The development of moral reasoning skills in police recruits

Purpose – Police officers are frequently confronted with moral dilemmas in the course of their job. The authors assume new police officers need guidance, and need to be taught at the police academy how to deal with these situations. The purpose of this paper is to obtain insight into the impact of socialization on police recruits’ knowledge of the code of ethics and their moral reasoning skills. Design/methodology/approach – The study applied a longitudinal mixed methods design, using two methods. The first method was a qualitative observation of integrity training sessions at five police academies in Belgium. The second method was a quantitative survey-measurement of recruits’ knowledge of the code of ethics and their moral reasoning skills at three points in time: the beginning of their theoretical training, before their field training and afterwards. Findings – The analyses show differences between the police academies in their integrity training sessions. Some of these differences are reflected in different levels of knowledge of the code of ethics. As for the development pattern of recruits’ moral reasoning skills, the study found almost no differences between the academies. Perhaps this is because recruits already have relatively high scores when they start, leaving little room for improvement during the one year training program. This suggests an important role of the police selection procedure. Originality/value – Previous research on socialization and police culture has focussed on recruits being socialized in a negative police culture where misconduct is learned. This is a negative interpretation of police integrity. A positive one refers to ethical decision making generally, and moral reasoning specifically. The impact of the socialization process on recruits’ moral reasoning is empirically understudied.

PurposeDo female police recruits drop out of police education and/or leave the profession more often than men, and has this changed over time? Can gender differences be explained by the background characteristics and family obligations of the recruits?Design/methodology/approachThis paper employs administrative registry data covering all individuals admitted to the police academy (1995–2010, N = 6570) and all academy recruits employed in the Norwegian police (1992–2014, N = 7301). The paper analyses the data using discrete-time logistic regression and coarsened exact matching.FindingsThe levels of dropout and attrition are generally low. However, female recruits have a somewhat greater tendency both to drop out of education and to leave the force. The gender differences are quite stable, although the percentage of female recruits has risen sharply. Family obligations do not seem to explain female attrition from the police force.Research limitations/implicationsBecause women tend to leave the police more often than men, further research is suggested in investigating female police recruits’ experiences. However, the relatively low level of dropout and limited gender differences also provide a reason to question whether stories of the police as a male-dominated profession not adapted to women are valid across time and in different settings.Originality/valueThis study provides exhaustive and detailed longitudinal data not previously available in studies of police careers. This study also tracks attrition in a period that has involved both increased numerical representation of women and changes in police culture, while accounting for other observable differences between male and female police officers. Contrary to common explanations, there is limited importance of family obligations and altered gender composition.

Purpose The purpose of this paper is to critically examine whether the individual values and bias of police officers could be frustrating attempts to achieve black and ethnic minority (BME) representation within the police service, especially at senior levels. It focusses on the micro-individual level, examining perceptions, values and attitudes towards equality and diversity, unconscious bias and the impact of leadership in addressing these issues. Design/methodology/approach The paper reviews the literature on values, police culture and leadership. It draws upon data produced from a very small study undertaken within a local police service specialist unit where the author was employed, by means of semi-structured interviews with a selection of staff and senior officers, and values and attitudes surveys. Data were examined from a national survey of BME officers and Human Resources Leads, conducted by the College of Policing’s BME Progression 2018 Programme. Finally, unconscious bias test data of samples of police officers, including senior leaders and HR professionals were examined. Findings The interview data show that equality and diversity are perceived to be largely embedded by organisational members. This is contradicted by the data from the values and attitudes survey which show that equality is not fully embedded in the culture, and the data from BME officers survey supports this. Leader role models and behaviours were found to play a crucial role in embedding these values, along with training. The findings also demonstrated a higher level of unconscious bias among senior officers and HR professionals, responsible for recruitment and selection, than police employees in general. Research limitations/implications This exploratory research is concerned with policing in England and Wales. The very small sample limits inferences possible in the findings but is highly relevant to current and future policing. Practical implications The paper highlights some potential barriers to achieving a representative police service at an individual rather than organisational level and makes a number of recommendations on the role of leaders now, and crucially in the future, to fully embed equality and diversity into police culture to address under-representation, a phenomenon which has plagued the police service throughout its entire history. Originality/value There appears to be a dearth of studies examining the issue of under-representation at the micro-individual level within British police organisations. The current, exploratory research study seeks to contribute to closing this gap.

PurposeThis research examines the impact of organisational culture on the ethical judgement and ethical intention of corporate accountants in Vietnam.Design/methodology/approachThe study relies on survey data collected from 283 practising accountants in Vietnam. Organisational culture was measured using the Organisational Culture Assessment Instrument, developed by Cameron and Quinn (2011). The Instrument is developed based on the competing values framework comprised of four distinct cultures: clan, hierarchy, market and adhocracy. Ethical judgement and ethical intention were measured based on respondent responses to five ethical scenarios, each linked to a principle of professional conduct in the code of ethics.FindingsThe findings indicate that the clan culture (family oriented) is dominant and has a significant positive influence on accountants' ethical judgement and ethical intention. Respondents in the clan culture evaluate scenarios more ethically compared with accountants in the adhocracy and market cultures but not the hierarchy culture. Accountants who emphasise the adhocracy and market cultures display a more relaxed attitude towards unethical scenarios whereas respondents in the hierarchy culture (rule oriented) display the highest ethical attitude.Research limitations/implicationsThe code of ethics, its content and how it is interpreted and applied may differ between professions, organisations or cultures.Originality/valueOrganisational research on ethical decision-making is ample but few studies link organisational culture with ethical judgement and ethical intention from the perspective of individual accountants.

Research on the formation of police officers generally focuses on the beliefs, accounts, and categories that recruits must master. Becoming a police officer, however, is not simply a matter of acquiring new attitudes and beliefs. This article attends to an unexplored side of police culture—the sensorial and tactile education that recruits undergo at the police academy. Rubenstein wrote in 1973 that a police officer’s first tool is his or her body. This article examines the formation of the police body by examining how police recruits learn to use their hands as instruments of control. In police vernacular, this means learning to “lay hands” (a term borrowed from Pentecostal traditions) or going “hands on.” This chapter focuses on two means of using the hands: searching and defensive tactics. It describes how instructors teach recruits to use their hands for touching, manipulating, and grabbing the clothing and flesh of others to sense weapons and contraband. It also examines how recruits are taught to grab, manipulate, twist, and strike others in order to gain control of “unruly” bodies. It concludes by discussing the implications of “touching like a cop” for understanding membership in the police force.

Purpose The purpose of this paper is to problematise the application of hegemonic masculinity to police practice and culture. Design/methodology/approach This paper offers a viewpoint and is a discussion paper critiquing the application of hegemonic masculinity to police officers, their practice and culture. Findings The paper suggests that a broader conceptualisation of masculinity, offered by scholars such as Demetriou (2001), is required when considering policing and its culture, in order to more accurately reflect the activity and those involved in it. Research limitations/implications Writings concerning police practice and culture, both in the media and academic discourse, are questionable due to the application of hegemonic masculinity. The application of hegemonic masculinity can create a biased perception of policing and police officers. Practical implications The paper helps to engender a more accurate and balanced examination of the police, their culture and practice when writing about policing institutions and encourage social institutions such as academia to address bias in their examination of policing institutions and police officers. Originality/value There has been limited consideration in regards to multiple masculinities, police practice and culture.

Purpose While the problem of unethical leadership is undoubtedly a global one, the urgency of generating ethical leadership to advance the development of Africa has never been more evident than it is today. The challenge for higher education in developing ethical leaders is of core importance, as it is responsible for providing the main recruiting ground of business leaders. The current paper reports findings of a qualitative study of postgraduate students’ ethical development at the end of courses in business ethics aimed to enhance moral reasoning and ethical decision-making. The paper aims to ascertain whether stand-alone ethics courses are more effective than integrated ones in achieving academic ethical competency. Design/methodology/approach The study adopts an idiographic approach which aims at eliciting individual student subjective perceptions of the effects of the direct and indirect courses of ethical instruction on their moral reasoning and ethical practice. The research design broadly follows Mill’s (2017) method of difference. Findings Findings indicate perceived differences in the relative effectiveness of stand-alone and embedded ethics courses among students but also show that most students hold positive overall evaluations of the effectiveness of the both types of ethics instruction. Research limitations/implications Limitations to the study include that it is cross-sectional, involves a small sample of postgraduate students and is restricted to two management courses at one institution of higher learning. Furthermore, while Mill (2017) provides a useful research design in this context, it is not able to indicate causality, as there are other possible unidentified “third variables” that may be the actual cause of student differences between embedded and stand-alone ethics courses. The study is not able to show the durability and transfer of ethical competencies into students’ later working lives. Practical implications The study provides a useful practical educational contribution to the extant knowledge in the field in that it suggests that ethical courses aimed at giving students a moral reasoning “toolkit” for ethical decision-making are more effective when delivered in the stand-alone format, whereas practical decision-making skills are best honed by embedded business ethics courses. Social implications The problem of corruption in business and politics in South Africa is widely documented and has been regarded as responsible for creating a serious developmental drag on the alleviation of poverty and quality of lives of the majority of people in the country. The moral/ethical competency and behavior of future business leaders is partly the responsibility of institutions of higher learning. The study aims to find the most effective means of imparting moral awareness in postgraduate students who are likely to take up business leadership positions in their future careers. Originality/value The study provides useful contribution to the extant knowledge in the field in the African context in that it suggests that ethical courses aimed at giving students a moral reasoning “toolkit” for ethical decision-making are more effective when delivered in the stand-alone format, whereas practical decision-making skills are best honed by embedded business ethics courses.

PurposeThe purpose of this paper is to provide some initial reflections on the complexities and challenges faced when conducting observations with police officers working in response and neighbourhood policing roles from the perspective of a young, female, researcher.Design/methodology/approachThe research consisted of 200 hours spent with operational police officers in a medium sized UK police force, predominantly in 3 cities, to explore the realities of frontline policing and policy implementation. This paper offers a reflexive account of conducting the research, as opposed to a discussion of the findings which align to the original research aim.FindingsConducting this fieldwork highlighted a number of complexities arising as a result of conducting ethnographic research in policing. This paper is concerned with the constructing of a researcher identity and navigating moral dilemmas based on the culture and use of language observed.Originality/valueWhilst this will be of interest to those engaged with similar policing research, such findings are also likely to apply to those conducting ethnography where there is conflict between their insider/outsider status, the potential for internalised moral debates and women conducting research in male-dominated settings.

Abstract This article explores the impact of experiences police officers went through before they joined the Force on how they see and perform their job. I propose a new approach to police culture and practices based on a Bourdieu-inspired model of analysis, which includes its subsequent development by Lahire’s ‘dispositional analysis’. The model looks at how dispositions interiorized—particularly through the experience of social mobility and gender socialization—have a great impact on how police officers see and perform their job. The results suggest that divisions within police culture, long acknowledged by criminologists and sociologists, can be explained by the prior socialization of police officers.

Purpose The purpose of this paper is to examine organizational cynicism (OC) among new police officers. Specifically, this paper investigates what factors are predictive of baseline levels of OC among police recruits and the growth of cynicism over time in these young officers. Design/methodology/approach The data for this study are drawn from Phase I of the National Police Research Platform. Latent growth curve modeling is used to analyze data on 760 police recruits across five geographically diverse training academies within three distinct time periods (first day of academy, just before graduation, and six months post-graduation) to assess the development of OC in new police officers. Findings Several variables, including gender, race, and relations in policing exerted significant effects on a baseline level of OC and on growth in cynicism over time. Practical implications OC is an important topic for police administrators. Cynicism among employees can lead to undesirable organizational outcomes such as low job morale and satisfaction. Thus, it is important for police administrators to better understand the development and growth of OC in its personnel, particularly in new police officers. Originality/value This study builds on previous research and investigates an understudied topic in the literature by assessing the development and growth of OC among new police officers.

PurposeProsociality is considered important in the study of offenders and associated cognitive skills: theory of mind, empathic understanding and moral reasoning, are said to enable self-control and reduce the risk of offending behaviours. Previous research has made associations between these skills and executive functioning; however, research into a link between them, in an offending population, is limited. The paper aims to discuss this issue.Design/methodology/approachTo further understand the practicalities of this, the present study considered the predictive abilities of the constructs believed to underpin executive functioning: working memory, cognitive flexibility and inhibitory control, in relation to theory of mind, empathic understanding and moral reasoning. In total, 200 male and female offenders completed measures in all six constructs.FindingsUsing path analysis working memory was demonstrated to be predictive of theory of mind and empathic understanding, cognitive flexibility was found to be predictive of theory of mind, and inhibitory control was found to be predictive of theory of mind, empathic understanding and moral reasoning.Research limitations/implicationsThe study focussed on offenders serving a custodial sentence of six months or less and did not differentiate between crime categories or take into consideration the socio-environmental backgrounds or ethnicity. Therefore, considering these things could further establish the generalisability of the current findings. It is noted that the more focussed the intervention is to the specific needs of an offender, the greater the impact will be. Therefore, pre-screening tests for the constructs discussed may be able to more accurately assess an offenders’ suitability for a programme, or indeed tailor it to meet the specific needs of that person.Practical implicationsThese findings may enable practitioners to more accurately assess offenders’ suitability for interventions aimed at reducing offending behaviours by improving levels of prosociality and develop more focussed programmes to meet the specific needs of individual offenders to reduce re-offending.Social implicationsAs recommended in the study, a more tailored approach to offender rehabilitation may be a potential aid to reducing levels of recidivism.Originality/valueThe present study adds to the literature as it is the first to consider whether the constructs of executive functioning can predict levels of theory of mind, empathic understanding and moral reasoning and so provide a more accurate method in assessing the cognitive abilities of offenders prior to participation in rehabilitative interventions.
