The results of research on the application of the principles of procurement of goods and services namely, Efficient, Procurement of goods through the e-catalog application can save the budget. Effective, the results of the procurement of goods carried out through the e-catalog application for all processes have been carried out with a fast time. Transparent, General Procurement Plan displayed on General Procurement Plan Information System contains all procurement information. Open, procurement of goods has been announced through General Procurement Plan Information System accessible to all the general public. Competing, Procurement of motorized land transportation equipment in the Inspectorate of East Java Province conducted through the e-catalog application, there is no competition between providers of goods and services. Fair, Procurement of motorized land transportation equipment is only provided by PT. ASTRA INTERNASIONAL, Tbk. –TSO as an official distributor of Toyota cars. Pelayanan E-KTP di Masa Pandemi pada Dinas Kependudukan dan Catatan Sipil Kota Bandar Lampung

The purpose of this study was to describe public services during a pandemic, as initial research, public services are focused on e-KTP services at the Bandar Lampung City Population and Civil Registry Service because e-KTP services are a priority ahead of the simultaneous Regional Head Elections on 9 December 2020. Public service is an activity that is given to meet the needs of every person or society. Therefore, the government must have a strategy of responsibility and serving various problems and responses from the community. The e-KTP making service is measured from various dimensions of service quality such as reliability, responsiveness, assurance and empathy. With a qualitative approach, data is obtained based on the results of observations and interviews, it is known that administrative services for making ID cards have not been carried out by following changes during the pandemic, problems that arose before the pandemic still occur so that it does not provide satisfaction to the community, this is seen from the lack of infrastructure. adjusting to pandemic conditions, lack of responsiveness and attention from staff and employees, guaranteeing certainty of settlement that is not in accordance with the stipulated rules is a challenge in implementing the dimensions of e-KTP services.

Implementasi Regulasi Pemilihan Umum Tahun 2019 yang Tidak Matang (Studi Kasus KPU Kab. Banggai)

General Election Commission's readiness in carrying out simultaneous elections is still minimal and immature, this is evidenced by the still many patches of the electoral stages due to lack of legal certainty of the Election Commission's Regulations regarding the schedule of stages and about other regulations that always change during the election stage, this creates obstacles in the implementation of the stages, as well as a lack of understanding of grassroots electoral regulations which results in the accumulation of public distrust of the election organizers. This study uses descriptive qualitative research methods using empirical facts about the 2019 election due to delays in the distribution of logistics that have an impact on the Advanced Voting. in Banggai Regency. Even though the KPU of Banggai Regency has experience in conducting simultaneous elections for regional heads of the Regent and Deputy Regent of Banggai Regency along with the Governor and Deputy Governor of Central Sulawesi, there are still logistical management failures. The need to pay attention to the legal drafting of Election Commission Regulations to be consistent and not loose so that PKPU changes do not always occur during implementation, there is a need to understand understanding of statutory regulations by stakeholders to avoid ambiguity (multi-interpretation), and election regulations have strength and legal certainty formally to regulate the mechanism and resolve all issues related to the election, the general election itself is not the task of the Commission alone so that it becomes responsible and its own obligations, but it is the government's obligation to facilitate election activities.

Dinamika Pilkada di Tengah Pandemi dalam Memenuhi Amanat Konstitusi

Indonesia as a democratic country is facing its own challenges in times of pandemic. The Democratic Party that initially planned its implementation in the middle of 2020, should be willing to be postponed to the end of the year precisely at the beginning of December for some considerations. The government consisting of Ministry of Home Affairs (KEMENDAGRI), DPR RI, KPU, and BAWASLU have agreed to implement the elections in the pandemic. Fundamental considerations were taken because as many as 270 areas need to be led head areas that have strong legitimacy to escort various policies in the face of the COVID-19 outbreak in each area. But on the other hand, the Government also has the consequences to make the cash wallet state and area leaked because it will continue to flow to meet the technical needs in the field in the initial process to the end of the implementation of the elections. Many pros and cons over the policies taken. However, the government's optimism needs to have community support and all parties concerned for the successful implementation of the elections 2020. This study used literature review, interview quotes, and review of several references which were analyzed using qualitative methods. The results of the study concluded that the implementation of Pilkada in the midst of a pandemic needs the support of many parties, especially in terms of budget, discipline of health protocols by election organizers and participants and voter political participation.

Evaluasi Kebijakan Fasilitasi Pendanaan APK oleh KPU pada Pilgub Lampung 2018

The facilitation policy of the Campaign Props (APK) for the Lampung Governor Election (Pilgub) in 2018 was the form from the state through the General Election Commission (KPU) for giving the value of equality and justice to the candidate pairs (paslon) in campaigning. The study aims to find out how the APK facilitation mechanism by KPU of Lampung Province in Pilgub Lampung 2018. And what is the impact of the policy evaluation to the APK facilitation in Pilgub Lampung 2018. The type of this research is descriptive qualitative. The results of the study show: 1) That the APK policy mechanism is created that the policy runs well, there is no distortion in the distribution of communication, the number of ASNs that in the quota restrictions, but its implementation has no significant effect, KPU of Lampung Province is able to maintain its integrity, the changes or the additional bureaucratic structure are no needed in the APK policy implementation. 2) The policy evaluation results of the study stated that the APK facilitation policy was not effective and efficient yet because the policy goals were not felt by all the paslon and the costs incurred did not reach the highest effectiveness. The aspects of adequacy and equity were not fulfilled due to inadequate APK quantity. The the public’s responsiveness is neither apathetic nor positive, in the end the policy objectives were not achieved substantively, so the APK facilitation policy in the Pilgub Lampung 2018 did not reach the accuracy aspect. The impact of this policy is paslon printed the APK outside the provisions, the euphoria was less pronounced but on the other side the beauty aesthetic appears.

Pemilihan Kepala Daerah Lampung Selatan: Telaah Pengaruh Pendidikan Politik, Komunikasi Politik dan Sosial Ekonomi terhadap Partisipasi Politik

The decreasing of public’s politics participation phenomenon on Regional Head Election of Lampung Selatan District was about 72 % on 2010 and 65% on 2015. Based on average counts of Regional Head Election 2015, Kalianda Sub District was the lowest. This is a quantitative study with explanatory method. The 250 samples were determined by using proportional area random sampling. The result shows that the public’s political education was categorized low. Meanwhile, Kalianda Sub District has a high number for public’s politics communication or the other words publics have a good political communication to the candidates. The public’s economic status in Kalianda Sub District is categorized as high enough, on the other words that people already have a good living for both in economy and social. Based on statistical test result, Political Education has an impact to the politics participation partially by t count > t table as 3,630 > 1,977, with 43,3% amount of impact. The political Communication has an impact to politics participation about 4,260 > 1,977 on t count > t table, with 62,2% impact. Social Economics status has an impact by t count > t table about 3,315 > 1,977, with 48% amount of impact. Whereas, political education, political communication, and Social Economics status have an impact with the review Fcount > Ftable (68,957 > 2,710 ) and 51,2% amount of impact.

Analisis Sentralitas Aktor dalam Memahami Jaringan Peredaran Gelap Narkoba di Kalimantan Barat

Drug trafficking networks are formed in a number of ways. The form of the network is structured based on the situations faced by them in the field. The actors involved in the network adapt in forming their network with the main objective of the drug trafficking business which continues to grow and is dynamic. The diversity of drug trafficking networks requires law enforcers to understand the shape and structure of the network so that efforts to destroy the network can be carried out more effectively. This study aims to determine the benefits of the centrality level of actors in a drug trafficking network so that it can be used by law enforcers to damage the network. With a social network analysis approach, researchers can map the interactions of the perpetrators so that it is possible to identify individuals (or groups) who have important positions in the structure of the drug network. The research found that two groups of crime networks in West Kalimantan had a relationship with an actor who served as a bridge between the two networks. Actors with high centrality values are generally leaders in the network as in this study. In addition, even though the position in the network is considered low, for example a courier, it still has an important meaning in assessing the importance of actors in the network.

PENGARUH EFEKTIVITAS KERJA PEGAWAI TERHADAP PELAYANAN PUBLIK DI KANTOR KECAMATAN ILIR TIMUR II PALEMBANG

This research method uses a quantitative approach by using a questionnaire as a means of collecting data. The research results obtained that the effecti veness of employee work and service is quite good, employee performance evaluation has been well realized. Given that evaluation is one form of effort that must be made to maximize its task. In other words, if the evaluation program is not carried out, it is a sign that the employees at the Ilir Timur II Palembang sub-district office are trying to correct errors related to public services according to their duties and functions as agents of public service. There are still various obstacles in the form, supervision, work environment, facilities and infrastructure that make the public service process less effective. Various obstacles that come from individual employees themselves suddenly make the public service process sluggish. Realizing the duty of the Government apparatus service in the Ilir Timur II Palembang sub-district office is an important thing to support success in Government Administration and build public trust in the services performed by government officials in the Ilir Timur II Palembang district.

MENGIKIS BUDAYA NIKAH SIRI DENGAN SOFT SKILL DAN LIFE SKILL

The initiation of the RUU Nikah Siri aims to tighten the siri marriage itself, with the hope of minimizing the number of victims, namely the number of women and their children who are victims of "the practice of siri marriage". Therefore strengthening women is very important, through improving the quality of soft skills and life skills based on skills and technology as well as home industry-based skills, it will be an alternative to sustainable economic empowerment as a way out or an alternative method of eroding the culture of siri marriage.
