Operation Urgent Fury: Grenada

This chapter analyzes Ronald Reagan’s decision to intervene in Grenada in October 1983 to remove the left-leaning New Jewel Movement from power. Plans for regime change began in earnest in mid-October after the sitting Prime Minister, Maurice Bishop, was ousted by hardliners, and culminated in a full-scale invasion on October 25. The evidence affirms the book’s central predictions, namely that the availability of two legal exemptions enabled the Reagan administration to pursue a public regime change. The first was the presence of endangered medical students enrolled in St. George’s Medical School on the island. The second legal exemption was an invitation for the United States to intervene to restore order from the Organization of Eastern Caribbean States, a collective security regime. Senior officials relied heavily on these exemptions over the course of the intervention and beyond as a means of demonstrating the legality of their actions to allies and other friendly regimes.

In this article we describe an experimental mentoring program conducted in a major medical school in the Northeast of the United States. In it, primary care physicians mentored medical students in the course of conducting their daily practices. All involved were trained in a special reflecting practice that led them to focus on, and to discuss, concrete events occurring during the day. We illustrate how, both in pairs and in larger meetings, in discussing events within their practice together that they were 'struck by', student-mentees not only came to a more practical grasp of the medical knowledge of the classroom and textbook, but that all involved in the program came to create between them a resourceful community. At work within this program was a practice that functioned, not only to help the students, but the whole ongoing practice: for within it, besides moments of teaching, where other kinds of shared moments to do with the details of clinical practice, ethical issues, administrative problems, and so on — with all involved helping each other with what we have called the appreciative evaluation and elaboration of their practices.

This study assessed whether a current medical school curriculum is adequately preparing medical students to diagnose and treat common dermatologic conditions. A 15-item anonymous multiple choice quiz covering fifteen diseases was developed to test students’ ability to diagnose and treat common dermatologic conditions. The quiz also contained five items that assessed students’ confidence in their ability to diagnose common dermatologic conditions, their perception of whether they were receiving adequate training in dermatology, and their preferences for additional training in dermatology. The survey was performed in 2014, and was completed by 85 students (79.4%). Many students (87.6%) felt that they received inadequate training in dermatology during medical school. On average, students scored 46.6% on the 15-item quiz. Proficiency at the medical school where the study was performed is considered an overall score of greater than or equal to 70.0%. Students received an average score of 49.9% on the diagnostic items and an average score of 43.2% on the treatment items. The findings of this study suggest that United States medical schools should consider testing their students and assessing whether they are being adequately trained in dermatology. Then schools can decide if they need to re-evaluate the timing and delivery of their current dermatology curriculum, or whether additional curriculum hours or clinical rotations should be assigned for dermatologic training.

The Community Méntal Health Centers (CMHC) legislation in the early 1960s was the first real attempt at a national mental health policy in the United States of America. Federal funding was made available for the establishment of 1500 centers across the country. The goal was to provide access to quality mental health care for all US citizens by 1980. As a result of prolonged criticisms, the legislation was repealed by the incoming Reagan Administration in the early 1980s, In this paper, the twenty-year lifespan of this ‘innovation’ in mental health policy is reviewed and an evaluation of some of its most pervasive criticisms are presented.

This little paperback book is a gem which may escape the attention of readers on this side of the Atlantic because it deals mainly with the state of contemporary pediatrics in Great Britain. For us not to be aware of this book would be a mistake; many of the problems and shortcomings which Drs. Joseph and MacKeith discuss are equally germane to the United States. The authors attempt to define in 11 chapters such elusive things as just what pediatrics really is, what are the crucial current problems, how the changing patterns of death and morbidity in childhood have altered the demands on pediatricians, and—throughout the book as a leitmotiv—how to make medical students and physicians more aware of preventive aspects of medicine.

The beginning of all growth studies in this country occurred less than a century ago when the Boston School Committee approved the following order permitting Henry Pickering Bowditch, Professor of Physiology at the Harvard Medical School, to measure and weigh children in the Boston public schools. This document is one of the great, and I believe little known, landmarks in modern pediatrics.1 In School Committee, March 9, 1875 Ordered, That permission be given to Prof. Henry P. Bowditch, of Harvard University, to ascertain the height and weight of the pupils attending the public school, through such an arrangement as the respective chairman and the headmaster, or masters, may deem most convenient.

This article provides an overview of pay equity as well as an update of recent developments concerning this issue. The article summarizes the arguments advanced by pay equity advocates and opponents. There is a discussion of the leading court decisions which is organized as cases brought before and after the United States Supreme Court's landmark decision in the case of County of Washington v. Gunther, 452 U.S. 161 (1981). The position of the Reagan Administration, as set forth by the Department of Justice and the Equal Employment Opportunity Commission also is summarized. The article includes a description of the legislation pending before the 99th United States Congress along with state legislative developments. The final section of the article is a pay equity bibliography.

The article studies the history and the current stage of Russia’s aggression to-wards countries with lower military potential. The collapse of the post-war system of international relations and collective security has become apparent: the aggression of Russia against Moldova, Georgia and Ukraine has testified to the fact that there are no longer any tools to protect countries subjected to discrimination from super powers. Today discrimination affects not only people or social groups, but also some countries. Such countries are not capable of pursuing an independent policy as to major centres of international power they have to deal with. Peculiar to these countries are uncompetitive economy, low quality of life and undeveloped civil society, they hence become a target for “vital interests”, namely bidding by so-called super powers. “Giants” are attracted by the geographical location of a possible “victim”, access to the sea, transit facilities, natural resources, especially energy, low-cost labour, etc. It is often that “discriminated” countries become grounds for ignition of burning or frozen conflicts provoked by powerful neighbours’ influence, or are exposed to open aggression and become subject to occupation or hybrid war. This has all started after the Second World War, when super powers of the USSR and China, on the one hand, and the United States, Great Britain, Australia, and others, on the other, have made Korea fall into two states. In addition, there was subsequently a division of Germany, the Caribbean crisis…However, such conflicts then were not that wide-ranging, since the post-war collective security system was quite effective. Things, though, have changed dramatically in recent decades. One of the largest global players − Russia – has decisively begun to create around itself a buffer zone formed of countries, where it fuels frozen conflicts and in such a way keeps them under the radar and hinders their integration into the Western world. Initially, Russia ignited a conflict in Nagorno-Karabakh, supporting Armenia and assisting it to invade a considerable part of the territory in Azerbaijan, and then initiated the war in Transnistria by virtually occupying part of Moldova’s territory and asserting itself there on the pretext of deploying a peacekeeping mission. Later, there was a war in Abkhazia and then − in South Ossetia aiming to detach part of Georgia’s territory. And lastly, the turn of Ukraine has come… Regrettably, Ukraine is a typical and another example of a country that has fallen victim of multifaceted interests of the leading global players − Russia, the United States and the EU, and has faced all possible forms of discrimination.
