Abstract In recent years, active aging became a concept progressively considered by policy makers in Italy. A national project for creating a multilevel and co-managed coordination of active aging policies was launched in 2019 by the Italian Government and the National Institute of Health and Science on Ageing (IRCCS INRCA). A systematic review of active aging policies was conducted at both national and regional level. Results showed that national policies still reflect the general categorical fragmentation of Italian welfare system, although substantial developments were found in some sectors, i.e. prolonging working life, supporting families, social inclusion, and healthy ageing. Ten out of twenty-one regions have approved laws dedicated to active aging, although in most cases these laws are too recent to show impact. National and regional policy makers still need to overcome several cultural, coordination and fragmentation challenges for improving active aging policies and harmonise them with societal needs.

Non-technical summary Adaptation to climate change has traditionally been framed as a local problem. However, in recent years, adaptation has risen on the global policy agenda. This article contributes to the study of transnational climate adaptation through an investigation of international connectivity on climate adaptation between regional policy-makers. We examine the RegionsAdapt initiative, the first global commitment to promote and track the progress of regional adaptation. While adapting to climate change at the regional level is crucial, we suggest that transnational adaptation governance not only helps to promote adaptation measures, but also improves the process of tracking the progress of such action, its visibility and its aggregation.

The European institutions are often described as distant, inaccessible and understandable to citizens. The EU Regional Policies, which starts at the local and regional level, however, shows that Europe is also a concrete construction. The files for EU funds, although it is often tedious, requires local and regional authorities to adopt a proactive and conscious approach and opt for an approach based on cooperation and partnership. Many politicians therefore consider that cohesion policy has helped to bring Europe closer to the citizens, giving the European project a more palpable face. This article reports findings of research into the far-reaching plan to ‘modernise’ the Scottish economy, which emerged from the mid-late 1950s and was formally adopted by government in the early 1960s. It shows the growing awareness amongst policy-makers from the mid-1960s as to the profoundly deleterious effects the implementation of the plan was having on Glasgow. By 1971 these effects were understood to be substantial with likely severe consequences for the future. Nonetheless, there was no proportionate adjustment to the regional policy which was creating these understood ‘unwanted’ outcomes, even when such was proposed by the Secretary of State for Scotland. After presenting these findings, the paper offers some consideration as to their relevance to the task of accounting for Glasgow's ‘excess mortality’. It is suggested that regional policy can be seen to have contributed to the accumulation of ‘vulnerabilities’, particularly in Glasgow but also more widely in Scotland, during the 1960s and 1970s, and that the impact of the post-1979 UK government policy agenda on these vulnerabilities is likely to have been salient in the increase in ‘excess mortality’ evident in subsequent years.

A large body of literature documents cross-national variation in the level of inequality of educational opportunity (IEO) among children from different social backgrounds. By contrast, relatively little attention has been given to the extent to which IEO varies within counties and across regions. On the basis of data from the European Social Survey, the authors map variation in IEO across regions in Europe and show that IEO varies substantially within counties. This visualization of the heterogeneity of IEO within European countries highlights the need for researchers and policy makers to extend the current focus on cross-national differences and to investigate and address IEO at the regional level. The visualization raises important questions with respect to the contours, causes, and consequences of cross-regional variation in IEO.

Research on the role of information and communication technology (ICT) use for active aging is limited. The aim of this systematic review is to investigate the link between Internet use and mental health among older adults. The review was conducted based on searches in 9 electronic databases (2002-2014). A meta-synthesis approach was applied, examining quantitative (18) and qualitative (14) studies. The findings from the synthesis of quantitative statistical data indicate an overall positive association between Internet use and mental health and its psychosocial covariates in later life. The psychosocial links between Internet use and mental health identified from the qualitative data were (a) enhanced interpersonal interaction at individual level, (b) increased access to resources within the community, and (c) empowered social inclusion at society level. The results highlight the multi-level psychosocial links between Internet use and mental health, which may be applied in initiatives targeting healthy aging in various settings.

Purpose – The purpose of this paper is to examine the potential for utilizing a unique resource, such as the Historic Portsmouth Harbor, in order to differentiate the local brand. Design/methodology/approach – The objective of the paper is to examine the role of unique local resources and attractions as a source of competitive advantage through destination branding. Findings – The main findings of the paper indicate that policy makers and destination managers should more proactively utilize the unique elements of the Historic Portsmouth Harbor “brand,” as opposed to the commonplace “waterfront city” brand. This could be achieved by staging events of international significance or through a bid for gaining world heritage status. In addition to that, the paper argues that in order for this branding initiative to have a higher impact, a prominent high profile individual should be appointed. This individual could act as a leader or “brand ambassador” in order to attract stakeholder interest and participation. Originality/value – The paper could be of value to destination managers and marketing organizations in a local, sub-regional and regional level.

When the European Community (EC) created the European Fund for Regional Development (EFRD) in 1975, regional policy was established at an international level for the first time ever. Because of the chosen instruments and the ‘additive’ mechanism of implementation—via the administrative bodies of the member states—this policy seemed at first to mean little more than a reinforcement of regional policies at a national level. Since then, the EC has considerably intensified its regional policy and diversified its instruments. However, the recent reforms of the Community's regional policy serve not only to achieve (certain) development effects with respect to the economic structure of less-developed areas, but also as a means of reorganizing governmental (planning) bodies and regional development policies in the member states, that is, as a means of inducing modernization and differentiation of state intervention in the countries concerned. Thus, the EC intervenes’ in the affairs of the member states: Not in the shape of more or less authoritarian intervention by a superior body—EC powers do not permit this—but via the indirect effect of market mechanism. Subsidies are the economic incentive to collaborate.

Abstract Introduction and hypothesis Urinary incontinence (UI) is a common and embarrassing complaint for pregnant women. Reported prevalence and incidence figures show a large range, due to varying case definitions, recruited population and study methodology. Precise prevalence and incidence figures on (bothersome) UI are of relevance for health care providers, policy makers and researchers. Therefore, we conducted a systematic review and meta-analysis to investigate the prevalence and incidence of UI in pregnancy in the general population for relevant subgroups and assessed experienced bother. Methods All observational studies published between January 1998 and October 2018 reporting on prevalence and/or incidence of UI during pregnancy were included. All women, regardless of weeks of gestation and type of UI presented in all settings, were of interest. A random-effects model was used. Subgroup analyses were conducted by parity, trimester and subtype of UI. Results The mean (weighted) prevalence based on 44 included studies, containing a total of 88.305 women, was 41.0% (range of 9–75%). Stress urinary incontinence (63%) is the most prevalent type of UI; 26% of the women reported daily loss, whereas 40% reported loss on a monthly basis. Bother was experienced as mild to moderate. Conclusions UI is very prevalent and rising with the weeks of gestation in pregnancy. SUI is the most common type and in most cases it was a small amount. Bother for UI is heterogeneously assessed and experienced as mild to moderate by pregnant women.

The presented paper deals with the regionalization of the electoral support of the Czech Pirate Party (Pirates) in regional elections using methods and techniques of spatial data analysis. The aim is to answer the question whether the territorial distribution of Pirate electoral support allows this party to participate in governance at the regional level and thus influence the form of regional policy in individual regions. The results of the analysis show that the spatial distribution of Pirates’ electoral support in regional elections differed quite significantly not only from the pattern found in the elections to the Chamber of Deputies of the Czech Parliament and elections to the European Parliament, but also between individual regional elections. This suggests the current lack of anchorage of Pirates’ electoral support in regional politics, but at the same time, it may have its origins in the second-order character of regional elections and the candidacy of many local and regional entities in regional elections. On the other hand, the results of the regional elections in 2020 meant that the Pirates received seats in all regional councils, but especially in nine of the thirteen regions they joined the regional government (similarly to two years earlier when they joined government of capital city of Prague), gaining the opportunity to influence, with regard to its priorities, the form of regional governance in most Czech regions.
