Shaping accountability at an NGO: a Bourdieusian perspective

Purpose The purpose of this paper is to examine the concept of accountability as it relates to a non-governmental organisation (NGO) evolving through a period of considerable change in Sri Lanka. Design/methodology/approach An in-depth single case study of a large NGO working in Sri Lanka is presented. Data collection involved conducting semi-structured interviews with a range of NGO employees and stakeholders, undertaking participant and non-participant observation and document analysis. Findings This paper shows how accountability is a contested notion that is shaped by struggles among stakeholders within a field. The authors explore how the “widespread field” consisting of the aid context in Sri Lanka and internationally is rapidly shifting. This creates unique pressures within the “restricted field” of the case NGO and its constituents. These pressures are manifested in the contest between the different capitals held by various stakeholders to shape the NGO. The nature of access to these capitals is important in the way that the NGO is shaped by external forces, and also by the individuals within it. Research limitations/implications This study adds fresh perspective to the growing body of work in NGO accountability. The paper highlights the tensions NGOs face through a holistic application of a Bourdieusian conceptual framework. The authors show how the habitus of the organisation is shaped in such a way that conceptions of accountability were captured by powerful external and internal constituencies. Ultimately, the nature of an organisation’s agency is questioned. Practical implications The authors present a more nuanced understanding of forces which shape accountability in an NGO setting which is of practical relevance to NGOs and their stakeholders. The authors highlight the struggle for an NGO to maintain its agency through resisting external forces that impact on its operations. Originality/value This study presents a comprehensive and holistic application of Bourdieu’s concepts and their interactions in an organisational setting. The struggle to harness various forms of capital in the field, shapes doxa and the habitus of NGO actors, illuminating the role of symbolic violence in the creation of an organisational identity.

Purpose This paper aims to explore the concept and practice, of dignity as understood and experienced by older adults and district nursing staff. The paper adds a new, nuanced, understanding of safeguarding possibilities in the context of district nursing care delivered in the home. Design/methodology/approach The research used an ethnographic methodology involving observations of care between community district nursing clinicians and patients (n = 62) and semi-structured interviews with nursing staff (n = 11) and older adult recipients of district nursing care (n = 11) in England. Findings Abuse is less likely to occur when clinicians are maintaining the dignity of their patients. The themes of time and space are used to demonstrate some fundamental ways in which dignity manifests. The absence of dignity offers opportunities for abuse and neglect to thrive; therefore, both time and space are essential safeguarding considerations. Dignity is influenced by time and how it is experienced temporally, but nurses are not allocated time to “do dignity”, an arguably essential component of the caregiving role, yet one that can become marginalised. The home-clinic exists as a clinical space requiring careful management to ensure it is also an environment of dignity that can safeguard older adults. Practical implications District nurses have both a proactive and reactive role in ensuring their patients remain safeguarded. By ensuring care is delivered with dignity and taking appropriate action if they suspect abuse or neglect, district nurses can safeguard their patients. Originality/value This paper begins to address an omission in existing empirical research regarding the role of district nursing teams in delivering dignified care and how this can safeguard older adults.

Purpose The paper reflects on the role of knowledge artefacts in the patient-provider relationship across the organisational boundaries of the clinical setting. Drawing on the analysis of the diabetes logbook, the purpose of this paper is to illustrate the role of knowledge artefacts in a fragmented system of knowledge through the study of two distinct practices: “logbook compiling” and “consultation in the surgery”. Design/methodology/approach The theoretical framework of analysis is rooted in the tradition of practice-based studies which envisions knowledge as the emerging, precarious and socially constructed product of being involved in a practice. The paper follows a designed qualitative research, conducting semi-structured interviews, participant observation and artefact analysis. Findings The knowledge artefacts support different and partially irreducible forms of knowledge. Knowing-in-practice is accomplished by means of different activities which contribute to the reshaping of the knowledge artefact itself. The analysis of the “knowledge artefact-in-use” reveals that different actors (doctors and patients) adopt two different perspectives when investigating the chronic condition. Clinicians are interested in a chronological representation of patient data while patients and families are interested in making sense of specific situations, adopting a kairotic perspective (Kairos: the right moment) that emphasises the instant in which something significant for someone happens. Originality/value The analysis of the knowledge artefacts-in-use has a twofold outcome. On one hand, it illustrates the mutual shaping of knowing, artefacts and practices. On the other hand, it shows how knowledge artefact can become pivotal resources in a fragmented system of knowledge.

PurposeThe main purpose of this paper is to provide empirical evidence for effective crisis communication in public emergencies including the relevance of planning and training and rehearsal; to explore the role of different stakeholders and how social media influence effective crisis communication.Design/methodology/approachA qualitative research design was employed. Two events were analysed, via the synthesis model for handling crisis communication in the public sector, as cases. First, via post-crisis semi-structured interviews, a gas explosion in the city of Antwerp was analysed. Second, via participant observation of a training and rehearsal exercise, more insight was gained on the role of training and social media for crisis communication.FindingsThe findings of this paper provide empirical evidence that (1) effective crisis communication is communication that is diversified across different crisis stages and diverse stakeholders; (2) that different internal social media tools and external social media tools are necessary to be monitored for effective crisis communication; (3) that training and rehearsal are of great importance for effective crisis communication.Originality/valueThis paper contributes to three current crisis communication research calls. First, the call for more research focusing on public sector crisis management, using public sector crisis communication models. Second, the call for the implementation of a more multiple-actor approach instead of an organisation-centred approach; and, third, the call for gaining insight into how specific communication channels are used before, during and after a crisis.

Purpose Previous research shows that implementing lean construction is not a straightforward task. The purpose of this paper is to examine the role of formal and informal mechanisms in implementing lean principles in construction projects. Design/methodology/approach The paper draws on a single case study of the implementation of innovative lean principles in a public construction project in Norway. The study is based on qualitative data, including 17 semi-structured interviews with 21 individuals, document analysis, and observations in meetings and seminars, in addition to informal conversations. Findings Formal mechanisms, including contractual arrangements, have the potential to both facilitate and hamper the implementation of innovative lean principles in a construction project. They might create coherence, but at the same time they might limit the scope of the concept in such a way that others do not accept it. Informal mechanisms, including social and lateral relationships and trust aid implementation, both directly by creating commitment and by modifying the challenges that the formal mechanisms potentially incur. Formal mechanisms may, in turn, nurture the informal ones. Research limitations/implications The research is based on a single case study within the Norwegian public sector, which is dependent on specific public procurement regulations and subject to strong contractual traditions. Originality/value The research extends the existing knowledge of implementation of lean construction in the construction industry. It helps refining the understanding of the role played by formal and informal mechanisms, and the interplay between them in the implementation process. This knowledge is also relevant for process innovations in construction in general.

PurposeThis paper explores critical failure factors (CFFs) in the context of knowledge sharing. It provides further insights into what can cause knowledge- sharing failures, inflexible knowledge-sharing strategies and ineffective knowledge- sharing mechanisms. It also examines how practitioners can reduce or even mitigate such dysfunctions.Design/methodology/approachA case-based inductive approach was conducted. Data were collected from two studies applying mixed methods. The first data set included nine in-depth, semi-structured interviews with highly skilled personnel from an aerospace and defense organization. The second data source included 375 successfully completed questionnaires from participants employed at the same organization.FindingsThe paper identifies six CFFs with an impact on knowledge sharing. It also reveals that managing organizational ignorance can play a key role in generating new knowledge and averting failure. Study findings provide insights into the importance of identifying these failures when sharing knowledge and propose relevant mitigation strategies.Originality/valueThis paper identifies a range of empirically validated CFFs that complement the extant work on the complexity of knowledge sharing and have hitherto not been seen in the literature. It also provides a more nuanced understanding of why both organizations and their people often fail to share knowledge by exploring the role of organizational ignorance.

Purpose The purpose of this paper is to use an inclusive lens to explore pathways and considers, through the voices of children and adult participants, the complexities in implementing effective disaster risk reduction (DRR) in schools comprising children with disabilities. It identifies obstacles and suggests policy recommendations that consider their needs in DRR. Design/methodology/approach This paper draws on a case study of two schools supporting children with disabilities in the New Zealand regions of Hawke’s Bay and Auckland, each with differing experiences of past natural hazards and disasters. Data from children’s workshop activities, participant observation, semi-structured interviews, workshop photographs, school safety and policy documents were coded in Nvivo software to categorize data and to identify themes for cross-case analysis and discussion. Findings The research reveals three key pathways that schools can take in promoting inclusiveness in DRR. They are the provision of safe and accessible school building designs and facilities, avenues for children’s involvement and leadership in DRR initiatives, and in decision-making processes. Schools also offer opportunities for a collaborative effort towards inclusiveness in DRR within the school and with other stakeholders. Research limitations/implications Based on the findings, the paper suggests four broad policy recommendations for consideration towards strengthening the role of schools in disability-inclusive DRR. Originality/value The paper contributes to ongoing DRR efforts and adds new information to the disaster literature on the role of schools in disability-inclusive DRR.

Purpose – The purpose of this paper is to assess the importance of knowledge and its management in the creative professional service firm (PSF). The other purpose is to explore the role of communities of practice (CoPs) in knowledge management (KM) strategies. Design/methodology/approach – A single-case study approach was adopted with five open-ended semi-structured interviews conducted with middle and senior management having mainly an architectural background. The data were complemented with participant observation and reflection on experience together with conversations with work colleagues. Findings – The findings suggest that having an appropriately balanced strategy of personalisation/codification of knowledge through CoPs contributes to the competitiveness of the firm. Research limitations/implications – The paper provides a useful exploration of KM in creative PSFs, but the results may lack generalizability because of the small scale and qualitative nature of the research. The research is limited to one firm in one country. Future research is needed to test the findings in other creative PSFs and in other countries. Practical implications – The paper provides guidance to managers in creative PSFs on the need for positioning CoPs at the heart of the firm’s KM strategies. Originality/value – The paper tests a theoretical framework on how to link strategy with KM strategy in creative PSFs.

Purpose The purpose of this paper is to identify the main features of smart work centers (SWCs) and show how these innovative offices would support the implementation of smart working and related changes in workspaces (“bricks”), technologies (“bytes”) and organizational practices (“behaviors”). Design/methodology/approach In this study, scientific literature is combined with white papers and business reports and visits to 14 workplaces, including offices designed as SWCs, co-working spaces, one telecenter, one accelerator and one fab lab. Primary data were collected through interviews with managers and users and non-participant observation, whereas secondary data included web-sites, brochures, presentations, press releases and official documents. Findings The authors developed research propositions about how the design of spaces and the availability of technology within SWCs would support the “bricks” and “bytes” levers of smart working. More importantly, the authors assumed that this new type of workplace would sustain changes in employees’ behaviors and managers’ practices, thus helping to overcome several challenges traditionally associated with remote working. Research limitations/implications The exploratory nature of the research only provides preliminary information about the role of SWCs within smart working programs. Additional qualitative and quantitative empirical investigation is required. Practical implications This study provides valuable knowledge about how the design of corporate offices can be leveraged to sustain the implementation of smart working. Originality/value This study advances knowledge on workplaces by focusing on an innovative design of traditional offices (SWC). It also lays the foundations for future investigation aimed at testing the developed propositions.

Purpose The purpose of this paper is to explore how culture, including traditions and social structures, can influence resilience and how culturally sensitive relief operations can put affected people and their context at the core of any interventions. Design/methodology/approach A case study of the Mt Sinabung volcano area in Indonesia was undertaken. As part of the case study, an analysis of interventions was conducted, which was complemented by semi-structured interviews with Karo cultural experts and humanitarian organisations. Findings Culture influences the manner in which the Karo people react to volcano eruptions with varying implications for recovery. In addition, relief organisations which understand people’s actions through a cultural lens have better managed to tailor programs with long-term impact, thereby avoiding aid dependency. Practical implications Practical examples of disaster management activities that adequately account for the beneficiaries’ way of living prior to the eruptions are provided. Aid actors are provided with guidance concerning how to better tailor their activities in line with a cultural lens. Originality/value The study provides empirical grounding for claims concerning the role of culture in planning interventions in Indonesia and other similar contexts.

Purpose – The purpose of this paper is to explore the value of the “capability approach” as an alternative framework for understanding and conceptualising the role of Refugee Community Organisations (RCOs) and other providers for groups conventionally considered “hard to reach”. Design/methodology/approach – A study of the education services of RCOs, drawing primarily on semi-structured interviews with 71 users, is put forward as a case study for how the capability approach can be operationalised. Findings – The capability approach is found to offer various valuable insights, relating to its appreciation of the multi-dimensional nature of human wellbeing, the significance of individual diversity, and the importance of human agency. Research limitations/implications – The case study is based on a relatively small purposive sample, and may have limited external validity. As the research design proved strong for exploring how RCOs develop their users’ capabilities but weak for exploring if and how they may also constrict them, further research in this area is required. Practical implications – A number of valuable attributes of the capability approach are highlighted for broadening the understanding, the role of RCOs and other service providers. Social implications – The paper outlines the potential of the capability approach to contribute to policymaking related to RCOs and other providers, and to debates relating to social exclusion, cohesion and integration. Originality/value – The paper draws attention to the value of the capability approach within the field of migration research.
