Optimization of the activities of medical organizations providing primary health care requires the development of new organizational and functional models. The introduction of new approaches to organizing the activities of medical organizations is primarily a step towards patients. The new model is a patient-oriented medical organization, the management of which is based on the use of a process-oriented approach and «lean» technologies. Since 2019, within the framework of the federal project «Development of a primary health care system,» a project has been launched to introduce the «New Model of a Medical Organization Providing Primary Health Care». The implementation of the project is scheduled for 2019-2024 inclusive. The creation and replication of the «new model» is planned for the participation of all subjects of the Russian Federation. The introduction of lean technology methods in the work of medical organizations has reduced the waiting time for doctors, optimized the burden on doctors, reduced the time for obtaining research results, streamlining the process of moving a patient within a medical organization. The creation of an effective quality management system in medical organizations is achieved through the phased implementation of lean-technology.

AbstractHaving been supressed and denied their rights by successive Syrian governments over the years, Syrian Kurds are now asserting ade factoautonomy. Since the withdrawal of the Syrian President's forces from the ethnically Kurdish areas in the early months of the current civil war, the inhabitants have declared a self-rule government along the lines of the Kurdistan regional government in northern Iraq. For Syrian Kurds, the creation of a small autonomous region is a dream fulfilled, albeit one unrecognized by the international community. Some 15% to 17% of the Syrian population is Kurdish. Whether they can achieve statehood will depend on a reading of international law and on how the international community reacts. There are certain aspects which differentiate Kurdish self-rule in Syria from its counterpart in Iraq.

Вопросы улучшения оказания первичной медико-санитарной помощи детскому населению всегда выступали в качестве приоритетных при оптимизации деятельности службы охраны материнства и детства и вызывали особое внимание организаторов здравоохранения. Одним из значимых решений по повышению качества оказания медико-санитарной помощи, в том числе и детям, является проект по реализации «Новой модели медицинской организации, оказывающей первичную медико-санитарную помощь» в детских структурных подразделениях. Одной из основных задач педиатрической службы Воронежской области является реализация мероприятий региональной программы «Развитие детского здравоохранения Воронежской области, включая создание современной инфраструктуры оказания медицинской помощи детям», которой предусмотрено достижение целевых показателей и выполнение определённых задач. В данной статье рассматриваются вопросы организации деятельности педиатрической службы Воронежской области в плане реализации новой модели медицинской организации, оказывающей первичную медико-санитарную помощь в детских структурных подразделениях. Определяются направления развития детского здравоохранения, включая создание современной инфраструктуры оказания медицинской помощи детям. Приводятся данные по достижению в детских поликлиниках и детских поликлинических отделениях Воронежской области организационно-планировочных решений внутренних пространств, создание условий для внедрения принципов бережливого производства и комфортного пребывания детей и их родителей при оказании первичной медико-санитарной помощи, с акцентом на воплощении идей оптимизации первичной медико-санитарной помощи путем использования принципов и методов бережливого производства в части реализации регионального проекта «Развитие системы оказания первичной медико-санитарной помощи» Нацпроекта «Здравоохранение» в рамках создания и тиражирования «Новой модели медицинской организации, оказывающей первичную медико-санитарную помощь» The issues of improving the provision of primary health care to the children's population have always been a priority in optimizing the activities of the maternal and child health care service and have caused special attention of health care organizers. One of the significant decisions to improve the quality of health care, including for children, is the project to implement the "New model of a medical organization providing primary health care" in children's structural units. One of the main tasks of the pediatric service of the Voronezh region is the implementation of the activities of the regional program "Development of children's health care of the Voronezh region, including the creation of a modern infrastructure for the provision of medical care to children", which provides for the achievement of targets and the implementation of certain tasks. The article deals with the organization of the activities of the pediatric service of the Voronezh region in terms of implementing a new model of a medical organization that provides primary health care in children's structural units. The directions of development of children's health care, including the creation of a modern infrastructure for the provision of medical care to children, are determined. The data on the achievement in children's polyclinics and children's polyclinic departments of the Voronezh region of organizational and planning solutions of internal spaces, the creation of conditions for the introduction of the principles of lean production and a comfortable stay of children and their parents in the provision of primary health care, with an emphasis on the implementation of ideas for optimizing primary health care through the use of principles and methods of lean production in terms of implementation regional project "Development of the system of primary health care" of the National Project "Healthcare" in the framework of the creation and replication of the "New model of a medical organization providing primary health care"

The creation of civic subdivisions is a relevant chapter in any discussion of archaic Greek citizenship. The Spartan case is particularly interesting because, although extremely scanty, the sources testify to an early effort to organize the citizen body into formal structures. Contrary to the dominant model, which has the Spartans distributed into two transversal structures of civic membership, one kinship-based (the three Dorian phylai) and the other one territorial (the alleged five obai), here a new model is proposed. An examination of the relevant evidence shows, in fact, that the obai were an internal subdivision of the phylai. While being a member of these civic subdivisions was a prerequisite for citizenship, social cohesion was strengthened by participation in collective practices whereby the members of the Spartan community recognized each other as fellow citizens.

This article proposes a new model of privacy: infrastructural surveillance. It departs from Agre’s classic distinction between surveillance and capture by examining the sociotechnical claims of connected and autonomous vehicles (CAVs) as requiring totalising surveillance of passengers and environment in order to operate. By doing so, it contributes to the ongoing debate on the commodification and platformisation of life, paying attention to the under-explored infrastructural requirements of certain digital technologies, rather than its business model. The article addresses four distinct characteristics of infrastructural surveillance: the aggregation of data, initialisation of protocols limiting possible actions, the prioritisation of distributed modes of governance and the enclosure of the driver in a personalised bubble of sovereign power. Ultimately, unlike previous modes of computer privacy in which activities are being constructed in real time from a set of institutionally standardised parts specified by a captured ontology, we observe the creation of new ontologies.

This chapter examines the first decades of emigration in the 1830s and 1840s, in which Polish patriots and Russian intellectuals predominated. It then turns to the first Russian colony, which formed in Zurich in the 1860s thanks to the arrival of several hundred students from the Russian empire. It shows how residents of the Zurich colony transformed the abstract, utopian ideas of the first generation of exiles into concrete praxis expressed through experiments in collective living, practices of women’s liberation and ethnic inclusion, and the creation of new institutions such as libraries. The new model of revolutionary living that emerged in Zurich would become a template for future exile experiments and would profoundly affect revolutionary culture at large.

In this article, we propose a new model for the learning games design, which aims to enrich and solve the problems of existing models. From the work carried out around the models of educational games, we carefully identify a series of steps to follow, taking into account the simplicity, ease of adaptation and the integration of several factors interest such as the integration of a set sub-models treated pedagogically define the pedagogical side in the game, also the distribution of the intervening necessary for each of the stages to ensure better collaboration between them, for the purpose to helping the creators to trace their path from the start of the creation, in order to achieve the best example of games with an adequate oscillation pedagogical-fun, that will meet the requirements of existing classical teaching methods.

Increasing Ukraine’s investment attractiveness requires the creation of a fundamentally new model of integrity and countering corruption. Ukraine consists of regions that have different investment attractiveness. In the conditions of limited investment resources of Ukraine, the creation of a transparent economy is the basis of development. The Corruption Perception Index, which is the main indicator of investment development of the economies of the countries, shows the lack of progress in the countering corruption in Ukraine. Therefore, it is necessary to implement programs on integrity and countering corruption based on experience of European and other developed countries to increase the investment attractiveness of Ukraine and its regions. The article is aimed at developing a model of integrity and countering corruption, which is the basis for increasing the investment attractiveness of Ukraine for investment and innovation development. The main actors interacting with the authorities are identified for the model of integrity and countering corruption based on the analysis of the activities of the authorities. The principles of interaction between the authorities and other entities in order to overcome corruption are also characterized. The components of influencing the effectiveness of implementation of the model of integrity and countering corruption are analyzed. It is noted that the model of integrity and countering corruption has mechanisms for maintaining formal and informal rules based on the analysis of the interaction of authorities to prevent corruption. The main elements, results and a program of the model of integrity and countering corruption are developed to support this model. In order to effectively implement the model of integrity and countering corruption, it is necessary to introduce accountability, accountability mechanisms and means of control of accountability issues in order to identify the advantages and disadvantages of implementation.
