A developmental view on implementation of quality management concepts

Purpose – The purpose of this paper is to examine the value of a developmental learning view on implementation of quality management (QM) concepts. QM concepts are common in various organizations; some implement them smoothly, others struggle and sometimes even abandon the initiatives. What is then a successful implementation – is it the use a specific QM method as a standard problem solving approach, or is it that learning has occurred during implementation? Design/methodology/approach – The paper is based on an illustrative case study carried out at a hospital in western Sweden. The data have been collected through about 130 hours of participation in project work by the first author and through seven face-to-face interviews of about one hour each. Findings – It is shown that a Design for Six Sigma pilot project with a narrow view on implementation could be regarded as a failure, but it gave rise to much learning and new improved ways of working. Hence, it is argued that a developmental view on implementation can support learning by an emergent and experimental approach to implementation processes. Originality/value – Much research has been done on how to increase the success rate of implementations of QM initiatives, e.g. procedures to follow to reach an outcome where the new way of working is standard procedure. Less research has problematized the implementation process, questioning what a successful outcome of an implementation is.

Purpose This paper aims to explain institutional contradictions in the balanced scorecard (BSC) implementation process between organizations, which successfully implemented BSC. The purpose of this paper is to identify a comprehensive set of potential determinants influencing the successful implementation of BSC. Design/methodology/approach This study is an exploratory investigation into the BSC implementation based on a dialectical perspective. It uses the triangulation of data collection including interviews, documents and surveys. This also includes a comprehensive scrutiny of the relevant literature; a comprehensive analysis of case studies of BSC implementations in four organizations; and interviews and documents evidences that have already implemented or are in the process of implementing BSC. Findings The BSC was successfully implemented in the organizations, when the accounting systems introduced in these organization had already been institutionalized, that is, accepted and used on day-to-day basis. The dialectical perspective postulates that for change to become institutionalized in the organization, it needs to overcome the problem of embedded agency. This process of change is possible due to the accumulation of institutional contradiction that enables human praxis to introduce change (Seo and Creed, 2002). Research limitations/implications There is a need to empirically test and refine the proposed factors and explore relationships among the various variables by collecting data from organizations that have already implemented BSC. Practical implications The findings of this study are important and relevant to all the different-sized organizations in the different sectors and industries. This study also makes a significant contribution to society in general. Originality/value This paper contributes to the literature on organizational and accounting change that emphasis the crucial role that institutional contradiction plays in the process of BSC implementation. The findings of this study will help management in making crucial decisions and in resource allocations that are required to make the BSC implementation a success.

Purpose The purpose of this paper is to examine how peer coaching was introduced in one school in Egypt and to identify barriers and opportunities for successful implementation. Design/methodology/approach The methodology included semi-structured interviews with eight teachers, participant observation of their classes and meetings, and three focus group meetings with teachers and school administrators. Findings Ladyshewsky’s (2017) five key aspects of peer coaching are considered in the findings: establishing peer partners, building trust between the partners, identifying specific areas to target for learning, training on non-evaluative questions and feedback, and supporting each other as new ideas are attempted. Each aspect of these is reviewed in light of the implementation process in the school. Practical implications The study provides practical suggestions for teachers and school administrators that include considerations for implementation. Numerous connections are made to research on peer coaching that is relevant to the implementation of peer coaching in schools in Egypt and other countries in the Global South. Originality/value The study provides an examination of the implementation of peer coaching in a school in Egypt. Thus, it contributes to the limited literature on peer coaching in the Global South. The discussion and conclusion sections consider further questions and research opportunities for effective practices in peer coaching in international contexts.

Purpose – The purpose of this paper is to develop a total quality management (TQM) model for healthcare organisations and validate it using a sample of Iranian healthcare organisations. Design/methodology/approach – A validated questionnaire was used to collect data from all healthcare organisations that implemented TQM in Isfahan province, Iran. Findings – Using the proposed model, TQM implementation was measured in healthcare organisations. The level of TQM success in Isfahan healthcare organisations was medium. The highest score was achieved in the dimension of “customer management”, followed by “leadership” and “employee management”. Employee management, information management, customer management, process management and leadership had the most positive effect on TQM success. Using a series of quality management techniques had “synergistic” effect on TQM success. Practical implications – Top management support, effective management of human resources, full involvement of the entire workforce including physicians, education and training, team working, continuous improvement, a corporate quality culture, customer focus and using a combination of management techniques under a quality management system are necessary for TQM successful implementation. Originality/value – A healthcare context-specific model of TQM was developed and tested and suggestions were provided for its successful implementation.

Purpose – The purpose of this paper is to discuss the effect of the ISO 9001 quality management system on customer satisfaction and show an application of an analytic hierarchy process (AHP)-based method for measuring the customer satisfaction index (CSI). This will be useful to anyone who wants to have an ISO 9001 quality management system in his or her organization. Design/methodology/approach – This paper describes an ISO 9001 quality management implementation process based on ISO 9001 requirements, and uses the AHP method for weighting effective criteria on customer satisfaction. All data were obtained via questionnaires and assessed with EXPERT CHOICE 11 software. Findings – According to the results of the weighting, the factors influencing the satisfaction of a kitchen worktops customer, price and sales terms of this product has a significant impact on customer satisfaction and, in competitive conditions, this criterion has a determining role in the creation of utility for customers. ISO 9001 quality management system has been able to increase the CSI within an 11-month period of study. Originality/value – This paper is the first to use the AHP method with a new approach in a case study, offering a complete, comprehensive method for assessing customer implications.

Purpose – The construction industry has been one of the most important industries for the development of the Palestinian infrastructure and economy. Total quality management (TQM) is considered one of the most important approaches to the success of construction industry. The purpose of this paper is to determine the success factors necessary for the implementation of TQM at various phases of project planning, design and construction in the Gaza Strip. Design/methodology/approach – A computer model was developed to assess the current strengths and weaknesses of each component of the construction industry, such as owner, consultant and contractor, regarding their use of quality management methodologies. Findings – The research determined a total of eight major factors and 81 sub-factors. It was identified that seven critical success factors with 38 significant sub-factors were required for the successful implementation of TQM in Gaza Strip construction organizations. Originality/value – An original assessment of the importance of TQM in the construction industry in Palestine. The computer model shows the strengths and weaknesses of stakeholders within the industry.

Purpose Upcoming as well as mature industries are facing pressure as regards successfully managing operational excellence, and, at the same time, driving and managing innovation. Quality management concepts and practices’ ability to tackle this challenge have been questioned. It has even been suggested that there is a need to provide and promote an updated/changed, and even re-branded, version of Total Quality Management, merging quality management (QM) and innovation management (IM). Can such a shift then actually be spotted? The purpose of this paper is to explore and see if there are any signs suggesting that QM and IM actually are about to merge. Design/methodology/approach The study is based on literature reviews, document studies and interviews. Findings The paper highlights three signs indicating that QM and IM indeed are approaching each other, and that it is a movement driven from both sectors, e.g., in the work with new ISO-standards and the Toyota Kata framework. Originality/value The indicated development has fundamental and extensive practical implications. It will for example have to be followed by a similar merging of the two fields in the educational system, and in the competences of future managers.

PurposeThe purpose of this paper is to present a model for building information modelling (BIM) implementation at small and medium-sized construction contractor organisations (SMOs). The proposed BIM adoption model assesses BIM implementation benefits, costs and challenges faced by SMOs. Correlation between BIM adoption in SMOs and the associated impacting factors, including knowledge support and BIM adoption motivation, is captured through the model.Design/methodology/approachA literature review of BIM adoption in construction was first presented. Research data, collected from 80 SMOs in Australia through a conducted survey, are then analysed. Descriptive analysis and structural equation modelling were used to investigate SMOs’ understanding of BIM, and to qualify the correlations among the proposed latent variables impacting BIM implementation at SMOs, respectively. Additionally, this study usedχ2test to compare differences between BIM users and non-BIM users regarding BIM understanding, interested applications and attitudes towards implementation benefits and challenges.FindingsPotential benefits associated with BIM implementation are a major motivation factor when it comes to BIM adoption at SMOs. In addition, existing staff’s capability in using BIM tools positively affects the establishment of an organisational knowledge-support system, which determines the decision of adopting BIM eventually. Ultimately, there is a need for further emphasis on staff engagement in the implementation process.Research limitations/implicationsThe results presented in this paper are applicable to SMOs in the building sector of construction. BIM implementation at organisations involved in non-building activities, including civil works and infrastructure, needs to be assessed in the future.Practical implicationsThe results indicate that rather than placing the focus mainly on benefits of BIM implementation, successful implementation of BIM in practice requires adequate effort to assess implementation problems, establish knowledge support and engage staff in using BIM.Originality/valueResults of this study provide an insight into the adoption challenges of BIM in SMOs, given that the focus of previous studies has been mostly placed on BIM adoption in architectural firms and large contractors.

Purpose Drawing from the extant literature on sensemaking theory, the purpose of this paper is to understand how physicians view health information exchange (HIE) implementation and how their stories frame the situation. Design/methodology/approach This paper utilizes content analysis with sensemaking theory as a theoretical lens to analyze physicians’ interviews. Findings The stories within this study draw attention to how sensemaking might impact the HIE implementation process. The findings demonstrated four well-defined manifest themes specific to sensemaking: bracketing, enactment, social and identity construction. There were sub-themes that cut across major themes: financial implications, practice changes and impact on professional reputation. The data demonstrated that each participant singled out items or events specific to the HIE change process in order to make sense of the change as an entirety. Originality/value No other study has applied sensemaking in an effort to gain insight into the ways physicians view the HIE process. Therefore, this study offers a unique perspective which might provide a framework through which to understand the possible barriers to successful implementation of HIE from a physician.

Purpose This paper aims to explore the problematic of public policies and leadership challenges for socio-economic transformation in South Africa. The paper illustrates that policies and laws of socio-economic reform have been introduced in democratic South Africa. However, socio-economic transformation remains a challenge. Lack of trust in the leadership relationships amongst political and economic agents is pointed as a contributing factor. Hence, LE emerges as a leadership strategy to help mitigate the problem. Design/methodology/approach The paper starts by presenting the current economic situation of South Africa touching on some important economic indicators to illustrate the consequences of poor leadership in public policy implementation process. The paper then analyses the leadership challenges to drive socio-economic reforms that have been introduced in South Africa since the end of apartheid with focus on the current National Development Plan. Lack of trust in leadership is identified as a problematic factor and leadership ethos (LE) emerges as a leadership strategy to enable the building of trust in leadership for the purpose of a successful implementation of public policies. Findings Lack of trust in leadership is identified as a problematic factor contributing in the absence of cooperation and collaboration in the leadership relationship amongst public servants (from up to bottom) and citizens for the purpose of successful implementation of public policies. Hence, there is need for a new leadership paradigm that would enable the building of trust in these leadership relationships. LE emerges as such a leadership strategy. Practical implications The paper calls for an exploration into the understanding and practice of LE and its inherent critical success factors (CSFs) considered as a leadership strategy that can help drive particularly public policies implementation process. LE intends to promote moral leadership that helps public servants to build good character and thus the will to do the right thing, and mutually trusting relationship is a CSF of LE. Therefore LE enables build the much needed trust in leadership relationships for a successful organisational leadership and management. Originality/value This paper provides significant implications by identifying lack of trust as a problematic factor in the leadership relationships amongst political and economic agents in South Africa, contributing thus in the poor implementation of public policies. LE emerges as a leadership strategy that would help mitigate the problem by enabling the building, the maintenance and restoration of trust in organisational and or institutional management for a successful public policy implementation process.

To survive in a highly-competitive higher education sector, institutions of higher learning are focusing on quality management principles. Therefore, a strong need emerges for a deeper understanding of quality management. Despite a substantial, growing interest from scholars, policymakers, and educationalists in quality management as a common phenomenon in higher education, many obstacles remain in the implementation process. This chapter captures the worldwide quality issues and a controversy related to implementation of quality management in higher education, identifies the barriers for successful implementation of quality management in higher education, reviews the key barriers that deter the efforts to effectively execute quality management in higher education so that quality management strategies can be formulated by the top management and policymakers accordingly, and presents directions for future research.
