Templates for handling multi-agency collaboration activities and priorities in mining injury incidents: a Delphi study

PurposeThe purpose of this study was from a Swedish perspective to map experts' opinions on theoretical statements of essential collaboration activities for management of mining injury incidents.Design/methodology/approachA Delphi technique was performed, asking opinions from experts in iterative rounds to generate understanding and form consensus on group opinion around multi-agency management. The experts were personnel from emergency medical service, rescue service and mine industry, all with operative command positions.FindingsThree iterative rounds were performed. The first round was conducted as a workshop to collect opinions about the most important multi-agency collaboration activities to optimize victim's outcome from an injury incident in an underground mine. This resulted in 63 statements and additional three were added during the second round. The statements were divided into one trajectory and seventh time phases and comprised, e.g. early alarm routines, support of early life-saving interventions, relevant resources and equipment for the assignment and command and control center and functions with predefined action plans for response. It also comprised shared and communicated decisions about each agency's responsibility and safety. All statements reached consensus among the experts in Round 3.Research limitations/implicationsThe experts included in this study seem to be adequate but there could be other experts and different statements that other researchers might consider.Practical implicationsThese statements could be used to evaluate collaboration in major incidents exercises. The statements can also be quality indicators for reporting results from multi-agency management.Originality/valueThis paper contributes to the research field of collaboration and joint practices between and among personnel involved in rescue operations.

✓ Acute subdural hematomas requiring surgical drainage as a life-saving procedure shortly after injury have been associated with mortality rates as high as 90%. Important factors include early diagnosis, complete clot removal, control of active bleeding, and provision for control of subsequent cerebral edema. In a series of 35 patients who had large, unilateral acute subdural hematomas and were unconscious and decerebrate, the mortality rate was reduced to 60%, and 28% returned to normal activity, through the use of a radical procedure. Following establishment of airway and intravenous Mannitol, emergency angiography was carried out to demonstrate the exact intracranial pathology. A hemicranial bone flap was utilized to aid in clot removal and control of hemorrhage from bridging veins and/or cerebral lacerations. The bone flaps were discarded and the dura not closed to afford postoperative decompression. Plating of the skull defects was carried out at a later date when indicated.

Purpose – The purpose of this study is to develop a governance typology which identifies governance issues and outcomes. Multi-owned properties (MOPs) are a unique property type due to the incorporation of a private governance association. Although there are jurisdictional differences, these associations are generally responsible for the management, maintenance and control of the commonly owned property; determining the contributions payable by each lot owner to the operation of the association; enforcing the rules of the association; and ensuring that records meet legislative requirements. Legislation for MOP schemes was enacted in different jurisdictions to guide the governance and management of these matters. However, challenges relating to the governance of MOPs have continued to be a problem as identified in the literature and practice. Design/methodology/approach – The study first reviewed the legislation in three Australian states to identify specific governance categories and the legislative requirements related to those categories. To gain group opinion about the specific governance issues and outcomes, the Delphi method was utilised whereby industry experts participated in a two-round survey questionnaire. Findings – A typology was developed as a result of consensus found between participants. The findings identified key governance issues and outcomes for MOPs. Practical implications – The governance typology forms the basis for the development of a more comprehensive audit tool for the assessment of governance quality in individual schemes. Originality/value – This paper is the first of its kind to collate issues impacting upon effective owners’ corporation governance and the potential outcomes associated with poor governance practices in MOPs.

AbstractVenice is considered the best-informed community of the late Middle Ages. The study examines the availability of information for the second half of the 15th century, particularly with regard to the key year 1462/1463, and as a case study concentrates on areas of the supposed Venetian periphery of interest, above all Hungary and the two principalities of Wallachia and Moldavia. The result is a thoroughly differentiated system of information acquisition, verification and control. Means of communication, as well as different areas of interest of the Serenissima, can be identified. A distinction is made between information maps and communication maps. The latter also include the distribution of news from the lagoon city exchanged with foreign envoys. During the period concerned, news was exchanged in an astonishingly liberal way, in turn integrating the Serenissima into the information networks of the other Italian states. The study thus places the „information commodity“ within the research field of late medieval gift exchange and patronage structures. In short, a thoroughly pragmatic Venetian approach to news acquisition and evaluation can be observed. Verification of the quality of the information obtained was subject not least to quantitative and ranking criteria. Ultimately, the informational power of Venice was based above all on its outstanding reputation among its contemporaries.

The driver model is the decision-making and control center of intelligent vehicle. In order to improve the adaptability of intelligent vehicles under complex driving conditions, and simulate the manipulation characteristics of the skilled driver under the driver-vehicle-road closed-loop system, a kind of human-like longitudinal driver model for intelligent vehicles based on reinforcement learning is proposed. This paper builds the lateral driver model for intelligent vehicles based on optimal preview control theory. Then, the control correction link of longitudinal driver model is established to calculate the throttle opening or brake pedal travel for the desired longitudinal acceleration. Moreover, the reinforcement learning agents for longitudinal driver model is parallel trained by comprehensive evaluation index and skilled driver data. Lastly, training performance and scenarios verification between the simulation experiment and the real car test are performed to verify the effectiveness of the reinforcement learning based longitudinal driver model. The results show that the proposed human-like longitudinal driver model based on reinforcement learning can help intelligent vehicles effectively imitate the speed control behavior of the skilled driver in various path-following scenarios.

Purpose – What characterizes the relationships with intermediaries that are soon to be replaced, and are the replacements successful? The paper aims to discuss these issues. Design/methodology/approach – The study applies a longitudinal design. The paper conducted a survey among a sample of exporters concerning their relationships with independent intermediaries in terms of trust, commitment, communication, control and two performance variables; financial performance and strategic goal achievement. Five years thereafter the author contacted the same companies again and questioned which independent intermediaries had been replaced in the period. The author then compared the replaced intermediaries with the extended intermediaries before they were replaced and analysed changes in the evaluations of the relationships and of the performance after the replacement. Findings – The relationships with terminated intermediaries that were replaced by sales subsidiary or home-based direct sales were characterized having higher trust, communication and control than extended relationships before replacement. While it may be surprising that these quite successful relationships were terminated, this is in line with internationalization process theories. The replacements, both intermediaries that were replaced by other intermediaries and by sales subsidiary/home-based direct sales, were highly successful in terms of improvement in performance and behavioural relationship variables. Research limitations/implications – The empirical findings are limited by the sample and by data collection from the principal only in the dyadic relations. Practical implications – International independent intermediaries should analyse the likelihood of being replaced by the principal because the relationship or the performance is unsatisfactory, but also because of satisfactory evaluations. Terminations of satisfactory relationships tend to be accompanied by change in operation mode to internal organization. The independent intermediary should in such cases build a defence structure against unwanted termination and/or prepare for buyout. The success of the replacements suggests that international marketers benefit from being proactive in replacing intermediaries with new intermediaries or with a hierarchal entry mode. Originality/value – This is the first study that applies most of these variables from interorganizational relations theory in the study of international independent intermediary replacements. It is also the first to give insight into the consequences of intermediary terminations.

ABSTRACTThe impact of substratum surface property change on biofilm community structure was investigated using laboratory biological aerated filter (BAF) reactors and molecular microbial community analysis. Two substratum surfaces that differed in surface properties were created via surface coating and used to develop biofilms in test (modified surface) and control (original surface) BAF reactors. Microbial community analysis by 16S rRNA gene-based PCR-denaturing gradient gel electrophoresis (DGGE) showed that the surface property change consistently resulted in distinct profiles of microbial populations during replicate reactor start-ups. Pyrosequencing of the bar-coded 16S rRNA gene amplicons surveyed more than 90% of the microbial diversity in the microbial communities and identified 72 unique bacterial species within 19 bacterial orders. Among the 19 orders of bacteria detected,BurkholderialesandRhodocyclalesof theBetaproteobacteriaclass were numerically dominant and accounted for 90.5 to 97.4% of the sequence reads, and their relative abundances in the test and control BAF reactors were different in consistent patterns during the two reactor start-ups. Three of the five dominant bacterial species also showed consistent relative abundance changes between the test and control BAF reactors. The different biofilm microbial communities led to different treatment efficiencies, with consistently higher total organic carbon (TOC) removal in the test reactor than in the control reactor. Further understanding of how surface properties affect biofilm microbial communities and functional performance would enable the rational design of new generations of substrata for the improvement of biofilm-based biological treatment processes.

Purpose The purpose of the paper is to contribute to further advancing of IMP as a research field by setting up and starting a theoretical conversation between system theory and the IMP. Design/methodology/approach The approach is based on a narrative literature study and conceptual research. Findings The authors find that system theory and cybernetics can be regarded as important sources of inspiration for early IMP research. The authors identify three specific theoretical “puzzles” in system theory that may serve as useful topics for discussion between system theorists and IMP researchers. Originality/value Only a handful of papers have touched upon the relationship between system theory and IMP before. This paper combines a narrative, historical analysis of this relationship with developing specific suggestions for using system theory as a vehicle for further advancement of IMP research.

Purpose – The purpose of this paper is to analyse costs and benefits from new collaborations in daily emergency response and to demonstrate how cost-benefit analysis (CBA) can be used for evaluating effects from these kinds of collaborations. Design/methodology/approach – CBA is used to evaluate two collaborations. The cases are: security officers that respond to fire and rescue service (FRS) calls; and home care nurses that assist the FRSs when they respond to urgent medical calls. Interviews, public documents and incident reports have been used as sources of data. Findings – Most costs are relatively straightforward to estimate. More difficult to estimate are the turn-out costs, including the services that cannot be performed when the new actors take on new assignments. One important benefit from these kinds of collaborations is reduced response time. Other benefits include increased situational awareness and improved preventive work in Case 1, as well as improved working conditions for the traditional resources and increased medical competence in Case 2. The analysis indicate that the case with the security officers most likely was socially beneficial, while the case with the home care nurses at the time of the study was not. Originality/value – The authors provide a thorough description and analysis of two interesting new ways of performing daily emergency response. Furthermore, the authors depict how CBA can be used to structure the analysis and evaluation of new initiatives in emergence services and how it can be used for identifying improvement potential. The authors also identify and discuss what is needed in terms of documentation as well as research, for it to be possible to improve the quantitative analysis of these kinds of initiatives.

PurposeThe flexural reinforcement of bridges in-service has been an important research field for a long time. Anchoring steel plate at the bottom of beam is a simple and effective method to improve its bearing capacity. The purpose of this paper is to explore the influence of anchoring steel plates of different thicknesses on the bearing capacity of hollow slab beam and to judge its working status.Design/methodology/approachFirst, static load experiments are carried out on two in-service RC hollow slab beams; meanwhile, nonlinear finite element models are built to study the bearing capacity of them. The nonlinear material and shear slip effect of studs are considered in the models. Second, the finite element models are verified, and the numerical simulation results are in good agreement with the experimental results. Finally, the finite element models are adopted to carry out the research on the influence of different steel plate thicknesses on the flexural bearing capacity and ductility.FindingsWhen steel plates of different thicknesses are adopted to reinforce RC hollow slab beams, the bearing capacity increases with the increase of the steel plate thickness in a certain range. But when the steel plate thickness reaches a certain level, bearing capacity is no longer influenced. The displacement ductility coefficient decreases with the increase of steel plate thickness.Originality/valueBased on experimental study, this paper makes an extrapolation analysis of the bearing capacity of hollow slab beams reinforced with steel plates of different thicknesses through finite element simulation and discusses the influence on ductility. This method not only ensures the accuracy of bearing capacity evaluation but also does not need many samples, which is economical to a certain extent. The research results provide a basis for the reinforcement design of similar bridges.

PurposeDe-escalation training for police has received widespread attention as a method for reducing unnecessary and excessive use of force. There is virtually no research on de-escalation, and as a result, there is little understanding about what it is, what it includes and whether it is effective. The current study compares attitudes about the importance and use of de-escalation among officers who were randomly assigned to participate (or not) in de-escalation training.Design/methodology/approachThe current study draws from a larger randomized controlled trial of de-escalation training in the Tempe, Arizona Police Department (TPD). Approximately 100 officers completed a survey in June–July 2019 and again in June–July 2020. TPD delivered the de-escalation training to half the patrol force in February–March 2020. The authors compare treatment and control officers' attitudes about the importance of specific de-escalation tactics, how often they use those tactics and their sentiments de-escalation training. The authors employ an econometric random-effects model to examine between-group differences post-training while controlling for relevant officer attributes including age, race, sex, prior training and squad-level pretraining attitudes about de-escalation.FindingsTreatment and control officers reported positive perceptions of de-escalation tactics, frequent use of those tactics and favorable attitudes toward de-escalation before and after the training. After receiving the training, treatment officers placed greater importance on compromise, and reported more frequent use of several important tactics including compromise, knowing when to walk away and maintaining officer safety.Originality/valueOnly a few prior studies have has examined whether de-escalation training changes officer attitudes. The results from the current study represent an initial piece of evidence suggesting de-escalation training may lead to greater use of those tactics by officers during encounters with citizens.
