Abstract This paper studies the political determinants of inequalities in government interventions under majoritarian (MAJ) and proportional representation (PR) systems. We propose a probabilistic voting model of electoral competition with highly targetable government interventions and heterogeneous localities. We uncover a novel relative electoral sensitivity effect that affects government interventions only under MAJ systems. This effect tends to reduce inequality in government interventions under MAJ systems when districts are composed of sufficiently homogeneous localities. This effect goes against the conventional wisdom that MAJ systems are necessarily more conducive to inequality than PR systems. We illustrate the empirical relevance of our results with numerical simulations on possible reforms of the U.S. Electoral College.

People do not always vote for the party that they like the most. Sometimes, they choose to vote for another one because they want to maximize their influence on the outcome of the election. This behavior driven by strategic considerations is often labeled as “strategic voting.” It is opposed to “sincere voting,” which refers to the act of voting for one’s favorite party. Strategic voting can take different forms. It can consist in deserting a small party for a bigger one that has more chances of forming the government, or to the contrary, deserting a big party for a smaller one in order to send a signal to the political class. More importantly the strategies employed by voters differ across electoral systems. The presence of frequent government coalitions in proportional representation systems gives different opportunities, or ways, for people to influence the electoral outcome with their vote. In total, the literature identifies four main forms of strategic voting. Some of them are specific to some electoral systems; others apply to all.

This chapter evaluates how the Electoral College performs relative to norms associated with representation. While Electoral College practices have changed considerably, many arguments applied to the body rely on original expectations of the institution. This study reveals that the Electoral College performs poorly along many dimensions associated with norms of representation. Not surprisingly, many reforms have been proposed to the body. These include making electoral votes automatic, adopting some form of proportional representation to award electoral votes, and abolishing the Electoral College in favor of a national popular vote. These reforms are discussed and evaluated relative to the criteria associated with norms of representation. Although the institution often fails to perform in many of the ways its proponents suggest, it has been resistant to change. Absent pressure from large numbers of citizens from across the political spectrum, wholesale change to the institution is unlikely to occur in the near future.

Since January 2020, the U.S. has had over 150,000 deaths attributed to the Coronavirus, and morbidity and mortality rates continue to rise. In the United States, minorities are more likely to die from COVID-19 than other populations - a fact that further solidifies the disparate nature of race and ethnicity relative to one’s health and the inequities in care. COVID-19 has not struck all equally because our economic and social policies have not benefited all equally. This paper introduces a new model, the political determinants of health, which focuses on their role in creating, perpetuating, and exacerbating health inequities.

The history of Italy is plenty of reforms of the electoral system. Many are those implemented since the country’s unification: from the majority system to the limited vote, from proportional representation to the majority premium in the liberal era; and, again, in the Republican era, the return to proportional representation and then the use of mixed systems, combining PR with plurality or majority premium. And many other are the reforms which, discussed and sometimes even approved, as in the case of the italicum, have remained dead letter or never saw the light. What explains this Italic obsession with the electoral systems? Why have their reforms been on the parties’ and governments’ political agenda for so long? The goal of this article is to answer these questions. In the end, electoral reforms have played as instruments of coordination and adaptation in the political strategies pursued by the parties in specific time periods and also as substitute instruments of institutional engineering in the absence of broader agreements on major constitutional reforms.

Affluent democracies have experienced tremendous socio-economic changes since the mid- twentieth century, which has reshaped public opinion, party programs, and electoral choices. This chapter first summarizes the societal changes that have been a driving force behind the political changes described in this study. One pattern involves the longstanding economic issues of contemporary democracies, and shifting social positions on these issues. In addition, an evolving cultural cleavage and its ties to broader attitudes toward social change have altered citizen policy preferences. In most affluent democracies, the parties’ responses to these changing citizen demands have produced a realignment to represent both economic and cultural positions. The chapter concludes by discussing the implications of the findings for the working of electoral systems and the democratic process more broadly.
