Chile's pollution problems require regulatory rethink

Subject Air pollution concerns. Significance After a decade in which air quality in Chilean cities has shown little progress and has, in some cases, deteriorated, a two-week smog crisis in Santiago has highlighted the need for a reinvigorated approach to the problem. This is particularly the case because the crisis was triggered by lack of rainfall, one of the expected effects of climate change in central Chile. Impacts According to the government, air pollution-related illnesses continue to cost between 670 million and 1.9 billion dollars annually. Air pollution is primarily a winter problem and tends to slip out of the public agenda during the rest of the year. In a context of slow economic growth, tighter industry emissions standards would face important business opposition.

Significance As well as triggering heated debate about its merits as a means of mitigating the economic effects of COVID-19, the bill, presented by left-wing legislators, represents a key challenge to the flailing centre-right government, which opposes it. Impacts The pension bill’s more left-wing supporters explicitly see it as a key step towards dismantling the current pension system. As the government attempts to reassert control over the public agenda and Congress, a major cabinet reshuffle is possible. Renewed violent, albeit small, protests in Santiago despite the city’s lockdown underscore an ongoing risk to governability.


Subject Romania’s revised 2019 budget. Significance The government has portrayed the first budgetary adjustment for this year, in mid-August, as a positive exercise and a mere correction in the payments schedule, with sums that had been allocated to underspending departments redirected to cover urgent needs elsewhere. According to this account, the adjustment will painlessly ensure full payment of wage and pension commitments which increase from September, while keeping the cash deficit below 2.76% of GDP. But this is based on assumptions of continued high economic growth despite the European and global slowdown, and ignores underlying vulnerabilities in the economy. Impacts As long as the economy grows at a respectable pace, the public will go along with official optimism. The business community is concerned at the prospect of new taxation. Behind the scenes, parties are preparing for a presidential election that may represent a shift in the power balance.

<p>Air pollution and climate change represent today key environmental issues. They are highly linked each other through various ways. Pollutant emission reductions can improve both air quality and mitigate the climate changes. On the other hand, heavy precipitations and/or an increased frequency of their occurrence (climate change) might help to clean the air from pollutants. Despite of the scientific progress, the understanding of atmospheric pollutant wet removal in urban and peri-urban areas is still subject to a large uncertainty. Among factors of uncertainties are aerosol large variability, different sources, aerosol-cloud processing.</p><p>This study examines how the concentrations of particulate matter with an aerodynamic diameter below 10 μm (PM<sub>10</sub>) and below 2.5 μm (PM<sub>2.5</sub>) might be linked with precipitation characteristics using an observational data set for three years (2015-2017) in Bucharest metropolitan area. Particulate matter data and meteorological parameters at each site (atmospheric pressure, relative humidity, temperature, global solar radiation, wind speed and direction) were extracted from the public available Romanian National Air Quality Database. Meteorology was complemented with radar products (images, reflectivity, echotops) from the C-band meteorological radar from National Meteorological Administration in Bucharest. Change of aerosol mass concentration during the evolution of the precipitation events was investigated. The aerosol scavenging coefficients were estimated and compared with those in scientific literature. Correlations between meteorological parameters and ambient PM<sub>10</sub> and PM<sub>2.5</sub> levels were analyzed. Connection of meteorological phenomena occurrence and air mass origin was investigated by computing air mass backward trajectories using the HYSPLIT (Hybrid Single-Particle Lagrangian Integrated Trajectory) model for 72 hours back.</p><p>It was found that heavy precipitations have a strong influence on the atmospheric aerosol concentrations, determining an increased value of scavenging coefficient with up to one order of magnitude higher than in case of a moderate precipitation. Higher values of scavenging coefficient than in literature reveals a good capability of the convective precipitating systems to clear the atmosphere from aerosol and pollutant species.</p><p>The obtained results are important for modeling of air quality and for investigations of aerosol wet deposition processes.</p><p><strong>Acknowledgement:</strong></p><p>The authors thank the financial support from UB198/Int project and to National Meteorological Administration for access to the RADAR database. Pollution is currently a significant issue arising awareness throughout the world. In Thailand, pollution can often be seen in any part of the country. Air pollution is pointed as an urgent problem. This pollution has not damaged only to human health and lives, it has destroyed environment, and possibly leading to violence. In Phattalung, air pollution is affecting to the residents’ lives. Especially, when the residents who are mostly agriculturists have not managed the waste resulted from the farm. In Phattalung, at the moment, there are many pig farms, big and small. Some of them are only for consuming for a family, some, however, are being consumed for the business which pigs will be later purchased by big business companies. Therefore, concerning pollution, the researcher and the fund giver were keen to focus on the points of the air pollution of the small pig farms. This is because it has been said that those farms have not been aware on the pollution issue caused by the farms. Farm odor is very interesting which can probably lead to following problems. The researcher also hopes that this research can be used as a source of information by the government offices in order to be made even as a policy or a proper legal measurement. As the results, the study shows that, first, more than half of the samples had smelled the farm odor located nearby their communities, though it had not caused many offenses. Second, the majority had decided not to act or response in order to solve the odor problem, but some of them had informed the officers. The proper solutions in reducing offenses caused by pig farm odor were negotiation and mediation. Last, the majority does not perceive about the process under the Public Health Act B.E. 2535.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

The problem of climate change inaction is sometimes said to be ‘wicked’, or essentially insoluble, and it has also been seen as a collective action problem, which is correct but inconsequential. In the absence of progress, much is made of various frailties of the public, hence the need for an optimistic tone in public discourse to overcome fatalism and encourage positive action. This argument is immaterial without meaningful action in the first place, and to favour what amounts to the suppression of truth over intellectual openness is in any case disreputable. ‘Optimism’ is also vexed in this context, often having been opposed to the sombre mood of environmentalists by advocates of economic growth. The greater mental impediments are ideological fantasy, which is blind to the contradictions in public discourse, and the misapprehension that if optimism is appropriate in one social or policy context it must be appropriate in others. Optimism, far from spurring climate change action, fosters inaction.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Introduction and Hypothesis: Stroke is a leading cause of death and the major cause of disability in the world. However, few studies applied multilevel regression techniques to explore the association of stroke risk with climate change and air pollution. In the study, we aimed to test the hypothesis that the disproportionately distributed stroke rates across the counties and cities within a country are significantly associated with air pollution and temperature. Methods: We used data from U.S. 1118 counties in 49 states, which had estimated measures of particulate matter (PM)2.5 for the years 2010-2013, and data from China 120 cities in 32 provinces (including 4 municipalities), which had measures of Air Pollution Index (API) for the years 2012-2013. We assessed the association between air quality and prevalence of stroke using spatial mapping, autocorrelation and multilevel regression models. Results: Findings from the U.S. show that the highest average PM2.5 level was in July (10.2 μg/m3) and the lowest in October (7.63 μg/m3) for the years 2010-2013. Annual average PM2.5 levels were significantly different across the 1118 counties, and were significantly associated with stroke rates. Multilevel regression analysis indicated that the prevalence of stroke significantly increased by 1.19% for every 10 μg/m3 increase of PM2.5 (p<0.001). Significant variability in PM2.5 by states was observed (p=0.019). More than 70% of the variation in stroke rates existed across the counties (p=0.017) and 18.7% existed across the states (p=0.047). In China, the highest API was observed in the month of December, with a result of 75.76 in 2012 and 97.51 in 2013. The lowest API was observed in July, with a result of 51.21 in 2012, and 54.23 in 2013. Prevalence of stroke was significantly higher in cities with higher API concentrations. The associations between air quality and risk of stroke were significantly mediated by temperatures. Conclusions: The study, using nationally representative data, is one of the first studies to address a positive and complex association between air quality and prevalence of stroke, and a potential interaction effect of temperatures on the air - stroke association.

PurposeThis purpose of this paper is to understand residents’ choice of preferred measures and their willingness-to-pay (WTP) for the measures to improve the air quality of Hanoi city.Design/methodology/approachQuestionnaire surveys were conducted to collect the opinions of 212 household representatives living in Hanoi City. The survey tools were tested and adjusted through an online survey with 191 responses. Multivariate probit and linear regression models were used to identify determinants of respondents’ choices of measures and their WTP.FindingsRespondents expressed their strong preferences for three measures for air quality improvements, including: (1) increase of green spaces; (2) use of less polluting fuels; (3) expansion of public transportation. The mean WTP for the implementation of those measures was estimated at about 148,000–282,000 Vietnamese dong, equivalent to 0.09–0.16% of household income. The respondents’ choices appear to be consistent with their characteristics and needs, such as financial affordability, time on roads and their perceived impacts of air pollution. The WTP estimates increase with perception of air pollution impacts, time on roads, education and income; but are lower for older people.Originality/valueTo gain a better understanding of public opinions, we applied multivariate probit models to check whether respondents’ choices were consistent with their characteristics and perceptions. This appears to be the first attempt to test the validity of public opinions on choices of measures for improving urban air quality in Vietnam. Our WTP estimates also contribute to the database on the values of improved air quality in the developing world.
