European social models in times of crisis: Sapir’s contribution reviewed

Purpose The purpose of this paper is to show evidence of the divergence of welfare outcomes in the European Union (EU) during the economic crisis, which made the European social model fail, and the convergence among European countries halt. This study reviews Sapir’s model for classifying European welfare state systems and adapts it to the new reality, taking into account Europe 2020 targets on poverty reduction and employment growth. Design/methodology/approach Two variables are used in the application of Sapir’s graphical analysis to European social models: the employment rate as efficiency indicator, and the people At Risk Of Poverty and/or Exclusion rate as equity indicator. Both efficiency and equity are present in Europe 2020 targets. In addition, a cluster analysis is applied. Findings The division of EU member states into four geopolitical social models has proved to be dynamic, changing in the period under analysis. As a consequence of the economic crisis and the fiscal consolidation, efficiency and equity levels across the EU are polarised between the Mediterranean and the Nordic models. Originality/value This paper shows the effects of the economic crisis in the EU, analysing the evolution between 2008 and 2014, and incorporating Eastern Europe new member states into the analysis.

Purpose The experience of most European Union (EU) Member States has demonstrated effective anti-corruption practices, making the EU one of the leaders in this field, which can be used as an example to learn from in the field of anti-corruption. The purpose of this study is to analyze and identify the main features of anti-corruption legislation and strategies to prevent corruption at the national and supranational levels of the EU. Design/methodology/approach The following methods were used in the work: discourse and content analysis, method of system analysis, method of induction and deduction, historical-legal method, formal-legal method, comparative-legal method and others. Using the historical and legal method, the evolution of the formation of anti-corruption regulation at the supranational level was revealed. The comparative law method helped to compare the practices of the Member States of the EU in the field of anti-corruption regulation. The formal-legal method is used for generalization, classification and systematization of research results, as well as for the correct presentation of these results. Findings The main results, prospects for further research and the value of the material. The paper offers a critical review of key EU legal instruments on corruption, from the first initiatives taken in the mid-1990s to recent years. Originality/value In addition, the article analyzes the relevant anti-corruption legislation in the EU member states that are in the top 10 countries with the lowest level of corruption, namely: Denmark, Finland, Sweden, the Netherlands, Germany and Luxembourg.

Purpose The purpose of the paper is to provide estimation results for feasibility of renewable energy source (RES) deployment in Turkey, the Western Balkans and North Africa. From these results, the potential for cooperation in renewables production between the countries and the European Union (EU) is assessed and evaluated, in a mid- (2030) and long-term (up to 2040) perspective. Design/methodology/approach The authors focus on the quantitative assessments undertaken on the extent to which RES cooperation can create mutual benefits, identifying costs and benefits for both sides, but in particular with respect to RES target achievement (2020 and 2030) at EU level. The potentials for RES generation in Turkey, North Africa and the Western Balkans are calculated under different policy pathways, taking into account different levels of economic and non-economic barriers that could occur. Findings Overall, the authors found that increasing RES deployment in the three analysed regions and initiating or intensifying cooperation with EU28 Member States leads to mutual benefits. Concretely, these benefits become apparent in terms of the EU Member States importing renewable energy sources for electricity with a good resource quality and adding on to their targets for RES deployment. At the same time, substantial savings occur for the EU, in turn leading to income and investments in the cooperating regions. Originality/value The assessment underlying this paper is the first of its kind to the authors’ knowledge that opens up the geographical spread in comparison to merely assessing cooperation between Europe and the Middle East and North Africa. Furthermore, the multitude of policy parameters analysed provides detailed and robust insights concerning a broad variety of different possible scenarios.

European labor law as a supranational law of the member states of the European Union is interesting to consider its "pros" and "cons", which should be taken into account when reforming Ukrainian labor legislation. The article studies the main provisions of European labor law and the dynamics of changes in European labor law. Ukrainian labor law is national, European labor law is supranational in nature and is binding on any EU member state. The competence of the EU is delimited from the competence of the Member States, the principles of subsidiarity and proportionality are applied. The EU can only act within the limits agreed by the Member States. Labor law at the national level is formed independently by the state, the EU complements national legislation, primarily on the health of workers, working conditions, protection of workers in dismissal. Initially, European labor law was conceived as one of the tools for creating a common market that promotes gradual unification, dictated by economic integration and the political context. Then the European social model began to develop through the harmonization of national legislation to which the social partners are "tied". The process is carried out through the consolidation of fundamental social rights at the EU level, as well as through the use of flexible methods aimed at the approximation of national laws. EU labor law, like Ukrainian labor law, complies with all the basic principles and provisions of international labor law. To date, Ukraine has ratified 70 The International Labor Organization (ILO) conventions. Acts of EU law have supremacy over national law. Even if a state does not bring national legislation into line with the directive, its violation can be challenged in an EU court. Judges of national courts are in some cases directly required to seek interpretation of European law in the European Court of Justice in Luxembourg. In the article we consider the legal regulation of major issues in the field of labor: labor protection, an employment contract, working hours, leisure time, wages, protection of personal data of employees and social partnership.

In the current economic and social crisis affecting Europe, dialogue is of great importance. The reaction of the EU to the present situation is evident from various discussions and documents. Following the ambitious Lisbon Strategy, a document created during a period of economic growth for most of the Member States, we now have before us the Europe 2020 Strategy. In this article, the author explores the contents of this strategy in light of the implementation of its goals of multilevel governance.

Purpose – The purpose of this study is to assess how the recent financial and economic crisis has affected European Union (EU) member states’ ability to attract intellectual capital. The issue was found to be relevant, as one of the key elements of competitiveness today is the ability to attract intellectual capital and the question how the recent financial and economic crisis has changed this ability of EU member states can be asked. The question is relevant in relation to the diversity of effects that the crisis had on EU member states, including, the different levels of real economy adjustment constraints. Design/methodology/approach – The concept of competitiveness applied by the World Economic Forum (WEF) in constructing the Global Competitiveness Index (GCI) was used. Based on selected WEF GCI sub-indicators and the WEF’s methodology, we a new index named “Ability to attract intellectual capital” was generated. EU member states’ performance was compared along this indicator for the 2007-2008 (pre-crisis) and the 2013-2014 (post-crisis) periods. In this way, EU member states can be ranked before and after the crisis; their performance can be compared in the two periods, relatively to each other, and in relation to their performance along other relevant indices. Findings – The findings show interesting results. First, many peripheral EU member states, deeply affected by the crisis, could considerably improve their relative positions between 2007 and 2013. Second, the Central and Eastern Europe (CEE) countries show a rather mixed picture, drawing up rather different individual development paths. Third, the advancements in some countries do not imply that overall convergence is proceeding in the EU. Nevertheless, some countries have not wasted the “good” crisis to take those steps of structural reform. Research limitations/implications – Because we only look at two time periods (pre-and post-crisis), the authors are not able to describe the processes that were going on in the EU member states during the years of the crisis; the results can only show the difference between the two periods. Furthermore, there may be other methodological approaches to countries’ abilities to attract intellectual capital that may bring results different from this study’s results. For the countries who, according to our investigations, could improve these abilities, enhanced competitiveness is likely to occur in a few years’ time. Practical implications – For those countries aiming at improving their abilities to attract intellectual capital, or for EU policy design, this research may provide useful results. Moreover, not only this study’s results but also the methodology can be used by others, for other purposes: to compare different years, different sets of countries included in the WEF GCI or even along different dimensions. Social implications – This study’s research findings, the authors believe, will help EU member states and the EU as a whole in getting to know their abilities to attract intellectual capital better. In the introductory part of this paper, the aim was also to collect arguments from the economic theory to explain why such abilities are crucial for future competitiveness of countries. Originality/value – The methodology that was used is the adoption of WEF methodology, and the data are from the WEF GCI dataset. However, to the authors’s knowledge, no other research work has applied this methodology on this set of WEF GCI sub-indicators, with such purposes as to compare EU member states’ abilities to attract intellectual capital before and after the crisis.

Purpose This study aims to empirically assess the standardization of using voluntary ex ante transparency notices to announce the awards of noncompetitive large-value contracts. Design/methodology/approach Based on open data published in the Official Journal of the European Union, a pooled cross-sectional research design is used to determine the level of standardized use of noncompetitive contracting by member states. Findings Findings suggest little evidence of standardization when publicizing direct contract awards, which might warrant remedial measures for promoting standardization by the EU. Moreover, France was found to be a major outlier in the prevalence of using non-competitive direct contract awards procedures. Social implications Maintenance of the European Union is predicated on free, transparent and open competition among member states, and this can only be maintained if each member state transposes EU standards into their national laws. Originality/value Findings suggest little evidence of standardization when publicizing direct contract awards, which might warrant additional remedial measures promoting consistency across the EU. Purpose The purpose of this paper is to investigate the developmental status of the Member States of the European Union (EU) in the wake of the global financial crisis. Design/methodology/approach The paper considers the three elements in pairs, i.e. development and the EU, development and the financial crisis, and the EU and the financial crisis, and synthesises these by answering the questions propounded in the introduction. A sustainable development index is constructed for all 28 Member States of the EU. In the next section, the association between the financial crisis and sustainable development is considered for four non-European developing countries, using correlation analysis. Following this, the construction of the EU’s regulatory framework in the wake of the financial crisis is summarised. Findings Member States who did not have the status of advanced economies on joining the EU have closed the development gap on their neighbours. Of the four non-European countries, the financial crisis is not a major factor in the sustainable development of three of them. Post-crisis legislative reforms within the EU are comprehensive. Nonetheless, a long-term perspective must be taken to effectively address the issues that underlie development, within the EU and beyond. Research limitations/implications The sustainable development index incorporates most, but not all, of the World Bank’s sustainable development goals. Countries omit to supply data to the World Bank, so figures need to be estimated. Regression analysis is avoided, because of the variable measurement problems therein. Therefore, no claims are made as to causation. All arithmetic workings are shown. Originality/value The paper integrates three concepts, which is a new research.

Since 2010, the European Union countries have been implementing the objectives of the Europe 2020 Strategy aimed at smart, sustainable, and inclusive growth. The Strategy formulates nine indicators that are systematically monitored and assessed. Not all the indicators of the Europe 2020 Strategy could be used in the analysis in a direct way. Due to the limited availability and comparability of statistical data, this problem is presented in detail in part 2 of the article. The assessment of the achievement level of the Europe 2020 Strategy targets, both at the level of the entire European Union (the EU-level targets approach) and its individual Member States (the national-level targets approach) is the primary research purpose of the study. The composite index proposed and constructed on the basis of a dynamic relative taxonomy was used in the conducted research to present the diversified distance of the individual European Union countries in relation to the EU-level targets as well as the national-level targets of the Europe 2020 Strategy. The research methodology allows conducting the analysis taking into account the missing data. Most methods of ordering objects based on aggregate measures are compensatory in nature. This problem was significantly reduced by taking into account the geometric mean in the construction of the aggregate measure. The research findings revealed that in the years 2010–2019 an ongoing improvement in the implementation of both the EU and the national targets of the Europe 2020 Strategy was observed. In addition, the differences existing between the European Union Member States were reduced. However, none of the countries achieved the EU-level targets. Their highest implementation level was recorded in Denmark, Sweden, Austria, and Finland. The achievement level of the strategic goals regarding the national-level targets was influenced by the choice of one of the two approaches indicated in the study and adopted by the individual EU Member States in determining the set target values of the indicators, i.e., either prudential or optimistic.

PurposeThe Green Deal strategy of the European Union (EU) as well as the increasing concerns over resource scarcity worldwide has put forward such concepts as the circular economy. This paper seeks to compare the progress of the development of the circular economy across the EU Member States. Such analysis is helpful in guiding the circular economy support policies.Design/methodology/approachThis paper develops a quantitative framework for analysis of the implementation of the circular economy objectives in the EU Member States. The framework proposed includes three multi-criteria decision making methods representing reference point and outranking approaches. The use of multiple methods allows exploiting the differences in the underlying aggregation principles.FindingsGermany, Sweden and the Netherlands appear as the most advanced in the sense of circular economy development. The results indicate that the water-locked small countries and the new EU Member States are among the lowest performing ones. The flows of the waste need to be monitored more tightly in order to increase the circularity. The development of recycling facilities can also increase circularity irrespectively of the economic development level (e.g. the case of Bulgaria).Originality/valueThe paper contributes to the discussion regarding the circular economy by proposing an indicator system and the multi-criteria analysis framework. The proposed indicator system covers input use (circularity), trade flows and recycling processes. The proposed framework can be applied to track the progress of different countries in implementing the targets of the circular economy.

Abstract The present special issue of Perspectives on Federalism reflects on the nature and characteristics of solidarity within a supranational context, it explains what solidarity has meant so far in the EU, how much solidarity we had during the crisis, what type of solidarity is needed and how to build it. It focuses on the new economic governance and its solidarity mechanisms during and after the economic crisis but tackles other related fields such as its impact on services of general economic interest or the European budget, as well as other areas where solidarity is also discussed such as the free movement of persons. This monographic issue has its origin in the International Conference “Solidarity in Hard Times. Solidarity and the European Social Model in times of economic crisis” organized by the University Institute for European Studies (IDEE) on 11-12 June 2015 in Madrid, within the Jean Monnet Network MoreEU (“More Europe to overcome the crisis”).
