Urban Homelessness Policy in OECD Nations

Homelessness is a public health challenge for modern governments. Homelessness emerged as a formal policy problem for rich nations in the mid- to late 20th century as nations developed stable economies and democracies, including housing and job markets, and social welfare mechanisms to protect citizens from disenfranchisement. In early 21st-century Organisation for Economic Co-operation and Development (OECD) nations, homelessness arises most often among at-risk or vulnerable populations, such as historically marginalized groups and/or persons with constrained access to welfare state mechanisms, such as immigrants or refugees. Thus, homelessness in OECD nations is very different from informal housing or mass poverty in poor nations and/or non-democratic regimes. Homelessness affects individual and population health, requiring complex policy solutions across multiple domains of health, as well as intergovernmental coordination. Policy responses to homelessness vary across OECD nations in their approach and efficacy. There are four key factors influencing how OECD nations respond to homelessness: (a) the strength and inclusivity of the welfare state; (b) degrees of decentralization in homeless policy governance; (c) the strength, capacity, and inclusivity of the health and behavioral healthcare systems; and (d) the role of federated structures in health and welfare state policy. Overall, nations with weaker welfare states and health/behavioral healthcare systems face greater risks of homelessness. The inclusivity of these systems also shapes who may be eligible for protection or experience homelessness. Local governments, especially those in large metropolitan areas, are the frontline providers of homelessness services. Yet local governments are constrained at both ends: Policies designed, delivered, and funded at larger units of government—such as welfare state provisions—influence many of the determinants of homelessness, such as housing, and the resources available to subnational actors to combat homelessness. Local actors are also constrained by the degree of decentralization. Devolution of homelessness policy to smaller units of government or even solely to nongovernmental actors, through federated mechanisms or decentralization, may create barriers to locally tailored solutions by perpetuating disparities across jurisdictions and/or constraining authority and resources necessary to design or deliver homeless policy.

By the late 20th century, the plight of millions of older people in many developed countries was regarded as serious and was acknowledged to require concerted cross-national remedial action. Sociologists and social gerontologists only then were beginning to put together explanations rooted in the evolution of social policy and its corresponding institutions. One thesis that attracted support was that the dependency of the aged had been ‘structured’ by long-term economic and social policies. During the final decades of the 20th century, older people were perceived and treated, according to accumulating research evidence, as more dependent than they really were or needed to be. This had been fostered by the emerging institutions of retirement, income maintenance, and residential and domiciliary care. This development had been the responsibility primarily of the State, which tried to deliver welfare but also to accommodate the market. Forms of discrimination against older people had become, or continued to be, as deep as forms of discrimination against women and ethnic minorities. Such ‘institutionalised ageism’ had to be countered. Hopes were invested in anti-discriminatory policies that reflected good reciprocal relationships between the generations in many families and the rights of individuals of any age to human dignity and opportunities to practise their skills. The globalisation of the market and affiliation to neo-liberal policies, together with the simultaneous passage of various instruments of human rights, have changed the nature of the problem, and therefore the debate, during the early 21st century. This paper argues that the release and implementation during and after the Second World War of collective liberal egalitarian values, expressed in many countries in international statements on human rights, as will be shown, had a big impact on the design of public services, including those for older people. If the claims for the elderly in the welfare states of 50 years ago were exaggerated, as we can now safely conclude, the claims for older people today are even more exaggerated – at a time of heightened emphasis on individual rights and individual market powers. The various problems of ‘structured’ dependency persist, and seem set to grow in many parts of the world. Human rights offer a framework of rigorous analysis and anti-discriminatory work. Success depends on good operational measurement, and the incorporation of international and national institutions and policies that reflect those rights.

The welfare states of Japan, South Korea, and Taiwan were built by conservative elites to serve the project of late industrialization, and for this reason the East Asian developmental welfare state focused its resources on those who were deemed most important for economic development (especially male industrial workers). Starting in the 1990s and increasingly since the 2000s, the developmental welfare state has experienced a far-reaching transformation, including the expansion of family policy to address the post-industrial challenges of female employment participation and low fertility. This chapter assesses social investment policies in East Asia, with a focus on family policy and on the South Korean case, where the most comprehensive rise of social investment policies were observed.

Abstract Rapid technological change – the digitalization and automation of work – is challenging contemporary welfare states. Most of the existing research, however, focuses on its effect on labor market outcomes, such as employment or wage levels. In contrast, this paper studies the implications of technological change for welfare state attitudes and preferences. Compared to previous work on this topic, this paper adopts a much broader perspective regarding different kinds of social policy. Using data from the European Social Survey, we find that individual automation risk is positively associated with support for redistribution, but negatively with support for social investment policies (partly depending on the specific measure of automation risk that is used), while there is no statistically significant association with support for basic income. We also find a moderating effect of the overall size of the welfare state on the micro-level association between risk and preferences.

Abstract The present article investigates how begging performed by citizens of new EU-member states in Eastern Europe was debated in parliaments in Denmark, Sweden and Norway during the period 2007–2017. The empirical analysis shows significant cross-country divergences: In Denmark, efforts targeted controlling migration, either directly or indirectly, via various deterrence strategies. In Sweden, the emphasis was rather on alleviating social needs while migrants reside in the country and trying to decrease their incentives to migrate in the first place by ameliorating conditions in sending countries. In Norway, one predominant framing revolved around the issue of human trafficking of beggars. Despite substantial differences, the analyses show a gradual shift in a similar direction in all three countries. While a social frame was initially more commonly understood as the appropriate way to approach begging, over time a criminal frame has gained ground in all three countries. The article argues that this development must be understood in light of marginalized intra-EU migrants’ legal status as both insiders and outsiders in the Scandinavian welfare states. Due to these individuals’ “in-between status”, neither conventional social policy nor immigration control measures are perceived as available, making policymakers more prone to turn to criminal policy tools.

ABSTRACTNo major reform of the welfare state has a chance of going through unless one can make a plausible case as to both its ‘ethical value’ and its ‘economic.value’, that is, that it would have a positive effect in terms of both justice and efficiency. In this essay, this rough conjecture is first presented, and its plausibility probed, on the background of some stylised facts about the rise of modern welfare states in the postwar period. Next, the focus is shifted to the current debate on the introduction of a basic income, a completely unconditional grant paid ex ante to all citizens. It is argued that if basic income is to have a chance of meeting the strong twofold condition stipulated in the conjecture, some major changes are required in the way one usually thinks about justice and efficiency in connection with social policy. But once these changes are made, as they arguably must be, the chance that basic income may be able to meet the challenge is greatly enhanced.

Previous scholarship is sharply divided over how or if globalization influences welfare states. The effects of globalization may be positive causing expansion, negative triggering crisis and reduction, curvilinear contributing to convergence, or insignificant. We bring new evidence to bear on this debate with an analysis of three welfare state measures and a comprehensive array of economic globalization indicators for 17 affluent democracies from 1975 to 2001. The analysis suggests several conclusions. First, state-of-the-art welfare state models warrant revision in the globalization era. Second, most indicators of economic globalization do not have significant effects, but a few affect the welfare state and improve models of welfare state variation. Third, the few significant globalization effects are in differing directions and often inconsistent with extant theories. Fourth, the globalization effects are far smaller than the effects of domestic political and economic factors. Fifth, the effects of globalization are not systematically different between European and non-European countries, or liberal and non-liberal welfare regimes. Increased globalization and a modest convergence of the welfare state have occurred, but globalization does not clearly cause welfare state expansion, crisis, and reduction or convergence. Ultimately, this study suggests skepticism toward bold claims about globalization's effect on the welfare state.

This article argues that understanding the relationship between welfare states and globalization can benefit from a “multi-typological” approach, in which a number of typologies are applied side-by-side as summaries of the relationships between particular aspects of social policy and globalization. Findings suggest that different welfare state typologies predict different aspects of globalization. The article concludes that the analysis of the connection between welfare states and globalization can benefit not from attempting to identify the most accurate welfare state typology, but from understanding the unique contributions made by each one.

Wonder, Horror, Mystery is a dialogue between two friends, both notable arts critics, that takes the form of a series of letters about movies and religion. One of the friends, J.M. Tyree, is a film critic, creative writer, and agnostic, while the other, Morgan Meis, is a philosophy PhD, art critic, and practicing Catholic. The question of cinema is raised here in a spirit of friendly friction that binds the personal with the critical and the spiritual. What is film? What’s it for? What does it do? Why do we so intensely love or hate films that dare to broach the subjects of the divine and the diabolical? These questions stimulate further thoughts about life, meaning, philosophy, absurdity, friendship, tragedy, humor, death, and God. The letters focus on three filmmakers who challenged secular assumptions in the late 20th century and early 21st century through various modes of cinematic re-enchantment: Terrence Malick, Lars von Trier, and Krzysztof Kieślowski. The book works backwards in time, giving intensive analysis to Malick’s To The Wonder (2012), Von Trier’s Antichrist (2009), and Kieślowski’s Dekalog (1988), respectively, in each of the book’s three sections. Meis and Tyree discuss the filmmakers and films as well as related ideas about philosophy, theology, and film theory in an accessible but illuminating way. The discussion ranges from the shamelessly intellectual to the embarrassingly personal. Spoiler alert: No conclusions are reached either about God or the movies. Nonetheless, it is a fun ride.

This concluding chapter highlights key arguments from across the book in order to set out an integrated agenda for future research. Theoretically rooted analyses must be at the core of such an agenda. The inter-pollination/cross-fertilisation of ideas from many disciplines is important in developing an understanding of the complex and multi-faceted ways in which competition is influencing welfare states. However, while theory is central to this agenda, it must also be rooted in detailed empirical analysis. In looking to transcend the competition state/welfare state dichotomy, this interplay between theory and evidence is key, and where theoretically rooted social policy analysts can add particular value to current debates.
