumulated on their personal MSA, will be sufficient to cover the costs of medical care given the salaries of medical personnel established in the “may” decrees of the President of the Russian Federation.

The paper shows the principles of organizing the transition of Sverdlovsk region citizens to medical savings accounts (MSA). A scheme for financing health care in the Sverdlovsk region based on MSA has been developed. A simulation of the accumulation of financial resources on the MSA of all categories of citizens of the Sverdlovsk region was performed. It is proved that for all categories of Sverdlovsk region citizens, including citizens, have chronic diseases, the funds accumulated on their personal MSA, will be sufficient to cover the costs of medical care.
