Marine mammals are important sources of food for indigenous residents of northern Alaska. Changing sea ice patterns affect the animals themselves as well as access to them by hunters. Documenting the traditional knowledge of Iñupiaq and Yupik hunters concerning marine mammals and sea ice makes accessible a wide range of information relevant to understanding the ecosystem to which humans belong. We interviewed hunters in 11 coastal villages from the northern Bering Sea to the Beaufort Sea. Hunters reported extensive changes in sea ice and weather that have affected the timing of marine mammal migrations, their distribution and behaviour and the efficacy of certain hunting methods. Amidst these changes, however, hunters cited offsetting technological benefits, such as more powerful and fuel-efficient outboard engines. Other concerns included potential impacts to subsistence hunting from industrial activity such as shipping and oil and gas development. While hunters have been able to adjust to some changes, continued environmental changes and increased disturbance from human activity may further challenge their ability to acquire food in the future. There are indications, however, that innovation and flexibility provide sources of resilience.

<p>In this project we analyze artwork and recorded statements of 5<sup>th</sup> grade students from the community of Utqiaġvik, Alaska, who participated in a science-art outreach activity. The team consisted of a scientist (Lipson), an artist (Reasor) and an outreach specialist (Erickson) of Inupiat heritage from a village in Alaska. We worked with four 5th grade classes of about 25 students each at Fred Ipalook Elementary. The predominantly Inupiat people of Utqiaġvik are among those who will be most impacted by climate change and the loss of Arctic sea ice in the near future. Subsistence hunting of marine mammals associated with sea ice is central to the Inupiat way of life. Furthermore, their coastal homes and infrastructure are increasingly subject to damage from increased wave action on ice-free Beaufort and Chukchi Seas. While the people of this region are among the most directly vulnerable to climate change, the teachers reported that the subject is not generally covered in the elementary school curriculum.</p><p>The scientist and the local outreach specialist gave a short presentation about sea ice and climate change in the Arctic, with emphasis on local impacts to hunting and infrastructure. We then showed the students a large poster of historical and projected sea ice decline, and asked the students to help us fill in the white space beneath the lines. The artist led the children in making small paintings that represent things that are important to their lives in Utqiaġvik (they were encouraged to paint animals, but they were free to do whatever they wanted). We returned to the class later that week and had each student briefly introduce themselves and their painting, and place it on the large graph of sea ice decline, which included the dire predictions of the RCP8.5 scenario. Then we added the more hopeful RCP2.6 scenario to end on a positive note.</p><p>Common themes expressed in the students’ artwork included subsistence hunting, other aspects of traditional Inupiat culture, nature and family. Modern themes such as sports and Pokémon were also common. The students reacted to the topic of climate change with pictures of whales, polar bears and other animals, and captions such as “Save the world/ice/animals.” There were several paintings showing unsuccessful hunts for whales or seals. Some students displayed an understanding of ecosystem science in their recorded statements. For example, a student who painted the sun and another who painted a krill both succinctly described energy flow in food webs that support the production of whales (for example, “I drew krill because without krill there wouldn’t be whales”). Some of the students described the consequences of sea ice loss to local wildlife with devastating succinctness (sea ice is disappearing and polar bears will go extinct). The overall sense was that the children had a strong grasp of the potential consequences of climate change to their region and way of life.</p>

Abstract Adult birds may use the production of offspring as a measure of habitat quality when prospecting for territories, increasing competition for productive territories. We evaluated the impact of breeding success on territory retention of Pacific (Gavia pacifica) and Yellow-billed (G. adamsii) loons in the National Petroleum Reserve-Alaska on the Arctic Coastal Plain of northern Alaska using mark–resight data and multi-state modeling. We also used behavioral observations of brood-rearing adult loons to quantify the frequency of visits by prospecting loons. We hypothesized that increased competition for productive territories would result in a decrease in territory retention rates. Territory retention rates the year following successful breeding attempts were only slightly lower (0.90) than after failed breeding attempts (0.93), and few territories were consistently successful across years. Overall territory retention rates were high (0.92) and similar for both species, suggesting that adults were able to defend their territories successfully. Males had higher territory retention rates than females, but we found no influence of mass (a possible proxy for fighting ability) on territory retention. These observations, coupled with the high frequency of visits by prospecting loons, provide additional evidence that site familiarity may provide advantages to territory holders. Quantifying territory retention behaviors may also inform land management decisions for oil and gas development in areas where loons are present. High territory retention rates, frequency of visits by prospectors, and limited habitat where new territories can be established suggest that breeding habitat in northern Alaska is saturated and may be limiting Yellow-billed Loon populations. In contrast, Pacific Loons attempting to acquire a territory may be able to form new territories on smaller, unoccupied lakes.

Abstract The inaugural data from the first systematic program of sea-ice observations in Kotzebue Sound, Alaska, in 2018 coincided with the first winter in living memory when the Sound was not choked with ice. The following winter of 2018–19 was even warmer and characterized by even less ice. Here we discuss the mass balance of landfast ice near Kotzebue (Qikiqtaġruk) during these two anomalously warm winters. We use in situ observations and a 1-D thermodynamic model to address three research questions developed in partnership with an Indigenous Advisory Council. In doing so, we improve our understanding of connections between landfast ice mass balance, marine mammals and subsistence hunting. Specifically, we show: (i) ice growth stopped unusually early due to strong vertical ocean heat flux, which also likely contributed to early start to bearded seal hunting; (ii) unusually thin ice contributed to widespread surface flooding. The associated snow ice formation partly offset the reduced ice growth, but the flooding likely had a negative impact on ringed seal habitat; (iii) sea ice near Kotzebue during the winters of 2017–18 and 2018–19 was likely the thinnest since at least 1945, driven by a combination of warm air temperatures and a persistent ocean heat flux.

In 2005 a draft Social Impact Management Plan (SIMP) for the Blacktip Project was prepared by James Kernaghan on behalf of the Blacktip Joint Venture. The SIMP was prepared for the purpose of providing a basis for consultation with the communities that would be potentially affected by the project and the means through which social impacts could be managed. After Eni Australia became 100% owner and operator of the project in December 2005, the SIMP was revised to reflect the values and practices of Eni globally. This paper presents a case study of the early development of social impact management practice for the Blacktip Project in the southern Bonaparte Gulf, northern Australia, in the period from discovery to the middle of the construction phase (end 2001 to end 2007). The primary outcomes, so far, of the social impact management process for the Blacktip Project have largely been positive and work continues to ensure that this remains the case. From a management perspective, the key outcomes have been a Social Impact Assessment (SIA) report, a Social Impact Management Plan (SIMP) and the establishment of an Social Impact Advisory Committee incorporating representatives from the key external stakeholder groups. The paper starts with descriptions of the project and affected communities and the law and policy context in which the project sits. This is followed by a detailed account and discussion about the land acquisition process and the social impact assessment and management plan development, including the scope, methodology and analytical framework used in the SIMP. The paper then provides an account and discussion of the nexus between project development and social impact management. The conclusion gives some observations about the experiences had in the SIMP implementation to date, during the first two construction phases of the project. Often there are a very wide range of social and economic issues that get touched upon in the development of a social impact management plan for a resource project. The resolution of these broader issues is naturally beyond the scope and capability of any company or project and there are often misconceptions in communities about what can be done. The best that a company can do is to approach the management of social impact in a way that tries to build a practical foundation for community development, through consultation with stakeholders in an open and participatory process. The people and organisations that live and work in a region are responsible for the social and economic development of that region, as a part of that community. Some contributions can be made by resource developers, however it is up to the people themselves, the individuals and the families in any community to choose and then pursue their individual and collective destiny. Others cannot do it for them. The paper attempts to provide some insight into the cultural, political, social and commercial realities associated with the development of the project in the particular society involved. In doing so, it is hoped that a useful early case study in the field of social impact management will emerge that may be useful for oil and gas developments and developing communities elsewhere in Australia and the world.

ABSTRACT #2017-351 When there is risk for oil release into the marine environment, the priority for planners and responders is to protect human health and to minimize environmental impacts. The selection of appropriate response option(s) depends upon a wide range of information including data on the fate and behavior of oil and treated oil, the habitats and organisms that are potentially exposed, and the potential for effects and recovery following exposure. Spill Impact Management Assessment (SIMA; a refinement of Net Environmental Benefits Analysis, or NEBA, in the context of oil spill response) and similar comparative risk assessment (CRA) approaches provide responders a systematic method to compare and contrast the relative environmental benefits and consequences of different response alternatives. Government and industry stakeholders have used this approach increasingly in temperate and subtropical regions to establish environmental protection priorities and identify response strategies during planning that minimize impacts and maximize the potential for environmental recovery. Historically, the ability to conduct CRA-type assessments in the Arctic has been limited by insufficient information relevant to oil-spill response decision making. However, with an increased interest in shipping and oil and gas development in the Arctic, a sufficiently robust scientific and ecological information base is emerging in the Arctic that can support meaningful SIMA. Based on a summary of over 3,000 literature references on Arctic ecosystems and the fate and effects of oil and treated oil in the Arctic, we identify key input parameters supporting a SIMA evaluation of oil spill response in the Arctic and introduce a web portal developed to facilitate access to the literature and key considerations supporting SIMA.

Caribou from the Teshekpuk Herd (TH) are an important subsistence resource for residents of Inupiaq villages in northern Alaska. In recent years the use of satellite telemetry has increased the understanding of the herd's annual movements and interactions with other herds. Most caribou of the TH are within the National Petroleum Reserve—Alaska (NPRA) throughout the year. The northeastern portion of NPRA has undergone two lease sales for oil and gas exploration, and lease sales are tentatively scheduled for the central/northwest portion of the NPRA in 2004. During 1990—1999, the movements of 27 caribou from the TH were tracked using satellite collars. We evaluated the proportion of time caribou were available to Inupiaq hunters by incorporating maps depicting subsistence-use areas for each of seven Inupiaq villages, and then examining seasonal and annual movements of caribou relative to those areas. By combining caribou locations with subsistence hunting areas, we were able to explore spatial and temporal patterns in caribou availability to subsistence hunters. This information is useful for managers to set appropriate hunting regulations and for devising sensible alternatives and mitigation of likely petroleum development in NPRA.

Abstract Recent reductions in the summer extent of sea ice have focused the world’s attention on the effects of climate change. Increased CO2-derived global warming is rapidly shrinking the Arctic multi-year ice pack. This shift in ice regimes allows for increasing development opportunities for large oil and gas deposits known to occur throughout the Arctic. Here we show that hazardous ice features remain a threat to stationary and mobile infrastructure in the southern Beaufort Sea. With the opening up of the ice pack, forecasting of high-frequency oscillations or local eddy-driven ice motion will be a much more complex task than modeling average ice circulation. Given the observed reduction in sea ice extent and thickness this rather counterintuitive situation, associated with a warming climate, poses significant hazards to Arctic marine oil and gas development and marine transportation. Accurate forecasting of hazardous ice motion will require improved real-time surface wind and ocean current forecast models capable of ingesting local satellite-derived wind data and/or local, closely-spaced networks of anemometers and improved methods of determining high-frequency components of surface ocean current fields ‘up-stream’ from drilling and extraction operations.

Since the first documentation of climate-warming induced declines in arctic sea-ice, predictions have been made regarding the expected negative consequences for endemic marine mammals. But, several decades later, little hard evidence exists regarding the responses of these animals to the ongoing environmental changes. Herein, we report the first empirical evidence of a dramatic shift in movement patterns and foraging behaviour of the arctic endemic ringed seal ( Pusa hispida ), before and after a major collapse in sea-ice in Svalbard, Norway. Among other changes to the ice-regime, this collapse shifted the summer position of the marginal ice zone from over the continental shelf, northward to the deep Arctic Ocean Basin. Following this change, which is thought to be a ‘tipping point’, subadult ringed seals swam greater distances, showed less area-restricted search behaviour, dived for longer periods, exhibited shorter surface intervals, rested less on sea-ice and did less diving directly beneath the ice during post-moulting foraging excursions. In combination, these behavioural changes suggest increased foraging effort and thus also likely increases in the energetic costs of finding food. Continued declines in sea-ice are likely to result in distributional changes, range reductions and population declines in this keystone arctic species.

This book covers the fundamental problems of the interaction of hydrocarbons with biosphere. Hydrocarbons are the global phenomenon of our planet. In the biosphere, hydrocarbons are ubiquitous, and appear in a variety of forms. Hydrocarbons in the form of oil and gas have been released from Earth’s core to its surface for thousands of years, nevertheless, no evidence exists that in the early days hydrocarbons were antagonists of the biosphere. In ancient times, humans perceived numerous oil occurrences as part of the environment. Since the 20th century, the humanity’s demand for fuel and energy and chemical resources has grown continuously. Oil and hydrocarbon were found on all inhabited continents and under the surrounding seas more often. The expansion of hydrocarbons into the biosphere has gradually come into collision with the naturally established ecological balances. Oil, natural gas, and products of their processing have had a pervasive negative impact on the components of the environment. The global nature of these processes has made oil and gas environmental ecology a pressing scientific challenge, addressing all others areas of ecology. This book is based on long-term original researches of its authors and the information from modern scientific sources. The first part of the book deals with common features of carbonaceous substances chemical composition and toxicity - oil, natural gas, nature hard bitumen, and petroleum products. The main focus is on hydrocarbon natural flows in the biosphere. The Earth’s larger geochemical hydrocarbon cycle is considered. Natural hydrocarbons and carbonaceous substances in general are involved in the biosphere’s natural evolution without exposing it to any damage. The most dangerous for wild life are the exceeding amount of anthropogenic emissions of those substances as well as the presence of toxic compounds in its composition and in accompanying chemical compounds-associates. The second part of the book examines the main manifestations of petroleum anthropization in the environment and the change of the environment associated with the influence of petroleum engineering. The third part of the book discusses the issues of stability of the natural systems in case of pollution by oil and petroleum products, natural purification potential of environmental components, means for cleaning and remediation. The fourth part of the book discusses the methods for diagnostics, monitoring, and forecasting environmental changes caused by petroleum anthropization. This book targets a wide range of the readers and students who are interested in the ecological role of oil and gas in the environment.
