This chapter vindicates democracy against recent criticism and shows how democracy can be improved and made more egalitarian. Critics argue that democracy is rule by the ignorant or by those who must appease the ignorant, basing this idea on an economic theory of information, backed by data suggesting widespread ignorance among citizens. They argue either for radically diminishing the size of the state or for rule by experts. But this pessimism is unfounded. There are good grounds for thinking that democracy can work well despite having to work in a context of low information decision-making. The critics point usefully to an underdeveloped aspect of political equality: the theory of citizen participation. To remedy this shortcoming, this chapter first argues for the instrumental and intrinsic values of democracy, relying on the expectation that citizens can act on the basis of adequate information about politics. Second, it critiques the crude model of citizen participation which is meant to undermine the expectation that citizens act on the basis of adequate information. Third, it proposes a collaborative conception of how citizens participate in a democracy and fourth, it suggests how democracy can be made more effective and egalitarian.

Este artigo apresenta os resultados da pesquisa sobre a Geodiversidade Sergipana e tem como objetivo identificar e valorar a Geodiversidade do Litoral e Sertão Sergipanos. Para tal, foi delimitado o recorte do município de Pacatuba (Pantanal de Pacatuba), no litoral norte do estado de Sergipe e do município de Canindé de São Francisco (Vale dos Mestres), no sertão sergipano, ambos inseridos na bacia hidrográfica do rio São Francisco. Para atingir os objetivos propostos, foi realizado o levantamento bibliográfico sobre a temática e aplicada a metodologia específica de Pereira (2010), para valoração da Geodiversidade de cada localidade (valores intrínseco, científico, turístico e de uso/gestão) além de atividade de campo, para avaliar também a vulnerabilidade local. Conclui-se que o recorte em estudo possui valor de uso científico e valor de conservação superior ao valor turístico. No entanto, as práticas para fins turísticos têm crescido, demonstrando a importância deste estudo, para a tomada de decisão no tocante a políticas efetivas de uso sustentável do patrimônio natural local que respeite as limitações ambientais existentes.ABSTRACTThis article presents the results of the research on Sergipana Geodiversity and aims to identify and value the Geodiversity of Sergipe Coast and Wilderness. For this purpose, the Pacatuba municipality (Pantanal de Pacatuba), on the northern coast of the state of Sergipe and the municipality of Canindé de São Francisco (Vale dos Mestres), in the Sergipe Wilderness, were inserted in the São Francisco. In order to reach the proposed objectives, a bibliographic survey was carried out on the subject and applied the specific methodology of Pereira (2010), for assessing the Geodiversity of each locality (intrinsic values, scientific, tourism and use / management), to also assess local vulnerability. It is concluded that the cut in study has value of scientific use and value of conservation superior to the tourist value. However, practices for tourism purposes have grown, demonstrating the importance of this study, to the decision making regarding effective policies of sustainable use of the local natural patrimony that respects the existing environmental limitations.Keywords: Geodiversity values; Natural Heritage Sergipano; Geoconservation.

Power involves a number of models of choice: maximizing, satisficing, coercion, and minimizing missed opportunities. The latter is explored in detail and linked to a particular type of power, domination by virtue of a constellation of interests. It is shown that domination by virtue of a constellation of interests calls for justification through references to a common good, i.e. a rent to be shared between Principal and Agent. Two sources of sub-optimal outcomes are compared: individual decision-making and interactions. Interactions organized in the form of power relationships lead to sub-optimal outcomes for at least one side, Agent. Some empirical evidence from Russia is provided for illustrative purposes.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.

This paper was written based on part of the findings of a survey made on young lawyers who are practicing in the state of Kedah. Young lawyers are advocates and solicitors with less than seven y ears of active practice. The objective of this study is to determine what factors positively influenced young lawyers' ethical decision making. Data was collected from /33 young lawyers who are practicing in the state of Kedah between January - June 2006 through self-administered and close- end questionnaires. The finding suggests that knowledge in professional legal ethics gained at the law faculty, pupil age and short ethics course does not contribute much to the ethical decision making of the young lawyers. Moved by this finding. this paper attempts to discuss the current legal ethics education in Malaysia. The main contention of the writers is their firm belief that the current practice of professional legal ethics education in Malaysia is insufficient and far from being adequate in producing ethical lawyers. Therefore the writers have proposed for professional legal ethics education in Malaysia to be reformed and this proposal serves as the basic premise of this paper.

Based on an analytical narrative, and utilizing macroeconomic and new institutional economic theory, this exposition studies the Bulgarian economy during the decades after 1989. The three decades are placed in the context of the century-and-a-half-long Bulgarian development and convergence dynamic. They are then presented in terms of clearly defined sub-periods, and each sub-period is analyzed in detail. The analysis for each period focuses on three sets of issues: macroeconomic developments, microeconomic developments, and institutional changes. The exposition ends by applying the insights from the analysis to the question of whether the state of the economy in Bulgaria as of 2019 gives grounds for pessimism (Bulgaria will continue the cycles of unsuccessful convergence) or for optimism (Bulgaria will achieve an unprecedented degree of convergence in the coming decades). The answer is that at present both expectations can be supported by sets of serious arguments.

The chapter examines a major corruption scandal that involved the Athenian orator Demosthenes and an official of Alexander the Great. This episode reveals how tensions between individual and collective decision-making practices shaped Athenian understandings of corruption and anticorruption. The various and multiple anticorruption measures of Athens sought to bring ‘hidden’ knowledge into the open and thereby remove information from the realm of individual judgment, placing it instead into the realm of collective judgment. The Athenian experience therefore suggests that participatory democracy, and a civic culture that fosters political equality rather than reliance on individual expertise, provides a key bulwark against corruption.
