PurposeFew people living in informal settlements in the Global South spontaneously claim that they are “resilient” or “adapting” to disaster risk or climate change. Surely, they often overcome multiple challenges, including natural hazards exacerbated by climate change. Yet their actions are increasingly examined through the framework of resilience, a notion developed in the North, and increasingly adopted in the South. To what extent eliminate’ do these initiatives correspond to the concepts that scholars and authorities place under the resilience framework?Design/methodology/approachThree longitudinal case studies in Yumbo, Salgar and San Andrés (Colombia) serve to investigate narratives of disaster risks and responses to them. Methods include narrative analysis from policy and project documents, presentations, five workshops, six focus groups and 24 interviews.FindingsThe discourse adopted by most international scholars and local authorities differs greatly from that used by citizens to explain risk and masks the politics involved in disaster reduction and the search for social justice. Besides, narratives of social change, aspirations and social status are increasingly masked in disaster risk explanations. Tensions are also concealed, including those regarding the winners and losers of interventions and the responsibilities for disaster risk reduction.Originality/valueOur findings confirm previous results that have shown that the resilience framework contributes to “depoliticize” the analysis of risk and serves to mask and dilute the responsibility of political and economic elites in disaster risk creation. But they also show that resilience fails to explain the type of socioeconomic change that is required to reduce vulnerabilities in Latin America.

Purpose The purpose of this paper is to advance the dialogue between the disaster risk reduction (DRR) and adaptation community by investigating their differences, similarities and potential synergies. The paper examines how DRR and adaptation can inform development to tackle the underlying drivers of disaster risk. Design/methodology/approach Based on a risk-based approach to the management of climate variability and change, the paper draws from a critical review of the literature on DRR and adaptation. The study finds that known and emerging risk from disasters continues to increase dramatically in many parts of the world, and that climate change is a key driver behind it. The authors also find that underlying causes of social vulnerability are still not adequately addressed in policy or practice. Linking DRR and adaptation is also complicated by different purposes and perspectives, fragmented knowledge, institutions and policy and poor stakeholder coordination. Findings The author’s analysis suggests that future work in DRR and adaptation should put a much greater emphasis on reducing vulnerability to environmental hazards, if there is truly a desire to tackle the underlying drivers of disaster and climate risks. Originality/value This will require coherent political action on DRR and adaptation aimed at addressing faulty development processes that are the main causes of growing vulnerability. The study concludes with a first look on the new Sendai Framework for Disaster Risk Reduction and how it aims to connect with adaptation and development.


Significance National GDP nevertheless contracted by just 1.5% in 2020 -- less than almost any other country in Latin America. Resilient remittances and exports, coupled with unprecedented policy support, have mitigated the effects of the pandemic and subsequent containment measures, leaving the country better placed for recovery than its neighbours. Impacts Enduring poverty, inequality and violent crime, and the impacts of accelerating climate change, will drive further migration from Guatemala. The government will pursue banking law reforms, to reduce risks to financial activities in the post-pandemic business environment. Infighting and corruption scandals will hinder the opposition's ability to benefit from the decline of the president's popularity.

The extreme north of Chile presents a subtropical climate permissive of the establishment of potential disease vectors. Anopheles (Ano.) pseudopunctipennis is distributed from the south of the United States to the north of Argentina and Chile, and is one of the main vectors of malaria in Latin America. Malaria was eradicated from Chile in 1945. Nevertheless, the vector persists in river ravines of the Arica and Tarapacá regions. The principal effect of climate change in the north of Chile is temperature increase. Precipitation prediction is not accurate for this region because records were erratic during the last century. The objective of this study was to estimate the current and the projected distribution pattern of this species in Chile, given the potential impact due to climate change. We compiled distributional data for An. (Ano.) pseudopunctipennis and constructed species distribution models to predict the spatial distribution of this species using the MaxEnt algorithm with current and RCP 4.5 and 8.5 scenarios, using environmental and topographic layers. Our models estimated that the current expected range of An. (Ano.) pseudopunctipennis extends continuously from Arica to the north of Antofagasta region. Furthermore, the RCP 4.5 and 8.5 projected scenarios suggested that the range of distribution of An. (Ano.) pseudopunctipennis may increase in longitude, latitude, and altitude limits, enhancing the local extension area by 38 and 101%, respectively, and local presence probability (>0.7), from the northern limit in Arica y Parinacota region (18°S) to the northern Antofagasta region (23°S). This study contributes to geographic and ecologic knowledge about this species in Chile, as it represents the first local study of An. (Ano.) pseudopunctipennis. The information generated in this study can be used to inform decision making regarding vector control and surveillance programs of Latin America. These kinds of studies are very relevant to generate human, animal, and environmental health knowledge contributing to the “One Health” concept.

Purpose Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states. Design/methodology/approach The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey. Findings The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states. Originality/value The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Purpose Adaptation appears to be regarded as a panacea in policy circles to reduce the risk of impending crises resulting from contemporary changes, including but not restricted to climate change. Such conceptions can be problematic, generally assuming adaptation as an entirely positive and non-conflictual process. The purpose of this paper is to challenge such uncritical views, drawing attention to the conflictual nature of adaptation, and propose a theoretical framework facilitating the identification and analysis of conflicts in adaptation. Design/methodology/approach The study is based on case study research using first-hand narratives of adaptation in Nepal and the Maldives collected using qualitative interviews, participant observation and document analysis. Findings The findings identify conflicts between actors in, and around, communities that are adapting to changes. These conflicts can be categorized along three dimensions: qualitative differences in the type of conflict, the relative position of conflicting actors and the degree of manifestation of the conflict. Originality/value The three-dimensional Adaptation Conflict Framework facilitate analysis of conflicts in adaptation, allowing for a critical examination of subjectivities inherent in the adaptation discourses embedded in disaster risk reduction and climate change adaptation research and policy. Such an inquiry is crucial for interventions supporting community adaptation to reduce disaster risk.

Purpose The purpose of this paper is to present the major gaps in the field of planning policy and its implementation regarding climate change and disaster risk reduction (DRR), with special reference to the displacement of people, together with the knowledge needed to increase community resilience. The researched relations are illustrated by the example of Serbia. The Republic of Serbia has been faced with increasingly visible impacts of climate change in recent years – floods, heat waves, droughts and others. During the floods that hit Serbia in 2014, over 30,000 people experienced displacement. These events have triggered numerous efforts, both to repair the incurred damage and to analyze opportunities for prevention. Design/methodology/approach This research has used document analysis to investigate contemporary approaches defined by policies, programs and research reports regarding climate change and DRR, with special reference to the displacement of people. An analytical framework has been used to evaluate to what extent the planning policy framework in Serbia addresses these issues in the context of achieving resilient development. Secondary analysis of research data has been used to recognize the gaps and identify needs for increasing community resilience. Findings Based on the growing trends in projections of climate change as a result of induced natural disasters for the region in the future and international trends in coping with these issues, this paper argues that it is necessary to improve the implementation of the planning policy framework and the capacities of professionals and citizens, to reduce future displacement and increase community resilience to climate change. The key weaknesses found within DRR and the emergency management system in Serbia were the lack of an appropriate information base of the cadastre of risk zones and the lack of information and coordination of actors on the local to the national level. During the “pre-disaster” period, findings stress a weak partnership and capacity development practice at the local level, as well as between local responsible bodies and regional/national entities in charge of emergency management and DRR. The paper singles out the main preconditions for achieving effective resilient planning, so that such a plan can move “people away from marginal areas” and provide living conditions that are resilient. Originality/value This paper provides a comprehensive insight analysis of the relations between climate change and DRR, with special reference to the planning policy. Using the lessons learned from the recent climate-induced disaster with its implications on displacement, the paper identifies needs for strengthening capacities to establish more resilient communities in Serbia. The gaps and needs identified, as well as the recommendations provided, may be of value for neighboring countries as well, who face similar challenges in climate change adaptation and who need to increase disaster risk resilience.

Purpose The development of multi-hazard risk assessment frameworks has gained momentum in the recent past. Nevertheless, the common practice with openly available risk data sets, such as the ones derived from the United Nations Office for Disaster Risk Reduction Global Risk Model, has been to assess risk individually for each peril and afterwards aggregate, when possible, the results. Although this approach is sufficient for perils that do not have any interaction between them, for the cases where such interaction exists, and losses can be assumed to occur simultaneously, there may be underestimation of losses. The paper aims to discuss these issues. Design/methodology/approach This paper summarizes a methodology to integrate simultaneous losses caused by earthquakes and tsunamis, with a peril-agnostic approach that can be expanded to other hazards. The methodology is applied in two relevant locations in Latin America, Acapulco (Mexico) and Callao (Peru), considering in each case building by building exposure databases with portfolios of different characteristics, where the results obtained with the proposed approach are compared against those obtained after the direct aggregation of individual losses. Findings The fully probabilistic risk assessment framework used herein is the same of the global risk model but applied at a much higher resolution level of the hazard and exposure data sets, showing its scalability characteristics and the opportunities to refine certain inputs to move forward into decision-making activities related to disaster risk management and reduction. Originality/value This paper applies for the first time the proposed methodology in a high-resolution multi-hazard risk assessment for earthquake and tsunami in two major coastal cities in Latin America.

Purpose While there are many such toolkits on community-based participatory methods, the key considerations and principles of conducting a participatory capacity and vulnerability analysis (PCVA) are less covered, yet they are central to the effective conduct of a PCVA, the reason why this paper focuses on such issues. Design/methodology/approach This paper is derived from a toolkit that was produced for Oxfam Australia. Disasters and climate change are major drivers of poverty and significantly affect the communities that development programs of Oxfam Australia aim to assist. Recognising the importance of building its organisational capacity to address these risks, Oxfam Australia initiated and commissioned the production of a PCVA toolkit to support disaster risk reduction and climate change adaptation programs; the production of the toolkit was led by the author. The methodology of producing the toolkit consisted of discussions with experts and a review of similar toolkits. Findings Details of the PCVA process and how to conduct one in a community setting are provided including PCVA concepts, briefing, logistics and management and principles of working with communities. Importantly, the different stages of conducting a PCVA are explained, and some selected tools are presented as illustrative examples. In conclusion, the importance of the PCVA considerations and principles are reaffirmed vis-à-vis the sensitivity and soft skills required in a low-income developing country setting. Originality/value The participatory development approach, which the toolkit follows, has been widely advocated for the past few decades and most non-governmental organisations involved in community development espouse this approach. Consequently, a wide range of participatory development toolkits have been developed, many of which relate to disasters and climate change. The PCVA toolkit discussed in this paper draws on the repertoire of toolkits already available and used over a long time. Nonetheless, effort was given to assembling a range of tools that were most suitable for the purpose of this particular PCVA toolkit. Instead of focussing on the tools, which are available from the freely downloadable toolkit and available in the public domain, in this paper, the PCVA process and its main principles are explained, and the key considerations to carry out an effective PCVA is discussed. Perhaps even more than the actual tools, these considerations and an understanding of the PCVA principles are significant because they underpin the utilisation of the toolkit.


Subject The US election impact in Latin America. Significance Donald Trump's victory in the US elections was received with concern in Latin America, where most governments informally supported Hillary Clinton's campaign and were expecting continuity in US foreign policy. Trump's positions on migration are particularly worrying for Mexico and Central America. His agenda in other areas is not clear: during the campaign, he made few statements about the region and maintained some contradictory positions on several issues, including relations with Cuba. Impacts Trump's victory will have an impact on domestic policy debates in many countries. Backpedalling on climate change would represent a major regional concern. Already weak support for economic orthodoxy and reduced trade barriers will decline further.


Subject Elites and political influence. Significance Economic elites have historically exerted significant political influence across Latin America. Control over key economic resources such as land, together with weak state institutions, gave them opportunities to shape most economic policies. Their excessive power has had negative consequences on education, innovation and economic management. Impacts Business groups will continue to shift their political strategies to adapt to new conditions. The business focus on traditional economic sectors will militate against innovation. Business demands for tax reductions may complicate fiscal retrenchment by more rightist administrations.
