Environment and technology dominate the WEF agenda

Significance For the first time in the eleven-year history of the survey, no economic risk makes the list of the top five most likely or biggest impact risks. In contrast, large-scale terrorist attacks make the top five most likely risks for the first time and weapons of mass destruction are cited as the highest impact risk. All five environment-related risks are ranked among the top ten highest impact risks for the first time -- four in the top five: extreme weather events; water crises; major natural disasters; and failure of climate change mitigation and adaptation. The survey cites strengthening global cooperation systems as a top five challenge, and says these environmental risks will be exacerbated if cooperation diminishes. Impacts Nearly a third of respondents think that increasing polarisation will be an underlying trend over the next ten years. More must be done to include the people left behind by technological change -- more than 4 billion lack internet access. The United States may withdraw from the Paris climate change agreement, and a number of free trade deals are at risk.

Significance In 2020 the European Commission appointed a Chief Trade Enforcement Officer for the first time, signalling that Brussels is intent on enhancing its capacity to enforce standards agreed in trade deals. However, the EU's experience with South Korea suggests that holding trade partners to account over breaching standards will be difficult. Impacts Relations with trade partners could deteriorate if the EU is seen to be aggressive in enforcing its standards. Concern over China’s willingness to improve labour and environmental standards could impede ratification the EU-China investment agreement. The EU may be reluctant to sanction some partners, such as the United States, that breach labour or environmental standards.


Subject The political and economic implications of greater scientific understanding of extreme weather events. Significance Preparatory talks for the UN climate summit in Paris have seen representatives from developing countries ask the United States and EU for greater compensation for damages caused by extreme weather. The link between climate change and more extreme weather events is clear -- energy from higher temperature levels can be translated into kinetic energy and disrupts usual weather patterns -- but distinguishing the extent of a causal connection, especially for specific events, has until recently been difficult. Impacts Extreme weather events will affect the insurance industry, agriculture, tourism, and food and beverage sectors. In the United States, the South-east will see the highest risks of coastal property losses due to climate change impacts. Hurricanes and other coastal storms combined with rising sea levels are likely to cause growing annual storm losses in the Caribbean. Infrastructure will grow in cost as it must be proofed against new extremes in weather stress.


Subject Food security and land management. Significance A new report from the Intergovernmental Panel on Climate Change (IPCC) reviewing the impacts of climate change on land highlights that climate change is happening faster over land than the global average. This has direct negative impacts for agricultural production, water availability and food security. However, the increasing severity of these impacts will also reduce longer-term adaptation options through land-based strategies, and the ability of soil to act as a carbon sink. The prospect of large-scale bioenergy-based technologies to achieve negative emissions also faces trade-offs and competition with other land uses. Impacts Better natural capital accounting for ecosystem services will incentivise climate-sensitive land management strategies. Carbon pricing may expand to agricultural systems, but is thus far untested. Investment in early-warning systems can reduce risks from extreme weather events on agricultural production.

Geoengineering, the “deliberate, large-scale manipulation of the planetary environment in order to counteract anthropogenic climate change” (Shepherd et al. 2009, 1), is attracting increasing interest. As well as the Royal Society, various scientific and government organizations have produced reports on the potential and challenge of geoengineering as a potential strategy, alongside mitigation and adaptation, to avoid the vast human and environmental costs that climate change is thought to bring (Blackstock et al. 2009; GAO 2010; Long et al. 2011; Rickels et al. 2011). “Geoengineering” covers a diverse range of proposals conventionally divided into carbon dioxide removal (CDR) proposals and solar radiation management (SRM) proposals. This article argues that “geoengineering” should not be regarded as a third category of response to climate change, but should be disaggregated. Technically, CDR and SRM are quite different and discussing them together under the rubric of geoengineering can give the impression that all the technologies in the two categories of response always raise similar challenges and political issues when this is not necessarily the case. However, CDR and SRM should not be completely subsumed into the preexisting categories of mitigation and adaptation. Instead, they can be regarded as two parts of a five-part continuum of responses to climate change. To make this case, the first section of this article discusses whether geoengineering is distinctive, and the second situates CDR and SRM in relation to other responses to climate change.

PurposeExpanding access to entrepreneurship training programs can be a method to increase female involvement in technology commercialization only if these programs adequately address the specific challenges facing female faculty and graduate students. In the context of the US National Science Foundation's Innovation Corps (NSF I-Corps) program, this study examines gender differences in prior experience and attitudes towards the training in order to propose improvements to the program design.Design/methodology/approachThis quantitative study uses Pearson's Chi-Square and ANOVA tests on survey data from the I-Corps national program (n = 2,195), which enrolls faculty members, graduate students, postdoctoral researchers and industry experts.FindingsIn comparison to male participants, female I-Corps participants reported less entrepreneurial experience prior to the program, poorer team relationships during the program and lower entrepreneurial intention and technology commercialization readiness at both the beginning and the end of the program. However, no gender differences were found in positive or negative perceptions of the instructional climate or perceptions of program usefulness.Originality/valueThis study is unique as it is based on a large-scale dataset drawn from sites across the United States. The results support potential changes to I-Corps and similar programs, including providing more explicit instructions for tasks with which female participants have less prior experience than males (e.g. in applying for patents), offering guidance for team interactions, and providing mentorship to assess whether low self-efficacy is leading women to underestimate the potential success of their projects.

By the 1930s few Catholics in the United States could have been unaware of their church's absolute prohibition on contraception. A widely-publicized papal encyclical had spoken to the issue in 1930, even as various Protestant churches were for the first time giving a public blessing to the practice of birth control in marriage. Growing numbers of American Catholics had been exposed since at least 1920 to frank and vigorous preaching on the subject in the context of parish missions. (Missions are probably best understood as the Catholic analogue of a revival.) And by the early 1930s Catholic periodicals and pamphlets addressed the question of birth control more frequently and directly than ever before. As a Chicago Jesuit acknowledged in 1933, “Practically every priest who is close to the people admits that contraception is the hardest problem of the confessional today.” A major depression accounted in part for the hardness of the problem. But it was more fundamentally caused by the laity's heightened awareness of their church's stance on birth control and their growing consciousness of this position as a defining attribute of Catholic identity.

ABSTRACTTheblaNDM-1gene has been reported to be often located on broad-host-range plasmids of the IncA/C type in clinical but also environmental bacteria recovered from the New Delhi, India, area. IncA/C-type plasmids are the main vehicles for the spread of the cephalosporinase geneblaCMY-2, frequently identified in the United States, Canada, and Europe. In this study, we completed the sequence of IncA/C plasmid pNDM-KN carrying theblaNDM-1gene, recovered from aKlebsiella pneumoniaeisolate from Kenya. This sequence was compared with those of three IncA/C-type reference plasmids fromEscherichia coli,Yersinia ruckeri, andPhotobacterium damselae. Comparative analysis showed that theblaNDM-1gene was located on a widely diffused plasmid scaffold known to be responsible for the spread ofblaCMY-2-like genes and consequently for resistance to broad-spectrum cephalosporins. Considering that IncA/C plasmids possess a broad host range, this scaffold might support a large-scale diffusion of theblaNDM-1gene among Gram-negative rods.

Climate change is already bringing tremendous influence on people’s lives, particularly the underprivileged. It’s already visible in a variety of ways. In recent decades, Asia and the Pacific have seen consistent warming trends as well as more frequent and powerful extreme weather events such as droughts, cyclones, floods, and hailstorms. This study was done in Ajmer District of Rajasthan, to find out the climate variation in the last 10 years. The study describes the effects due to climate change on the livelihoods of the people, so a descriptive research design was used for the study to find out the impact of climate change on rural livelihood in central Rajasthan. The study is based on a large representative of sample, quantitative data was collected to gain an idea of the impact on the livelihoods due to climate change at the household level. It shows the negative impact of climate change on rural livelihood which forced the people to change their livelihood directly or indirectly. It was found that climate change had an impact on people’s lives and people do understand the variation in climate change in terms of changes in the weather, unseasonal rain, and drought.

Purpose This paper aims to analyze conflict resolution practice in public procurement. The specific feature of this sphere is the presence of the state and the resulting differences in assessing the chances of protecting one’s interests in court, as well as the effectiveness of judicial conflict resolution mechanisms. Design/methodology/approach This paper is based on the findings of a large-scale survey of suppliers conducted in 2017. To identify the characteristics of suppliers that use different conflict resolution mechanisms, probit-models were evaluated. For robustness check, combined mechanisms for resolving conflict situations were also considered and multi-nomial logistic regression was used. Findings The survey results showed that the majority of suppliers prefer to resolve conflicts in public procurement using an out-of-court negotiation with procurers while only 31% of respondents resort to judicial proceedings. At the same time, suppliers potentially involved in informal relations with procurers, are less likely to go to court and less often use negotiations. Practical implications The results of the study can be used as a justification for the development of a regulatory and organizational framework for the use of negotiations, mediation, arbitration and other alternate methods of conflict resolution in public procurement. Originality/value This paper makes an important contribution to the conflict-handling strategies of businesses and government by presenting for the first time a quantitative assessment of the prevalence of mechanisms for resolving conflicts in public procurement and factors influencing the choice of a conflict resolution mechanism.
