Data Use in Recent School Reforms

Typically involving the use of test scores, grades, and other forms of assessment in various educational contexts, the concept of data use has developed in parallel with the introduction of new managerial approaches to school governance, including performance management and accountability measures. This use of data for governance purposes is one way in which national authorities coordinate activities across administrative levels to improve education quality and effectiveness. Policymakers’ and researchers’ frequent use of the concepts of data and data use also usually parallels this development. However, based on systematic research mapping, the present findings identify differing ideas about data use in national and local contexts, including the role that data play and should play in school reform. Such differences relate to variations in school systems, teachers’ status, school governance traditions, curricular traditions, and research traditions. Moreover, characteristic of the literature on data use is an emphasis on the organization and development of effective data use practices. This is somewhat paradoxical, as both earlier and more recent studies emphasize the need for a stronger focus on the actual practices of the involved actors if data are to be of value in school development processes. Three important needs are important when considering data use in policy, research, and practice: the need for greater awareness of the epistemic aspects of data use; the need for context sensitivity, as data use is often presented as a universal concept across national and local contexts; and the need for researchers to communicate with other related fields to improve theory and practice.

In light of current interest in teacher education, this chapter presents an outcome of a study that sought to explore ways that the classroom practices and status of teachers might be improved. The enquiry used a model of professional learning that incorporated blended learning, reflective practice, performance management processes, authentic experiences, and tertiary learning to encourage change in classroom settings. Teacher insights were explored and their classroom practices analysed to identify any change in teacher behaviours that might be attributed to participation in the learning program. Findings suggest that teachers are largely dissatisfied with conventional approaches to professional development believing them to be separate from the classroom experience and ineffective in bring about change. However, teachers in this study found that a blended learning setting that fostered an intentional connection between theory and practice and collaborative learning provided a strong learning experience that translated to change in classroom practice.

Development, as an ideology and practice, has been a matter of much contestation since its inception at the enlightened period. The way development has been understood, explained and practiced has undergone various experiments and directions over the time. Yet, what development is theoretically and what it should be in practice remains as contested and vague. This article is an attempt to examine the trajectory of development from its origin in the classical modernization to the more contemporary neo-liberal and post-development discourses. It is argued that the way development has been propagated by the modernists as economic growth and positive change has been vehemently challenged by the post-modernists on the ground that development is not only hegemonic, authoritative and dependency creating mechanism that routinely fails and but also produces unintended consequences on the lives of the people. Thus, there has been a growing realization that development needs to be rethought in a way that would promote an alternative development or even an alternative to development. Such a shift in perspectives and continuing deliberations on development has given rise to the question whether development has reached an impasse which needs to be pushed forward. By reviewing the existing literature, this article aims at unfolding the dynamic trajectory of development both as theory and practice, and argues that development is and continues to be an interesting and stimulating topic in social sciences given its vibrant engagement with and implications on various stakeholders both at the global and local contexts.

The author draws upon an extensive professional history of working in the policy sector in the uk and reflecting about its remit from an academic vantage point. Drawing upon the case studies featured in this issue on Syria’s refugee crisis, the author poses fundamental questions about the limits of policy research by reflecting the methods employed in policy research and the institutional and political climate in which such research is undertaken.

The article discusses the theory and practice of optimizing the supply of perishable food products in the context of the concept of supply chain management, taking into account the harmonization of the economic positions of supply chain companies. The purpose of the study is to develop a method of managing the efficiency of supply chain systems of perishable food products, taking into account the variability of the logistics cycle. Object of study – the processes of managing the supply of perishable foodstuffs in the respective supply chains. The subject of the study are methods and models of managing the supply of perishable food. Research methods – systematic approach, probability theory and mathematical statistics, optimization. As a result of the conducted researches the method of managing the efficiency of supply chains of perishable foodstuffs taking into account the variability of the logistic cycle is proposed, which allows to evaluate the effectiveness of measures for the improvement of logistic, and considered in its structure of transport, servicing of supply chains of perishable foodstuffs in the context of development perishable food supplies. Purpose: The purpose of this article is to identify the role of market dynamism in the relationship between market orientation and the performance of micro, small, and medium enterprises (MSMEs) operating in technology parks (TPs) in Poland. Methodology: The two methods used for performing the quantitative empirical research are CAWI and PAPI. The research sample included MSMEs operating in technology parks in Poland. The article is the answer to the needs for systematic research of models between market orientation and firm performance. Findings: The research findings provide an insight into the level of market orientation and performance of the analyzed MSMEs operating in technology parks in Poland. It was found that MSMEs in the research sample were not a homogeneous group in this respect. It has been proven that market orientation is a significant stimulant of firm performance, while market dynamism has not been classified as a moderator of the market orientation–firm performance relationship. Implications for theory and practice: This study contributes to strategic management by identifying the key role of market orientation for enterprises wishing to benefit from this type of strategic orientation. The important role of the predictor – market orientation in shaping the results of micro, small and medium-sized enterprises operating at TPs in Poland has been proven. In practice, this means that increasing the level of market orientation is conducive to increasing positively assessed financial performance. Originality and value: Our research carried out at MSMEs operating in technology parks in Poland enriches and supplements knowledge about market orientation as a phenomenon of universal character because it also applies to smaller sized business organizations.

The multidimensional nature of the notion «system» is conditioned by a wide range of factors applied in philosophical, pedagogical and social studies. The review of scientific and encyclopaedic literature on systemic research confirmed the versatility of approaches to the definition of “system”. The purpose of the article is theoretical analysis of scientific approaches to the concept «system», characterization of system types in the context of pedagogical research. The determined approaches to this category in the scientific theory and practice allow considering the system as an orderly classification of interrelated elements which, interacting with the environment, form a holistic system, constitute a set of interacting elements oriented towards the achievement of a specific goal. It has been defined that a set of components oriented towards the goal determines the basis of the research system and systematic research methods. It has been determined in the article that autonomy in choosing ways of action on the basis of the developed criteria is the characteristic feature of purposeful systems. During the research, the importance of introducing the systematic approach to modern pedagogical science was emphasized, in particular the problem of forming social activity of youth in the institutions of civil society. The systematic approach involves performing a number of tasks: developing system goals; constructing objects as a system; building models of the system; determining system properties; studying the functioning of the system. In the context of our study, it is worth noting that the social, pedagogical, social-pedagogical and innovative systems that justify a number of principles, features and characteristics that are considered relevant during the formation of social activity contribute to the development of the system enabling the development of young people’s social activity. The analysis of the scientific-pedagogical literature made it possible to identify the main characteristics of these systems. According to the results of theoretical analysis, the concept and development stage of the system enabling the formation of young people’s social activity in the institutions of civil society were determined. Regional haze pollution, a severe atmospheric environmental problem, has profoundly harmful effects on the ecological environment, public health and the quality of economic development, and has accordingly attracted considerable attention from policymakers, researchers and the public. This article comprises a systematic literature review of the existing research on the theoretical mechanism, empirical analysis and institutional arrangement of regional haze pollution. As a result, it is found that various studies from multiple disciplines have touched upon the relevance of haze issues, including theoretical and experimental research on its formation, evolution and mechanisms from the perspective of the natural sciences, as well as empirical analysis and policy research on governance strategies, effects and mechanisms from the perspective of the social sciences, yet a systematic review and critical assessment synthesizing the above research is urgently needed. Future directions and research prospects are highlighted, showing that it is necessary to supplement and improve the theory and practice concerning the identification, measurement and assessment of haze pollution, as well as regional controlling strategies and policy implementation assessments. In short, in this review, we have aimed to help integrate the theoretical and empirical consensus in multidisciplinary fields, thereby promoting the accurate analysis, fine management and the development of precise policies in regards to regional haze pollution.

Charitable nonprofits strive to meet their organization’s goals, address external demands, and secure resources to pursue their missions. Management scholars have recommended that nonprofits promote innovation and innovative practices to maximize profits and gain a competitive advantage. However, the voices of nonprofit practitioners who implement this strategy have not been heard. We used data from interviews and focus groups with 47 practitioners representing development and peace-building nonprofits across six continents to probe what innovation means to them. Five themes emerged: (a) experimentation and social transformation, (b) financial sustainability, (c) collective solutions, (d) new means for achieving missions, and (e) adaptations to local contexts. These findings reveal discrepancies in the meaning of innovation between theory and practice. The findings from this study suggests innovation and innovative practices can have different meanings in different sectors. Perspectives on nonprofit innovation are multifaceted, yet the overarching emphasis is finding transformative ways to attain organizational goal(s) for social change.
