The organization and work of the Division of Biochemistry and General Nutrition of C.S.I.R

In allotting me the task of relating to you something of the organization and work of the Division of Biochemistry and General Nutrition of the Council for Scientific and Industrial Research, I trust it is not your pleasure to have me dwell on the first part of this title—for a description in measured terms of a substance so tenuous is beyond me. Organization (in its official sense) is not readily discernible to those of us who are gathered together in this laboratory. It is there, but it is never obtrusive. We are an organ of a body which, although nurtured by Government funds, is free from the vegetative nervous system of the public service administration. We are situated within the precincts of a university, and enjoy the amenities and intellectual discipline of academic life without having to shoulder too great a burden of teaching. Our reference is to conduct research (with a quiet aside that applied science may remain healthy and productive only when thoroughly fertilized with more fundamental studies). Here is a grand experiment in Government administration. The burden of responsibility entailed is apparent. This, together with a simplefaith that practical application will flow freely and naturally from more complete understanding of the underlying phenomena, directs our efforts; and a common curiosity welds us, without loss of individuality, into a team. Our accounts are kept in a wray which is acceptable to the Treasury.

The main aim of this study was to assess the impact of performance contracting on public service delivery, in the National Government Administration, Eldoret West Sub-County.  The study examined the effect of financial stewardship, human resource management and the role of resolution of public complaints on service delivery. Two theories informed this study: The New Public Management Theory and the Principal Agent Theory. Descriptive survey research design was utilized. The target population constituted members of the public who consume public services provided by the 63 National Government Administrative officers in Eldoret West Sub-County (NGAO), 19 Heads of Departments and officials from Non-Governmental Organizations (NGOs). A sample size of 170 respondents was selected using quota sampling technique. Both primary and secondary data were collected. Data analysis and management was done by use of SPSS Version 21 and MS Excel. The gamma measure of association between financial stewardship and service delivery was +0.5. This is a moderate strength pointing to the existence of other factors that drive service delivery. The spearman’s Rank Order measure of correlation (rs) between human resource management and service delivery was +0.67. This indicates moderate association, hence a clear pointer to a combination of other factors driving service delivery. There was minimal variability across the various dimensions of complaints handling mechanisms and their effect on improving service delivery. It was therefore recommended that National Government Administration need to continuously build capacity on both its officers and members of the public on the financial accountability framework, tie human resource management and development practices to other policies as well as engage and sensitize members of the public on performance contracting process and complaints handling mechanisms.

Although nearly two decades have passed since the Honey Report was issued, MPA education is still wrestling with the “relevance question.” This exploratory study seeks to assess the relevance issue from the unique vantage point of 183 mid-career MPA students at sixteen universities across the country. Queried are mid-careerist perceptions of the content, effect, and curriculum development needs of their MPA educational experience. The findings indicate: (1) a concern about the theoretical versus practical application focus of the mid-careerist experience; (2) a perception by these students that MPA education was having a substantial effect on their work habits, attitudes, and values; (3) a feeling that the balance afforded to ethics, politics, and skill development should probably differ among the subdisciplines; (4) a convergence of opinion with pre-service students on the most appropriate teaching styles for PA classrooms; (5) the perception that distinct differences existed in pre-service/mid-careerists to help academics provide a more applied view of the public service to pre-service students. The study concludes by arguing for the adoption of a service delivery ethic stressing knowledge co—production in the MPA educational process.

This research method uses a quantitative approach by using a questionnaire as a means of collecting data. The research results obtained that the effecti veness of employee work and service is quite good, employee performance evaluation has been well realized. Given that evaluation is one form of effort that must be made to maximize its task. In other words, if the evaluation program is not carried out, it is a sign that the employees at the Ilir Timur II Palembang sub-district office are trying to correct errors related to public services according to their duties and functions as agents of public service. There are still various obstacles in the form, supervision, work environment, facilities and infrastructure that make the public service process less effective. Various obstacles that come from individual employees themselves suddenly make the public service process sluggish. Realizing the duty of the Government apparatus service in the Ilir Timur II Palembang sub-district office is an important thing to support success in Government Administration and build public trust in the services performed by government officials in the Ilir Timur II Palembang district.

Welfare states have historically been built on values of egalitarianism and universalism and through high taxation that provides free education, health care, and social security for all. Ideally, this encourages participation of all citizens and formation of inclusive public sphere. In this welfare model, the public service media are also considered some of the main institutions that serve the well-being of an entire society. That is, independent, publicly funded media companies are perceived to enhance equality, citizenship, and social solidarity by providing information and programming that is driven by public rather than commercial interest. This article explores how the public service media and their values of universality, equality, diversity, and quality are affected by datafication and a platformed media environment. It argues that the embeddedness of public service media in a platformed media environment produces complex and contradictory dependencies between public service media and commercial platforms. The embeddedness has resulted in simultaneous processes of adapting to social media logics and datafication within public service media as well as in attempts to create alternative public media value-driven data practices and new public media spaces.

The objective: studying of features of the psychoemotional and vegetative status at women with placental dysfunction at the previous pregnancy. Patients and methods. Complex clinical-laboratory examination of 89 women, from which was conducted: control group – 42 obstetrically and somatically healthy multipara, delivery through natural patrimonial ways; І group – 47 women with placental dysfunction at the previous pregnancy. Carried out a cardiointervalografia by means of a single-channel electrocardiograph and used a scale questionnaire of a condition of the pregnant woman. Results. It is established that regulation of cardiac rhythm at women at the previous pregnancy happens to placental dysfunction in the conditions of an autonomous contour which controls normal work of heart and vegetative nervous system. Further, there is an expressed strain of regulatory mechanisms that is shown by centralization of management of cardiac activity and sharp rising of activity of sympathetic nervous system. At the final stage influence of the central contour considerably decreases and patofunctionale vegetative equilibrium is again formed. Conclusions. The received results need to be considered when developing tactics of conducting pregnancy at these women. Key words: placental dysfunction, vegetative and psychological status.
