The article proves that it is impossible to achieve a significant increase in the salary of medical personnel within the existing system of healthcare financing of the Russian Federation, namely, in accordance with the “may” Decrees of 2012 by V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that to achieve the necessary results in terms of increasing doctors’ salaries and motivating citizens to increase labor productivity and a healthy lifestyle, it is necessary to transfer the system of healthcare financing within the framework of obligatory medical insurance to medical savings accounts.

The article analyzes the financing and organization of medical services for the population in Singapore and Russia. The main difference is revealed, which is that in Singapore funds transferred within the framework of compulsory health insurance by enterprises for medical care of citizen’s workings for them go not to funds and insurance companies, as in Russia, but to personal medical savings accounts of citizens. Interest is charged on them, and these funds are inherited, which motivates citizens to increase labor productivity and a healthy lifestyle.

The paper shows the principles of organizing the transition of Russian citizens to medical savings accounts (MSA). A simulation of the accumulation of financial resources on the MSA of all categories of citizens of the Russian Federation was performed, taking into account the need for a significant increase in the salary of medical personnel, namely: in accordance with the “may” Decrees of 2012, V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that for all categories of Russian citizens, including citizens, have chronic diseases, the funds accumulated on their personal MSA, will be sufficient to cover the costs of medical care given the salaries of medical personnel established in the “may” decrees of the President of the Russian Federation.

The article simulates the accumulation of financial resources on medical savings accounts (MSA) of working and non-working citizens of the Russian Federation for the period from 1994 to 2020 in the case of using in practice the system of compulsory medical insurance of citizens based on MSA instead of the existing system of financing domestic health care. Described and illustrated by calculations of all the elements of economic effect from the use of MSA.

The article examines the state and dynamics of labor productivity in the Russian Federation within the context of major policy documents on the socio-economic development of Russia. The author analyzes the dynamics of a number of high-performance occupations for the last three years. The paper features the factors of productivity growth and efficiency of its use in practice. The author determines the main causes of low level labor productivity and proposes measures for its improvement. The article is based on analysis of statistical data, outcomes of analysts’ researches, and the results of interviews with managers. The result of the study is the conclusion that, along with large-scale renewal of fixed assets, it is needed to use extensive reserves of an organizational nature to increase labor productivity. Among them: reduction of losses of working time, the use of modern managerial techniques, motivating people to high performance by all methods, centralizing and systemizing of improvement proceedings for labor productivity.

The paper presents a project for organizing the transition of Russian citizens to the financing of an old-age labor pension using personalized pension accounts. On the basis of the simulation model of the financial provision of the old-age labor pension, a simulation of the accumulation of financial resources in the accounts of citizens was performed, proving the effectiveness of the development. It is shown that due to the funds accumulated on a personalized pension account, the amount of monthly pension provision of the employee increases annually, which encourages citizens to increase labor productivity, and the state-to reduce contributions to the Pension Fund of the Russian Federation, which reduces the cost of production at all enterprises in Russia and contributes to their accelerated development.

The article examines the problems of sustainable consumption and lean production in the context of national projects and development strategies of the Russian Federation in various areas. The Sustainable Development Goals under Agenda 21 have been classified according to social, economic and environmental dimensions. Scientific and technological excellence, economic and national security, and spatial development are important goals of the development strategies of the Russian Federation. The key elements of the Strategy for Sustainable Development of the Russian Federation have been identified: goal, principles of strategy implementation, resources, strategic partners and participants, strategy indicators formulated in the framework of national projects; substantiated the importance of the national project «Labor productivity and employment support», based on the implementation of two strategic UN Sustainable Development Goals «Goal 9: Industrialization, innovation, infrastructure» and «Goal 12: Responsible consumption and production». The key aspects were identified and a map of the national project to increase labor productivity was built: systemic measures to increase labor productivity, targeted support for increasing labor productivity at enterprises, support for employment and improving the efficiency of the labor market to ensure growth in labor productivity, allowing achieving sustainable growth in labor productivity in the country.

Abstract The article presents the study that mainly focused on the changes made as a result of collaborative innovations in business relationships developed during the period of digitalisation in the construction field of the Russian Federation. It is a conceptual piece of work based on the systematic approach to the analysis, literature review and comparative analysis. The digitalisation of investment and construction projects is technologically based on the integration of solutions, such as the building information model (BIM), high-performance IT-systems, cloud platforms and the Internet-of-Things, resulting in unified and constant connectivity, specialised mobile applications, robotic equipment, unmanned vehicles, additive technologies, AR/VR services for the analysis of Big-Data, and blockchain technologies. The integration of digital technologies is a radical innovation, which highlights collaborative innovations in business relationships and makes it possible to form a united digital ecosystem that allows firms to manage, control and regulate the full lifecycle of a construction project, and then, the property in real-time. The contribution of this work to the construction field is the offered model for the creation of a digital ecosystem and the described role of the government in the model. Also, this work can be used for the integration of BIM technologies in construction companies.

In this article, the peculiarities of applying the zero income tax rate of organizations by medical companies are considered. The requirements that, according to the Tax Code of the Russian Federation, must be fulfilled by medical organizations to impose the profit received at a rate of 0% are considered: the types of activities for which profit is subject at this rate, the presence of a certain percentage of medical personnel, restrictions on the number of employees and other restrictions. Listed are the types of reporting that should be additionally submitted by a medical organization that has expressed a desire to apply a zero rate, as well as the consequences of not submitting these documents. Features of voluntary transition to profit levying at a rate of 20% are shown, practical examples are given.

The article is devoted to the search for a criterion for grouping the regions of the Russian Federation, which allows to obtain adequate estimates of the correlation relationship between labor productivity and production, investment, information and innovation factors of economic development. Estimates based on the aggregate of data for all regions do not reflect a reliable relationship between the main and factor indicators. Conducting analytical procedures separately for regions with a share of the extractive industry in GRP of less than and more than 10% improved the correlation indicators. The conclusions are related to the development of programs for the long-term development of regions.
