Trends and strategies towards internationalisation of higher education in India

PurposeThis study aims to explore what are the past trends in internationalisation of higher education (IoHE) in the country and how India's higher education (HE) internationalisation strategies are aligned to make India a regional education hub and a storehouse of global talent pool.Design/methodology/approachThis paper relies heavily on secondary sources of information. Document analysis and policy reviews to analyse the internationalisation strategies as well as quantitative data analysis to map the trends have been used.FindingsAt present, internationalisation in India is lopsided and may become a drain on Indian economy if not balanced soon. India is now focussing to correct its adverse inbound–outbound international student (IS) mobility in order to become attractive for international HE community; India aims to strategically “prepare to host,” which is subject to institutional abilities to implement new schemes and programmes. International credibility of Indian HE rests largely on quality augmentation.Research limitations/implicationsThe study is based purely on secondary sources. It would be interesting to augment further with primary-level interactions with both policymakers and practitioners.Practical implicationsIt is a mix of academic and non-academic factors leading to improved quality of teaching, learning and competency-building in the higher education institutions (HEIs) rather than financial doles and incentives that should draw international academics to India in order to make the global traffic two way and financially viable for the country. IoHE to become viable and financially sustainable requires more comprehensive institutional efforts and mechanisms to bring in fee-paying ISs, research grants and multinational industry endowments.Social implicationsWith more fee-paying outbound students and more non-fee-paying or highly subsidised inbound student growth, the situation is already critical in terms of financial implications. This can have long-term implications of societal divide arising out of “global academic impoverishment” of majority Indian students unless state-supported assistance to ensure equitable access to international opportunities is provided to the needy students in the country.Originality/valueThis article is an analytical update on India's HE internationalisation and can be a valuable resource for policymakers, analysts as well as researchers.

Purpose International terrorism affects various areas of society. This paper aims to determine whether fear of terrorism is a barrier to international student mobility based on the opinions of representatives from four universities of the European International Business Week network. Design/methodology/approach Data were obtained through interviews with representatives of four universities. Two universities are located in relatively “safe” countries (Czech Republic and Finland), whereas the other two are located in countries recently hit by terrorist attacks (Brussels and Paris). The interviews were conducted between December 2016 and April 2017. Findings Terrorist attacks affected international student mobility in the two universities recently hit by terrorist attacks. Research limitations/implications The research findings are relatively significant because they show how terrorist attacks can influence international student mobility. However, data are still limited. Data from other universities are necessary to verify causality. Practical implications The internationalisation of higher education is a strategic goal for many higher education institutions (HEIs). However, international terrorism may affect this goal. Understanding the impact of terrorism can be valuable in preparing policies for promoting the internationalisation of HEI. Social implications International terrorism is increasingly an issue for many people and organisations, including HEI. Understanding how terrorism affects economies and societies can be crucial for policymakers and for citizens living in or visiting areas endangered by terrorism. Originality/value The paper describes the immediate impact of two terrorist attacks on international student mobility. The paper presents the fear of terrorist attacks and the shock caused by terrorism as major barriers to international student mobility.

Purpose The growing use of internet-based learning (IBL) platforms in institutions of higher education is producing profound changes in the traditional teaching learning process worldwide. This paper aims to identify and understand the ways in which higher education institutions draw benefits by the use of such means, synthesizing the literature research. Design/methodology/approach The study synthesized the literature research by using a mixed method approach in which both Web of Science (WoS) and bibliographic techniques were used to retrieve the relevant data base. Findings The comprehensive review of the literature suggests that communication technology (CT), massive open online courseware (MOOCs), social networking sites (SNSs), blogs, real simple syndication (RSS) and YouTube are creating new possibilities and avenues of collaborative learning by transforming the traditional class and teacher-centric system. Research limitations/implications Multiplicity of the IBL platforms and rapid technological obsolesce are some of the limitations of this paper. Originality/value The findings of this study are highly useful in developing a strategic framework to accelerate the integration of IBL platforms to make teaching learning process more interactive and informative.

PurposeThis paper explores the issue of developing and enhancing intra-ASEAN international student mobility given the context of ASEAN integration, regionalization of ASEAN higher education and the various intra‐ASEAN student mobility schemes currently implemented.Design/methodology/approachIt explores higher education policies, available higher education and international student mobility data, as well as the various intra‐ASEAN (and relevant) student mobility schemes to present the current status of intra‐ASEAN student mobility, challenges and opportunities to further enhance student mobility within the ASEAN region.FindingsAside from showing that intra‐ASEAN student mobility is significantly low compared to outbound student mobility from ASEAN countries, the paper also highlights the relationship between a country’s income status with choice of intra‐ASEAN or extraASEAN student mobility. Finally, it recommends developing a comprehensive intra‐ASEAN mobility scheme taking the merits of the various intra‐ASEAN mobility schemes currently implemented and guided by developments in the European ERASMUS mobility programs.Originality/valueThis is probably the first (in fact, it is an exploratory) paper that address the issue of intra‐ASEAN international student mobility, which aims to explore relevant issues to address the development of a comprehensive ASEAN mobility scheme.

Purpose The purpose of this paper is to present a briefing on milestones of Malaysia Centre of Tourism and Hospitality Education (MyCenTHE) regarding its role as a nation-building exercise in developing human capital talent for future sustainable hospitality and tourism in Malaysia. Under a national initiative by the ministry of education, hospitality and tourism educational institutes in the country have set out to better prepare graduates for industry. MyCenTHE aspires to build a hospitality and tourism cluster (threefold) so that Malaysia is able to increase its annual output of hospitality and tourism personnel from 20,000 in 2009 to 50,000 in 2020 and increase the share of graduates with diploma- or degree-level awards from 13% to 50% by 2020. These expectations can only be achieved by creating a sustainable pool of workers for this sector. It was in this context for which “MyCenTHE” was conceived. Design/methodology/approach The current study is based on documentary analysis of secondary sources, qualitative in nature, and presents a case study of MyCenTHE with its key accomplishments in promoting hospitality and tourism education in Malaysia. Findings The hospitality and tourism industry in Malaysia is set to create 600,000 new job opportunities and in so doing, will need many more skilled, work-ready graduates in the coming decade. This paper highlights the collective efforts of the private higher education sector together with some selected public institutions (polytechnics) under the umbrella of the ministry of education through the MyCenTHE platform in promoting hospitality and tourism education nationwide via national awareness campaigns, conferences, skill competitions, seminars, forums and corporate social responsibility projects. Originality/value This paper is of value in its own context and in particular support from ministry and related authorities, 26 institutions of higher education working together, approaches to hundreds of local schools and thousands of audiences/participants in awareness campaigns.

Purpose Good governance has been declared as the key target of most Asian governments, but it appears to be an unattainable objective. The purpose of this paper is to explore the potentials for establishing governance across Asian countries. Drawing upon the literature and experience of Asian countries, the study argues that governance represents an unclear state that is rooted more in perception than reality. An extensive review of the indicators of governance reveals the anomaly and unorganized efforts to measure it, and points to the need for recognizing accomplishments in areas that are not directly or indirectly covered in the existing schemes of assessment. Design/methodology/approach The paper is based on a broad review of the literature on governance and political systems in Asian countries. Existing arrangements for assessing governance are critically reviewed to point out the risks in a perception-dependent approach. Secondary sources and insight obtained from relevant research constitute the data analyzed in the paper. Findings The paper finds that the target of good governance cannot be fully achieved due to the significant diversity across Asian countries as well as varied perceptions held by assessors. Stakeholders have different perceptions about the requirements and ideal of governance and existing tools for measuring governance are inadequate. Most importantly, assessment frameworks do not recognize contextual dimensions that are relevant to Asian countries. Furthermore, it is important to recognize efforts that are aimed at improving conditions instead of working toward an absolute outcome of governance. Recognition of small successes will contribute to the improvement of circumstances rather than ranking countries on the basis of a limited number of perception-based indicators and listing them on international indices. Research limitations/implications The paper does not draw upon primary sources of information and is limited to an assessment of existing arrangements. Practical implications The paper will help draw attention to the limitations of existing arrangements of assessing countries and ranking them for the quality of governance. It will also encourage researchers to think about alternative tools for assessing governance and recognizing progress in Asian countries. Social implications The paper will encourage governments to identify obstacles to good governance and adopt policies to overcome them. Originality/value The paper contributes to the literature presenting a critical view for encouraging alternative approach to governance, incorporating perceptions of diverse stakeholders and highlights the need to recognize progress, however limited, in all areas.

Purpose The purpose of this exploratory study is an examination of some perceptions of US education, as experienced by foreign MBA students. Design/methodology/approach A longitudinal field study captured perceptions of a group of 51 international students over a one-year interval. The first anticipatory survey was done in India, and the follow-up was made in the USA at the end of a foreign sojourn semester. Inter-item correlations and t-tests were used to examine variance in student perceptions, highlighted by qualitative elements. Findings In general, the students went home, less impressed than they had expected to be in terms of the perceived general quality of the American business education, as well as their abilities to make friends with the local people. Additionally, the observed preparation of the American students for master’s studies was not nearly as high as the foreign students had anticipated. Research limitations/implications Results are not generalizable to broad populations, as the sample was small and localized. Social implications Emerging markets are successfully luring locals and sojourners based on cost and proximity as they achieve greater legitimacy in their institutional credentials. This could challenge the preeminence of Western higher education, especially in light of concerns arising from marketization and rigor. Meanwhile, developed market institutions need to be strategically mindful of their international guests as a resource rather than a commodity. Originality/value Extant internationalization studies tend to focus on administrative viewpoints, whereas this research examines the perspective of international students, which may be indicative of lessening gaps between perceptions of quality of developed and emerging market higher education.

Purpose This paper aims to highlight the crucial role of individual people, entrepreneurs and other stakeholders in the development of a tourist destination during its life cycle. The purpose is to increase our understanding of individual actors as contributors to leadership and development of tourism destinations. Design/methodology/approach An intrinsic case study of a Finnish ski resort, Ruka, is presented. The primary data consist of 16 narrative interviews. Secondary sources of information such as a history book and a historical review, reports and Web pages have been used as well. Findings The study suggests that the leadership in a destination is attributed to individuals. It is the charismatic entrepreneurs, business managers, municipality and influential politicians that may take control of the leadership at the destination. Being local enhances the sense of identity with the place and facilitates a cooperative atmosphere between actors. Finally, the roles of stakeholders and aspects of the leadership of a destination may vary along the destination life cycle. Research limitations/implications As this paper presents a single case study in a Finnish context, the findings cannot be, and are not meant to be, generalized. Rather, the findings present an example of an exception to the mainstream destination management and governance literature. Originality/value The paper fills the research gap noted by Kennedy (2014) and presents an in-depth study analysing the role of different stakeholders in destination leadership.

PurposeThe present paper highlights the increasing importance of remote learning amidst the closure of educational institutions in India in the wake of COVID-19. This paper not only discusses critical issues and challenges that remote learning system in the higher education sector in India has been encountering amidst this pandemic but also sheds light on ways to deal with them.Design/methodology/approachThe paper makes use of secondary sources of data along with descriptive and comparative approaches to examine the issues, challenges and way forward for a transition from face-to-face teaching to remote learning in the case of India.FindingsThe paper suggests that greater use of this alternative mode of learning can be made for checking “human capital deficit,” preventing loss of future earnings (because of loss of education) and also for preparing a future-ready digital workforce to surf the Industry 4.0 wave. Besides, this can help to achieve the goal of “Education for all” and Sustainable Development Goal 4 (SDG 4). Among others, concerted policies for bridging skill gaps, forging partnerships and following equity-oriented policies for ensuring learning outcomes seem to be the way forward for a resilient education system.Originality/valueAs per our knowledge, no such study on the use of remote learning covering the higher education sector in India amidst COVID-19 has been done so far.

PurposeChina's experience of investing in Latin America in one of the main sectors included in the BRI architecture, railways, has faced significant challenges: only one of four Chinese potential railway projects in Latin America has materialised. The purpose of this paper is to explore these challenges and to provide an explanation focusing on the importance of the “domestic politics” factor.Design/methodology/approachThe paper proposes a comparative study of four cases, developing a qualitative analysis based on an in-depth review of the literature and primary and secondary sources of information.FindingsThe findings suggest that domestic politics played a significant role in the outcomes of the Brazil–Peru Bi-Oceanic railway (changes in government), in Argentina's Belgrano Cargas modernisation project (multiple “domestic politics” factors, such as a presidential campaign), in Venezuela's failed Tinaco-Anaco high-speed train project (authoritarian turn/country's stability) and in Mexico's Querétaro-Ciudad de México high-speed train project (corruption and popular contestation). The paper suggests that one should not expect an easy or fast projection of the BRI in the region, at least in the short- and mid-term, because becoming familiar with the domestic politics of Latin American is a complex and gradual task.Originality/valueThe particular impact of the political risks related to domestic politics in the Chinese Foreign Direct Investment (FDI) in Latin America has not been extensively explored, especially in the railway sector. This paper intends to contribute to this literature gap by analysing four cases of Chinese investment in railways in Latin America, an area that has received little attention in the studies of the Chinese FDI in the region, and proposing an explanation of their outcomes focusing on the “domestic politics” factor.

Purpose Before the turn of the century, taking overseas students was more about a diplomatic issue dominated by the state in China, for which reason this section is relatively independent within the higher education system. However, evidence from a series of new policy documents and their impacts suggests that international student mobility (ISM) has been intensively shaped by the central government in the desire to promote its national strategy, namely the belt and road initiative. ISM policy, although with a significant proportion marketized, was introduced for a clear purpose of cultural diplomacy. The paper aims to discuss these issues. Design/methodology/approach Looking beyond the debate of market-driven vs state-dominated, this paper attempts to provide a thorough understanding of this changing pattern based on examination of key changes of policy statements along with official data analysis. Findings This paper argues that the new pattern must be understood against a context of a hierarchy of higher education institutes in contemporary China: a sector led by a small number of prestigious universities generously funded by the central government with a large number of ordinary universities underfunded and eager to generate income. Prestigious institutes enroll international students to satisfy performance indicators listed by policies like “Double First-rate”; other universities, benefiting from the reputation and momentum generated by the top ones, take self-funded students for profit. Originality/value By making good use of both performance indicators and market motives, the country managed to move a state-dominated ISM policy in the twentieth century into the existing state-steering marketization model and made China a major destination for overseas study.
