Applying the 3-layer approach to urban flood management

Purpose – The purpose of this paper is to find the possibility of extending the capacity of urban drainage in highly urbanized cities with limited available space for flood management, while the anticipated increase in extreme rainfall is expected to raise the demand for higher capacity of water drainage or storage systems. Design/methodology/approach – The concept of the three-layer approach is introduced to identify the crucial factors which had impacted the historical change of natural water system. These factors can further help identifying potential spaces for new designs of flood management based on the spatial context of local history. Findings – In Pingtung case, a roadway surface drainage design is found as a complementary strategy by this method, which could effectively and practically extend the capacity of urban drainage without the need for requisitioning private lands or rearranging the complicated underground pipe and cable systems. Research limitations/implications – This is an initial exploration from the perspective of urbanism to respond to hydrological problems under the impact of extreme rainfall. The more precise hydrologic simulation need to be further established. Practical implications – This concept could be applied in delta cities to improve urban drainage by three steps: first, clarify the flooding problems; second, identify the available space; third, redesign hydrologic instrument with a multi-use of urban space. Originality/value – This research provides hydrologists and urban planners with a practical collaboration base for the issues of extreme storm events.

Purpose Managing the risks associated to world food production is an important challenge for governments. A range of factors, among them extreme weather events, has threatened food production in recent years. The purpose of this paper is to analyse the impact of extreme rainfall events on the food industry in Brazil, a prominent player in this industry. Design/methodology/approach The authors use the AR-GARCH-GPD hybrid methodology to identify whether extreme rainfall affects the stock price of food companies. To do so, the authors collected the daily closing price of the 16 food industry companies listed on the Brazilian stock exchange (B3), in January 2015. Findings The results indicate that these events have a significant impact on stock returns: on more than half of the days immediately following the heavy rain that fell between 28 February 2005 and 30 December 2014, returns were significantly low, leading to average daily losses of 1.97 per cent. These results point to the relevance of the need for instruments to hedge against weather risk, particularly in the food industry. Originality/value Given that extreme weather events have been occurring more and more frequently, financial literature has documented attempts at assessing the economic impacts of weather changes. There is little research, however, into assessing the impacts of these events at corporate level.

<p>Several recent large flood events have had severe economic and social impacts. The winter 2015-16 UK floods resulted in 16,000 properties flooding and damage to critical infrastructure. It is increasingly being recognised that traditional approaches of flood defence are not sustainable due to the pressures of climate change and economic constraints. The solution to the flood risk problem in cities is no longer seen as being just on-site, and thinking is shifting upstream and to the catchment/landscape scales, known as Nature-Based Solutions or Natural Flood Management (NFM). The approach consists of measures that “Work with Natural Processes”, such as storing water in ponds, and slowing the flow in rivers. The evidence for the impacts is strong at the local scale, but the larger spatial scale impact is highly uncertain due to the cumulative impacts resulting from amplifying/mitigating effects of different interventions, controlled by spatial location and storm-track interaction.</p><p>To date, Nature-Based Solution schemes have proceeded on an opportunistic basis, without a clear design strategy (which measure and where to implement it). However, if schemes are implemented without clear understanding of their impacts, they may, at best, fail to achieve the optimum flood reduction benefit downstream, or, at worst, make flooding more severe (if implemented in inappropriate locations, when tributaries’ flows are synchronised).  </p><p><span>Impacts of NFM measures are spatially and temporally dependent i.e. the same intervention in two locations will have different effects on flows, and the same intervention will have different impacts during different storm events. Therefore, it is essential that when strategically designing NFM schemes for catchments, that WHERE? and WHAT? are answered together to optimise the impact, as it is possible that whilst upstream NFM may be beneficial locally it may make tributary peaks coincide and make flood magnitudes worse downstream. Here we demonstrate the importance of the spatial configuration of Nature-Based Solutions on their catchment scale effectiveness in reducing flood risk.</span></p>

Abstract Urban areas are becoming increasingly vulnerable to extreme storms and flash floods, which could be more damaging under climate change. This study presented an integrated framework for assessing climate change impact on extreme rainfall and urban drainage systems by incorporating a number of statistical and modelling techniques. Starting from synthetic future climate data generated by the stochastic weather generator, the simple scaling method and the Huff rainfall design were adopted for rainfall disaggregation and rainfall design. After having obtained 3-min level designed rainfall information, the urban hydrological model (i.e., Storm Water Management Model) was used to carry out the runoff analysis. A case study in a tropical city was used to demonstrate the proposed framework. Particularly, the impact of selecting different general circulation models and Huff distributions on future 1-h extreme rainfall and the performance of the urban drainage system were investigated. It was revealed that the proposed framework is flexible and easy to implement in generating temporally high-resolution rainfall data under climate model projections and offers a parsimonious way of assessing urban flood risks considering the uncertainty arising from climate change model projections, downscaling and rainfall design.

Purpose Mosques influence the surrounding neighborhoods’ demographic patterns and motivate investors to establish new businesses and commercial activities. This study aims to explore the impact of the mosque on the emergence of new businesses. Furthermore, this study examines the demography of neighborhoods in which mosques are located. Design/methodology/approach This study opts for an exploratory study using a retrospective analysis approach to explore the mosque’s impact on the social and functional aspects of neighborhoods. The emerging shops around mosques in the city of Liège (Belgium) are analyzed using a logistic regression model. The criterion for the location of Islamic shops was cross-referenced with other variables, such as distance from the center, proximity to supermarkets and shopping malls, distance from the mosque, socio-economic variables (immigration, income nationalities, etc.) and bus accessibility data. Several zones around mosques, ranging from 100 to 1000 m, are established to examine the correlation between types of businesses and distance to the mosque. Five types of businesses are identified: regular trade, light semi-regular trade, heavy semi-regular trade, Horeca and services. Islamic shops are identified based on on-site observations and interviews and classified by type. Findings The results show that mosques significantly impact the establishment of new businesses in the surrounding urban space (especially Islamic shops). In terms of the types of Islamic shops surrounding the mosques, this study found a strong presence of “Horeca” (cafes, restaurants and snack bars), and “light semi-regular trade” (mainly personal care). Originality/value To the best of the authors’ knowledge, this study is one of the few studies that fulfill the need to understand the role of the mosque location in European cities, focusing on its impact on Islamic shops.

Due toclimate change, the average temperature of the Earth continues to increase, while abnormal climate patterns (such as El Niño and La Niña) occur frequently, causing numerous instances of flooding and drought damages. Thus, sophisticated analyses of rainfall-runoff phenomena are needed to reduce the damage caused by these weather disasters. Furthermore, analyzing the impact of extreme rainfall events occurring in a short period of time is essential for flood management. In this study, the Nakdong River, located in Yangsan, Gyeongsangnam-do, which is prone to localized heavy rainfall and flash floods, was selected as the target basin to conduct flood-runoff simulation. We used distributed runoff models such as spatial runoff assessment tool (S-RAT) and Vflo<sup>TM</sup> for this simulation, and compared and analyzed their results. Furthermore, using the same events, the validity and applicability of the S-RAT model has been verified through calibration. The errors of both models were calculated using statistical analysis to examine the domestic basin applicability of the S-RAT model.

Abstract. The behavior of solute concentrations during storm events is completely different from their behaviour under normal conditions, and very often results in hysteresis. This study aim is to explore the relationship between the biogeochemical and hydrological parameters describing natural conditions and the reciprocal interactions between changes in concentration of selected indicators of water quality in water and the discharge dynamics during different types of extreme rainfall-runoff events in the Jenínský stream and the Kopaninský stream catchment (Czech Republic). The relationship between concentrations and runoffs is explained by concentration-discharge hysteretic loops. As the statistical method used for cross analyzing the impact of the parameters there was chosen the RDA analysis. The relationships between the particular parameters were examined separately by conditions of spring snow melt and summer storm events. The results than confirmed the very strong relationship between parameters describing water quality and percentage of stable parts of the catchment and also of infiltration vulnerable sites.

AbstractSustainable urban drainage systems are multi-functional nature-based solutions that can facilitate flood management in urban catchments while improving stormwater runoff quality. Traditionally, the evaluation of the performance of sustainable drainage infrastructure has been limited to a narrow set of design objectives to simplify their implementation and decision-making process. In this study, the spatial design of sustainable urban drainage systems is optimized considering five objective functions, including minimization of flood volume, flood duration, average peak runoff, total suspended solids, and capital cost. This allows selecting an ensemble of admissible portfolios that best trade-off capital costs and the other important urban drainage services. The impact of the average surface slope of the urban catchment on the optimal design solutions is discussed in terms of spatial distribution of sustainable drainage types. Results show that different subcatchment slopes result in non-uniform distributional designs of sustainable urban drainage systems, with higher capital costs and larger surface areas of green assets associated with steeper slopes. This has two implications. First, urban areas with different surface slopes should not have a one-size-fits-all design policy. Second, spatial equality must be taken into account when applying optimization models to urban subcatchments with different surface slopes to avoid unequal distribution of environmental and human health co-benefits associated with green drainage infrastructure.

Despite of the popularity of interactive movie trailers, rigorous research on one of the most apparent features of these interfaces – the level of user control – has been scarce. This study explored the effects of user control on users’ immersion and enjoyment of the movie trailers, moderated by the content type. We conducted a 2 (high user control versus low user control) × 2 (drama film trailer versus documentary film trailer) mixed-design factorial experiment. The results showed that the level of user control over movie trailer interfaces decreased users’ immersion when the trailer had an element of traditional story structure, such as a drama film trailer. Participants in the high user control condition answered that they were less fascinated with, absorbed in, focused on, mentally involved with, and emotionally affected by the movie trailer than participants in the low user control condition only with the drama movie trailer. The negative effects of user control on the level of immersion for the drama trailer translated into users’ enjoyment. The impact of user control over interfaces on immersion and enjoyment varies depending on the nature of the media content, which suggests a possible trade-off between the level of user control and entertainment outcomes.

Purpose The purpose of this paper is to explore the experiences of working women in a male-dominated country (Morocco) and unveil the unique challenges and everyday gender-bias they face, the psychological impact of the perceived gender-bias and, finally, identify a variety of coping strategies or combatting mechanisms affecting their motivation and retention in the workplace. Design/methodology/approach Empirical evidence was obtained using a qualitative research method. The Critical Incident Technique (CIT) was used to collect incidents recalled by women in the select institution reflecting their perceptions of their managers’ ineffective behaviors towards them and the impact of these behaviors. The critical incidents were inductively coded, and behavioral statements were derived from the coded data. Findings The qualitative data analysis led them to structure the data according to two theme clusters: The perceived gender-bias behaviors (Covert and evident personal and organizational behaviors) and Psychological impacts resulting from the perceived bias. These behavioral practices included abusive behaviors, unfair treatment, bias and lack of recognition. The psychological impact elements involved decreased productivity, depression, anxiety and low self-esteem. Practical implications Understanding these experiences can facilitate the identification of strategies geared towards the retention of women in the workforce, and Moroccan organizations can develop and implement strategies and policies that are geared towards eliminating gender-bias in the workplace and to retaining and motivating women who remain ambitious to work in male-dominated environments and cultures. Originality/value This paper provides evidence that sufficient organizational mechanisms to support women in male-dominated environments are still unavailable, leaving them to find the proper coping mechanisms to persevere and resist.
