How do states in the Global South manage cross-border migration? This article identifies Hollifield’s “migration state” as a useful tool for comparative analysis yet notes that in its current version the concept is limited, given its focus on economic immigration in advanced liberal democracies. We suggest a framework for extending the “migration state” concept by introducing a typology of nationalizing, developmental, and neoliberal migration management regimes. The article explains each type and provides illustrative examples drawn from a range of case studies. To conclude, it discusses the implications of this analysis for comparative migration research, including the additional light it sheds on the migration management policies of states in the Global North.

AbstractAsylum policies in the Global North have increasingly turned towards populist policies of deterrence, as states attempt to make themselves seem as unattractive as possible to would-be asylum seekers. This article examines one such case: the tent camps for asylum seekers that were hastily erected in Denmark in early 2016. However, while the tent camps surely are an instance of symbolic politics, we argue that to understand their daily operation, attention must also be paid to their infrastructural qualities. Drawing on two months of fieldwork at a tent camp in Næstved, this article examines the ways in which asylum policy and infrastructure interact to shape the daily lives and interactions of camp residents and staff. We propose two paradoxical frames for the analysis, which we term ‘spectacular obscurity’ and ‘successful failure’. The tent camps were trumpeted as symbolic politics, while their daily operation remained obscured, only to burst in to scandal as reports emerged of threatening and violent behaviour on the part of the staff. The tent camps’ infrastructure was constantly failing, as both material and social support broke down, but at the same time these failures successfully formed the basis for the everyday interactions that structured life in the camps. We conclude by questioning the effect of the policies of deterrence as mediated through particular infrastructures, suggesting that the materialities of the tent camps played a more significant role than supposed by policy makers, and that paradoxes of infrastructure provide a useful perspective through which to analyse migration management more broadly.

Migration Management, a regime of radical differentiation and exclusion, renders many people illegal because they violate the laws of access across geopolitical borders. Migration Management further disappears some of these illegal people outside of the external boundaries of the Global North. Recently, however, discursive moves to mobilise the concept of the ‘missing person’ in the context of illegal migration have been introduced when discussing Mediterranean migration in particular. This article offers an ethico-political evaluation of such conceptual innovations. The article asks if a reconceptualisation of the illegal migrant as ‘missing person’ is able to destabilise Migration Management and concludes that this is unlikely. The article illustrates how this reconceptualisation cements the more radical practices of exclusion whilst the boundary-drawing is reformulated as one between dead and living migrants.

Transnational activities of refugees in the Global North have been long studied, while those of the Global South, which host the majority of displaced people, have not yet received adequate scholarly attention. Drawing from refugee studies, transnationalism and diaspora studies, the article focuses on the emerging transnational practices and capabilities of displaced Syrians in Turkey. Relying on qualitative data drawn from interviews in Şanlıurfa – a border province in south-eastern Turkey that hosts half a million Syrians - the paper demonstrates the variations in the types and intensity of Syrians’ transnational activities and capabilities. It describes the low level of individual engagement of Syrians in terms of communicating with relatives and paying short visits to the hometowns as well as the intentional disassociation of young refugees from homeland politics. At the level of Syrian grassroots organisations, there have been mixed engagement initiatives emerging out of sustained cross-border processes. Syrians with higher economic capital and secured legal status have formed some economic, political, and cultural institutional channels, focusing more on empowerment and solidarity in the receiving country than on plans for advancement in the country of origin. Institutional attempts are not mature enough and can be classified as transnational capabilities, rather than actual activities that allow for applying pressure on the host and home governments. This situation can be attributed to the lack of political and economic security in the receiving country as well as no prospects for the stability in the country of origin. The study also concerns questions about the conceptual debates on the issue of refugee diaspora. Whilst there are clear signs of diaspora formation of the Syrian refugee communities, perhaps it is still premature to term Syrians in Turkey as refugee diaspora.

The macro-comparative decoupling literature has often sought to test the arguments made by the treadmill of production (TP) and ecological modernization (EM) theories. However, due to data limitations, these studies have been limited to analyzing the years after 1960. Given that both theories discuss historical processes operating before 1960, analyzing pre-1960 data is warranted to more comprehensively test the propositions made by both theories. We assess the long-term relationship between economic growth and CO2 emissions from 1870 to 2014 using a sample of global North nations. We use Prais-Winsten regression models with time interactions to assess whether, when, and how much CO2 emissions have decoupled from economic growth over time. We find that significant relative decoupling has occurred twice since 1870: during the last 30 years of the nineteenth century, the timing of which is contrary to what both the EM and TP theories might expect, and after 1970. We also observe that the relationship remained relatively stable from the turn of the twentieth century to approximately 1970, which aligns with the arguments made by the classical TP work. We conclude that shifts in the global organization of production have shaped the magnitude of the economic growth–CO2 emissions relationship and its changes over time, which has implications for climate mitigation policy.

For relevance to societal reality and challenges, countries should structure their social work education to deal with specific conditions and cultures. From its global North (i.e. Western Europe and North America) origins, social work has contributed to the expansion of the discipline and profession to the developing world, including South Africa. During the three decades (from the mid-1980s until the present day) during which they have taught social work in South Africa, the authors have witnessed half-hearted efforts to really integrate indigenous knowledge into the curricula. In writings and professional gatherings, scant attention was paid to curricula transformation imperatives enriching practice. To its credit, the Association of South African Social Work Education Institutions (ASASWEI) advocates for decolonisation and indigenisation of social work education. Discussing decolonisation and indigenisation in social work curricula, the paper critiques assumptions of global North ideas, cloaked as if universally applicable. An example is about some principles of social casework – a method of choice in South Africa – which mostly disregards cultural nuances of clientele with a communal collective world view that relies on joint decision-making. A culturally sensitive approach is adopted as theoretical framework for this paper. The paper concludes with recommendations that should help ensure that social work curricula strive towards being indigenous, contextualised and culturally appropriate.
