Iran's military set for more aggressive stance in Gulf

Significance Tensions between the Gulf states and Iran have escalated significantly in 2016, in the wake of Iran's signing of a landmark deal in 2015 that brought to an end the decade-long dispute over its nuclear programme. The response of Iran's military to the heightened tensions will be partly influenced by the new chairman of the Armed Forces General Staff (AFGS), the country's top military body, Major General Mohamad Hossein Bagheri. Impacts A more assertive and non-compromising IRGC will increase pressure on President Hassan Rouhani as he seeks re-election in 2017. Improvements in intelligence collection and dissemination are likely in Syria, aimed at reducing Iranian casualties. The military and government are likely to clash soon over the defence budget and its allocation. The government will try to keep the IRGC in check by tipping the media off about alleged financial wrongdoings. With the next US president expected to adopt a harder-line stance on Iran, the diplomatic rapprochement may be reversed partially.

Purpose The purpose of this paper is to identify the level of public trust in disaster response actors, i.e. the government, civilian disaster response institutions, the military, NGOs and the media. Design/methodology/approach The data source is the 2015–2016 Slovenian Public Opinion Survey, which used face-to-face interviews (computer-assisted personal interviewing software), and a standardised instrument (questionnaire). A two-stage probability sampling design with stratification at the first stage was applied. The first stage involved a probability proportional to size selection of 150 small areas (statistical areas), where the size measurement was a the number of adult persons in the Central Population Register. The second stage involved the simple random sampling of 12 persons from each of the 150 primary sampling units. A total of 1,024 adult residents participated in the survey. Findings The findings suggest that trust in the government under normal situations is low; however, it becomes slightly higher during disaster conditions. Civilian disaster response institutions (especially firemen and civil protection), the military and NGOs (humanitarian and other volunteer organisations) are highly trusted before and during disasters. Trust in the authorities and media to inform the public in a timely and comprehensive manner about the disaster is also relatively high. Research limitations/implications Perhaps in another period of research, disaster-related experiences of the population might be different, which could certainly change the survey results about trust. Nevertheless, the main finding that low pre-disaster trust can be recovered during a disaster by adequate performance of the institution is not jeopardised. Originality/value The survey results are original.


Subject Counterterrorism in Burkina Faso. Significance Despite recent gains against jihadist groups, in recent months attacks have moved beyond the more insecure north and started to occur more frequently in the east and parts of the centre. Separately, authorities are growing increasingly intolerant of public dissent and protest, while revelations of abuses by the military risk scuppering crucial local community support necessary for counterinsurgency operations. Impacts The government will face growing political and public pressure to end persistent strikes. Patriotic support for the armed forces remains widespread, but growing revelations of abuse will tarnish its image. Opposition criticisms of the government’s counterterrorism strategy will increase but avoid directly blaming the military. Public dissatisfaction may grow with the Sahel Group of Five (G5) regional force if the slow pace of its operations persists. The prosecution of alleged coup plotter Gilbert Diendere will enjoy public backing amid calls for justice for victims of the old regime.


Significance Iran's armed forces have suffered a number of high-profile casualties in Syria and Iraq in recent weeks. General Mohammad Ali Allah-Dadi was killed in an Israeli airstrike inside Syria in January, while General Hamid Taqavi was killed by the Islamic State group (ISG) in Iraq in late December. Taqavi was the highest-ranking officer to be killed since the Iran-Iraq war ended in 1988. Both men were members of the Islamic Revolutionary Guards Corps (IRGC), Iran's elite military force that conducts all of Tehran's military operations outside the country's borders. As rising instability threatens Iran's interests, the IRGC has stepped up its deployment across the region, raising the risk of military overstretch. Meanwhile, on the domestic front, the IRGC is at loggerheads with the government of President Hassan Rouhani as nuclear negotiations approach their next deadline. Impacts IRGC dominance in Tehran policy-making will prevent any wider rapprochement with Washington. Resolution to the Syrian civil war will require regional political agreement involving Iran. Tensions with Saudi Arabia are at risk of further escalation. Demands on the defence budget will increase, raising fiscal strain on government.


Significance Amid mounting economic chaos linked to declining production, vulnerable distribution networks and lack of supply, Maduro has launched the Great Sovereign and Secure Supply Mission. The initiative, to be headed by Defence Minister Vladimir Padrino Lopez, gives the armed forces the primary role in a nominally civilian government but will not address the structural drivers of the scarcities of food and basic goods that are exacerbating insecurity and violence. Impacts Venezuela will be forced to consider reopening the border by the pressures caused on the Colombian side by temporary openings. Protests will continue to escalate as short-term initiatives and constant restructurings fail to alleviate scarcity. The National Assembly will continue to push back on government strategy and policy. This will place it on a collision course with the military in addition to the government and the judiciary.


Subject Shortcomings of Argentina's defence policy. Significance On November 15, the submarine ARA San Juan suffered an internal explosion, presumably caused by water leaking into its battery propulsion system. There were 44 naval personnel on board the vessel, which has yet to be found. ‘Accidents’ in Argentina often involve corruption, political clientelism and incompetence. Although it is early to rush to judgement in this case, blame is likely to be shared among politicians managing the defence sector, the military hierarchy and defence sector factories. A political earthquake may follow. Impacts Absent a merit-based civil service, weakened state bureaucracies will be incapable of resolving multiple demands for public goods. The accident will prompt a shake-up of the armed forces high command but no real defence reform. The annual defence budget of some 5 billion dollars could prove sufficient, if spent effectively.


Subject Military perceptions. Significance Residents of Acajete, Puebla, on September 9 reportedly attacked a group of soldiers guarding a warehouse that contained stolen train cargo. As ordered, the armed forces initially refused to retaliate, but the standoff eventually led President Andres Manuel Lopez Obrador (AMLO) to authorise a proportional response. The following day the defence ministry (SEDENA) said any further incidents of this nature would be met with force. Similar attacks have nevertheless taken place in several states since. Impacts Negative rhetoric about the security forces could foster tensions between the government and the military if the latter feel unsupported. Failure to develop effective civilian police forces to work with communities and gather local intelligence will hinder crime prevention. Further deterioration of the security situation may hit AMLO’s popularity, as he will increasingly be unable to blame predecessors.

This article studies the role of military culture in defense policymaking. It focuses on Russia’s post-Soviet civil–military relations and military reform attempts. After the fall of the Soviet Union, Russia’s armed forces were in a state of despair. Despite having relative institutional autonomy, the military neither made itself more effective before minister Serdyukov nor tried to overthrow the government. The paper uses the advocacy coalition framework’s belief system approach to analyze data from military memoirs, parliamentary speeches, and 15 interviews. The research shows that the military’s support for institutional autonomy, combined with its elites’ self-serving bias, critically contributed to what I term an “imperfect equilibrium” in Russian civil–military relations: the military could not reform itself and fought back against radical, though necessary, changes imposed by civilian leadership.


Significance Former Crown Prince Hamzah was placed under house arrest on April 3, as 20 other people were detained. His release of audio and video material that undermined the official position embarrassed the government, and the recent public reconciliation leaves his status unclear. Impacts Despite the aspersions cast on Riyadh, Gulf states will send further financial aid to boost stability and compete for influence. Another government reshuffle and further changes within the security services are likely. Relations between Abdullah and Hamzah will remain troubled, as the latter seeks to remain relevant in case an opportunity presents itself.

Abstract This article considers the breakdown in discipline in the British Army which occurred in Britain and on the Western Front during the process of demobilization at the end of the First World War. Many soldiers, retained in the army immediately after the Armistice, went on strike, and some formed elected committees, demanding their swifter return to civilian life. Their perception was that the existing demobilization system was unjust, and men were soon organized by those more politically conscious members of the armed forces who had enlisted for the duration of the war. At one stage in January 1919, over 50,000 soldiers were out on strike, a fact that was of great concern to the British civilian and military authorities who miscalculated the risk posed by soldiers. Spurred on by many elements of the press, especially the Daily Mail and Daily Herald, who both fanned and dampened the flames of discontent, soldiers’ discipline broke down, demonstrating that the patriotism which had for so long kept them in line could only extend so far. Though senior members of the government, principally Winston Churchill, and the military, especially Douglas Haig and Henry Wilson, were genuinely concerned that Bolshevism had ‘infected’ the army, or, at the very least, the army had been unionized, their fears were not realized. The article examines the government’s strategy regarding demobilization, its efforts to assess the risk of politicization and manage the press, and its responses to these waves of strikes, arguing that, essentially, these soldiers were civilians first and simply wanted to return home, though, in the post-war political climate, government fears were very real.

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.
