PurposeThe island areas, in particular, are characterized by a more fragile ecological carrying capacity and higher value of resources and environment, which requires us to take Xi Jinping's green ecological development view as the theoretical basis and adhere to the high-quality development path of gradual development and ecological environment priority. Taking Shengsi and Daishan counties as examples, on the basis of their high-quality development evaluation and identification of the main influencing factors, this study explores the specific path of Xi Jinping's ecological development view in the high-quality development of typical island counties in China.Design/methodology/approachThis paper applies the interpretative structural model to construct an evaluation index system for the high-quality development of the island. In determining the factor weights of the index layer, the AHP hierarchical analysis method was combined with the Delphi method to increase the objectivity of the assignment process as much as possible. This study used the technique for order of preference by similarity to ideal solution to calculate island high quality development index. To measure the main obstacle factors, the index factor contribution rate, the index factor deviation, and the index factor obstacle degree were applied in this research.FindingsThe study is supported by Guangxi Key Laboratory of Marine Environmental Science, Guangxi Academy of Sciences (GXKLHY21-04), Special Funds for Fundamental Scientific Research Operation of Central Universities (202113011), Shandong Provincial Social Science Planning Research Youth Project (21DSHJ2) and Tianjin Philosophy and Social Science Planning Project of China (No. TJKS20XSX-015).Originality/valueThe connotation and extension of Xi Jinping's view of ecological development should be continuously studied in depth and enriched, with green development as the core idea to guide the correct direction of the high-quality development of the island. In this paper, it is suggested that researchers are supposed to focus on these problems, such as the changes of sea water quality, the reduction of urban greening, the continuous negative growth of population in island areas, the decline of forestry added value and air quality protection, so as to ensure the sustainable high-quality development of example islands.

PurposeJapan's decision to release nuclear wastewater into the Pacific Ocean in 2023 has sparked strong opposition at home and abroad. In this study, Graph Model for Conflict Resolution (GMCR) method is adopted to analyze the conflict problem, and reasonable equilibrium solutions are given to solve the conflict event.Design/methodology/approachIn this study, GMCR is adopted to solve the conflict problem. First, identify the key decision-makers (DMs) on the issue of nuclear effluent and the relevant options they might adopt. Second, the options of each DM are arranged and combined to form a set of feasible states. Thirdly, the graph model is constructed according to the change of DM's options, and the relative preference of each DM is determined. Finally, the conflict problem is solved according to the definition of GMCR equilibrium.FindingsDischarging nuclear wastewater into the ocean is not the right choice to solve the problem. Developing more space to store nuclear wastewater is more conducive to the protection of the ocean environment.Practical implicationsIt is undesirable for the Japanese government to unilaterally discharge nuclear wastewater into the ocean. Objectively assessing the radioactivity of nuclear wastewater and the cooperation of relevant stakeholders can better solve this conflict.Originality/valueThe problem arising from Japan's releasing plan is complicated because of a lack of information and the existence of multiple stakeholders, while GMCR can help us with a better view of the current circumstance in the conflict.

PurposeIn recent years, China's marine industry has maintained rapid growth in general, and marine-related economic activities have continued to improve. The purpose of this research is to analyze the basic situation of China's marine economy development, identify the problems therein, forecast development trends and propose policy recommendations accordingly.Design/methodology/approachThis research conducts a comprehensive and detailed analysis of the development of China's marine economy with rich data in diversified aspects. The current situation of China's marine economy development is analyzed from the perspective of scale and structure, and the external and internal development environment of China's marine economy is discussed. With the application of measurement and prediction method such as trend extrapolation, exponential smoothing, grey forecasting and neural network method, the future situation of China's marine economy development is forecasted.FindingsIn a complex environment where uncertainties at home and abroad have increased significantly, China's marine economy development suffers tremendous downward pressure in recent years. As China has achieved major achievements in the prevention and control of the COVID-19 epidemic, the marine economy development will gradually return to normal. It is estimated that the gross marine production value in 2022 will exceed 10 trillion yuan. China's marine economy will continue to maintain a steady growth trend in the future, and its development prospects will remain promising.Originality/valueThis research explores the current situation and trends of China's marine economy development and puts forward policy recommendations to promote the steady and health development of China's marine economy accordingly.

PurposeChina's marine economy occupies an important position within the national economy, and its contribution thereto is constantly improving. The overall operation of the marine economy shows positive developmental trends with potential for further growth. The purpose of this research is to analyse the prosperity of China's marine economy, reveal trends therein and forecast the likely turning point in its operation.Design/methodology/approachBased on the periodicity and fluctuation of China's marine economy development, China's marine economic prosperity indicator system is established from five perspectives. On this basis, China's marine economic operation prosperity index can be synthesised and calculated, then a dynamic factor model is constructed. Using the filtering method to calculate China's marine economic operational Stock–Watson index, Markov switching has been used to determine the trend to transition. Furthermore, China's current marine economic prosperity is evaluated through analysis of influencing factors and correlation analysis.FindingsThe analysis shows that, from 2017 to 2019, the operation of the marine economy is relatively stable, and the prosperity index supports this finding; meanwhile it also exposes problems in China's marine economy, such as an unbalanced industrial structure, low marine economic benefits and insufficient capacity for sustainable development.Originality/valueThrough the analysis of the prosperity of China's marine economy, the authors reveal the trends in China's marine economy and forecast its likely future turning point.

PurposeThe introduction of information technology (IT) in port operations has been a tremendous contributor to transformation in world trade. This study was carried out to examine the influence of IT on the efficiency of seaport operations.Design/methodology/approachThe study is quantitative in nature, and it relied on a closed-ended self-administered questionnaire to collect primary data. Structural equation modeling (SEM) was used to test the theoretical model and hypothesis.FindingsThe results indicate that IT has a positive direct effect on port operational efficiency (OE) and an indirect effect on port OE through organizational culture (OC). The mediating role of OC is statistically insignificant.Originality/valueThis is among the first few attempts in Sub-Saharan Africa (SSA) that provides researchers with a contemporary view of IT and seaport operations.

PurposeUnder the background of the overall increase of China's economic policy uncertainty and the urgent need for the transformation and upgrading of the substantial economy, this paper studies the time-varying causality between China's economic policy uncertainty and the growth of the substantial economy through bootstrap rolling window causality test, further refines economic policies and studies the causal differences between different types of economic policies and substantial economic growth, refining the conclusions of previous studies.Design/methodology/approachThis paper first studies the causal relationship between China's economic policy uncertainty and substantial economic growth in the full sample period through bootstrap Granger causality test. Then, the paper tests the short-term and long-term stability of the parameters of the VAR model, and it is found that the model parameters are unstable in both the short and long term, so the results of the Granger causality test of the full sample are not credible. Finally, we conduct a dynamic test of the causal relationship between China's economic policy uncertainty and substantial economic growth by means of rolling window, so as to comprehensively analyze the dynamic characteristics and sudden changes of the relationship between them.FindingsThe research shows that economic policy uncertainty in China has a significant inhibiting effect on the growth of substantial economy. Growth in the substantial economy will drive up economic policy uncertainty before 2016 and restrain it after that. In addition, this paper further subdivides economic policy uncertainty to explore the causal differences between different types of economic policy uncertainty and substantial economic growth. The test results show that the relationship between them has obvious policy heterogeneity. The fiscal policy uncertainty and the monetary policy uncertainty, as the main policy means in China, has a significant impact on the growth rate of substantial economy in multiple ranges, but the effect time is short. Although trade policy uncertainty has a significant impact on the growth rate of substantial economy only during the financial crisis, the effect lasts for a long time. The impact of exchange rate and capital account policy uncertainty on the growth rate of substantial economy is mainly reflected after 2020.Originality/valueThe values of this paper are as follows: First, the economic policy uncertainty is combined with the growth of substantial economy, which makes up the gap of previous studies. Second, the economic policy uncertainty is further subdivided. The paper explores the causal differences between different types of economic policy uncertainties and the growth of substantial economy, so as to make the research more detailed. Finally, different from the previous static analysis, this paper uses dynamic model to examine the relationship between China's economic policy uncertainty and the growth of substantial economy from a dynamic perspective, with richer research conclusions.

PurposeThe importance of container transportation has increased due to the globalization of the world economy. The purpose of this research is at proposing a framework to enhance the container terminals performance through evaluating efficiency and competitiveness.Design/methodology/approachThe researchers used data envelopment analysis to assess the efficiency and fuzzy analytic hierarchy process to measure competitiveness of container terminals. The proposed framework captures key performance indicators to evaluate the container terminals' performance and identify areas that need improvement. It was applied to the Egyptian container terminals from the period of 2015–2019 as an empirical study.FindingsFindings highlights the highest utilization of resources of Alexandria port while more attention should be given to the level of service provided. On the other hand, El-Sokhna should focus on more utilization of the available resources. The performance evaluation showed that the rest of Egyptian terminal ports should improve both competitiveness and efficiency at different levels based on their performance ranking.Research limitations/implicationsThe developed framework can be used as an evaluation tool to evaluate the performance of container terminals in other countries, and can be utilized as a performance benchmark tool to compare the performance of container terminals of competing ports.Practical implicationsThe developed framework can help policymakers to assess efficiency and competitiveness based on both quantitative data and experts' judgement in order to help in formulating government logistics strategy.Originality/valueThe research provides a comprehensive framework to measure and evaluate competitiveness and efficiency of container terminals based on both quantitative data and experts' judgement.

PurposeSeaports play an immeasurable role in the advancement of international trade. They have been the common avenue for the transportation of goods and services from one continent to another, and it has also been the linking transport of one mode of transport to another. The study sought to assess the effect of paperless information technology (IT)-based custom clearance at Ghana Seaports on businesses and industrial supply chains in Ghana.Design/methodology/approachThe study conducted a survey with a sample size of 200 trading firms in Ghana.FindingsThe study discovered that IT-based port clearance has positive impact on customer order fulfillment, transaction cost reduction and supply chain relationships.Practical implicationsWith the aim of making Ghana the transportation hub of businesses in the sub region, the paperless custom clearance has the potential to reduce delays at the port and improve their supply chain.Originality/valueThis paper provides researchers with a contemporary perspective toward understanding the effect of paperless custom clearance on the supply chain of businesses in the West African sub region.

PurposeThe purpose of this paper is to measure the high-quality development level of China's marine economy and analyze corresponding spatial and temporal distribution characteristic.Design/methodology/approachDesign and optimize the index system of high-quality development level of marine economy and use entropy and TOPSIS method for comprehensive evaluation.FindingsThe research finds that from 2017 to 2019, the high-quality development tendency of China's marine economy is on the rise, but the overall level is still low. The level of each subsystem has different distribution characteristics in different provinces and cities. Guangdong, Shandong and Shanghai have a high comprehensive level. According to the comprehensive level of high-quality development of marine economy, 11 coastal provinces are divided into three types: leading, general and backward.Research limitations/implicationsThis paper clarifies the temporal and spatial distribution law of high-quality development level of China's marine economy, providing basis for promoting comprehensive and coordinated improvement of coastal provinces and cities.Originality/valueAn indicator system for the high-quality development level of the marine economy has been established, including social development guarantee, marine economic foundation, marine science and technology drive and green marine sustainability.

PurposeThis study investigates whether higher catch rates near a marine protected area (MPA), and/or in other fishing areas within a choice set, attract more fishers. A survey conducted in the fishing grounds near an MPA located in south east of Mauritius in the Indian Ocean shows concentration of fishers in regions with lower catch rates. This contrasts with the predictions of the “fishing the line” hypothesis and the ideal free distribution (IFD) that fishers are likely to be attracted near the MPA with higher resource abundance.Design/methodology/approachUsing the random utility model as the framework and the random parameter logit (RPL) model, the study attempts to explain spatial behaviour of fishers. Expected catch and catch variability are modelled using the Just and Pope (JP) production function. The study also estimates effort elasticities with respect to expected catch and catch variability and simulates the relocation of effort from area closure.FindingsThe paper concludes that higher catch does attract fishers but is a partial and very restrictive explanation of fishers' behaviour. The “fishing the line” hypothesis does hold to some extent, but it should not be taken for granted that rising catch rates in adjacent waters will increase fishing pressure. The paper concludes that factors such as catch variability, distance from homeport to fishing ground, potential physical risk and attitudes towards risk of fishers affect spatial behaviour of fishers and should be considered for the placement and size of MPAs. The study also finds that the responsiveness of effort to catch rates is lowest in areas which are already heavily fished and easily accessible.Practical implicationsThe identification of fishing areas as complements (when fishing in one area increases fishing effort in another) and substitutes is valuable information for determining the placement and size of an MPA. A larger reserve is likely to have more displacement effect in this case than a smaller one. Therefore, a small or a network of a small reserve may be appropriate. The premise to select the site and size of the reserve is to avoid overconcentration of fishers in alternative fishing areas, which can be vulnerable to excessive fishing and unintended effects from fishers.Originality/valueThe paper contributes to an understanding of fishing behaviour and its impact on the configuration of marine reserves. It discusses the importance of effort elasticities to determine the placement and size of an MPA. Studies on this topic are very scanty in the Indian Ocean region. It also shows the application of location choice model, the RPL model and the JP production function in the fisheries sector for a small island.
