This article demonstrates how party leaders (frontbenchers) and backbenchers use their access to UK Prime Minister’s Questions (PMQs) to represent the policy agenda. Building on comparative research on parliamentary questions and agenda-setting as well as taking account of the particular context of PMQs, we argue that party leaders and followers draw attention to different kinds of policy topics with the express purpose of influencing the government. Based on a content analysis of over 9,000 questions between 1997 and 2008, we demonstrate how the posing of questions affects subsequent agenda, varying according to whether questions come from the front or backbench, from government and opposition and from different parties. The findings demonstrate that PMQs helps both the opposition and backbenchers draw attention to issues that the government and opposition party leadership does not always wish to attend to.

Abstract One prominent competitor to press influence on the public in digital spaces is the President of the United States. This presidential influence is largely unaccounted for, however, in contemporary agenda-setting models. This study examines the network agenda-building and setting capabilities of President Trump around tax reform and North Korea to determine whether and how presidential use of Twitter facilitates agenda building and disrupts the traditional press/public agenda-setting process. Offered in this research are contributions to network agenda setting by placing this theoretical perspective in conversation with research on how the press and public “echo” the language of the president under particular circumstances. Our results illustrate the president can disrupt press-public agenda formation in some circumstances, but popular accounts of the all-disrupting influence President Trump has on political life should be approached cautiously.

India has the worst sanitation situation in the world. Over the past century, Indian political leaders have made public statements expressing the intensity of the problem, deeming sanitation more important than political freedom, independence and religion. Recently, two prominent political parties—National Congress and Bharatiya Janata—argued about who deserves credit for improving India’s cleanliness. In response, this article is guided by the question: Does it matter which political institutions are supporting sanitation improvements in India? Using two theoretical lenses, agenda setting and political control of bureaucracy, this article discusses (1) the problem, politics and policies in India’s sanitation policy subsystem, and (2) mechanisms to align policy preferences across levels of government. Utilizing an agenda setting conceptual framework, the discussion highlights the role of international organizations in problem identification; party ideology and values and capacity issues that challenge the policy arena. The discussion turns to alignment of policy preferences across India’s multi-level governance structure, pointing to monitoring to reduce principal-agent problems, drawing from political control of bureaucracy theory. Given that national political leaders observably support sanitation, this article proposes that aligning policy preferences between national political institutions and local implementation agencies is imperative for achieving sanitation policy goals in federalist India.

This study used second-level agenda-setting and agenda-building theory as a framework for investigating media coverage of the NFL Network carriage dispute and how NFL and cable operators attempted to frame this issue via their respective public relations efforts. National, regional, and trade media stories over a 2-year period were content analyzed along with corporate press releases. Results indicated that the NFL and cable operators in particular were framed negatively in media coverage. However, the percentage of positive media stories was much higher for the NFL than for the cable operators. The findings suggest that initially the NFL was more effective in having its messages resonate with the media than were the cable operators. As the issue evolved over time and fans were faced with the prospect of missing key games, the media framing of the debate shifted the blame from the cable companies to both cable operators and the NFL.

The variable “attribute salience” is described as the characteristics of a given issue that is portrayed in media coverage or other communication channels. It is generally measured in addition to issue salience and issue valence in order to analyze media portrayals of events, actors, or public discourses. Attribute salience is often measured in order to explore how particular issues are presented (instead of which in general), thereby contributing to second-level agenda-setting effects (McCombs et al., 1997).   Field of application/theoretical foundation: Attribute salience is analyzed across different subfields of communication and media research, including the field of public diplomacy. In public diplomacy research, scholars measure attribute salience in the context of political communication or the representation of countries in the news media as well as on social media.
