PurposeThis study investigates whether higher catch rates near a marine protected area (MPA), and/or in other fishing areas within a choice set, attract more fishers. A survey conducted in the fishing grounds near an MPA located in south east of Mauritius in the Indian Ocean shows concentration of fishers in regions with lower catch rates. This contrasts with the predictions of the “fishing the line” hypothesis and the ideal free distribution (IFD) that fishers are likely to be attracted near the MPA with higher resource abundance.Design/methodology/approachUsing the random utility model as the framework and the random parameter logit (RPL) model, the study attempts to explain spatial behaviour of fishers. Expected catch and catch variability are modelled using the Just and Pope (JP) production function. The study also estimates effort elasticities with respect to expected catch and catch variability and simulates the relocation of effort from area closure.FindingsThe paper concludes that higher catch does attract fishers but is a partial and very restrictive explanation of fishers' behaviour. The “fishing the line” hypothesis does hold to some extent, but it should not be taken for granted that rising catch rates in adjacent waters will increase fishing pressure. The paper concludes that factors such as catch variability, distance from homeport to fishing ground, potential physical risk and attitudes towards risk of fishers affect spatial behaviour of fishers and should be considered for the placement and size of MPAs. The study also finds that the responsiveness of effort to catch rates is lowest in areas which are already heavily fished and easily accessible.Practical implicationsThe identification of fishing areas as complements (when fishing in one area increases fishing effort in another) and substitutes is valuable information for determining the placement and size of an MPA. A larger reserve is likely to have more displacement effect in this case than a smaller one. Therefore, a small or a network of a small reserve may be appropriate. The premise to select the site and size of the reserve is to avoid overconcentration of fishers in alternative fishing areas, which can be vulnerable to excessive fishing and unintended effects from fishers.Originality/valueThe paper contributes to an understanding of fishing behaviour and its impact on the configuration of marine reserves. It discusses the importance of effort elasticities to determine the placement and size of an MPA. Studies on this topic are very scanty in the Indian Ocean region. It also shows the application of location choice model, the RPL model and the JP production function in the fisheries sector for a small island.

A taxonomic study was carried out on strain CIC4N-9T, which was isolated from deep-sea water of the Indian Ocean. The bacterium was Gram-stain-negative, catalase- and oxidase-positive, rod-shaped and non-motile. Growth was observed at salinities of 0–9% and at temperatures of 4–41 °C. The isolate was able to degrade gelatin but not aesculin. Phylogenetic analysis based on 16S rRNA gene sequences indicated that strain CIC4N-9T belonged to the genus Pararhodobacter , with the highest sequence similarity to the only recognized species, Pararhodobacter aggregans D1-19T (96.9 %). The average nucleotide identity and estimated DNA–DNA hybridization values between strain CIC4N-9T and P. aggregans D1-19T were 80.4 and 23.0 %, respectively. The principal fatty acids were summed feature 8 (C18 : 1 ω7c and/or C18 : 1 ω6c), C16 : 0, C18 : 1ω7c 11-methyl, C18 : 0 and C17 : 0. The G+C content of the chromosomal DNA was 66.8 mol%. The sole respiratory quinone was determined to be Q-10. Phosphatidylcholine, phosphatidylglycerol, phosphatidylethanolamine, diphosphatidylglycerol, two unknown phospholipids, four unknown aminolipids and one unknown polar lipid were present. The combined genotypic and phenotypic data show that strain CIC4N-9T represents a novel species within the genus Pararhodobacter , for which the name Pararhodobacter marinus sp. nov. is proposed. The type strain is CIC4N-9T (=MCCC 1A01225T=KCTC 52336T).

Purpose The impact of disasters caused by natural hazards on people in affected communities is mediated by a whole range of circumstances such as the intensity of the disaster, type and nature of the community affected and the nature of loss and displacement. The purpose of this paper is to demonstrate the need to adopt a holistic or integrated approach to assessment of the process of disaster recovery, and to develop a multidimensional assessment framework. Design/methodology/approach The study is designed as a novel qualitative assessment of the recovery process using qualitative data collection techniques from a sample of communities affected by the Indian Ocean tsunami in Eastern and Southern Sri Lanka. Findings The outcomes of the interventions have varied widely depending on such factors as the nature of the community, the nature of the intervention and the mode of delivery for donor support. The surveyed communities are ranked in terms of the nature and extent of recovery. Practical implications The indices of recovery developed constitute a convenient tool of measurement of effectiveness and limitations of external interventions. The assessment used is multidimensional and socially inclusive. Originality/value The approach adopted is new to post-disaster recovery assessments and is useful for monitoring and evaluation of recovery processes. It also fits into the social accountability model as the assessment is based on community experience with the recovery process.


Subject China's Indian Ocean strategy. Significance The Xi Jinping administration plans to integrate Eurasia and Africa more closely with China through investment and infrastructure, including pipelines, railways, roads and ports under the 'Silk Road Economic Belt' and 'New Maritime Silk Road' initiatives. The former is designed for Eurasia, the latter for the Indian Ocean. This is of growing concern to India, which sees the Indian Ocean as its sphere of influence. Impacts Indian Ocean stakeholders including the United States, India and Australia will cooperate to balance Chinese activities. China's ties with Persian Gulf countries will strengthen as China overtakes the United States as the largest crude oil importer. China's South China Sea and Indian Ocean strategies are interlinked on economic and security goals.


Subject Strategic entanglement of India, Pakistan and the United States. Significance Washington is slashing Coalition Support Fund (CSF) and Foreign Military Financing (FMF) payments to Islamabad, in the belief that Pakistan harbours the very militants that the United States is fighting in Afghanistan. Washington envisions deeper military cooperation overall with Delhi, which accuses Pakistan of sponsoring militants who act against India. Islamabad is being driven closer to Washington’s rival Beijing. Impacts Pakistan will step up efforts to complete an anti-militant fence on the disputed border with Afghanistan. India is likely to resist any calls from the United States to begin joint patrols in the Indian Ocean. The China-Pakistan Economic Corridor (CPEC) will face security risks from Islamist militants and Baloch separatists.

A Gram-staining negative, aerobic, oval-shaped bacterium, designated strain PTG4-2T, was isolated from deep-sea sediment of the Indian Ocean. Growth was observed with 1–9 % (w/v) NaCl with optimal growth with 3 %, at pH 6.0–10.0 with an optimum of pH 7.0, and at 4–40 °C with an optimum of 30 °C. Positive for catalase and oxidase. The results of a 16S rRNA gene sequence comparison indicated that PTG4-2T was most closely related to Acuticoccus yangtzensis JL1095T (97.3 %), followed by Acuticoccus kandeliae J103T (96.5 %), all other species shared <93 % sequence similarity. The results of phylogenetic analysis based on 16S rRNA gene sequences indicated that PTG4-2T forms a distinct lineage within the genus Acuticoccus , and revealed that the genus Acuticoccus forms a novel family-level clade in the order Rhizobiales . The ANI and the DNA–DNA hybridization estimate values between PTG4-2T and two type strains (A. yangtzensis JL1095T and A. kandeliae J103T) were 79.9–76.2 % and 23.1–20.8 %, respectively. PTG4-2T contained Q-10 as the predominant ubiquinone. The principal fatty acids (>5 %) were summed feature 8 [C18 : 1 ω7c/ω6c (72.2 %)], C18 : 0 (8.4 %), C20 : 1 ω7c (6.4 %) and C16 : 0 (6.3 %). The polar lipids consisted of phosphatidylglycerol, three unidentified phospholipids, two unidentified glycolipids, one unidentified aminolipid and one unknown lipid. The DNA G+C content of PTG4-2T is 69.2 mol%. On the basis of the polyphasic taxonomic evidence presented in this study, PTG4-2T should be classified as representing a novel species of the genus Acuticoccus , for which the name Acuticoccus sediminis sp. nov. is proposed, with the type strain PTG4-2T (=MCCC 1A01274T=KCTC 52323T). In addition, a novel family, Acuticoccaceae fam. nov., is proposed to accommodate the genus Acuticoccus .

Purpose The four purposes of this study are to understand the development and the current status of Taiwan’s far seas longline tuna fisheries through a review of the literature and interviews; to investigate the attitude of Taiwanese fishing vessel operators fishing in the Indian Ocean concerning the use of transportation under the influence of various factors; to analyze the relationship between changes in the transportation behavior of Taiwanese fishing vessel operators and various factors; and to provide suggestions to government and industry associations concerning the development of viable response strategies. Design/methodology/approach This paper uses methods including factor analysis and the analytic hierarchy process to analyze questionnaires collected from industry personnel and governmental personnel involved in the supply chain system of the longline tuna fishery in the Indian Ocean. Findings It is found that 16 assessment criteria in four major dimensions have major influence on the choice of cold chain transport. An assessment of all dimensions indicates that reefer ships are still the preferred means of transshipping frozen catch. Originality/value This paper seeks to investigate factors affecting choice of cold chain mode of transport from the perspective of Taiwanese companies operating longline tuna fishing vessels in the Indian Ocean, which are chiefly motivated by the need to reduce operating costs, and also looks at their choices of means of transport.


Subject Geopolitics in the Indian Ocean. Significance Confirmation on December 31 that China was building a second aircraft carrier follows a visit by Indian Defence Minister Manohar Parrikar to the United States, where he discussed US-India cooperation on aircraft carrier technology and fighter jet engines, and Indian participation in US-led military exercises was announced. Also in December, agreements were signed during a visit to India by Japanese Prime Minister Shinzo Abe on military technology, nuclear energy and transport infrastructure. In October, Japan joined the US-India Malabar naval exercises on a permanent basis. Impacts China's Maritime Silk Road may acquire a military dimension with arms sales and port visits by Chinese naval vessels. Tokyo will pursue cooperation with Delhi as a hedge both against Beijing and, potentially, against over-reliance on Washington. Japan's stake in the region will grow with new investments in transportation infrastructure and civil nuclear energy.
