PurposeThe problem of design changes in the construction industry is common worldwide, and the Jordanian market is no exception. The purpose of this paper is to identify the factors causing design changes in construction projects in Jordan in both the public and private sectors. Furthermore, this research will examine the effect of these factors on project's performance during the construction phase.Design/methodology/approachThis research commences by identifying the factors causing design changes in construction projects worldwide through an intensive literature review. The identified factors were then filtered to those applicable to the Jordanian construction market based on the results obtained from a questionnaire survey and real case construction projects. In total, 252 professionals from the Jordanian construction industry and 10 completed and/or ongoing construction projects in different parts of Jordan were compared.FindingsThe results find that the top major factors affecting design changes are owner's requirements; design errors and omissions and value engineering. The research also studies and documents the impacts of design changes on project cost, schedule and quality.Originality/valueThe results obtained from this research will assist the construction professionals representing owners, consultants and contractors in applying control measures to minimize the occurrence of the identified factors causing design changes and to mitigate their sever impacts on projects in terms of cost, schedule and quality.

Purpose – The delivery of construction projects in Malaysia is plagued by time overruns, which turns what should have been successful projects into those incurring additional costs, or money-losing ventures; as well as leading to various other unexpected negative effects and faute de mieux situations. The purpose of this research is to assess those factors leading to time overrun in Malaysian construction projects. The perceptions of public and private sectors, contractors, clients, and consultants are compared relative to a list of factors derived from the review of extant literature in project delay. Design/methodology/approach – The research data were collected through an industry-wide questionnaire survey circulated across the Malaysian construction industry. The research develops a list of 84 time overrun factors. Responses were collected from 49 clients, 51 contractors, and 105 consultants, to explore and analyse the major factors that are responsible for causing time overrun based on sectors (public and private), organisations (clients, contractors and consultants) and professional roles. Findings – Project delays beyond contract dates are predominantly caused by contractors and are usually associated with financial factors. “Cash flow problems faced by the contractors” was found the major factor, which contributed to project delays, whereas “storage on site” was seen as the least significant factor. Practical implications – It is noteworthy that the findings in this research have a regional focus; it is, therefore, suggested that readers from other sections of the world exercise caution in applying the findings. As it is believed that every construction industry has its nature, culture and regulations, these factors can change as a result of such differences. Originality/value – This research provides stakeholders with information on factors, which, if properly understood, can make project delays less likely.

Purpose The Nigerian construction industry is bedeviled with poor project performance and outcomes which value management (VM) could address if applied. The application of VM on Nigerian construction projects is very minimal due to certain obstacles, namely, lack of VM experts, paucity of knowledge on the techniques, etc., which inhibits the adoption into the construction industry. Therefore, this study aims to develop a conceptual framework of the adoption of VM on construction projects in a typical developing economy. Design/methodology/approach This study engaged 15 selected VM experts in two rounds of Delphi survey to develop a conceptual framework of VM adoption. The method of data analysis includes mean score, standard deviation, Kendall’s coefficient of concordance, chi-square (χ2) test, interrater agreement analysis and significant level analysis. The developed conceptual framework was sent to a team of local and international VM experts for validation. Findings This study reveals that the adoption of VM requires the collective effort of relevant stakeholders in the construction industry. The framework developed presents individual and collective activities to be undertaken by the stakeholders. The activities include training, legislation, government-funded research, etc. Thus, the adoption of innovative management methodology like VM requires the collaboration of academics, construction professional bodies and government parastatals. This will assist in the judicious use of limited construction resources and boost the relevance of the Nigerian construction industry among developing nations and in the global construction market. Originality/value This study used the opinions of few construction professionals that can be regarded as VM experts in Nigeria, as against engaging a pool of construction professionals who may not be knowledgeable in VM process. Engaging the few VM experts in the Nigerian construction industry is important to have a valid basis for drawing conclusion, as large questionnaire survey could be possibly filled by inexperienced or unqualified respondents if stringent criteria are not considered at the outset of this study.

PurposeIt is well recognized that the construction industry is characterised by inefficient and ineffective service delivery due to various causative factors. Thus this study aims to examine the influential factors affecting public construction project performance in Ethiopia to improve the industry's service delivery.Design/methodology/approachFrom the extensive literature reviewed, 58 potential factors affecting construction project performance have been compiled. Based on the evidence accumulated, the conceptual model of this paper has been developed. By using survey questionnaires, valuable data were collected from the construction industry professionals in Ethiopia; analysed and interpreted with the use of both SPSS and AMOS software.FindingsIt is concluded that failure factors related to the “performance” of the contractor, the “capability” of the owner, the “project design-procurement process,” and project contract management can significantly contribute to the poor performance of public construction projects in Ethiopia. Ten key factors include inadequate contractor capacity, weak project site management and supervision, weak project management skills and capabilities of the owner, additional work orders, delayed payment, lack of comprehensive project plans between parties and incomplete project design, rising material prices, ineffective project schedules, and cost management, rising market prices and devaluation of the currency.Research limitations/implicationsThe scope of this study confined to public projects in Ethiopia. It suggests that further research needs to consider public and private construction from a comprehensive perspective in the developing countries.Practical implicationsIt provides practitioners with information and guidance on the factors that affect the performance of construction projects.Originality/valueIt provides inclusive evidence related to many factors that affect the performance of public construction projects.

PurposeThe UK construction industry produces up to one third of all waste to landfill. This study aims to identify specific project practices impeding the reduction of waste in construction projects as well as uncovering potential waste solutions throughout the project delivery process. The rationale being that for such a drastic reduction in waste to landfill, holistic and extensive measures would be required.Design/methodology/approachA two‐way methodological approach was used. This comprised qualitative unstructured interviews and a quantitative questionnaire survey of three major stakeholders in the UK construction industry: clients, architects and contractors.FindingsDesign factors remain the major cause of impediments to waste reduction to landfill. Critical impediments include clients making waste prevention a top priority in projects, overly complex designs, waste taking a low priority compared to project time and costs, lack of concerns by designers for buildability, among others. Critical solutions include early supply chain involvement in design process, choosing materials for their durability, early communication of design changes to all parties, longer project programmes and better lead times, among others.Practical implicationsIn all, the target of halving construction waste to landfill based on the 2008 benchmark is achievable but would require construction companies to take it upon themselves to implement the proposed solutions suggested by this study.Originality/valueThe value of this research is to provide UK construction companies with solutions to reduce waste and aid the reaching of the landfill target, as landfill is decreasing as a solution to waste. In addition the cost savings on reducing waste could be crucial for companies in this current economic climate.

Purpose Tender price remains an imperative parameter for clients in deciding whether to invest in a construction project, and it serves as a basis for tender price index (TPI) manipulations. This paper aims to examine the factors affecting tender price in the construction industry. Design/methodology/approach Based on the literature review, nine independent constructs and one dependent construct relating to tender pricing were identified. A structured questionnaire survey was conducted among quantity surveyors in Ghana. Partial least squares structural equation modelling (PLS-SEM) examined the influences of various constructs on tender price development (TPD) and the relationships among TPD and TPI. Findings Results showed that cultural attributes, client attributes, contractor attributes; contract procedures and procurement methods; consultant and design team; external factors and market conditions; project attributes; sustainable and technological attributes; and TPI have a positive influence on tender price, whereas fraudulent attributes exert a negative influence. Practical implications The findings offer construction professionals broader understanding of factors that affect tender pricing. The results may be used in professional decision-making in the pricing of construction projects, as they offer clearer causal relations between how each construct will influence pricing. Originality/value This study adds to the body of construction pricing knowledge by establishing the relationships and degree of influences of various factors on tender price. These findings provide a valuable reference for practitioners.

Purpose The purpose of this paper is to identify, analyse and categorize the major factors affecting lean procurement (LP) in a construction project of a company in India using total interpretive structural modelling (TISM) approach. The readiness factors identified help the managers to recognize the areas that lack, i.e. purchase, stocks and receipts, and provide importance to the successful implementation of LP in those areas. This study further intends to examine the hierarchical interrelationships among the factors identified using dependence and driving power. Design/methodology/approach Ten factors were identified from literature review, and expert opinions were collected from the organization which is in construction phase in India. Scheduled interviews were conducted based on questionnaire survey in the organizations to identify the relevance of the relations among the factors. Matrix impact cross-multiplication applied to classification analysis uses dependence and driving power to understand the hierarchical relationship among the factors identified. Findings Results indicate that supplier selection is the key readiness factor for LP. The manager needs to concentrate more on readiness factors to formulate execution process of LP for the betterment of the construction project undergoing organization in India. The readiness factors help the manager to identify the target area for LP execution. Practical implications This study would be useful for researchers and practitioners to understand the readiness factors before starting the implementation process of LP in construction projects. The managers of companies undergoing construction project can use the outcome of the present study to implement LP in a competent way. Basing the priorities of attention on the ten readiness LP factors in the appropriate order of importance, as suggested by this study, can give project managers a more scientific basis in which to specify the level of attention required for each of the factors to implement readiness in LP. Originality/value The present study identifies the readiness factors related to LP, especially for construction project. None of the researchers have studied readiness factors of LP for organizations undergoing construction projects. This is the first attempt made to analyze the relationship between LP readiness factors and TISM approach in construction project organization.

Purpose – The purpose of this paper is to explore the association between trust and productivity from a subcontractor perspective. More specifically it investigates: the perceived level of trust that currently exists between subcontractors and main contractors; the factors affecting trust at the project level; the relationship between trust and productivity. Design/methodology/approach – An on-line survey was undertaken with of 112 senior construction managers working for tier-1 and tier-2 subcontractors in the Australian construction industry. The survey was based on a combination of validated questions from Lau and Rowlinson’s (2009) interpersonal trust and inter-firm trust in construction projects framework and Cheung et al.’s (2011) framework for a trust inventory in construction contracting. Findings – In contrast to the large number of research projects which have highlighted a lack of trust in the construction industry, the findings show that level of trust that Australian subcontractors have in main contractors is generally high. However, bid shopping is a continuing problem in the Australian construction industry which acts to undermine trust. The findings also provide strong evidence that high levels of trust influence productivity on site by enabling greater collaboration, better communication and greater flexibility, agility and informality in project relationships. Research limitations/implications – This research was undertaken in the Sydney metropolitan area in Australia and within an economic boom. It is quite possible that outside this regional context which tends to dominated by larger construction firms and in an alternative economic context that the results of this research could be quite different. This possibility needs to be investigated further. Practical implications – The results indicate that this relatively healthy level of trust is down to good communication and empathy on the part of main contractors to the subcontractor’s welfare. While the results showed that bid shopping is clearly a continuing problem in the Australian construction industry, subcontractors also felt that their contracts were clearly defined and that they were given sufficient time to innovate on their projects. This suggest that new communications technologies can be used to build trust through the supply chain. Given that much of the construction supply chain is made up of small- to medium-sized businesses, the challenge of diffusing these new technologies into this business environment should be a priority. Social implications – Trust in basis of effective collaboration which has been shown to produce numerous social benefits such as greater equity and justice in business relationships and higher levels of productivity and safety. Originality/value – The originality of this research is in using theories of trust to give subcontractors a greater “voice” in the construction productivity debate.

Purpose – The purpose of this paper was to investigate the factors affecting the claim negotiations in Iranian oil and gas construction projects. The findings of this paper give better understanding of claim negotiations in Iranian oil and gas projects. Design/methodology/approach – The research methodology for this study involved the use of Delphi technique, conducted with non-Iranian stakeholders being involved in Iranian oil and gas construction projects more than five years and determined the major factors, affecting claims negotiations. Subsequently, factors’ weightings were derived using analytic hierarchy process (AHP). Findings – In total, 13 affecting factors identified in three categories of: external, cultural and personal behavioral. Finally, the weights of factors were identified. Research limitations/implications – This research was conducted in the context of Iranian oil and gas projects. This industry has high standards and its employees are well chosen and have frequent in job training. All these affect the organization, working and people’s culture and behavior compared to other sectors of construction business. Therefore, the results of this research are specific to the oil and gas industry. Practical implications – The findings of this paper can be considered as a practical guide for dealing with Iranian counterparts during claims negotiations to ensure amicable settlement. Also, it is useful for Iranian stakeholders to have better understanding of concerns of non-Iranian stakeholders. Originality/value – The paper is the original work of the authors, and to the best of the authors’ knowledge, this paper has for the first time introduced the factors affecting claims negotiations. The findings of this paper provide useful insight into effective claims negotiations of Iranian oil and gas projects.

PurposeThe purpose of this study is to investigate the latent interrelationships of causes and effects of design deficiencies (DDs) and to identify the most crucial ones by considering the interactions among them.Design/methodology/approachFirst, through a comprehensive literature review, the most critical causes of DDs were identified. The review eventuated in a list of 22 causes and 12 effects, which were categorized into six groups. Second, through the rules of system dynamics and the interactions between the causes and effects were modeled and illustrated using causal loop diagrams (CLDs). With the aid of semi-structured interviews with 20 competent experts, the resultant CLDs were also validated. Third, the opinions of 54 experts, who were chosen from the Iranian community of clients and consultants, were solicited concerning the degree of influence which each factor (causes or effects) exerts on others. Finally, the social network analysis (SNA) approach was deployed to analyze and prioritize factors based on the gathered data from experts.FindingsSNA results indicated that factors such as “design firms' staff rework” and “design firms' loss of reputation” are the most central factors affecting DDs. The model results also identified that factors such as “schedule variance”, “workload” and “lack of quality control and supervision during the design phase” have the highest overall impact on DDs. In the end, some recommendations to address major factors and links were also put forward. Overall, more communications between the pair of stakeholder groups and continuous learning from project experiences are believed to be the main strategies.Originality/valueIt is believed that this study has provided a comprehensive understanding of causal mechanisms among factors, which can assist project managers of different parties (clients, contractors and consulting firms) in taking more effective actions to ameliorate the quality of design documents.

Purpose – The purpose of the research discussed in this paper is to ascertain the perception, from the project manager's viewpoint, of factors affecting construction productivity in the State of Queensland, Australia. Design/methodology/approach – The research was conducted by a structured questionnaire that was sent to 89 randomly selected construction project managers in Queensland, Australia. This questionnaire requested background information about the respondents and then sought a score, using a 0-4 Likert scale, from each of them with respect to the importance of 47 factors identified from the literature that were considered likely to affect construction productivity. The factors were stratified into primary factors and secondary factors contributing to three of the primary factors. There were 36 responses. These factors were rated by the respondents and then ranked using a relative importance index approach. Findings – The research evaluated the relative importance of the primary factors with respect to their effect on construction productivity. The 15 highest ranking factors are discussed. Three factors – rework, poor supervisor competency, and incomplete drawings – were ranked as having a strong effect on construction productivity. There was also an analysis of the secondary factors in relation to three of the primary factors. Research limitations/implications – The research focused on the State of Queensland in Australia. It had a response rate of 40 per cent. It provides insight into the factors affecting productivity on construction projects in Australia. Further research to investigate the identified factors in depth, using targeted interviews of expert project management professionals, is currently being undertaken. Practical implications – The construction industry can use the findings in this paper as a basis for improving the productivity of construction projects. Originality/value – This research is original research, which has highlighted a number of key areas of which construction productivity can be improved.
