Climate change is projected to increase in vulnerable areas of the world, and marginalized communities residing in rural areas are more vulnerable to the change. The perceptions of climate change and adaptation strategies made by such communities are important considerations in the design of adaptation strategies by policy-makers. We examined the most marginalized indigenous group "Chepang" communities' perceptions towards this change, variability, and their attitudes to adaptations and adapted coping measures in mid-hills of Nepal. We interviewed 155 individuals from two Chepang communities, namely, Shaktikhor and Siddhi in Chitwan district of Nepal. We also analyzed biophysical data to assess the variability. The findings showed that the Chepang community has experienced significant impacts of climate change and variability. They attributed crop disease, insect infestation, human health problem, and weather-related disaster as the impacts of climate change. Strategies they have adopted in response to the change are the use of intense fertilizers in farmland, hybrid seeds cultivation, crop diversification, etc. Local level and national level adaptation policies need to be designed and implemented as soon as possible to help climate vulnerable communities like Chepangs to cope against the impacts of climate change.

The ever-growing impacts of climate change such as extreme heat, more frequent heavy precipitation events, intensifying tropical revolving storms, and sea level rise continue to pose major threats to India’s critical maritime infrastructure. As the country moves towards its ambition of becoming a leading Blue Economy of the world, a wide range of initiatives have been taken by the central and state governments to expand the maritime sector with a specific focus on the transport sector. However, there is little emphasis being paid on protecting the existing and planned seaport infrastructure against the deleterious impacts of climate change. None of the major ports in India have a dedicated climate action strategy and climate adaptation finds no mention in the policy documents pertaining to the maritime transport sector. In this context, this paper aims to highlight the need for a comprehensive, holistic and dynamic climate change adaptation strategy for India’s port infrastructure including support infrastructure and supply chains. The adaptation strategy, at the individual ports’ level and the national level, must be preceded by rigorous risk assessment studies to identify and prioritise the major challenges arising from climate change at the local level. The paper draws upon international best practices in climate risk assessments and adaptation measures to provide a way forward for Indian ports

Adapting to expected impacts of climate change is a task shared by multiple institutions and individuals, but much of this work falls over local and regional authorities, which has made them experts over the issue. At the same time, adaptation to climate change has been a research interest in different academic fields; while private companies provide research and development efforts on the issue. Views from perspectives may contain common ground and discrepancies, but benefits from the discussion may differ among these three sectors. This study shows the application of collaborative approaches to analyze impacts and adaptation measures at a local level. A stakeholder workshop was held in the city of Bilbao to discuss impacts of climate change and adaptation in the local context of the Basque Country. The contributions were proposed on three axes: impacts from climate change, good practices proposed or already in action, and costs and benefits derived from those strategies. Participants were asked to rank a series of measures and practices extracted from their previous inputs. These measures were analyzed after applying bootstrapping techniques, according to the perceived costs and benefits assigned to each of the grouped measures and practices. Participants estimated that groups containing green adaptation measures and those that had potentially positive impacts over climate change mitigation were the most efficient measures, as reduced costs combined with high benefits could lead to win–win adaptation strategies, while grey infrastructures were seen as providing high benefits at high costs.

AbstractRussian Arctic is a highly urbanized region, with most towns built in the Soviet era to facilitate extraction industries as well as provide and maintain military facilities. Global environmental and developmental changes, as well as national political decisions open up Russia’s Arctic to massive investment, industrial and socioeconomic development. How do Russian Arctic cities, towns, and municipalities reflect on new opportunities in terms of designing their climate change adaptation strategies at a local level? Starting with theoretical discourse on urban climate change adaptation strategy, this research examines state-of-the-art, challenges and trends in planning for adaptation measures in Russia’s Arctic industrial centers. Special attention is given to a comparative analysis of the cities’ climate change adaptation strategies. The role of civil society institutions and business community in the adaptation strategy planning process is explored. Moreover, conflict sensitive approaches to ensure participatory processes for designing and implementing adaptation measures are discussed. The field component of research is based on cities of Apatity, Arkhangelsk, Murmansk, Norilsk, Salekhard, Severodvinsk and towns of Monchegorsk, Nickel and Vorkuta. The study concludes that in spite of significant challenges identified, the total “balance sheet” of the Arctic cities’ efforts to enhance their adaptive capacities is quite positive: Russian northern urban settlements do their best in addressing existing challenges via planning for sustainability approach. However, there is more to do and municipalities should learn from one another’s experiences, as the different approaches can be helpful in developing adequate climate change adaptation strategies at the local level.

The need to adapt to the negative impacts of climate change is urgent especially in the agriculture sector. However, there have been no published reports whether upland corn farmers are applying climate change adaptation strategies. This study sampled 91 upland corn farmers in Sagbayan, Bohol, Philippines to determine the factors affecting their decision to employ adaptations strategies. The adaptation strategies are those soil and water management and conservation techniques employed by farmers, which is modelled using binary logistic regression. The average age of the respondents was 56 years old. Respondents have been in corn production for an average period of 30 years. More than 50% of their annual household income comes from farming (PhP 25,393). Results showed that gender, farm income, total land used in farming and value of farm assets were the determinants of farmers’ use of adaptation strategies. Overall, corn farmers are knowledgeable of the impacts of climate change; however, employment of adaptation strategies is minimal. Hence, intervention should focus on programs that will increase probability of farmers employing adaptation strategies. Such programs may include farm-to-market roads to minimize post-harvest losses, setting of farmer field school and information drive.

Abstract Background Climate change is expected to alter the global footprint of many infectious diseases, particularly vector-borne diseases such as malaria and dengue. Knowledge of the range and geographical context of expected climate change impacts on disease transmission and spread, combined with knowledge of effective adaptation strategies and responses, can help to identify gaps and best practices to mitigate future health impacts. To investigate the types of evidence for impacts of climate change on two major mosquito-borne diseases of global health importance, malaria and dengue, and to identify the range of relevant policy responses and adaptation strategies that have been devised, we performed a scoping review of published review literature. Three electronic databases (PubMed, Scopus and Epistemonikos) were systematically searched for relevant published reviews. Inclusion criteria were: reviews with a systematic search, from 2007 to 2020, in English or French, that addressed climate change impacts and/or adaptation strategies related to malaria and/or dengue. Data extracted included: characteristics of the article, type of review, disease(s) of focus, geographic focus, and nature of the evidence. The evidence was summarized to identify and compare regional evidence for climate change impacts and adaptation measures. Results A total of 32 reviews met the inclusion criteria. Evidence for the impacts of climate change (including climate variability) on dengue was greatest in the Southeast Asian region, while evidence for the impacts of climate change on malaria was greatest in the African region, particularly in highland areas. Few reviews explicitly addressed the implementation of adaptation strategies to address climate change-driven disease transmission, however suggested strategies included enhanced surveillance, early warning systems, predictive models and enhanced vector control. Conclusions There is strong evidence for the impacts of climate change, including climate variability, on the transmission and future spread of malaria and dengue, two of the most globally important vector-borne diseases. Further efforts are needed to develop multi-sectoral climate change adaptation strategies to enhance the capacity and resilience of health systems and communities, especially in regions with predicted climatic suitability for future emergence and re-emergence of malaria and dengue. This scoping review may serve as a useful precursor to inform future systematic reviews of the primary literature.

This review work was conducted to explore the likely impacts of climate change on livestock production and productivity and different adaptation strategies in Ethiopia. National average temperature has increased by 10 c since the 1960s. Most of the livestock owners in the country perceive there is a climate change impacts on Livestock production and productivity. The major effects of climate change on livestock production include feed shortage, shortage of water, livestock genetic resources loss, reduced productivity, and decreased mature weight and/or longer time to reach mature weight in their order of importance. Higher temperatures resulting from climate change may increase the rate of development of certain pathogens or parasites that have one or more life cycle stages outside their animal host. Furthermore, the spatial distribution and availability of pasture and water are highly dependent on the pattern and availability of rainfall. Shortage of feed and water contribute to reduced productivity and reproductive performance of livestock. This includes slow growth rate of animals, loss of body condition, reduced milk production and poor reproductive performance in mature animals. Draught oxen that are emaciated and in poor body condition cannot provide adequate draught power for plowing, and thus affects crop cultivation. Bush encroachment as well as population pressure lead to diminishing availability of good pasture and hence to a decline in the total number of animals. Different adaptation options are followed by Livestock owners, such as Conservation of feed, out-migration of some household members to earn additional income, destocking, settlement and intensification of livestock production, undertaking supplementary income generating activities and awareness creation on the factors affecting climate change.

AbstractThis paper seeks to examine the concept of climate justice and how it is employed by different actors and for different ends. This will be done through an exploration of invocations of climate justice in discussions about a proposed adaptation strategy, namely ‘climate-ready seeds’. The impacts of climate change are often perceived as a form of injustice, because the most vulnerable regions and people suffer disproportionately while having contributed least to causing climate change. Adaptation strategies intended to alleviate this suffering can be viewed as a pursuit of climate justice. At the same time, some argue that certain adaptation strategies cause more injustice than they alleviate. Climate justice movements thus also aim to correct the injustices caused by adaptation strategies. Critics of climate-ready seeds contend that this proposed adaptation strategy is a profitable business for seed corporations, but does not benefit poor farmers. Even though different actors use the concept of climate justice for different purposes, they often invoke similar notions of ‘rights’. I argue in this paper that reliance on rights in all accounts of climate justice in discourses about climate-ready seeds plays a hand in obscuring the distinct aims and ends contained in the idea of climate justice.

Adaptation to climate change is the ability of a society or a natural system to adjust to the conditions that support life in a certain climate region, including weather extremes in that region. The current discussion on adaptation to climate began in the 1990s with the publication of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Scientific results are mainly published internationally or at a national level, and political guidelines are written at transnational (e.g., European Union), national, or regional levels. But since the implementation of adaptation measures must be planned and conducted at the local level, a major challenge is to actually implement adaptation to climate change in practice. Needless to say, the challenges for implementation are rooted in a large number of uncertainties from long time spans to matters of scale, as well as with economic, political, and social interests. From a human perspective, climate change impacts occur rather slowly while local decision makers are engaged with daily business over much shorter time spans. Among the obstacles to implementing adaptation measures to climate change are three major groups of uncertainties: (1) the uncertainties surrounding the development of our future climate, which include the exact climate sensitivity of anthropogenic greenhouse gas emissions, the reliability of emission scenarios and underlying storylines, and inherent uncertainties in climate models; (2) uncertainties about anthropogenically induced climate change impacts (e.g., long-term sea level changes, weather patterns, and extreme events); and (3) uncertainties about the future development of socioeconomic structures, economic development and stability, and overall political stability. Important challenges that add to these uncertainties involve current legislation (e.g., granting building permissions in potentially flood-prone areas and related economic interests). Besides slow changes that influence areas such as vegetation zones, extreme events are a factor of major importance. In addition, many societies and their socioeconomic systems are not properly adapted to their current climate zones (e.g., intensive agriculture in dry zones) or to extreme events (e.g., housing built in flood-prone areas). Adaptation measures can be successful only by gaining common societal agreement on their necessity and overall benefit. Ways to identify and implement societal and economically acceptable adaptation measures also optimally include “no-regret” measures—measures that have at least one function of immediate social benefit as well as long-term, future benefit. To identify socially acceptable and financially viable adaptation measures successfully it is useful to employ structured communication measures that give all involved parties and actors a voice and a possibility to engage in the process of identifying adaptation measures that best fit collective needs.

The research focuses on studying climate change awareness and climate-friendly activities among different socioeconomic groups in the city of Košice, Slovakia. Public awareness is a key element when tackling complex issues demanding wide-ranging compliance across sectors and individuals. In order to assess the perceptions and activities related to the climate change, we analyze the data stemming from survey conducted during the last quarter of 2019. Applying latent class cluster analysis to the sample of 368 observations, we were able to identify four types of respondents. These groups differ in the degree of vulnerability to adverse conditions due to climate change. This study sheds light on how different groups of citizens perceive the threat of climate change impacts in their everyday lives and how they act in order to adapt. Such findings can be applied by policymakers at both national and local level when designing and communicating socially just measures reflecting the needs of all major types of citizens. The paper identifies four different groups of residents based on their perceptions of climate change and their activities to adapt. Each group needs to be considered separately when designing adaptation strategy in order not to exacerbate existing socioeconomic inequalities. The findings also point to the need to strengthen municipality's activities in the area of climate change education.

Also German cities -as many other cities worldwide- will be affected by impacts of climate change. Starting from the German Adaptation Strategy to climate change, the paper presents a short literature review on impacts of climate change and on fields of action for German municipalities and urban planners to adapt to it. The literature review shows that main negative impacts of climate change in Germany are due to rising temperatures and cities will also need to cope with altered precipitation regimes. But also positive impacts such as reduced heating costs are reported. Additionally, the paper highlights a second phenomenon, which also causes specific demands for urban planners regarding human health and quality of life in German cities: demographic change. Altering demographic patterns within the society will lead to altered demands for healthy living conditions. Moreover, findings from the literature show that specific groups of the society - such as the elderly - are especially vulnerable towards impacts of climate change. A concrete sensitivity towards overheating or bad air is reported. Both phenomena may simultaneously impact on German urban structures and will demand closer attention now and in the future. Consequently, specific fields of action to adapt to climate change will be presented highlighting their possible contribution sustaining quality of life in cities.
