Racialized Sexuality: From Colonial Product to Creative Practice

Racialized sexuality is a term that describes the linking of racial attributes to sexual comportment. Racialized sexualities have been produced through colonial conquest in Africa, Asia, and the Americas. European discourses framed colonized subjects as racial and thus sexual others—as different kinds of human beings with deviant erotic practices. The colonial and racist underpinnings of religion, law, and science have produced pervasive tropes of, for example, the sexual excess of Native and African peoples and the sexual submissiveness of Asian peoples. These stereotypes have had an enduring impact on the representations of racialized people’s sexual subjectivities in art and media, in addition to academic knowledge production. Representations of the insatiable lust and spitfire of Black and Latina women, the sexual submissiveness of Asian women, the lack of Asian men and the predatory sexualities of Black men, stem from centuries of discursive circulation in fields ranging from biology to anthropology, which in turned shaped how such tropes have been taken up and reproduced in cultural production. With the understanding that racialized sexuality is a colonial product, scholars invested in anti-racism and queer politics have problematized the scientific racisms that have upheld dominant discourses of racialized sexualities by exposing their deficient methodologies, ethical violations, and often eugenicist agendas. Racialized sexualities have been lived by colonized subjects through a wide range of violences via chattel slavery, and in the early 21st century, through eroticized violence such as that inflicted on the Arab detainees of Abu Gharib prison by the United States military following 9/11. While acknowledging how racialized sexuality is intimately wedded to experiences of violation and injury, contemporary artists and scholars of sexuality have also worked to show how the very tropes that dehumanize people of color are also marked by ambivalence. These representations often present the possibilities of both pleasure and pain for racialized subjects and thus are in turns claimed, disavowed, and altered through art and scholarship in order to highlight the complexities of how racialized sexualities are experienced. Queer and trans artists of color are at the forefront of demonstrating the potential of transforming racialized sexualities from a colonial product to a creative practice.

Science fiction (SF) emerges as a distinct literary and cultural genre out of a familiar set of world-famous texts ranging from Mary Shelley’s Frankenstein (1818) to Gene Roddenberry’s Star Trek (1966–) to the Marvel Cinematic Universe (2008–) that have, in aggregate, generated a colossal, communal archive of alternate worlds and possible future histories. SF’s dialectical interplay between utopian optimism and apocalyptic pessimism can be felt across the genre’s now centuries-long history, only intensifying in the 20th century as the clash between humankind’s growing technological capabilities and its ability to use those powers safely or wisely has reached existential-threat propositions, not simply for human beings but for all life on the planet. In the early 21st century, as in earlier cultural moments, the writers and critics of SF use the genre’s articulation of different societies and different possible futures as the occasion to reflect on our own present, in ways that range from full-throated defense of the status quo to the ruthless denunciation of all institutions that currently exist in the name of some other, better world. SF’s global popularity has grown to the point where it now looms quite large over cultural production generally, becoming arguably the most popular narrative genre in existence, particularly in the sorts of SF action spectacles that have dominated the global box office of the first two decades of the 21st century. It has also become increasingly difficult to tell the difference between the things we used to think of as SF and the advanced communication, transportation, and entertainment technologies that have become so ubiquitous and familiar that we now take them for granted, as well as the growing prevalence of political, economic, and ecological crises now erupting out of the pages of our science fictions, like our very worst dreams come to life.

Discourses in the early 21st century surrounding the presumption of childhood innocence were undergirded by antiblackness. The theorization of antiblackness within the context of race, gender, and education has been beneficial to understanding how the mistreatment of Black children and the illegitimacy of Black childhoods within the white American racial imaginary is seemingly justified. Foundational to the United States, antiblackness is a race-based paradigm of racial othering and subjugation through a litany of organized structural violence against Black people. Structured outside the realms of humanity and civil society, Black life, through this paradigm, is regarded as other than human. Arguably, antiblackness shapes all racialized, gendered, sexualized conditions and experiences of all Black people, including the age compression of Black children. Antiblackness scholarship posits that there is an institutional unwillingness to see Black youth as children. Discourses on what it means to be a child, who can occupy that position, and when a particular stage of a child’s development is reached, are all structured against Black youth. Pathologized as deviant, adult-like problems, Black children occupy life in a liminal space, where they are denied childhood status but carry adult-like culpability. As adultified Black youth, they lack autonomy and are not granted leniency to learn from their mistakes like their white peers. With their actions and intentions perceived as deviant, ill-willed, or hypersexual, Black children are susceptible a wide range of violence from school punishment, the criminal justice system, sexual abuse and exploitation, and excessive police force.

The article examines evolution of scholarly approaches towards the phenomenon of the “national security.” By the early 21st century this notion found its way in the official strategic documents of a wide range of states. The authors examine the Russian and international record of analysis in the field of national security, and assess the adequacy of existing views on this subject taking in the account emerging threats, risks and challenges, as well as the tasks of sustainable development of a country in the social, economic, political, information, spiritual and other areas. They start by presenting the early conceptualizations of this term in the debates of American experts in the 1950s and the 1960s. An important innovation of that period was disentanglement of the national security from purely territorial and military threat, by preparing for other types of contingencies. The article additionally examines the struggle between two alternative approaches towards protecting the national security in the United States: the one founded on unilateral domination and the other prioritizing collective actions. It demonstrates that the one important result of the Western debates was the emergence of a new field of study defined by policy relevant studies, which produce useful, original, and verifiable inferences, which are then injected in decision-making process. In order to promote a similar institutionalized expertise, the article suggests seceding the study of the national security in a separate discipline. This step will enable to further promote the training of specialists not only in the field of national security and strategic planning, but also political scientists and future specialists for the public service. The need for this is obviously related to the tasks of improving the quality of policy making and strategic planning in the Russian Federation, the implementation of national projects in an extremely complex international environment.

Since the early 21st century, there has been an emergence of scholarship and theorizing of Latina sexualities within the social sciences, humanities, and interdisciplinary programs, such as Chicanx studies, Latinx studies, American studies, and feminist studies. However, cultural production has long been interrogating the way that Latina sexuality has been represented, as well as pathologized and racialized. While there is a plethora of information regarding sexuality of women in Latin America, this article deals with the discursive and material construction of Latina sexuality for US Latinas and Chicanas who were born in the United States or migrated to the United States. At the foundation, sexuality and sexuality studies has been a subcategory of LGBT studies and later queer theory. Mainly used as a signifier for identity categories, sexuality is predicated on sexual preference and romantic desires; however, it is also used to refer to identities that exceed heteronormative, homosexual, bisexual, or asexual identities. However, Latina sexuality intersects with not only race but also modes of power and control that situate it within a larger context of technologies of power. Sexuality is tied to larger power structures; therefore, Latina sexuality takes sex and sexuality out of the private sphere to help us understand the intersectional relations of race, gender, and class. Gloria Anzaldúa and Cherrie Moraga brought together feminists of color to explore sexuality, gender, and class in their foundational collection This Bridge Called My Back: Writings By Radical Women of Color (1981) and Borderlands/La Frontera: The New Mestiza (1987) in the context of interlocking and co-constitutive systems of oppression. Inspired by this collection of women of color writing, tatiana de la tierra, a Latina lesbian born in Colombia, published the first international Latina lesbian magazine: Esto no tiene nombre. It was distributed in the United States and Latin American and explored excessive Latina sexuality by theorizing eroticism; the magazine challenged the “Latina lesbian” stereotype. The Sexuality of Latinas (1993), edited by Norma Alarcón, Ana Castillo, and Cherríe Moraga, looks at the self-examination of five hundred years of hidden sexuality and sexual violence. In “Sexuality and Discourse: Notes From a Chicana Survivor” in Chicana Lesbians: The Girls Our Mothers Warned Us About (1991), Emma Pérez takes sexuality as the marker of many of the problems Chicanas face. The racism and sexism Chicanas face is not the only problem, however: the racism Chicanos face adds layers of struggle to an already hostile situation. She utilizes a “conquest triangle” that builds off the Oedipus complex but adds that in addition to the white father (the colonizer) and the India mother who is imbricated in the violence of miscegenation, there is a castrated mestizo Chicano son who will never be able to be as superior as the white man. In 1987, Juanita Diaz-Coto edited and published one of the first edited collections through the Latina Lesbian History Project on Latina sexuality titled Compañeras: Latina Lesbians: An Anthology, which she published under her pseudonym Juanita Ramos. This collection featured oral histories, essays, poetry, short stories, and art by and about Latina lesbians in both Spanish and English, featuring the work of forty-seven women born in ten different Latin American countries that addressed Latina sexuality and lesbianism and also confronted the ways that culture and migration informed the enunciation of sexuality for Latinas. The foundational and early writings of Latina and Chicana feminists laid the groundwork for our ability to contemplate and discuss Latina sexuality as racialized, gendered, transnational, and diasporic sexualities. It also sets the stage to think historically about Latinas and their bodies in relations to cultural representation, borders and migration, the family, reproductive health, and transness.

Curriculum theory is shaped and held within the larger field of curriculum studies, but its distinctive focus on understanding curriculum as opposed to developing it places it is stark contrast with other parts of the larger field. This focus is further distinctive when curriculum theory shifts to curriculum theorizing. Curriculum theorizing emerged in the United States, principally at Bergamo conferences and precursor conferences, in the Journal of Curriculum Theorizing (JCT), and through scholars associated with the reconceptualization. It has spread internationally via the International Association for the Advancement of Curriculum Studies and its subsidiaries in many different countries and cultures. Some scholars hold that curriculum theory includes curriculum theorizing as well as normative and analytic conceptualizations that justify or explain curriculum decisions and actions. Curriculum theorizing attempts to read broadly in social theory so as to embody those insights in dealing with issues of curriculum, and can take philosophical, sociological, psychological, historical, or cultural studies approaches to analyses, interpretations, criticisms, and improvements. This approach has built upon what has become known as the reconceptualization, which began in the late 1970s and continues into the early 21st century. Increasingly, the field has taken up analysis of contemporary education policy and sociopolitical contexts as an outgrowth of its work. Issues of race, gender, class, sexuality, and dis/ability, and the ways in which their intersectionality impact the lived experience of schools, continue to motivate and direct the field of curriculum studies. In so doing, criticism, analysis, interpretation, and expansion of such issues have moved the focus of curriculum theorizing to include any aspects of social and psychological life that educate or shape the ways human beings reflect upon or interact with the world.

The US–Mexico War produced a wide range of literature in the United States that exposed the provisional and contingent qualities of US nationalism, even while it also asserted the anti-Mexican racism and xenophobia that continues to shape cultural and political discourse in the early 21st century. Much of the popular literature produced in mass-market novelette form, for example, deployed a range of Mexican enemies that ran through a sequence from noble, chivalrous opponents, to fiendish enemies and terrorist bandits. This instability in how writers saw Mexico and Mexicans suggests that the war could paradoxically generate critical self-reflections that countered essentialist notions of manifest destiny. The eventual projection of the bandit figure as the prototypical Mexican villain reinforced Anglo-American national self-definitions of moral, cultural, and racial superiority as a response to the destabilizing energies resulting from the invasion of a neighboring American republic. For Mexican American writers, the war, although a major feature of Mexican American literature, nonetheless became an environment in which to explore conditions of non-national, liminal border identities, which became strikingly relevant as the 20th century turned into the 21st. In Mexico, the agonized response to the nation’s failure to stop the “Yankee” invader led instead to a confrontation with its own lack of a unifying national identity and forced writers and political intellectuals to ask hard questions about Mexico’s destiny.

Migration has always been at the core of Latina/o literature. In fact, it would be difficult to find any work in this corpus that does not address migration to some extent. This is because, save some exceptions, the experience of migration is the unifying condition from which Latina/o identities have emerged. All Latinas/os trace their family origins to Latin America and/or the Hispanic Caribbean. That said, not all of them experience migration first-hand or in the same manner; there are many factors that determine why, how, when, and where migration takes place. Yet, despite all of these factors, it is safe to say that a crucial reason behind the mass movements of people from Latin America and the Hispanic Caribbean to the United States has been direct or indirect US involvement in the countries of origin. This is evident, for instance, in the cases of Puerto Rico (invasion of 1898) and Central America (civil wars in the 1980s), where US intervention led to migration to the United States in the second half of the 20th century. Other factors that tend to affect the experience of migration include nationality, class, race, ethnicity, gender, sexuality, religion, language, citizenship status, age, ability, and the historical juncture at which migration takes place. The heterogeneous ways in which migration is represented in Latina/o literature reflect the wide range of factors that influence and shape the experience of migration. Latina/o narrative, poetry, theatre, essay, and other forms of literary expressions capture the diversity of the migration experience. Some of the constant themes that emerge in these works include nostalgia, transculturation, discrimination, racism, uprootedness, hybridity, and survival. In addressing these issues, Latina/o literature brings visibility to the complexities surrounding migration and Latina/o identity, while undermining the one-dimensional and negative stereotypes that tend to dehumanize Latinas/os in US dominant society. Most importantly, it allows the public to see that while migration is complex and in constant flux, those who experience it are human beings in search for survival.

By the start of the 21st century many of the foundations of postwar culture had disappeared: Europe had been rebuilt and, as the EU, had become one of the world’s largest economies; the United States’ claim to global dominance was threatened; and the postwar social democratic consensus was being replaced by market-led neoliberalism. Most importantly of all, the Cold War was over, and the World Wide Web had been born. Music After The Fall considers contemporary musical composition against this changed backdrop, placing it in the context of globalization, digitization, and new media. Drawing on theories from the other arts, in particular art and architecture, it expands the definition of Western art music to include forms of composition, experimental music, sound art, and crossover work from across the spectrum, inside and beyond the concert hall. Each chapter considers a wide range of composers, performers, works, and institutions are considered critically to build up a broad and rich picture of the new music ecosystem, from North American string quartets to Lebanese improvisers, from South American electroacoustic studios to pianos in the Australian outback. A new approach to the study of contemporary music is developed that relies less on taxonomies of style and technique, and more on the comparison of different responses to common themes, among them permission, fluidity, excess, and loss.

Popular culture has long conflated Mexico with the macabre. Some persuasive intellectuals argue that Mexicans have a special relationship with death, formed in the crucible of their hybrid Aztec-European heritage. Death is their intimate friend; death is mocked and accepted with irony and fatalistic abandon. The commonplace nature of death desensitizes Mexicans to suffering. Death, simply put, defines Mexico. There must have been historical actors who looked away from human misery, but to essentialize a diverse group of people as possessing a unique death cult delights those who want to see the exotic in Mexico or distinguish that society from its peers. Examining tragic and untimely death—namely self-annihilation—reveals a counter narrative. What could be more chilling than suicide, especially the violent death of the young? What desperation or madness pushed the victim to raise the gun to the temple or slip the noose around the neck? A close examination of a wide range of twentieth-century historical documents proves that Mexicans did not accept death with a cavalier chuckle nor develop a unique death cult, for that matter. Quite the reverse, Mexicans behaved just as their contemporaries did in Austria, France, England, and the United States. They devoted scientific inquiry to the malady and mourned the loss of each life to suicide.

This book examines the politics of consumer and environmental risk regulation in the United States and Europe over the last five decades, explaining why America and Europe have often regulated a wide range of similar risks differently. It finds that between 1960 and 1990, American health, safety, and environmental regulations were more stringent, risk averse, comprehensive, and innovative than those adopted in Europe. But since around 1990 global regulatory leadership has shifted to Europe. What explains this striking reversal? This book takes an in-depth, comparative look at European and American policies toward a range of consumer and environmental risks, including vehicle air pollution, ozone depletion, climate change, beef and milk hormones, genetically modified agriculture, antibiotics in animal feed, pesticides, cosmetic safety, and hazardous substances in electronic products. The book traces how concerns over such risks—and pressure on political leaders to do something about them—have risen among the European public but declined among Americans. The book explores how policymakers in Europe have grown supportive of more stringent regulations while those in the United States have become sharply polarized along partisan lines. And as European policymakers have grown more willing to regulate risks on precautionary grounds, increasingly skeptical American policymakers have called for higher levels of scientific certainty before imposing additional regulatory controls on business.
