Economics and Feasibility of Legume Inclusion in Southeastern Perennial Grass-Based Systems

Abstract Perennial grass pastures provide the basis for beef production systems across the Southeast United States. One common management practice that is widely recommended among agronomists is interseeding cool-season legumes. Legumes can serve as a complementary resource for filling in production gaps, reducing supplemental feedstuffs, reducing the need for nitrogen fertilization, increasing the nutritional quality of forage available, increase biomass production, improve animal performance, and can reduce the toxic effects of endophyte-infected tall fescue through dilution. A simulated economic analysis was developed to further the economic understanding of the cost of implementation, the subsequent animal and forage performance benefits, and net returns from the inclusion of legumes over many research trials and years. Data from 15 peer-reviewed papers was used to simulate the economic benefits of implementing this production practice. Cost of production and revenue for each paper were calculated using the 10-year average from 2010 to 2019. This analysis provides users with a further understanding of the net returns, critical breakeven areas, and return on investment that is necessary in order to successfully implement the inclusion of cool-season legumes in perennial grass-based systems.

Since World War II, U.S. agriculture has reduced production costs by substituting petrochemicals for labor. Adverse impacts from chemical intensive agriculture include increased pest levels, groundwater and surface water contamination, soil erosion, and concerns about harmful levels of pesticide residues. Sustainable farming programs such as integrated crop management (ICM) and organic farming encourage farmers to use systems that reduce the adverse impacts of chemical agriculture. However, before farmers adopt an alternative system, they must determine that economic benefits from the alternative farming activities exceed the costs incurred. Unfortunately, relatively few studies have compared the cost of organic crop production with conventional production systems. Results of these studies are mixed. In some studies, organic systems are more profitable than conventional systems with organic price premiums, but are not economically viable without price premiums. In one long-term study, the organic system was more profitable than a conventional one if the cost of family labor was ignored, but less profitable if it was included. In some studies, net returns were higher for ICM than for conventional or organic systems, but in others, they were higher. Results also vary on a crop by crop basis.

Dharmapuri is a versatile district with a wide variety of crop diversity from millets to vegetables under protected cultivation. Tuberose and melons are livelihood crops for small and marginal farmers with limited irrigation water source. About 80% of the cost of cultivation is spent on weed management in tuberose. Productivity in melons is affected due to soil-borne diseases and fruit flies.  Front line demonstrations for the use of plastic mulching was conducted to address the issues. The demonstrations were conducted in farmers’ fields and each farmer field is considered as one location. Results of the demonstrations were analysed in various perspectives including economic benefits so as to showcase the positive outcome of the plastic mulching technology.  There was about 15 – 20% increase in the melons and 18 - 22% in the case of the tuberose. Though the increase in productivity cannot be correlated only to plastic mulching, the improvement in the fruit quality (95% of first grade fruits) attributed by plastic mulching especially in melons. Weed management cost was reduced in tuberose by 80%. In melons the reduced crop duration by 6 – 8 days indirectly reduced the cost of cultivation and added to the net returns of the crop. The economic benefit of the technology were realised by farmers.

Research results are presented from a multi-year study on vegetable production in southern Georgia that compared two low-input production systems to the conventional rye cover crop technology. The low-input systems use beneficial insect principles as a substitute for conventional pesticide controls, but pesticides are used if needed. Preliminary results from the low-input systems using crimson and subterranean clovers indicate that crimson clover produces better yields and can “catch up” to the conventional rye system. The higher yields of the rye technology can be offset by the cost reductions associated with the low-input technologies. Production budgets were developed for 3 years of eggplant and 2 years of fresh-market tomato and bell pepper to reveal expected net returns under the low-input and conventional systems.

The link between dairy farm systems and cost of environmental compliance is not always clear. A survey of Waikato dairy farmers was conducted to establish the real (non-modelled) cost of compliance with environmental regulation in the region. Quantitative and qualitative data were gathered to improve understanding of compliance costs and implementation issues for a range of Waikato farm systems. The average oneoff capital cost of compliance determined through a survey approach was $1.02 per kg milksolids, $1490 per hectare and $403 per cow. Costs experienced by Waikato farmers have exceeded average economic farm surplus for the region in the past 5 years. As regulation increases there are efficiencies to be gained through implementing farm infrastructure and farm management practice to best match farm system intensity. Abstract Introduction Trial-based tele-obstructive sleep apnea (OSA) cost-effectiveness analyses have often been inconclusive due to small sample sizes and short follow-up. In this study, we report the cost-effectiveness of Tele-OSA using a larger sample from a 3-month trial that was augmented with 2.75 additional years of epidemiologic follow-up. Methods The Tele-OSA study was a 3-month randomized trial conducted in Kaiser Permanente Southern California that demonstrated improved adherence in patients receiving automated feedback messaging regarding their positive airway pressure (PAP) use when compared to usual care. At the end of the 3 months, participants in the intervention group pseudo-randomly either stopped or continued receiving messaging. This analysis included those participants who had moderate-severe OSA (Apnea Hypopnea Index >=15) and compared the cost-effectiveness of 3 groups: 1) no messaging, 2) messaging for 3 months only, and 3) messaging for 3 years. Costs were derived by multiplying medical service use from electronic medical records times costs from Federal fee schedules. Effects were average nightly hours of PAP use. We report the incremental cost per incremental hour of PAP use as well as the fraction acceptable. Results We included 256 patients with moderate-severe OSA (Group 1, n=132; Group 2, n=79; Group 3, n=45). Group 2, which received the intervention for 3 months only, had the highest costs and fewest hours of use and was dominated by the other two groups. Average 1-year costs for groups 1 and 3 were $6035 (SE, $477) and $6154 (SE, $575), respectively; average nightly hours of PAP use were 3.07 (SE, 0.23) and 4.09 (SE, 0.42). Compared to no messaging, messaging for 3 years had an incremental cost ($119, p=0.86) per incremental hour of use (1.02, p=0.03) of $117. For a willingness-to-pay (WTP) of $500 per year ($1.37/night), 3-year messaging has a 70% chance of being acceptable. Conclusion Long-term Tele-OSA messaging was more effective than no messaging for PAP use outcomes but also highly likely cost-effective with an acceptable willingness-to-pay threshold. Epidemiologic evidence suggests that this greater use will yield both clinical and additional economic benefits. The cost of grazed grass is less than half that of grass silage (O’Kiely, 1994) and incomes from beef production are low and largely dependent on EU support schemes. Thus the income from beef production could be incresed by reducing feed costs through increasing the proportion of grazed grass in the diet and optimising the use of the various support schemes. The objective of this two-year study was to examine the effects on the performance of yearling cattle of turnout to pasture three weeks earlier than normal. This was examined within two suckler beef production systems. One was a standard system similar to that outlined by Drennan (1993) and the second was compatible with the Rural Environment Protection Scheme (REPS).

SummaryThirty-two experiments examining the effects of the weight and within-row spacing of potato seed tubers on graded tuber yields of five varieties were conducted on eight sites from 1980 to 1985. A complex analysis technique was used to combine these data and estimate the optimum tuber planting densities for different ratios of seed cost to small (40–60 mm) and large (60–80 mm) ware value. The same technique could be applied to any other combination of seed cost, ware size and ware value.The optimum tuber planting density decreased with increasing seed-tuber weight. Differences in optimum planting density between varieties were much greater with small (35 g) than with large (105 g) seed tubers and decreased as the cost of seed increased relative to the value of ware. As large ware became worth more than small ware the influence of increasing seed cost on the optimum density was reduced. As the value of large ware increased, net returns increased and the effect of seed cost on net returns was reduced. Mean tuber size decreased with increasing stem density at harvest and at the same stem density was lower in varieties producing more daughter tubers/stem. Changes of mean tuber size (μ) and the spread of yield across size grades (σ) with time were well described by parallel curves in different varieties. It is suggested that in future it may not be necessary to determine optimum tuber planting densities by complex experiments involving several seed-tuber weights and spacings. Instead μ and σ could be estimated from simple experiments and tuber spacings determined by comparison with control varieties.

The cost of managing late blight in potatoes during a severe epidemic caused by new, aggressive strains of Phytophthora infestans in the Columbia Basin of Washington and Oregon in 1995 was documented. The mean number of fungicide applications per field varied from 5.1 to 6.3 for early- and midseason potatoes, and from 8.2 to 12.3 for late-season potatoes in the northern and southern Columbia Basin, respectively. In 1994, a year when late blight was not severe, the mean number of fungicide applications per field made to early- and midseason potatoes was 2.0; whereas late-season potatoes received a mean of 2.5 applications. The mean per acre cost of individual fungicides applied varied from $4.90 for copper hydroxide to $36.00 for propamocarb + chlorothalonil. Total per acre expenses (application costs plus fungicide material) for protecting the crop from late blight during 1995 ranged from $106.77 to $110.08 for early and midseason potatoes in different regions of the Columbia Basin and from $149.30 to $226.75 for lateseason potatoes in the northern and southern Columbia Basin, respectively. Approximately 28% of the crop was chemically desiccated before harvest as a disease management practice for the first time in 1995, resulting in an additional mean cost of $34.48/acre or $1.3 million for the region. Harvested yields were 4 to 6% less than in 1994. The total cost of managing late blight in the Columbia Basin in 1995 is estimated to have approached $30 million.

Soil salinity is emerging as a major threat to the sustainability of modern agricultural production systems and, historically, land and water degradation due to salinity has defeated civilisations whenever the cost of remediation exceeded the benefits. This work discusses the complexity inherent in working with salinity, and the opportunities where salt damaged land and water is viewed as a resource. It takes a wider look at land and waterscapes, seeing them as systems that link damage and repair across time and space to bridge the divide between the main beneficiaries of ecosystem services and the main actors, farmers, and land managers. We first discuss the mechanistic basis of crop reduction by salinity and evolution of ideas about how to shape the plant-soil-water nexus. We then discuss the needs of farmers and other land users required for adequate planning and land management within the constraints of existing policy. Lastly, an approach that provides a new technical and economic tool for the remediation of land in several land use categories is presented. We conclude that a more concerted effort is required to turn payments for ecosystem services into a true market, accepted as such by the land managers, whose agency is essential so the ‘knowledge of what can be done can be transformed into benefits’. Achieving this will require a transformation in the paradigm of how natural resources are managed.
