Locating Central and Eastern European emerging welfare regimes: is the youth welfare citizenship typology useful?

PurposeThe authors’ aim is to establish the variance of youth welfare citizenship regimes in Central and Eastern Europe (CEE) and to revisit the applicability of the regime approach to the emerging welfare regimes (EWRs).Design/methodology/approachThe empirical analysis follows the descriptive case study strategy aiming to discover diversity of youth welfare citizenship patterns. The case selection is made within the CEE country group, which includes countries in Central Europe, the Baltics, Eastern Europe and Southeast Europe, all sharing the communist past. The subdivision of these countries in reference to the welfare states can be made via the European Union (EU) membership based on the assumption that EU social policy frameworks and recommendations have an important effect on domestic policies. We included countries which are in the EU, i.e., with a similar political and economic transition path. There were three waves of accession to the EU in CEE countries. In the first wave (2004), all the Baltic countries, Czech Republic, Slovakia, Poland, Hungary and Slovenia joined. In the second wave (2007), Romania and Bulgaria joined. Finally, Croatia joined the EU in 2013. Altogether 11 CEE countries are the EU members today, the remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. So, in terms of casing strategy these six countries can be named as emerging welfare regimes (EWRs) evolving transformations across different public policy areas. Handpicking of six countries out of 11 relies on the assumption that the Anglo-Saxon welfare system characteristics are more evident in the Baltic countries (Aidukaite, 2019; Aidukaite et al., 2020; Ainsaar et al., 2020; Rajevska and Rajevska, 2020) and Slovenia, while in Bulgaria and Croatia certain outcomes reflect the Bismarckian principles of social security (Hrast and Rakar, 2020; Stoilova and Krasteva, 2020; Dobrotić, 2020). This brings important variety into our analysis logic. Last but not least, we juxtapose six CEE EWR countries under analysis with six mature welfare regime countries representing different welfare regime types. Those mature welfare regime countries (Finland, Sweden, France, Germany, Italy, UK) are not an explicit object of the study but help to put analysed CEE EWR cases into larger context and thus, reflect upon theoretical claims of the welfare regime literature.FindingsThe authors can confirm that the EWR countries can be rather well explained by the welfare citizenship typology and complement the existing knowledge on youth welfare regime typology clusters in the Western Europe. Estonia is clustered close to the Nordic countries, whereas Latvia, Lithuania, Croatia and Slovenia are close to the Bismarckian welfare model despite rather flexible, non-restricted educational path, universal child and student support. Bulgaria is an outlier; however, it is clustered together with mature Mediterranean welfare regimes. Former intact welfare regime clusters are becoming more diverse. The authors’ findings confirm that there is no any intact cluster of the “post-communist” welfare regime and Eastern European countries are today “on move”.Research limitations/implicationsAltogether 11 CEE countries are the EU members today. The remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. At least one CEE country was chosen based on existing theoretical knowledge on the welfare regime typology (Anglo Saxon, Beveridgean, Bismarckian) for the Post-communist country groups.Practical implicationsIn the social citizenship dimension we dropped social assistance schemes and tax-relief indices and included poverty risk and housing measures. Youth poverty together with housing showed rather clear distinction between familialized and individualised countries and thus, made the typology stronger. In the economic dimension the preliminary picture was much fuzzier, mainly due to the comprehensive education in the region and intervention of the EU in domestic ALMPs (and VET) reforms. The authors added a new indicator (pro-youth orientation of ALMP) in order better to capture youth-sensitivity of policy.Social implicationsThe authors included a working poverty measure (in-work poverty rate) in order to reflect labour market insecurity as an increasing concern. Yet, the analysis results were still mixed and new indicators did not help locating the regime types.Originality/valueIn order to improve the validity of the youth welfare citizenship regime economic dimension, Chevalier's (2020) model may also be worth revisiting. The authors argue that this dichotomy is not sufficient, because inclusive type can have orientation towards general skills or occupational skills (i.e. monitored or enabling citizenship clusters), which is currently ignored. Chevalier (2020) furthermore associates inclusive economic citizenship with “coordinated market economies” (referring to Hall and Soskice, 2001), which seems hardly hold validity in the Nordic and at least some CEE countries.

Subject Recent sluggish growth rates in Estonia. Significance Estonia has traditionally been the wealthiest of the three Baltic countries, but now Lithuania has caught up with it in terms of per capita GDP. The Estonian economy has grown more slowly than those of the other two Baltic states, in particular because of lacklustre productivity growth. Impacts Despite continuing emigration, the Latvian and Lithuanian economies are forecast to grow more vigorously than Estonia's in the coming years. Unit labour costs will continue to rise in Estonia, as wage growth exceeds productivity growth. Slower growth in the Baltic states will still exceed the EU average, allowing catch-up with more affluent countries. Firms and households may have learned their lesson regarding very rapid debt growth, judging by the Baltics' very small external imbalances.

Purpose In the context of falling demand for higher education and, in particular, doctoral studies, it is important to understand how to attract new students. The purpose of this paper is to present an analysis of the decision-making process the PhD students of Baltic universities followed when choosing whether to continue their education at doctoral level and in which institution to do it. Design/methodology/approach It uses the data gathered in 2014 from all major Baltic universities providing access to higher education at doctoral level. Findings At macro-level, the three Baltic countries (Estonia, Latvia and Lithuania) are rather different in the supply of doctoral programmes and the level and dynamics of the popularity of doctoral-level studies in the population. Besides, strong country-specific effects on the goals students pursued when they enrolled in a doctoral programme and the information about the university or the programme they found useful are observed at micro-level. The main result is related to systematic differences in the perceptions students have about the benefits they will get from a doctoral degree across the current (at doctoral level) and previous (at Bachelor’s and Master’s levels) fields of study, as well as depending on labour-market experience and family and social circle. Practical implications These findings suggest that Baltic higher education institutions should employ different marketing communication strategies when attracting new doctoral students, depending on the field of study and the country they operate in. Originality/value This is the first comprehensive study on the motivation of enrolment at doctoral level in the Baltic countries. It gives the management of Baltic universities a general picture of the motivation to get a PhD degree and factors affecting the choice of university, which can be readily incorporated into universities’ strategy.


Subject Prospects for Central-Eastern Europe in 2017. Significance In the absence of robust business confidence, Central Europe and the Baltic states (CEB) will implement short-term monetary and fiscal policies to support growth; GDP growth will suffer from global market vicissitudes and rising political tensions in key trading partners inside and outside the EU. The crisis in the EU will continue to bear down on South-Eastern Europe (SEE), bringing an effective end to the policy of enlargement.


Subject Survey evidence on Baltic Russophones’ attitudes to the EU and NATO. Significance Russia’s involvement in Ukraine and the 2016 US elections have raised concerns that it may attempt to sow divisions in the Baltic states between those who speak Russian as their first language and other linguistic communities, to shift the former to a more pro-Moscow position. Impacts Significant Russian-speaking minorities will shape how the Baltic states are perceived abroad, including by Russia itself. NATO units being rotated through the Baltics would be well advised to treat Russophones correctly, to help alleviate suspicions. The Centre Party’s participation in government in Estonia brings Russophones into national politics.


Significance The United States has stationed 600 paratroopers in the Baltic countries and will defend their airspace for the duration of the Zapad-2017 exercise in a bid to reassure NATO allies of Washington’s commitment to their security. Longer term, Washington's European Deterrence Initiative (EDI) is paying for a forward presence of additional US forces in Europe, construction of additional infrastructure and upgrades to existing facilities. Impacts The US military will seek to conclude detailed hosting agreements with Eastern European NATO countries. Poland and South Korea are likely candidates for an expanded permanent US forward presence. Repeated US congressional budget standoffs will worry allies awaiting longer-term infrastructure projects. Stationing US tactical nuclear weapons on NATO’s eastern borders would be more provocative to Moscow than EDI-funded rotations. Replacing incompatible cross-border railway gauges between the Baltic states and Poland will take over a decade.

Purpose This paper aims to review female entrepreneurship in a (post) transition context, analysing its almost three-decade development in Latvia, Lithuania and Estonia. Little research has focussed to date on female entrepreneurship in the Baltic countries. Using an institutional perspective, this paper aims to explain the unique interplay of formal and informal contexts that have shaped the development of female entrepreneurship in (post-) transition contexts. Design/methodology/approach This paper is based on an institutional reading and analysis of secondary data: statistical data, international reports and previous studies on female entrepreneurs. Findings There are more than 130,000 female entrepreneurs in the Baltic countries who share many common features and challenges. While the formal entrepreneurship environment is considered to be very developed in the Baltic countries, women are under-represented among the population of entrepreneurs, and there is gender-based sectoral segregation of female entrepreneurs in Estonia, Latvia and Lithuania. This indicates a need to recognise the diversity of patterns in entrepreneurial development, reflecting different inheritances from the Soviet past and the inertial character of some informal institutions, not to mention the differences in the pace of change during the transition period following the Soviet era. Practical implications This research can be used for academics, professionals, researchers and policymakers working in the fields of small business and entrepreneurship. Its data can furthermore be used to develop evidence-based policy and actions that would foster the participation of women in entrepreneurship in Baltic countries. Originality/value So far, little research has focussed on female entrepreneurship in the Baltic countries. The paper attempts to investigate that Baltic countries with their history of emphasis on gender equality on one hand and the award-winning business and entrepreneurship system on the other hand demonstrate relatively low levels of women’s entrepreneurship. This paper aims to contribute to the field of entrepreneurship, illustrating how entrepreneurship is linked to its social context.

PurposeThis paper examines India’s tryst with welfare/dis-fare with a specific focus on Modi Sarkar's (2014–2019) dirigiste style reforms. In the welfare regime research, Esping-Andersen (1990) classified advanced economies into three ideal-types of liberal, conservative-corporatist and social-democratic welfare states by government-led welfare provisions and levels of decommodification. The classical typology discussions include countries such as India which is classified as informal-insecurity regime due to a large informal economy with no social security for workers. Based on theoretical standpoints of the political economy of welfare states, comparative historical institutionalism and critical junctures this article examines Modifare has expanded formal welfare to its citizens.Design/methodology/approachThe article uses crisp-set analysis to examine the social policy developments under Modi's regime in India.FindingsThis paper examines if the centre-right Modi government did bring about a radical departure from UPA I and II lacklustre welfare approach to the more strategic use of welfare reforms as a political weapon on a national scale. It concludes that Modi-fare falls short in being transformatory.Originality/valueThe article is an original contribution to the field of comparative welfare regimes.

The article studies the compliance of democracy of the Baltic States with the principle of tolerance. The study demonstrated specific social phobias (xenophobia, migrant phobia, homophobia, islamophobia, romaphobia, etc.), hate speech and other destructive trends in the Baltic countries that contradict values of liberal democracy. The authors argue that Baltic States face similar challenges of strengthening the principle of tolerance as well as how they differ in intolerance manifestations and mechanisms of their prevention and counteraction. In the Baltic States, issues related to promotion of tolerance are claimed to be common at two levels: at the institutional level (countries do not fulfil some of the EU guidelines aimed at enhancing the principle of tolerance); at the value level (population does not accept completely liberal-democratic values that the EU advocates).

The article deals with the problems of Kaliningrad Oblast which are very important taking into account the expansion of the EU. Many specialists continue to develop the myth of Kaliningrad as a poor region. However the scrupulous analysis shows that Kalinigrad is a well developed region comparing not only with Russian regions, but also with the Baltic countries and Poland. Moreover this region has developed since 1990 specific resources and assets and after 1999 has been enjoying high economic performance.
