The assassination of Osama bin Laden by SEAL Team 6 in May 2011 will certainly figure among the greatest achievements of US Special Forces. After nearly ten years of searching, they descended into his Pakistan compound in the middle of the night, killed him, and secreted the body back into Afghanistan. Interest in these forces had always been high, but it spiked to new levels following this success. There was a larger lesson here too. For serious jobs, the president invariably turns to the US Special Forces: the SEALs, Delta Force, the Green Berets, and the USAF’s Special Tactics squad. Given that secretive grab-and-snatch operations in remote locales characterize contemporary warfare as much as traditional firefights, the Special Forces now fill a central role in American military strategy and tactics. Not surprisingly, the daring and secretive nature of these commando operations has generated a great deal of interest. The American public has an overwhelmingly favorable view of the forces, and nations around the world recognize them as the most capable fighting units: the tip of the American spear, so to speak. But how much do we know about them? What are their origins? What function do they fill in the larger military structure? Who can become a member? What do trainees have to go through? What sort of missions do Special Forces perform, and what are they expected to accomplish? Despite their importance, much of what they do remains a mystery because their operations are clandestine and the sources elusive. In The US Special Forces: What Everyone Needs to Know, eminent scholar John Prados brings his deep expertise to the subject and provides a pithy primer on the various components of America’s special forces. The US military has long employed Special Forces in some form or another, but it was in the Cold War when they assumed their present form, and in Vietnam where they achieved critical mass. Interestingly, the Special Forces suffered a rapid decline in numbers after that conflict despite the fact that the United States had already identified terrorism as a growing security threat. The revival of Special Forces began under the Reagan administration. After 9/11 they experienced explosive growth, and are now integral to all US military missions. Prados traces how this happened and examines the various roles the Special Forces now play. They have taken over many functions of the regular military, a trend that Prados does not expect will end any time soon. This will be a definitive primer on the elite units in the most powerful military the world has ever known.

The Greek words `pharmakon' and `pharmakos' allude to the complex relations between political violence and the health or disorder of the body politic. This article explores analogies of war as disease and contagion, and contrasts these with metaphors of war as politically healthy and medicinal - as in Randolph Bourne's notion of war as `the health of the state'. It then applies these to the unfolding US `War on Terrorism' through the concept of `pharmacotic war', by way of examining the disturbing political implications of both unfolding US military actions abroad and the scapegoating of internal `enemies' within the United States. The article then critiques various strategies for interrupting the momentum towards a catastrophic `clash of civilizations' between the US and the Islamic world, and proposes a strategy of broadly based, grassroots political mobilization for opposing this trend.

Abstract Background Do the environmental impacts inherent in national food-based dietary guidelines (FBDG) vary around the world, and, if so, how? Most previous studies that consider this question focus on a single country or compare countries’ guidelines without controlling for differences in country-level consumption patterns. To address this gap, we model the carbon footprint of the dietary guidelines from seven different countries, examine the key contributors to this, and control for consumption differences between countries. Methods In this purposive sample, we obtained FBDG from national sources for Germany, India, the Netherlands, Oman, Thailand, Uruguay, and the United States. These were used to structure recommended diets using 6 food groups: protein foods, dairy, grains, fruits, vegetables, and oils/fats. To determine specific quantities of individual foods within these groups, we used data on food supplies available for human consumption for each country from the UN Food and Agriculture Organization’s food balance sheets. The greenhouse gas emissions (GHGE) used to produce the foods in these consumption patterns were linked from our own database, constructed from an exhaustive review of the life cycle assessment literature. All guidelines were scaled to a 2000-kcal diet. Results Daily recommended amounts of dairy foods ranged from a low of 118 ml/d for Oman to a high of 710 ml/d for the US. The GHGE associated with these two recommendations were 0.17 and 1.10 kg CO2-eq/d, respectively. The GHGE associated with the protein food recommendations ranged from 0.03 kg CO2-eq/d in India  to 1.84 kg CO2-eq/d in the US, for recommended amounts of 75 g/d and 156 g/d, respectively. Overall, US recommendations had the highest carbon footprint at 3.83 kg CO2-eq/d, 4.5 times that of the recommended diet for India, which had the smallest footprint. After controlling for country-level consumption patterns by applying the US consumption pattern to all countries, US recommendations were still the highest, 19% and 47% higher than those of the Netherlands and Germany, respectively. Conclusions Despite our common human biology, FBDG vary tremendously from one country to the next, as do the associated carbon footprints of these guidelines. Understanding the carbon footprints of different recommendations can assist in future decision-making to incorporate environmental sustainability in dietary guidance.

Abstract As the Sino-American Great Power competition continues to intensify, newly-elected US President Joe Biden's administration now seeks to enlist the support of its allies and partners around the world. As Europe's largest economy and a, if not the, leading voice within the European Union, Germany represents an important puzzle-piece for Biden. But Germany, at least under outgoing chancellor Angela Merkel, has been reluctant to take sides. It is against this backdrop that this article looks into Germany's past and present trilateral relationships with the US and China through the theoretical lens of the so-called strategic triangle approach. Applying this approach, the article seeks to trace and explain German behaviour, as well as to elucidate the opportunities and pitfalls that have come with it. The article demonstrates that Germany's recently gained position as a ‘pivot’ (two positive bilateral relationships) between the US and Chinese ‘wings’ (positive bilateral relations with Germany and negative bilateral relations with each other) is desirable from the perspective of the strategic triangle. At the same time, being pivot is also challenging and hard to maintain. Alternative options, such as entering a US–German ‘marriage’ directed against China, are also problematic. The article therefore concludes that Germany has tough decisions to take going forward.

The recent deterioration of US–China and US–Russia relations has stumbled the formation of a better world order in the 21st century. Washington’s concerns of the “great power realignment”, as well as its Manichean battle against China’s and Russia’s “illiberal regimes” have resulted in the activated alliance-building efforts between Beijing and Moscow, prompting the Biden administration to consider some wedging strategies. Despite their coordinated preparation to deter the US power, the Chinese and Russian leaderships seek to avert a conflict with Washington by diplomatic means, and the characteristic of their partnership is still leaving a “window of opportunity” for the United States to lever against the establishment of a formal Sino–Russian alliance.

Accepted for publication 20 March 2021 The Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC) does not have a legally binding verification regime. An attempt by the Ad Hoc Group of Experts, created by the UN Committee on Disarmament, to strengthen the BTWC by developing a legally binding document – the Protocol, was blocked by the United States in July 2001. The purpose of this work is to study the history, main provisions, significance and reasons for not signing the Protocol to the BTWC. The attention is paid to the events in biological weapons control, which have led a number of countries to the understanding of the necessity to develop the Protocol. The background of the US actions to block this document is the subject of special consideration. During the Second Review Conference on the Implementation of the Convention (8–25 September 1986, Geneva) the USSR, the German Democratic Republic and the Hungarian People's Republic proposed to develop and adopt the Protocol as an addition to the BTWC. This document was supposed to establish general provisions, definitions of terms, lists of agents and toxins, lists of equipment that was present or used at production facilities, threshold quantities of biological agents designed to assess means and methods of protection. The proposed verification mechanism was based on three «pillars»: initial declarations with the basic information about the capabilities of each State Party; inspections to assess the reliability of the declarations; investigations to verify and confirm or not confirm the alleged non-compliance with the Convention. The verification regime was to be under the control of an international organization – the Organization for the Prohibition of Bacteriological (Biological) and Toxin Weapons. However, the US military and pharmaceutical companies opposed the idea of international inspections. The then US Undersecretary of State for Arms Control and International Security, John Robert Bolton II, played a special role in blocking the Protocol. During the Fifth Review Conference in December 2001, he demanded the termination of the Ad Hoc Group of Experts mandate for negotiations under the pretext that any international agreement would constrain US actions. The current situation with biological weapons control should not be left to chance. Measures to strengthen the BTWC should be developed, taking into account the new fundamental changes in dual-use biotechnology. It should be borne in mind, that the Protocol, developed in the 1990s, is outdated nowadays.

Abstract The Palestine-Israel conflict is probably one of the most pressing problems in the Middle East. Moreover, the United States has been involved in this conflict since the 1970s. Therefore, the present research aims to learn more about the American perception of the Palestinian-Israeli conflict. It was conducted using a survey that addressed Americans from different backgrounds, focusing on four variables: the American government’s position, solutions, the Israeli settlements, and Jerusalem. The research suggests a correlation between political party and the American perception of the conflict. It appears that Republicans seem to be against the withdrawal of the Israeli settlements, and they believe that the US government is not biased toward Israel. Nevertheless, Democrats tend to believe that the US government is biased in favor of Israel, and they support withdrawing the Israeli settlements. Moreover, there might be another correlation between the American perception and the source of information they use to learn about the conflict. Most of the surveyed Americans, whatever their resource of information that they use to learn about the conflict is, tend to believe that the US is biased in favor of Israel. It is crucial to know about the American perception when approaching to a solution to the conflict as the US is a mediator in this conflict, and a powerful country in the world. With Donald Trump as President of United States, multilateralism in the world economy is facing an unprecedented challenge. The international economic institutions that have evolved since the fifties are increasingly under the risk of being undermined. With the growing assertion of the emerging and developing economies in the international fora, United States is increasingly sceptical of its ability to maneuvre such institutions to suit its own purpose. This is particularly true with respect to WTO, based on “one country one vote” system. The tariff rate hikes initiated by the leader country in the recent past pose a serious challenge to the multilateral trading system. The paper tries to undertake a critical overview of the US pre-occupation of targeting economies on the basis of the bilateral merchandise trade surpluses of countries, through the trade legislations like Omnibus Act and Trade Facilitation Act. These legislations not only ignore the growing share of the United States in the growing invisibles trade in the world economy, but also read too much into the bilateral trade surpluses of economies with United States and the intervention done by them in the foreign exchange market.

This article evaluates the emergence of the new Cold War using the Syrian and Ukraine conflicts, among others. Incompatible interests between the United States (US) and Russia, short of open conflict, increased after the collapse of the former Soviet Union. This article argues that the struggle for dominance between the two superpowers, both in speeches and deed, to a greater degree resembles what the world once witnessed before the collapse of the Union of Soviet Socialist Republics (USSR) in 1991. It asserts that despite the US’ unfettered power, after the fall of the Soviet Union, it is now being checked by Russia in a Cold War fashion.

In the early 2020s the worlds transition from carbon-intensive to climate-neutral energy use has already become a discernible and a difficult-to-reverse process. With Joe Bidens election as US president, the United States have returned to the Paris Climate Agreement and have become a key driver of this process (along with the EU and China). As a result, the international community has reached a consensus on the ongoing energy transition. This process will require considerable effort and may take several decades. Nevertheless, the impact of energy transition on traditional approaches to energy security, which emerged largely as a result of the global oil crises of the 1970s and 1980s and are centered around the supply of fossil fuels, is already a relevant research topic. This problem is examined relying on the relevant terminological, theoretical and factual material. The article concludes that energy transition will ultimately undermine the carbon paradigm that has underpinned energy security policies since the 1970s. Rapid development of renewable and other low-carbon energy sources will certainly remove key energy security risks of energy importers and, possibly, allow them to achieve energy independence. However, a post-carbon era may also generate new risks. For countries that rely heavily on oil, gas and coal exports, energy transition will result in the loss of markets and revenues. It may present an energy security threat for them as well as it will require a costly and technologically complex process of the energy sector decarbonization. Some exporters, especially those with high fuel rents and insufficient financial reserves, may face serious economic and social upheavals as a result of energy transition. The EU and the US energy transition policies reflect provisions of all three fundamental international relations theoretical paradigms, including realism. This means that the EU and the US policy, aimed at promoting climate agenda, may be expected to be rather tough and aggressive. China as the third key player in energy transition is still following a liberal course; however, it may change in the future.

This study probes the limits and possibilities of US military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’; the spectrum, in fact, represents an ideal type simplification. At one level, outcomes depend on the players involved, including: sovereign nations, national militaries, international and regional institutions, UN peacekeepers, private security contractors, and non-governmental humanitarian providers, among others. On the other hand, because the number, types, and causes of case outcomes are highly diverse and contingent upon many possible factors (among them for example: political, economic, military, organizational, humanitarian, cultural, and religious), institutions like the US military face serious difficulties both planning and coordinating post-conflict scenarios. Assuming this complex backdrop, the present study offers a qualitative analysis of two recent US government reports by the Special Inspector General for Afghanistan Reconstruction (SIGAR) and the Special Inspector General for Iraq Reconstruction (SIGIR) on US military engagement in Afghanistan and Iraq. In both cases, the US government sought to ‘nation-build’ by facilitating post-war stabilization and humanitarian assistance, detailing its genuine efforts to record both processes. While results indicate some limited successes in both cases, they also indicate a familiar pattern of uneven performance failures consistent with other cases internationally. The analysis concludes with recommendations for further research that may better control the contingencies of post-conflict management.
