The chapter argues that this was a period in which the authoritarian nature of the state was developed and expanded, rather than one of "democratization" or liberalization (as it is often described). It begins by examining how economic challenges led strategies and rhetorics of "nation-building" to become more extreme and exclusive between 1987 and 1997. It then assesses how society responded to these changes. Focusing on the press, elections, opposition parties, unions, churches, students and NGOs, the chapter explores tentative moves to build political coalitions, against a backdrop of political scandals and crises. The chapter focuses on how state institutions generated new legislative control – elections and the judiciary are explored in some detail, alongside the security apparatus and militarization of existing bodies. The final section of the chapter explores how apparent "liberalization" was used as a strategy of divide and rule to weaken and fragment societal groups such as trade unions, academics, students and NGOs.

The Russian media system was during most of the 20th century part of the state institutions. During glasnost and perestroika, the media became gradually more independent of the state. However, the subsequent apex of journalistic freedom in the late 1980s and the early 1990s was followed by stagnation and a pronounced democratic setback following Putin’s accession to power. Despite this, the findings based on qualitative text analysis of articles in the daily press strongly indicate that after 1991 readers of the press are being increasingly addressed as active and knowledgeable citizens, a tendency which is strengthened during the entire period of study. Methods for text examination are speech act and modality analysis, exploring how readers are discursively positioned in the sample text material, which covers the democratically critical time span 1978–2003. The findings imply that although post-Soviet journalism itself faces considerable difficulties, a firm cultural ground for citizen participation in society has been laid through changes in press language.

<p>This thesis looks at an argument by Will Kymlicka in which he claims that the idea of an ethnoculturally neutral state is "manifestly false" and should be replaced by liberal political theorists with a model of the state as engaging in "nation-building" (Kymlicka 2001 pp23 - 27). Once we do this, Kymlicka argues, we see that the burden of proof regarding minority cultural rights has shifted away from the defender of such rights and falls equally on those who seek to deny those rights. We see this, Kymlicka claims, because the nation-building model of the state highlights a number of burdens that are placed on cultural minorities, burdens which are otherwise disguised by a norm of ethnocultural neutrality. Kymlicka argues that this means that the debate over minority cultural rights has moved on from substantive debates about the worth of cultural units (including his well known argument that we have a fundamental interest in the success of our own culture). In this thesis I argue for two main claims. The first is that the idea of ethnocultural neutrality is not manifestly false so long as it is understood as part of a requirement that state institutions and policies should be capable of an appropriate justification. Moreover I shall suggest that acceptance of such a norm can in fact be used by Kymlicka in order to ground the specific fairness based claims that he wants to make about majority nation-building in liberal democratic states. Secondly I shall argue that Kymlicka's claims about the fairness of majority nation-building rely upon the kind of substantive account supplied by his earlier argument that we have a fundamental, autonomy based, interest in the survival of our own societal-culture. In this respect, then, Kymlicka is wrong to suggest that the debate has moved on. My defence of ethnocultural neutrality helps us to see where there is underlying agreement amongst liberals on a number of multicultural policies and also highlights the areas of substantive disagreement which, I shall suggest, do not revolve around acceptance, or not, of a norm of ethnocultural neutrality but instead are deep rooted disagreements about the worth of our cultural and national attachments and how they are to be weighed against each other and against other interests that we have. On this score I suggest that Kymlicka's own autonomy argument is unconvincing.</p>

All the Iraqi state institutions and civil society organizations should develop a deliberate systematic policy to eliminate terrorism contracted with all parts of the economic, social, civil and political institutions and important question how to eliminate Daash to a terrorist organization hostile and if he country to eliminate the causes of crime and punish criminals and not to justify any type of crime of any kind, because if we stayed in the curriculum of justifying legitimate crime will deepen our continued terrorism, but give it legitimacy formula must also dry up the sources of terrorism media and private channels and newspapers that have abused the Holy Prophet Muhammad (p) and all kinds of any of their source (a sheei or a Sunni or Christians or Sabians) as well as from the religious aspect is not only the media but a meeting there must be cooperation of both parts of the state facilities and most importantly limiting arms possession only state you can not eliminate terrorism and violence, and we see people carrying arms without the name of the state and remains somewhat carefree is sincerity honesty and patriotism the most important motivation for the elimination of violence and terrorism and cooperation between parts of the Iraqi people and not be driven by a regional or global international schemes want to kill nations and kill our bodies of Sunnis, sheei , Christians, Sabean and Yazidi and others.

This chapter provides an informal rationalist model of state formation as an exchange between a central authority and a population. In the model, the central authority protects the population against external threats and the population disarms and pays taxes. The model specifies the conditions under which the exchange is self-enforcing, meaning that the parties prefer the exchange to alternative courses of action. These conditions—costly but winnable interstate war—are historically rare, and the cost of such wars can rise beyond the population’s willingness to sacrifice. At this point, the population prefers to avoid war rather than fight it and may prefer an alternative institution to the state if that institution can prevent war and reduce the level of extraction. Thus the modern centralized state is self-undermining rather than self-enforcing. A final section addresses alternative explanations for state formation.

The Kantian account of political authority holds that the state is a necessary and sufficient condition of our freedom. We cannot be free outside the state, Kantians argue, because any attempt to have the “acquired rights” necessary for our freedom implicates us in objectionable relations of dependence on private judgment. Only in the state can this problem be overcome. But it is not clear how mere institutions could make the necessary difference, and contemporary Kantians have not offered compelling explanations. A detailed analysis is presented of the problems Kantians identify with the state of nature and the objections they face in claiming that the state overcomes them. A response is sketched on behalf of Kantians. The key idea is that under state institutions, a person can make claims of acquired right without presupposing that she is by nature exceptional in her capacity to bind others.

This chapter considers the history of Andaman migration from the institutionalization of a penal colony in 1858 to the present. It unpicks the dynamic relationship between the state and the population by investigating genealogies of power and knowledge. Apart from elaborating on subaltern domination, the chapter also reconstructs subaltern agency in historical processes by re-reading scholarly literature, administrative publications, and media reports as well as by interpreting fieldwork data and oral history accounts. The first part of the chapter defines migration and shows how it applies to the Andamans. The second part concentrates on colonial policies of subaltern population transfer to the islands and on the effects of social engineering processes. The third part analyses the institutionalization of the postcolonial regime in the islands and elaborates on the various types of migration since Indian Independence. The final section considers contemporary political negotiations of migration in the islands.

This chapter looks at cultural policy toward folk music (muzică populară) in socialist Romania (1948–1989), covering three areas: first, the state including its intentions and actions; second, ethnomusicologists as researchers of rural peasant music and employees of the state, and, third, the public as reached by state institutions. The article argues that Soviet-induced socialist cultural policy effectively constituted a repatriation of peasant music that was systematically collected; documented and researched; intentionally transformed into new products, such as folk orchestras, to facilitate the construction of communism; and then distributed in its new form through a network of state institutions like the mass media. Sources indicate that the socialist state was partially successful in convincing its citizens about the authenticity of the new product (that new folklore was real folklore) while the original peasant music was to a large extent inaccessible to nonspecialist audiences.

Abstract We develop a theory of state formation shedding light on the rise of the first stable state institutions in Bronze Age Mesopotamia. Our analysis suggests that the mix of adverse production conditions and unforeseen innovations pushed groups favored by old technologies to establish the state by granting political and property rights to powerless individuals endowed with new and complementary skills. Through these reforms, the elite convinced the nonelite that a sufficient part of the returns on joint investments would be shared via public spending and, thus, to cooperate and accumulate a culture of cooperation. Different from the main alternative theories, we stress that: (1) group formation is heavily shaped by unforeseen shocks to the returns on both risk-sharing and innovation; (2) complementarity in group-specific skills, and not violence, is key determinant of state formation; (3) military, merchant and, especially, religious ranks favored state formation and culture accumulation.

AbstractSocial partners have played a privileged role in German social security administration since Bismarckian times. In 2014, a new legislation empowered the social partners to set the level of the statutory minimum wage and to demand the extension of collective agreements. This article examines the interdependence of the trade unions’ and employer organisations’ membership numbers and their involvement in state regulation of labour and social security law. In case the interest in autonomous regulations is not going to increase, the state will have to step in with more heteronomous regulation. This would incrementally lead to a system change.
