Purpose Territory-wide system assessment (TSA) was launched and administered by Hong Kong (HK) Education Bureau (EDB) since 2004. Since then, parents and teachers have been questioning its need, value, uselessness, effectiveness, harm for schools, teachers and students. In 2015, the issue blew up with Kau Yan School’s principal boycotting the tests. A series of discussions in the public and media and different surveys were then carried out widely in HK. After review, EDB announced in 2017 that the revised version of TSA be extended to Primary 3 students in HK. The purpose of this paper is to propose that TSAs for Primary 3, Primary 6 and Secondary 3 need a further review to judge their need and uselessness. Design/methodology/approach This paper reviews the educational policy governing the administration of the TSA. Primary and secondary data from focus group meetings, press interviews (Bogdan and Biklen, 1982; Miles and Huberman, 1994; Ouiment et al., 2001) and public reports would be analyzed. Besides, participant observation (Nosich, 1982; Sou, 2000; Sou and Zhou, 2007) and theoretical reasoning (Nosich, 1982; Sou, 2000; Sou and Zhou, 2007) have been applied for the critical review of this controversial test. The contrast study on the conflicting views of stakeholders in the education industry would bring up some insights of this controversial educational policy in Assessment for Learning. Findings Conflicting and contrasting perceptions from TSA to basic competency assessment (BCA) among stakeholders of education and government include governmental stakeholder – EDB’s awareness; EDB stressed that TSA is a low-stakes assessment which does not need extra practice for students; non-governmental stakeholders including legislative councilors’ perception, school principals’ perception, teachers’ perception, parents’ perception and students’ perception. Facing the opposition and grievances of different stakeholders, EDB announced in January 2017 that the revised version of TSA: BCA, be extended to HK in May 2017. Parents and legislative councilors were angry and they ask for a review or even cancellation for Primary 3 TSA. Originality/value This original study will initiate more thorough revisions and discussions for the TSAs for Primary 3, Primary 6 and Secondary 3 in HK, as a quality educational management step. While TSA for Primary 3 has been reviewed and substantially “revised,” the community at large still asks for further revision for its needs, uselessness and harm for parents, teachers and students. Since the underlying causes of students’ suicides are not fully identified, the problem of over-drilling practices for TSAs for Primary 3, Primary 6 and Secondary 3 needs to be satisfactorily resolved. Thus, TSAs for Primary 6 and Secondary 3, like that for Primary 3, should be reviewed for probable revision.

Purpose Free and open-source software (FOSS) has been used worldwide because of the advantages of user control, cost-saving, flexibility, openness, freedom, more security and better stability. The purpose of this study is to explore the status quo of educational application of FOSS and the trends from international perspectives and its implications for higher education in Hong Kong. Design/methodology/approach The method of cluster analysis was used in this study. The Web of Science database was used as the data source and all relevant literature for the year 2010–2020 on the theme of “FOSS” was collected for analysis. The information visualization software CiteSpace was used for citation visualization analysis, revealing the research results of FOSS worldwide, including hot spots and development trends. Findings This paper found that FOSS has become an important research area and is playing an important role in the reform and development of education. Meanwhile, the development and application of FOSS have regional imbalances and strong differentiation, including the educational sector. The paper also found that although FOSS has entered the stage of interdisciplinary development, the research and development of FOSS in the field of education is insufficient, which poses a huge challenge to decision-makers, teachers and students. Originality/value Implications for higher education in Hong Kong including: attach importance to and vigorously promote FOSS research and practice to benefit more teachers and students; teachers and students need to be trained for acquiring the awareness and skills of FOSS applications and formulate different strategies; the government should provide greater support to formulate and implement a short and middle-term development plan to facilitate the application of FOSS; and Hong Kong higher education institutions may strengthen exchanges and cooperation with counterparts around the world to jointly promote the development of FOSS. It is hoped that the findings will provide a reference for the study and application of FOSS in higher education in Hong Kong.

Purpose This paper aims to explore how immigrant small business owners construct entrepreneurial identities by deploying strategies of boundary making in Hong Kong. Design/methodology/approach Conceptually, it departs from the theoretical discussions of immigrant economy and ethnic boundary making. The analyzes are based on qualitative data collected from in-depth interviews and participant observation primarily in the South Asian immigrant economies in Hong Kong in the period 2014-2017. Findings Four strategies of boundary work including blurring boundaries, inversion of boundaries, personal repositioning and reconfirming of boundaries are identified. They bring to light that small immigrant entrepreneurs in Hong Kong still encounter considerable obstacles in the process of social integration. Boundary work serves as strategies to release sentiments that would symbolically bring them closer to the mainstream society. Following the “city as context” framework (Brettell, 1999; Foner, 2007), this paper argues that the various boundary making strategies have been shaped by the legacies of racism, neoliberal governance of integration and urban work ethos highlighting problems and individual responsibilities in Hong Kong. Originality/value This paper contributes to the literature of the immigrant economy and social integration. First, it sheds light on the role of symbolic meanings and non-economic gains of immigrant entrepreneurship in social integration. Second, it illuminates our understanding that immigrant economy can provide a channel for advancing and weakening social status, thus reminding us not to assume the path of social integration as a straightforward and positive one.

Purpose – Hong Kong is a case that demonstrates the distinctively multi-dimensional nature of citizenship within and in relation to a given nation. The purposes of this paper are to: first, discuss Hong Kongers’ unique identity and the influence of political, historical and economic factors on them in order to show the value of challenging the “national citizenship” approach as a dominant discourse in the intended curriculum of Hong Kong citizenship education; second, analyze the efforts of the People’s Republic of China (PRC) to foster a stronger sense of Chinese national identity in Hong Kong students; and third, evaluate the appropriateness of this nationalistic approach by examining its compatibility with and coherence to in relation to the implemented and attained curriculum. Design/methodology/approach – This study analyzes existing scholarly discussions on the PRC’s emphasis on Chinese national identity in citizenship education and negative perceptions held by teachers and students regarding the approach and presentation of their actual teaching and learning practices for citizenship education with empirical data. Findings – This paper illuminates the mismatch found between the intended curriculum and the implemented and attained curriculum in terms of the viewpoints of good citizens. Originality/value – The notion of “cultural citizenship” is suggested as an alternative approach to developing the curriculum of Hong Kong citizenship education. This paper will be of interest to those curriculum scholars, educational authorities and teachers who are interested in developing and implementing the curriculum of citizenship education.

Purpose The purpose of this paper is to explain why many activists in Hong Kong have shifted from demanding democracy to independence while, at least for a short time, there have been more aggressive tactics which culminated in the Fishball Revolution of 2016. Design/methodology/approach Based on event analysis, participant observation in recent protests, as well as interviews with participants and non-participants in various pro-democracy protests, this paper traces the changes of the democracy movement from 1997 until 2018. Findings The paper demonstrates that the inability of the democracy movement to make progress has contributed to a change in the goals and tactics of some pro-democracy activists. The goals have shifted from moderate democratic reforms to much more revolutionary demands including calls for full autonomy or independence while the approach has shifted from an institutionalized approach toward more aggressive tactics such as illegal forms of resistance. During the Lunar New Year in 2016, the growing frustrations over perceived threats to the local culture have, for the first time since the handover, even led to the use of violence. Originality/value This paper views contentious politics in Hong Kong through McAdam’s distinction of reform-oriented and revolutionary goals as well as institutionalized and non-institutionalized tactics. This provides a new perspective for explaining the rise of localism and Hong Kong nationalism.

PurposeThis article explores recent changes in Hong Kong’s independent documentary filmmaking during a decade of escalating protests in the territory, focusing in particular on cinema's role in Hong Kong's “movement field.”Design/methodology/approachThe article focuses on Ying E Chi, an important distributor and promoter of Hong Kong independent films; the annual Hong Kong Independent Film Festival it organizes; three recent documentaries it distributes that are relevant to the 2019–2020 protests. The findings in this article are based on interviews, the textual analysis of relevant films and participant observation at film screenings.FindingsThis study argues that independent documentaries function in Hong Kong's “movement field” in three main ways: by contributing to and providing a space for civic discourse, by facilitating international advocacy and by engaging in memory work. Its contributions to civic culture, it asserts, are reflected in the films' observational aesthetic, which invites reflection and discussion. Public screenings and lengthy post-screening discussions are important ways in which these functions are realized.Originality/valueThis article builds on existing literature to propose a new way of thinking about cinema's role in Hong Kong social movements. It also analyses three important recent films that have not yet been covered much in existing academic literature.

Purpose Diasporic mobilization studies often incorporate collective emotions into the discussion of movement strategies, less we knew about how emotion becomes the language by which they communicate collective responsibility after the protests. The purpose of this paper is to draw from participant observation research to explore how diasporas construct the language of collective emotions to sustain their commitment to the transnational mobilization project during and after the homeland protests. Design/methodology/approach Drawing on ten months of participant observations in the USA, the author observed how members in a Hong Kong diaspora group, Black Bauhinia Society (BBS), transform their project from a transnational protective gear sourcing action during the Hong Kong Anti-Extradition Bill Movement into a global medical personal protective equipment (PPE) sourcing action during the COVID-19 pandemic. Findings During homeland uprising, BBS recruits participants using a set of compassion language that encompasses the suffering stories of homeland dissidents and the members’ expression of guiltiness for staying afar. The compassion talk reinforces the transnational ties between BBS members and Hong Kong dissidents over the process of resource mobilization. When the homeland movement ceased during the pandemic, BBS transformed their compassion talk to politicize charitable actions and recruit volunteers and donors to source PPE for Hong Kong. Originality/value This paper contributes to the emerging discussion on how diaspora mobilizes after the protest by showing how the language of collective emotion cultivates commitments and sustain collective identity after the protests.

Literature has long been used as a tool for language teaching and learning. In the New Academic Structure in Hong Kong, it has become an important element in the senior secondary English language curriculum to promote communicative language teaching (CLT) with a process-oriented approach. However, as in many other English as a second or foreign language (ESL/EFL) contexts where high-stakes testing prevails, Hong Kong students are highly exam-oriented and expect teachers to teach to the test. Because there is no direct assessment on literature in the English language curriculum, many teachers find it challenging to balance CLT through literature and exam preparation. To address this issue, this article describes an innovation of teaching ESL through songs by ‘packaging’ it as exam practice to engage exam-oriented students in CLT. A series of activities derived from the song Seasons in the Sun was implemented in the ESL classrooms in a secondary school in Hong Kong. Based on the author’s observations and reflections informed by teachers’ and students’ comments, the students were first motivated, at least instrumentally, by the relevance of the activities to the listening paper in the public exam when they saw the similarities between the classroom tasks and past exam questions. Once the students felt motivated, they were more easily engaged in a variety of CLT activities, which encouraged the use of English for authentic and meaningful communication. This article offers pedagogical implications for ESL/EFL teachers to implement CLT through literature in exam-oriented contexts.

Purpose The purpose of this paper is to identify the main features of smart work centers (SWCs) and show how these innovative offices would support the implementation of smart working and related changes in workspaces (“bricks”), technologies (“bytes”) and organizational practices (“behaviors”). Design/methodology/approach In this study, scientific literature is combined with white papers and business reports and visits to 14 workplaces, including offices designed as SWCs, co-working spaces, one telecenter, one accelerator and one fab lab. Primary data were collected through interviews with managers and users and non-participant observation, whereas secondary data included web-sites, brochures, presentations, press releases and official documents. Findings The authors developed research propositions about how the design of spaces and the availability of technology within SWCs would support the “bricks” and “bytes” levers of smart working. More importantly, the authors assumed that this new type of workplace would sustain changes in employees’ behaviors and managers’ practices, thus helping to overcome several challenges traditionally associated with remote working. Research limitations/implications The exploratory nature of the research only provides preliminary information about the role of SWCs within smart working programs. Additional qualitative and quantitative empirical investigation is required. Practical implications This study provides valuable knowledge about how the design of corporate offices can be leveraged to sustain the implementation of smart working. Originality/value This study advances knowledge on workplaces by focusing on an innovative design of traditional offices (SWC). It also lays the foundations for future investigation aimed at testing the developed propositions.
