This chapter deals with the issue of ‘popularity’, that is, as a recognizably bad form of public politics. The appellants attacked their Jesuit opponents for conducting their business, and for lobbying their community, in much the same style as Elizabethan puritans had been attacked by their conformist opponents, for their attempts to reform the national Church, and, by mobilizing a mob of voices, for telling the queen what to do. In turn, this worked itself into a rhetoric of financial and other sorts of corruption in which we can see much of what we tend to associate with the language of anti-popery, and the character of the archetypally evil Jesuit, emerging in fact in Catholic circles, although the association of Jesuits with puritans was a common enough contemporary observation.

El escrito demuestra que los(as) jóvenes del sector ru- ral, con relación a la educación superior, requieren de una pronta y justa atención por parte del Estado para ayudarlos(as) a superar las dificultades que afrontan una vez terminan la educación media, de modo que no vean frustrado el desarrollo de su proyecto de vida. Enfatiza en la importancia de la formulación y ejecución de polí- ticas públicas claras y adecuadas a las necesidades de los egresados de aquellos municipios distantes a las universi- dades, caso específico los de Tununguá, Boyacá, Colom- bia. Defiende la educación como el medio más importante para el desarrollo del sector rural en el país; esto implica cobertura, ayuda económica, orientación a las familias y compromiso del (la) joven para hacer parte de procesos formativos a nivel profesional en el campo de conocimien- to de su preferencia, y de esta forma acceder a otros estilos de vida para su familia, en el marco de un país que recono- ce el derecho a la igualdad.The writing shows that the young’s of the rural sector in relation to higher education, require a prompt and fair attention of the state to help to overcome the difficulties they face once, they finish their media education studies, frustrating the development of the life project, of each teenage, which is built in this time lapse. It focuses on the importance of the formulation and execution of clear public politics suitable to the necessity of the graduates of those towns distant of the universities as is the specific case of Tununguá (Boyacá, Colombia). It defends the ed- ucation line the most suitable media for the development of the rural sector in our country. It implies coverage, economic help, orientation to the families and commit- ment of the young to make part of formative processes at professional level in the knowledge field the student selects and on this way to get other life styles for their families inside the framework of a country that promul- gates the right to equality.

This volume deals with royal dynastic politics during the post-Reformation period. The royal succession and the business of marriage into other royal and princely families were central to public politics. But the Reformation raised questions in some parts of Europe about how far hereditary right was necessarily the key to deciding the path of the succession, and whether other issues might not be taken into account in identifying where and with whom royal power should be located and whether the sovereign should, under certain circumstances, have to make concessions to particular readings of spiritual authority. In that context, the claim here is not only that the conventional historiography on the Reformation in the British Isles fits, as it obviously does, into that account of dynastic politics but also that the substantial archival and printed records relating to post-Reformation Catholicism of various kinds can be reintegrated into mainstream versions of English and British history during the period.

This volume revisits the debates and disputes known collectively in the literature on late sixteenth- and early seventeenth-century England as the ‘Archpriest Controversy’. We argue that this was an extraordinary instance of the conduct of contemporary public politics and that, in its apparent strangeness, it is in fact a guide to the ways in which contemporaries negotiated the unstable later Reformation settlement in England. The published texts which form the core of the arguments involved in this debate survive, as do several caches of manuscript material generated by the dispute. Together they tell us a good deal about the aspirations of the writers and the networks that they inhabited. They also allow us to retell the progress of the dispute both as a narrative and as an instance of contemporary public argument about topics such as the increasingly imminent royal succession, late Elizabethan puritanism, and the function of episcopacy. Our contention is that, if one takes this material seriously, it is very hard to sustain standard accounts of the accession of James VI in England as part of an almost seamless continuity of royal government, contextualized by a virtually untroubled and consensus-based Protestant account of the relationship between Church and State. Nor is it possible to maintain that by the end of Elizabeth’s reign the fraction of the national Church, separatist and otherwise, which regarded itself or was regarded by others as Catholic had been driven into irrelevance.

The main purpose of this is paper is to presents the Theil-T index based on the laws of physics and Shannon´s modern mathematical theory of communication to measure income inequality. This index enables to use stratum data by income besides to estimating the inequality intra stratum. The methodology will be  illustrated with an  application to measure the inequality   in the formal labor market in  Santa Maria city in  Rio Grande do Sul, using  social characteristics  as gender, age and education level  and,  attributes of the own market like  sphere of activity and economic activity  from 2000 to 2009. Although the ex-inequality index calculated using the characteristics above mentioned is classified as medium low according to the PNUD classification, the index  emphasizes the importance of assessing the distribution of income considering the local conditions of each micro region  in order to direct the public politics  to correct the most influential determinants of disparities.

As políticas públicas ocupam importante papel no âmbito do planejamento estratégico e da gestão pública nos mais diferenciados setores. Sendo assim, este estudo tem como objetivo analisar a política pública de meio ambiente, tendo como foco principal o Plano Diretor da APA da Serrinha do Alambari, no município de Resende/RJ e sua correlação com a política setorial de turismo inscrita no Plano Diretor Municipal. A pesquisa se caracteriza como exploratória e de abordagem qualitativa, com estudo de caso. O resultado aponta para a falta de sinergia entre as políticas ambiental e a de turismo, comprometendo, pois, não só a atividade turística como a preservação do patrimônio natural. Espera-se que os dados e as informações obtidas norteiem o poder público para que sejam desenvolvidas ações efetivas, através das políticas públicas, para compatibilizar a prática do ecoturismo com a preservação e conservação dos recursos naturais, ambas pautadas na ótica do desenvolvimento sustentável. Public politics: Ecotourism X preservation of natural resources ABSTRACT Public politics have important role in the strategic planning and management of public in more differentiated sectors. Thus, this study aims to analyze the public environmental politic, focusing mainly on the Master Plan of the Serrinha Alambari Protect Area in the municipality of Resende (RJ, Brazil) and its correlation with the sectoral politic entered in the tourism Master Plan. The research is characterized as exploratory and qualitative approach with case study. The result points to the lack of synergy between environmental and tourism politics, compromising therefore not only to tourism activity as the preservation of natural heritage. It is expected that the data and information obtained will guide the government to be developed effective actions, through public politics, in order to reconcile the practice of ecotourism with the preservation and conservation of natural resources, both predicated in optics of sustainable development. O texto apresenta inicialmente uma revisão documental em relação ao desenvolvimento das políticas públicas de esporte que o Estado chileno tem desenvolvido desde o início do século XIX. Posteriormente busca identificar como a participação cidadã tem sido incorporada na construção dessas políticas. Os dados expõem a evolução que as propostas relacionadas com políticas públicas de esporte no Chile têm tido até o atual desenvolvimento de iniciativas que tentam estabelecer um processo democrático e participativo da comunidade no levantamento de demandas relativas a seus interesses, necessidades e possibilidades. A revisão permitiu concluir que a relação entre Estado e esporte e as políticas públicas de esporte no Chile têm evoluído ao longo dos anos no sentido de abranger a pluralidade esportiva e da população, inclusive por via de processos democráticos de participação cidadã cada vez mais presentes e estruturados. Contudo, é preciso estabelecer um marco estrutural (política de Estado) a fim de concretizar a compreensão sobre a importância das políticas públicas esportivas e fortalecer o diálogo e as ações integradas entre os organismos que interatuam em virtude do bem-estar social. ABSTRACT. Public policy sport in Chile: traffic to the democratization. The text presents a documentary review in relation to the development of the public politics in sport and recreation that the Chilean State has come developing from starts of the 19th century. The documentary analysis allows to explain the content of one or several texts and the document is foundation to elaborate a general comment relate to the central subject of agreement to the situation or historical moment in which it contextualized the information. The data expose the evolution that the approaches related with public politics in sport in Chile have had until the current deployment of initiatives that try to establish a democratic and participatory process of the community in the lifting of proposals of agreement to the interests, needs and possibilities that the It detects like viable to improve. The review allows concluding that it does necessary establish a structural frame that was integrator and directed to the attainment of the understanding of the importance of the public politics in this field as like this also to strengthen the dialogue between the organisms that interact in virtue of the social welfare.
