Rendezvous on the High Plateau

The two men in white anoraks were slowly approaching, skiing in the bitter cold over the Hardangervidda mountain plateau in the winter of 1943. Were they friends or foes? This was a matter of life and death for the six young men watching the only other living beings in sight for miles of snow-clad wilderness. Their pace was slow, the men were thin and didn’t look too well, just as if they might well have spent 130 days of the winter of 1942–43 hidden in a rudimentary hut on the mountain, surviving on moss and poached reindeer. It had to be them. The group’s leader, Joachim Rønneberg, decided to make contact. This story is first a tragedy and then a success, and it does not begin on the Hardangervidda but in Scotland where Britain’s ski capital, the small town of Aviemore in the Cairngorms National Park, is going to be our starting point for several dangerous journeys across the North Sea. A few years ago we drove up the main mountain road, eventually leading to the Cairn Gorm peak itself, 4,084 feet (1,245 metres) above sea level, and passed the park’s visitors’ centre located in pretty surroundings by a small lake. We glimpsed something flapping in the wind that did look a bit like the Union Jack, an unlikely occurrence in the highlands. We turned around and took the path up the hill, and soon discovered that what we first mistook for the British ensign, because of its colours, was in fact the Norwegian national flag. In 1468, when the Norwegians gave away their last Scottish possessions to King James III in Edinburgh, the Norwegian flag had not even been invented, so we were a wee bit curious as to why it was flying here, in the heart of the Cairngorms. But of course, mountains, snow, and skiing—what could be more Norwegian? And this simplistic reasoning is actually closer to the answer than we might have thought, as a commemorative sign told us that on this spot were the lodgings of the famous Kompani Linge during World War II.

By autumn 1940 the first round of fighting in World War II was over. In northern Europe, German forces occupied Poland, Norway and Denmark. Both sides recognized that further operations demanded naval and air superiority in northern waters. Germany needed free access to the Atlantic Ocean through the North Sea; Britain had to prevent that access, which threatened the lifeline to the United States. More than ever before, it became essential for both sides to have meteorological information from the northern Atlantic Ocean area. Germany's need was especially acute, for the routes for her shipping from ports in Scandinavia traversed enemy-patrolled waters, where foul weather was essential for evasion.

In 1966 a retired British Major named Paddy Roy Bates took a liking to a small, abandoned concrete platform in the North Sea nicknamed “Rough’s Tower.” Rough’s Tower was a World War II gun tower used by the British to fire at German bombers on their way to London. By 1966, nobody wanted the rusting contraption, so Bates renamed it the “Principality of Sealand” and declared independence from the United Kingdom, six miles away. He awarded himself the title of Prince Roy, and proceeded to issue Sealand passports and Sealand stamps with pictures of his wife, Joan, an ex-beauty queen. Sealand has had a colorful history, but before 1999, nothing suggested that a chunk of concrete and steel off the English coast might have anything to do with the history of the Internet. That year, Bates agreed to let a young man named Ryan Lackey move to Sealand and begin transforming it into a “data haven.” Lackey’s company, “HavenCo,” equipped Sealand with banks of servers, and Internet links via microwave and satellite connections. Borrowing an idea from cyberpunk fiction, HavenCo aimed to rent computer space on Sealand to anyone who wanted to escape the clutches of government. It promised potential clients—porn purveyors, tax evaders, Web gambling services, independence movements, and just about any other government-shy Internet user—that data on Sealand servers would be “physically secure against any legal action.” HavenCo, the company boasted, would be “the first place on earth where people are free to conduct business without someone looking over their shoulder.” HavenCo was the apotheosis of the late 1990s belief in the futility of territorial government in the Internet era. Lackey’s company was premised on the commonplace assumption that governments cannot control what happens beyond their borders, and thus cannot control Internet communications from abroad. “If the king’s writ reaches only as far as the king’s sword, then much of the content of the Internet might be presumed to be free from the regulation of any particular sovereign,” wrote Duke law professor James Boyle, generalizing the point.

In the discussion which followed the Institute's proposal on routing, Captain Oudet proposed that the collision problem should be investigated in other areas where the risk was known to be high. This paper discusses the origin of NEMEDRI routes and the collision problem on specific NEMEDRI routes in the North Sea.The origin of NEMEDRI (Northern European and Mediterranean Routing Instructions) routes is a matter of history and necessity, some understanding of which is necessary in any analysis of present problems, NEMEDRI routes are those swept routes through declared danger areas due to mining in World War II in North European waters, the Mediterranean and Black Sea. These routes take their name from the NEMEDRI publication issued to mariners giving the relevant hydrographic information for these particular areas. The swept routes and declared danger areas in many other areas, such as the remote Kerguelen Islands, Tonga or off Korea, have no such special publication and are notified in Notices to Mariners. The present navigational significance of the NEMEDRI routes is that they carry a very substantial amount of the world seaborne trade.

The history of ethics in the Presbyterian Church has been shaped by the theological commitments of Reformed theology, the church’s ecumenical and interreligious encounters, its interactions with the wider cultures in which it functions, and its global scope. Consequently, Presbyterian ethics have become increasingly diverse, culturally diffused, ecumenically directed, and frequently divisive. That said, its history can helpfully be divided into three lengthy periods. In the first (roughly from the church’s origins in 1559 to the Second Great Awakening in the early nineteenth century), theology, ethics, and politics are so interwound that distinguishing one from the others is difficult. In the second (roughly from the Second Great Awakening to the end of World War II), moral concerns emerge as forces that drive the church’s theology and polity. And in the third (for which proclamation of the Universal Declaration of Human Rights in 1948 might be a heuristically helpful starting point), ethics increasingly functions in ways that are only loosely tethered to either Reformed theology or polity. The strength of the church’s social witness, the consistency of its global engagements, and the failings of its internecine strife are all evident during its five-hundred-year history.

During World War II, representatives of almost all the Soviet Republics fought in partisan detachments in the occupied territory of the Leningrad Region. Among them were many representatives of the Central Asian republics: Kazakhstan, Kyrgyzstan and Uzbekistan. Many Leningrad citizens, including relatives of partisans, had been evacuated to Central Asia by that time. However, representatives of Asian workers’ collectives came to meet with the partisans. The huge distance, the difference in cultures and even completely different weather conditions did not become an obstacle to those patriots-Turkestanis who joined the resistance forces in the North-West of Russia.

<p>The potential impacts of extreme sea level events are becoming more apparent to the public and policy makers alike. As the magnitude of these events are expected to increase due to climate change, and increased coastal urbanization results in ever increasing stakes in the coastal zones, the need for risk assessments is growing too.</p><p>The physical conditions that generate extreme sea levels are highly dependent on site specific conditions, such as bathymetry, tidal regime, wind fetch and the shape of the coastline. For a low-lying country like Denmark, which consists of a peninsula and islands that partition off the semi-enclosed Baltic Sea from the North Sea, a better understanding of how the local sea level responds to wind forcing is urgently called for.</p><p>We here present a map for Denmark that shows the most efficient wind directions for generating extreme sea levels, for a total of 70 locations distributed all over the country’s coastlines. The maps are produced by conducting simulations with a high resolution, 3D-ocean model, which is used for operational storm surge modelling at the Danish Meteorological Institute. We force the model with idealized wind fields that maintain a fixed wind speed and wind direction over the entire model domain. Simulations are conducted for one wind speed and one wind direction at a time, generating ensembles of a set of wind directions for a fixed wind speed, as well as a set of wind speeds for a fixed wind direction, respectively.</p><p>For each wind direction, we find that the maximum water level at a given location increases linearly with the wind speed, and the slope values show clear spatial patterns, for example distinguishing the Danish southern North Sea coast from the central or northern North Sea Coast. The slope values are highest along the southwestern North Sea coast, where the passage of North Atlantic low pressure systems over the shallow North Sea, as well as the large tidal range, result in a much larger range of variability than in the more sheltered Inner Danish Waters. However, in our simulations the large fetch of the Baltic Sea, in combination with the funneling effect of the Danish Straits, result in almost as high water levels as along the North Sea coast.</p><p>Although the wind forcing is completely synthetic with no spatial and temporal structure of a real storm, this idealized approach allows us to systematically investigate the sea level response at the boundaries of what is physically plausible. We evaluate the results from these simulations by comparison to peak water levels from a 58 year long, high resolution ocean hindcast, with promising agreement.</p>


The development of the area, of the Thames Estuary is briefly traced since the late Cretaceous period, with its present outline being due to a combination of factors. The overall subsidence of the North Sea area, the ‘Alpine5 fold movements, and the transgression of the sea since the retreat of the Weichselian icesheets have all contributed. The positions of the shore-line during the critical phase, 9600 b.p. to 8000 b.p., of this last transgression of the sea are shown. Subsequent to this main transgressive phase, erosion of the shoreline has been rapid due to storm-waves and tidal current action. An estimation of the average rate of subsidence and/or sea-level rise is given based on the concept of sedimentary equilibrium in which a figure of 12.7 cm (5 in) per century is arrived at.
