Extending information poverty theory to better understand the digital access and inequalities among young people who are not in education, employment or training in South Africa

PurposeThe objective of this study is to present evidence regarding how young people, who are not in education, employment or training (NEET) in South Africa, lack literacy skills and access to enabling resources to actively search and navigate information services systems that are primarily web-based. Information Poverty Theory is adopted to better understand the technological and social strata challenges experienced by young NEET people.Design/methodology/approachThe study used semi-structured interviews for collecting data over two months in 2018, employing snowball sampling with 24 key participants, representing a diversity of educational backgrounds and previous experience of economic participation.FindingsThe findings of this study suggest that most interviewed young people, who are NEET, lack advanced information literacy and digital skills to access information services. The results also indicate that access to information services that are primed for online information is a challenge for most of these NEET young people residing in underserviced communities. The high cost of an Internet connection means that the Internet is out of reach for most low-income households. In communities that are underserviced with no adequate information and communication technology (ICT) infrastructure, people residing in such areas are subjected to living in circumstances where there is poverty and thus a lack of access to online information.Research limitations/implicationsThis paper reports on data collected in 2018 using intense interviews, while acknowledging limitations in terms of the sample size. Hence, it is not fully representative of the whole population of young people, who are NEET, residing in the Gauteng Province of South Africa.Practical implicationsThe findings illustrate the need for further collaboration among relevant stakeholders to strengthen existing programmes and for stronger partnerships. The arguments presented herein enhance knowledge and understanding concerning the digital literacy skills divide that exists among young people who are NEET. It includes a discussion to contribute to policy development.Originality/valueThis study focuses on challenges young people who are NEET experience when looking for work and developmental opportunities. This qualitative study adopts Information Poverty Theory and uses prior studies to link the undertaken survey and research. It is expected that this study may serve as a pilot for future studies and may also contribute to the ongoing discussions around the use of ICTs on their use and access, especially the effect on young people when searching for information related to jobs and other developmental opportunities using online services.

Purpose This paper aims to demonstrate how teaching the discourse of critique, an integral part of the video production process, can be used to eliminate barriers for young people in gaining new media literacy skills helping more young people become producers rather than consumers of digital media. Design/methodology/approach This paper describes an instrumental qualitative case study (Stake, 2000) in two elective high school video production classrooms in the Midwestern region of the USA. The author conducted observations, video and audio recorded critique sessions, conducted semi-structured interviews and collected artifacts throughout production including storyboards, brainstorms and rough and final cuts of videos. Findings Throughout critique, young video producers used argumentation strategies to cocreate meaning, multiple methods of inquiry and questioning, critically evaluated feedback and synthesized their ideas and those of their peers to achieve their intended artistic vision. Young video producers used feedback in the following ways: incorporated feedback directly into their work, rejected and ignored feedback, or incorporated some element of the feedback in a way not originally intended. Originality/value This paper demonstrates how teaching the discourse of critique can be used to eliminate barriers for young people in gaining new media literacy skills. Educators can teach argumentation and inquiry strategies through using thinking guides that encourage active processing and through engaging near peer mentors. Classroom educators can integrate the arts-based practice of the pitch critique session to maximize the impact of peer-to-peer learning.

Purpose This study aims to identify and establish effective housing financing concepts to be adopted by government in achieving its mandate of providing sustainable affordable housing for the poor to decrease the building of shacks, as well as proposing solutions to the housing deficit in South Africa. A rise in demand and shortage in supply of housing calls for the need to address issues of affordable housing in South Africa, and developing countries in general, to ensure a stable and promising future for poor families. Design/methodology/approach Literature has revealed that the South African government, at all levels, accorded high priority to the provision of low-cost housing. Thus, government has adopted subsidy payment as a method of financing affordable housing to ensure that houses are allocated free to the beneficiaries. This also addresses the historically race-based inequalities of the past, but unfortunately, this has not been fully realised. This study uses a sequential mixed method approach, where private housing developers and general building contractors were the research participants. The qualitative data were analysed using a case-by-case analysis, and quantitative data were analysed using a descriptive statistical technique on SPSS. Findings The results of the qualitative analysis reveal a gross abuse of the housing subsidies system by the beneficiaries of government-funded housing in South Africa. This is evident from illegal sale of the houses below market value. This has led to a continual building of shacks and an increased number of people on the housing waiting list instead of a decrease in the housing deficit. The results from quantitative analysis affirm the use of “Mortgage Payment Subsidies, Mortgage Payment Deductions, Down-Payment Grant and Mortgage Interest Deductions” as viable alternatives to subsidy payment currently in use to finance affordable housing projects by the South African Government. Practical implications At the moment, the focus of the South African National Government is continual provision of free housing to the historically disadvantage citizens, but the housing financing method being used encourages unapproved transfer of ownership in the affordable housing sector. This study thus recommends the use of an all-inclusive housing financing method that requires a monetary contribution from the beneficiaries to enable them take control of the process. Originality/value The relational interface model proposed in this study will reduce pressure on government budgetary provision for housing and guarantee quick return of private developers’ investment in housing. Government must, as a matter of urgency, launch a continuous awareness programme to educate the low-income population on the value and the long-term benefits of the housing.

Purpose The purpose of this paper is to provide an overview of the historical development of libraries in South Africa against a backdrop of poverty and social inequality. In particular, this paper illustrates how the development of libraries in South Africa both reflected and influenced information poverty and has as its goal to increase awareness of the role of libraries in the alleviation of information poverty. Design/methodology/approach The information in this paper is based on doctoral research completed by the author who investigated the role of libraries in the alleviation of information poverty in South Africa. The methodology for the research included two case studies, interviews, examination of library records, and observation. An extensive review of the professional literature and recorded histories provided imperative context for that research and this paper. Findings Findings indicate that libraries can play an important role in the alleviation of information poverty in South Africa. Libraries are underutilized in this role and in order to increase their capacity in addressing information poverty, one should consider the historical circumstances behind the dispossession of library services. Understanding the development of libraries in South Africa and sociopolitical ramifications of this development can encourage and inform greater participation of libraries in the alleviation of information poverty in the future. Originality/value This paper compiles the work and findings of previous studies on the history of South African libraries. The information provided here offers an accessible and efficient history of libraries in South Africa. In so doing, it provides context that is invaluable to the understanding of how the development of libraries throughout time can have sociopolitical effects on the people and their circumstances. The paper also encourages increased understanding of the value and purpose of libraries in combating information poverty in South Africa.

Purpose – The purpose of this paper was to assess the attitude of residents towards ecotourism in KwaZulu-Natal protected areas. It also determined how barriers to ecotourism trips could negatively affect the success of tourism development in protected areas. The new South Africa today has widely and innovatively embraced ecotourism based largely around the protected areas. Residents’ attitude towards tourism is one of the important indicators for sustainable development in protected areas. Design/methodology/approach – In total, 212 copies of structured questionnaires were used to collect information for the study. A purposive sampling technique was used to select the target population of the protected areas while respondents were selected from the communities based on random sampling technique. Mean scores for barriers to ecotourism trips were determined. Descriptive statistics and T-test inferential statistics were used to analyse the data. Findings – The results agree with the theory of planned behaviour where intentions of residents to participate in ecotourism were directly influenced by barriers such as no time, low income and no transportation. It was also found out that preference for ecotourism trips was significantly influenced by the various barriers to ecotourism activities. High level of unemployment and high level of illiteracy were considered to be responsible for poor attitude in Kwadlangezwa with many (43.4 per cent) unwilling to support ecotourism development projects. Research limitations/implications – The research implication infers that high level of poverty and illiteracy in communities surrounding protected areas could seriously indicate non-support for development projects. Practical implications – Ecotourism-related businesses need be developed in destinations to alleviate poverty. Social implications – The moral of residents need be boosted through workshops and educative seminars. Originality/value – The study was conducted during the author’s research fellowship with the Department of Recreation and Tourism, University of Zululand, Kwadlangezwa, South Africa.

PurposeThe purpose of this paper is to investigate the levels of information and communication technology (ICT) literacy proficiency and experiences amongst Universities of Fort Hare and Rhodes undergraduate students, on the utilization of electronic resources amongst South Africa.Design/methodology/approachThis research comprised of undergraduate students from the Universities of Fort Hare and Rhodes, who registered for a three- or four-year study. The study implemented the stratified random sampling procedure. The study’s sample size was proportionally distributed amongst all the faculties common to both universities. The mixed method was applied in the study. Of the 377 administered copies of the questionnaire, 285 were returned, of which 266 were deemed useable, thereby generating a 70.6% response rate. The results were analysed using the SPSS version 26.FindingsFindings revealed that there is underutilization of electronic resources by the undergraduate respondents due to their low level of ICT proficiency and experience.Originality/valueThis original research article investigated the influence of ICT literacy skills proficiency and experience on the use of electronic resources amongst undergraduate students in selected Eastern Cape Universities, South Africa.

Purpose This paper aims to report on the findings of a qualitative study that explored the views of 53 service providers assisting Indigenous young people (known in Australia as Aboriginal and Torres Strait Islander youth) transitioning from out-of-home care (OOHC) in Australia. Design/methodology/approach A qualitative approach was adopted involving semi-structured interviews and focus groups with 53 representatives of state and territory government departments, non-government organisation service providers and Aboriginal community-controlled organisations (ACCOs) across Australia. The project was designed to gain the perspectives of those working within the system and their views on how it interacts with Indigenous care leavers. Interview questions aimed to ascertain the strengths and weaknesses of the leaving care support systems available to this cohort, as well as the key challenges facing service providers in supporting them. Finally, the study aimed to make recommendations for policy development in this area and identify potential best practice service responses. Findings The study found that the OOHC service systems continue to fail Indigenous care leavers, their families and communities. Study findings revealed that Indigenous care-leavers face substantial challenges and that the support systems for those leaving OOHC are often culturally insensitive and ineffective. Many Indigenous OOHC leavers lacked the supports they needed to develop safe and ongoing relationships with their traditional Country, family and communities. To promote more positive transitions and outcomes, effective practice responses were identified, including culturally safe programmes and proportional funding for ACCOs to advance greater self-determination. Originality/value This research is the first national study in Australia to examine the specific transition from care pathways and experiences of Indigenous young people. The findings add to the limited existing knowledge on Indigenous care leavers globally and should inform practice and policy innovations with this cohort in Australia and beyond.

PurposeIn recent years, South Africa has continued to experience a high rate of young people who are not in employment, education, or training (NEET). The emergence of the concept ‘NEET’ affords researchers an opportunity to more closely examine the life situations and experiences of this population sub-group. The purpose of this paper is thus to further explore the life situations and lived experiences of people in South Africa who are NEET. Structuration theory is adopted to better understand how social structures play a role in the lives of people who are NEET.Design/methodology/approachSemi-structured interviews were carried out with 24 NEET people over a period of two months in South Africa. This paper presents a section of the findings from a broader study that used self-administered interviews to collect data in three metropolitan municipalities of Gauteng Province, the economic heartland of South Africa.FindingsThe findings indicate that poverty remains an obstacle for many young people in furthering their studies or developing their ideas into businesses. Also evident is that there are NEETs who are taking action to disconnect from the NEET sub-group by means of seeking work, funding, or volunteering for initiatives, among other activities. Lack of financial support affects most NEETs perpetuating their vulnerability and their efforts to detach themselves from their NEET status. It is evident that most NEETs who took part in this study are still seeking opportunities to become economically active, regardless of their current financial situations.Originality/valueThere remains a lack of adequate exploration and understanding of the experiences and life situations of people who are NEET. The relevance of this study is in its contribution towards extending the applicability of structuration theory to understanding the life situations of people who are NEET in South Africa. This study contributes to the literature by providing the experiences and life situations of people who are NEET in a country with already high levels of inequalities. It is hoped that this study may provide the basis for developing more specific policy solutions able to address the NEET issues in South Africa and in society more generally.

Purpose The purpose of this study is to assess information literacy skills of undergraduates in Nigerian universities. Design/methodology/approach A self-assessed questionnaire was developed to collect data from the final year undergraduates in 15 universities. A total of 1,350 final year Library and Information Science (LIS) students responded to the questionnaire which was used for analysis. Findings The study revealed that the majority of the LIS final year undergraduates mostly consult journal articles, followed by internet information and online databases during their research process. The undergraduates rated well-known author(s), current information, credible information, accurate and relevant information as very important when evaluating online information resources. It was found that the students rated their ability to organize information and integrate ideas from consulted information as high. While they were deficient in ability to correctly paraphrase ideas to avoid plagiarism and use citation and referencing styles correctly. On the whole, almost half of the final year undergraduates of LIS rated their level of information literacy skills to be moderate. Practical implications The findings of the study will inform librarians and faculty in universities in developing countries like Nigeria to develop an information literacy instruction policy. Originality/value Assessing information literacy skills will provide the foundation and knowledge to improve the development of information literacy training programmes.

PurposeUsing data from the China Health and Nutrition Survey, this work examines the relationship between housing price and the probability of marriage among the young.Design/methodology/approachBy exploiting land reform as an exogenous change in housing price and employing a differences-in-differences framework, this study investigates the effects of housing price on the marriage probability of young people.FindingsThis work confirms that land reform decreased young people's likelihood of marriage. This finding is robust to a series of model specifications. The effects of land reform increased over time because of rising housing unaffordability from progressively inflating housing prices. Moreover, land reform had larger effects on renters and young adults aged below 30 than homeowners and young adults aged above 30.Social implicationsOverall, this study highlights the negative consequences of an overheated housing market on marriage in developing countries.Originality/valueHousing prices have increased dramatically in urban China after 2002 upon the implementation of the assignment system of the use right of all kinds of profit-oriented lands by means of public bidding, auction and quotation. High housing prices indicate serious housing unaffordability, especially for young people who typically have low income and wealth. Homeownership that comes with various benefits can theoretically increase the likelihood of marriage, particularly in China where a house is often regarded as a prerequisite for marriage.

The intensive research focus on young people’s sexuality in relation to risk means that young people’s sexuality is often pathologized. We thus miss out on the day-to-day lived realities of how young people negotiate gender identity as well as sexuality in complex, nuanced, but normal ways. This article contributes to an emerging body of research that highlights how young people negotiate gender identity and sexuality in their day-to-day lives, by focusing on the narratives of young persons engaged in heteronormative relationships in a resource constrained setting in South Africa. We offer insights into dominant, but also alternative discourses of gender and sexuality that are not highlighted in the literature in this field. Furthermore, we offer new empirical insights into how socioeconomic status shapes their gender identity, beliefs about sex and their sexual practices, contributing to a small but emerging field of research engaging with the intersection of gender, sex, and socioeconomic status.
