Abstract Paramount to the implementation of the 2030 Agenda and the effective tackling of the 17 sustainable development goals (SDGs) is the cooperation and coordination of the different levels of government—i.e. the supranational, national and local levels. This is due to the very nature of the SDGs, which are multi-dimensional and intended to guide and boost sustainable development at multiple scales. The European Union (EU) demonstrated a full commitment to the Agenda, making sustainable development a top priority. In fact, the five strategic objectives of the EU are modelled on the principles of the 2030 Agenda and the Cohesion Policy, EU’s most transversal policy, is designed to give a direct contribution to the tackling of the 17 SDGs. Introducing a new methodology to evaluate the sustainability of operational programmes co-financed by the EU, the following paper aims to contribute to the building literature around the question of monitoring public investments regarding sustainability criteria. By matching the 169 targets of the 2030 Agenda with the 143 intervention fields of the Cohesion Policy, with specific reference to Sardinia’s European Regional Development Fund and European Social Fund 2014–2020 Regional Operational Programmes, the present work introduces the key features of the model developed and its first results. The model could be of valuable support to policymakers who now have an innovative tool to monitor investments’ coherence with the sustainability standards of the 2030 Agenda.

AbstractThe European Union (EU) is trying to accelerate the transition from the current linear economy to a circular economy (CE). In fact, the CE is considered a tool to attain sustainable development goals (SDGs). In this sense, this paper aims at analysing the interaction between the CE and SDGs in the context of the new 2030 Agenda and the European CE strategy; thus contributing to the scarce empirical literature that links the potential of the European CE strategy to the achievement of the SDGs set by the 2030 Agenda. Three specific research questions have been formulated. First, could the objectives defined in the 2030 Agenda be considered homogeneous, and could they uniquely measure the concept of sustainability? Second, are there significant correlations between the implementation of a CE in the EU and the SDGs? Finally, is the behaviour of the 28 countries that make up the EU homogeneous in terms of the results of the initiatives aimed at the implementation of a CE? From these questions, nine hypotheses are put forward concerning the possible relationships between a CE implementation and the fulfilment of SDGs in the EU. Using a correlation analysis, an exploratory factor analysis, and a cluster analysis, it has been demonstrated that (a) SDGs do not univocally measure the concept of sustainability; (b) there are significant relationships between CE and SDGs in the EU; (c) the behaviour of these European countries is not homogeneous.

The main goal of this study is to show the performance of the indicators under 4 integrated main groups by using the multifactorial analysis methodology in the light of the selected indicators, by drawing attention to the integration of the energy network, which Ukraine has developed in line with the sustainable development goals, in the field of the energy economy, which has been planned with the European Union. Observing these performances is among the aims of the author’s research to draw attention to the importance of reform steps Ukraine has taken in line with its sustainable development goals and these reforms will be expected a positive impact on the country’s accession to the EU. 17 sustainable development goals developed by UNDP, where efficiency and innovation are imperative, focus on the improvement of countries and play a role in the formation of the indicators and groups of this study. According to the results of the study, it is observed that the indicators selected for Ukraine are linked to the data used in line with the country’s common goals with the EU and 2035 energy targets, as observed in the analysis results in integrated groups. The ambition of this study, which focuses on the development of Ukraine, is aimed by the author to offer an alternative and strategic perspective to small and medium-sized entrepreneurs (SMEs) in the energy sector.

Sustainability ideas are implemented in almost all areas of life, not only into the economic and social life. However, the ways to sustainable development quantifying are still relatively complicated and incomplete. One of the possibilities of assessment and achievement of sustainable development and sustainability can be considered assessment using the Sustainable Development Goals (SDGs) presented in Agenda 2030. The aim of the paper is to assess the similarity of the EU countries in achieving the Sustainable Development Goals according to 2030 Agenda.

The article discusses the environmental features of the active use of renewable energy and its impact on the decarbonization process on the example of the EU countries to achieve sustainable development goals. The materials consider the comparative assessment of environmental impacts of renewable and nuclear energy in the context of assessing the carbon footprint of these types of energy, comparative analysis of harmful substances over the life cycle of an electric power generator, and the possibility of referring nuclear energy to renewable energy sources. The article discusses the stimulating role of the EU Taxonomy regulatory document, which was specially developed in the European Union. The document is part of the state regulatory policy in the conjugate development of renewable and non-renewable energy; the paper provides active support to subjects of innovation and investment activities, demonstrating the best performance in their segment or industry in terms of greenhouse gas emissions, and does not prevent the development and implementation of new low-carbon alternatives, including based on ESG. Particular attention is paid to the disposal of end-of-life equipment, including such promising areas as solvolysis technology. The author offers a number of recommendations for further improvement in this area of activity. The article shows the role of environmental costs in the tariffs for electricity production from different types of primary energy sources. The author examines the contribution of national economies of countries outside the European Union that have stabilized and reduced carbon dioxide emissions on a global scale.

The article describes the contribution of customs to the implementation of sustainable development goals included in the UN 2030 Agenda. The paper presents the historical outline of the sustainable development concept and explains how basic tasks performed by customs contribute to the achievement of these goals. World Customs Organization plays an important role in activities for sustainable development, especially its numerous political and practical initiatives, including international operations of customs services aimed at combating environmental crime. The article analyzes also the EU customs regulations and activities of the EU Member States’ customs services. The decisive role of customs in controlling the compliance with the sustainable development requirements related to international trade in goods as well as a need for wider cooperation with other control services and business is emphasized.

Sustainable development aims for a better future for us and future generations. To follow it, the 2030 Agenda for Sustainable Development was developed, which proposes, through its 17 objectives, the intervention directions. The 2030 Agenda was adopted by both Romania and the EU. Each objective is represented by a set of indicators. The objective of the paper is the comparative analysis of the most important indicators of sustainable development in EU and Romania. In this paper, the main indicators of sustainable development at EU level were analyzed. Subsequently, the same indicators were investigated in Romania, to perform a comparative analysis. The research used secondary data. Romania's declared objective is to be a regional leader in implementing Sustainable Development goals. Based on the results obtained on data available in 2020, a set of recommendations was developed to reach the proposed target for 2030. Analyzing the sustainable development indicators for EU and Romania against the new EU 2030 Agenda. The paper provides an overview of the Sustainable development of Romania. Its main indicators are compared against the values at EU level, resulting in relevant recommendations that can be implemented to meet the goals of EU 2030 Agenda.

Abstract The next few months will be crucial in determining whether the world’s major fishing nations will deliver on commitments under the Sustainable Development Goals (SDGs) of the United Nations to prohibit harmful fisheries subsidies. Timing is of heightened importance given that the EU—the second-largest subsidizer—is reforming its financial instrument for fisheries. This article therefore examines the last 20 years of subsidies provided to the fisheries sector by the EU and supports discussion of the potential future for EU fisheries subsidies and the chance of success for the SDGs. Significant changes have occurred to EU fisheries subsidies during this period. Partly these changes have occurred as a result of the removal of certain capacity-enhancing subsidies and partly due to additional funds being allocated to beneficial forms of public funding. However, progress is slow and a significant amount of capacity-enhancing subsidies remain. Furthermore, the true extent of any reduction in capacity-enhancing subsidies may be shrouded by the Pollyannaish classifications of subsidization, but most disconcerting are the recent positions adopted by both the European Parliament and Council of the EU, which aim to reintroduce some of the most harmful subsidies, thereby putting the progress needed to achieve sustainable fisheries at risk.

Romania needs a change of the current development paradigm to face the challenges of the 21st century. As a member of the European Union, leaders in Romania are is interested in implementing the principles of sustainable development at a national level to reduce development gaps, to increase citizens’ well-being, and to preserve a clean environment. The purpose of this research is to determine the implementation status of the 2030 Agenda sustainable development goals (SDG) in Romania and to explore to what extent Romania will be able to reach, for the 2030 horizon, EU average values for the selected indicators. The research is based on 107 indicators that monitored the Sustainable Development Goals (SDGs). Eurostat database (sustainable development indicators) was the source of data in terms of their availability and integrity. The research results showed that the implementation status of SDG is sub-optimal. In the case of 40 indicators out of the 107 analyzed, forecasts indicate the possibility of reaching the EU average values by 2030. However, the country can remain on the path to sustainable development only by involving all stakeholders and increasing concrete and well-targeted measures to improve SDG indicators.

This paper examines the implementation status of sustainable development goals (SDG) in Spain and explores the extent to which the country will be able to meet European standards in sustainability by the year 2030 within the current regulation and praxis. Based on data retrieved from official statistics supplied by Eurostat for a set of indicators useful to monitor the goals our calculations prognosticate whether Spain will reach the European Union average values. The display of each relevant indicator is provided, as well as discussion on their evolution and some recommendations for an effective implementation of SDG on the mid-term, notwithstanding the peculiar political and socio-economic situation in the country. The study proves that Spain needs to adopt urgent regulatory measures and public policies in order to fulfill its commitment to the 2030 Agenda. Otherwise, if the ongoing trend continues, most of the Spanish indicators will not reach the European average values in the overwhelming majority of the goals, including areas as relevant as the struggle for education or environment.

AbstractThis paper analyzes the current role of regional organizations in the implementation of the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). We construct a conceptual model and distinguish four potential roles that regional organizations can play in the implementation of the SDGs: the translating role, supporting role, coordinating role and monitoring role. We apply this framework to the European Union and ASEAN. The case studies are analyzed on the basis of document analysis from primary and secondary sources, voluntary national reviews and interviews. We show that regional organizations play different roles in the implementation of the SDGs.
