The Sound of a Superpower

Classical composers seeking to create an American sound enjoyed unprecedented success during the 1930s and 1940s. Aaron Copland, Roy Harris, Howard Hanson, and others brought national and international attention to American composers for the first time in history. In the years after World War II, however, something changed. The prestige of musical Americanism waned rapidly as anti-Communists made accusations against leading Americanist composers. Meanwhile, a method of harmonic organization that some considered more Cold War–appropriate—serialism—began to rise in status. For many composers and historians, the Cold War had effectively “killed off” musical Americanism. In this book, the author offers a fuller, more nuanced picture of the effect of the Cold War on Americanist composers. She shows that the ideological conflict brought both challenges and opportunities. Some leftist Americanist composers struggled greatly in this new artistic and political environment, especially as American nationalism increasingly meant American exceptionalism. But composers of all political stripes would find in the federal government a new and unique channel through which to ensure the survival of musical Americanism, as the White House sought to use American music as a Cold War propaganda tool and American composers as cultural diplomats. The Americanists’ efforts to safeguard the reputation of their style would have significant consequences. Ultimately, they effected a rebranding of musical Americanism, with consequences that remain with us today.

The introduction provides an overview of the history of musical Americanism, from the 1920s to the 1970s, in tandem with an assessment of changing attitudes toward American identity in the United States. It introduces scholarly debates surrounding the Cold War politicization of serialism and tonality and describes the various opportunities for work with government exploited by American composers during the 1950s and 1960s. These opportunities included serving as advisers to the State Department, the US Information Agency, and organizations funded by the CIA, as well as touring overseas as government-funded cultural ambassadors. These contexts establish the basis for the book’s argument that the Cold War presented both challenges and opportunities for Americanist composers that would ultimately result in a rebranding of their style.

This concluding chapter considers the scope of the U.S. Cold War propaganda efforts during the late 1950s. In many ways, the 1950s had set the stage for the remainder of the Cold War. The superpower sporting rivalry continued to elevate the political significance of athletic exchanges, track meets, and a range of other competitions and interactions between sportsmen and sportswomen from the East and the West. For the U.S. public, the Olympics were still the source of much debate as each festival arrived on its quadrennial orbit. Victory or defeat at the Olympics clearly remained important to the public and to the White House. Declassified documents also suggest that in the post-Eisenhower years the government was still deploying the Olympics in the service of psychological warfare.

This chapter examines composer and music critic Virgil Thomson, a man who liked to present himself as apolitical but who had close ties to the federal government and the secretly CIA-funded Congress for Cultural Freedom. Thomson embraced the opportunities that the Cold War created. But unlike William Schuman and Howard Hanson, Thomson showed little interest in the politics motivating such programs. He willingly embraced and advanced the new interpretation of American exceptionalism, although he was not personally invested in it, because it created opportunities to gain greater status for American composers. Thomson’s various Cold War activities help us gain a fuller understanding of centrist American liberalism as it shaped musical life during the Cold War.

This chapter is a centrifugal history of American Studies in the United States and abroad. There have been many crises within American Studies, including calls to rename it, internationalize it, or abandon it altogether. But what was American Studies? What were the original preoccupations of this unusual field, and what were the historical conditions that enabled its establishment and international diffusion? American Studies operated in the knotty terrain of military occupation, reconstruction, and democratization after World War II, but the Americanist century has many points of origin, and it transcends the binaries of the Cold War. This chapter brings together the histories of American Studies in the United States with the less familiar histories of American Studies in Europe and Japan, stretching from the early twentieth century to the Cold War. It also offers a more cosmopolitan history of “American exceptionalism.”

AbstractIn 1941, the well-known international Cold War actor Serafino Romualdi traveled to South America for the first time. As a representative of the New York-based Mazzini Society, Romualdi sought to grow a robust anti-fascist movement among South America's Italian communities, finding the most success in Uruguay. As Romualdi conducted his tour of South America, he began writing a series of reports on local fascist activities, which caught the attention of officials at the Office of the Coordinator for Inter-American Affairs (OCIAA), a US government agency under the direction of Nelson Rockefeller. The OCIAA would eventually tap Romualdi and his growing connections in South America to gather intelligence concerning Italian and German influence in the region. This investigation sheds light on the critical function that Romualdi and his associates played in helping the US government to construct the initial scaffolding necessary to orchestrate various strategies under the umbrella of OCIAA-sponsored cultural diplomacy. Despite his limited success with Italian anti-fascist groups in Latin America, Romualdi's experience in the region during the early 1940s primed him to become an effective agent for the US government with a shrewd understanding of the value in shaping local labor movements during the Cold War.

The Bitburg Controversy from the New Cold War Perspective: Reagan’s Views on WWII Nazi Germany’s Soldiers’ Victimhood Why to go back to 1985 to discuss present-day key concerns of international relations fromthe perspective of World War II history during the Cold War? The May 5, 1985 Bitburg cemetery celebrations, when US president altogether with German chancellor (Helmut Kohl) paid tribute to WWII veterans (of both sides of the conflict) was an example of the Ronald Reagan administration’s public relations fiasco: the “Great Communicator” failed to refer to WWII history in a manner that would save him from harsh criticism. Importantly, the 1985 debate concerning the Bitburg ceremony and the moral aspects of a homage to German (Axis) WWII soldiers gave an incentive to “Historikerstreit” in Germany, a dispute regarding WWII history in a manner comparable to Holocaust responsibility as a collective burden carried by Germans. The Bitburg cemetery, since the 1930s a monument (Kolmeshöhe Ehrenfriedhof) to WWI German military victims, and then to their younger colleagues during WWII (Wehrmacht and, controversially, Waffen-SS) remained a broadly commented upon focal point of Cold War disputes, allowing such questions that might bring about a possibilityof ground-breaking change in present-day political rivalries caused by failed (or successful) Cold War propaganda related to WWII choices. The Bitburg case as a particularly illustrative one and could also shed more light on the post-Soviet Russian effort to increase its influence by relying on the myths of the “Great Patriotic War”.

This paper explores the way American intellectuals depicted Sigmund Freud during the peak of popularity and prestige of psychoanalysis in the US, roughly the decade and a half following World War II. These intellectuals insisted upon the unassailability of Freud's mind and personality. He was depicted as unsusceptible to any external force or influence, a trait which was thought to account for Freud's admirable comportment as a scientist, colleague and human being. This post-war image of Freud was shaped in part by the Cold War anxiety that modern individuality was imperilled by totalitarian forces, which could only be resisted by the most rugged of selves. It was also shaped by the unique situation of the intellectuals themselves, who were eager to position themselves, like the Freud they imagined, as steadfastly independent and critical thinkers who would, through the very clarity of their thought, lead America to a more robust democracy.

Like all transformative revolutions, Britain’s Sixties was an episode of highly influential myth-making. This book delves behind the mythology of inexorable ‘secularization’ to recover, for the first time, the cultural origins of Britain’s moral revolution. In a radical departure from conventional teleologies, it argues that British secularity is a specific cultural invention of the late 1950s and early 1960s, which was introduced most influentially by radical utopian Christians during this most desperate episode of the Cold War. In the 1950s, Britain’s predominantly Christian moral culture had marginalized ‘secular’ moral arguments by arguing that they created societies like the Soviet Union; but the rapid acceptance of ‘secularization’ teleologies in the early 1960s abruptly normalized ‘secular’ attitudes and behaviours, thus prompting the slow social revolution that unfolded during the 1970s, 1980s, and 1990s. By tracing the evolving thought of radical Anglicans—uniquely positioned in the late 1950s and early 1960s as simultaneously moral radicals and authoritative moral insiders—this book reveals crucial and unexpected intellectual links between radical Christianity and the wider invention of Britain’s new secular morality, in areas as diverse as globalism, anti-authoritarianism, sexual liberation, and revolutionary egalitarianism. From the mid-1960s, British secularity began to be developed by a much wider range of groups, and radical Anglicans faded into the cultural background. Yet by disseminating the deeply ideological metanarrative of ‘secularization’ in the early 1960s, and by influentially discussing its implications, they had made crucial contributions to the nature and existence of Britain’s secular revolution.

During the height of the Cold War in the 1950s, the United States government unleashed covert operations intended to weaken the Soviet Union. As part of these efforts, the CIA undertook support of Russian exiles, populations uprooted either during World War II or by the Russian Revolution decades before. No one seemed better prepared to fight in the American secret war against communism than the uprooted Russians, whom the CIA directed to carry out propaganda, espionage, and subversion operations from their home base in West Germany. Yet the American engagement of Russian exiles had unpredictable outcomes. Drawing on recently declassified and previously untapped sources, Cold War Exiles and the CIA examines how the CIA’s Russian operations became entangled with the internal struggles of Russia abroad and also the espionage wars of the superpowers in divided Germany. What resulted was a transnational political sphere involving different groups of Russian exiles, American and German anti-communists, and spies operating on both sides of the Iron Curtain. Inadvertently, CIA’s patronage of Russian exiles forged a complex sub-front in the wider Cold War, demonstrating the ways in which the hostilities of the Cold War played out in ancillary conflicts involving proxies and non-state actors.


In this chapter, Haq outlines his optimistic outlook for global world order. For him the end of the Cold War had opened up many more choices for the global community. For the first time global military spending was seen to be declining every year. He saw potential to reallocate ODA aid funds, which were previously tilted in favour of cold war allies. For Haq the challenge is to link economic growth as the means to human development as an objective. He stresses on the need to reform institutions of global governance to translate globalization into opportunities for people.
