Quality improvement of technical education in Saudi Arabia: self-evaluation perspective

Purpose – In Saudi Arabia, technical education is managed by Technical and Vocational Training Corporation. However, there is no independent accrediting body to accredit the technical institutes and assure its quality, which causes the lack of unified quality assurance standards and manageable quality improvement processes. The purpose of this paper is to propose self-evaluation standards to help the technical institutes to evaluate their performance. Design/methodology/approach – The author has used a brainstorming technique of local practitioners in quality assurance. Such technique was performed by adopting DACUM that stands for “Developing A CurriculUM”. The author has used a heuristic educational and training process as the foundation of the standards and processes development, namely; curriculum, environment, training managements, and instructors. A team has been established that has been trained locally and abroad on the quality assurance standards and processes. The team studied several quality frameworks of the different countries to come up with guidelines for quality self-evaluation and standards. Findings – The author has found that such an approach is a very effective tool for improving the institutes' performance and gives them the flexibility to decide about their missions. Most of institutes' staff is reluctant to participate in the self-evaluation process because of the fear it may reveal their weaknesses, but with encouragement and motivation especially from the top management they tend to participate in such a process. Self-evaluation helps the educational institutes to be benchmarked with other international institutions, in which good practices may be adopted by the institutes' managements to achieve their vision. Research limitations/implications – The proposed approach can help the technical education institutes to manage their quality system. In addition, the implementation of such an approach might be the starting point to develop a quality system framework for the technical education in Saudi Arabia. However, further investigation is needed to measure whether applying such standards may help the technical education institutes to meet the required quality standards to attain an accreditation from the international quality agencies. Originality/value – The proposed guidelines for quality standards and processes is a contribution in the accreditation and quality assurance processes for many public and private institutions in Saudi Arabia. In addition, it is an important step to standardize the quality processes.

Purpose The purpose of this paper is to review the implementation of seven components of quality systems (QSs) linked with quality improvement in a sample of Australian hospitals. Design/methodology/approach The authors completed a systematic review to identify QS components associated with measureable quality improvement. Using mixed methods, the authors then reviewed the current state of these QS components in a sample of eight Australian hospitals. Findings The literature review identified seven essential QS components. Both the self-evaluation and focus group data suggested that none of the hospitals had all of these seven components in place, and that there were some implementation issues with those components that were in use. Although board and senior executives could point to a large number of quality and safety documents that they felt were supporting a vision and framework for safe, high-quality care, middle managers and clinical staff described the QSs as compliance driven and largely irrelevant to their daily pursuit of safe, high-quality care. The authors also found little specific training in quality improvement for staff, lack of useful data for clinicians on the quality of care they provide and confusion about how organisational QSs work. Practical implications This study provides a clearer picture of why QSs are not yet achieving the results that boards and executives want to achieve, and that patients require. Originality/value This is the first study to explore the implementation of QSs in hospitals in-depth from the perspective of hospital staff, linking the findings to the implementation of QS component identified in the literature.

Purpose This paper aims to explore the role of international quality assurance and accreditation on higher education quality improvement and competitiveness, as well as assessing the associated benefits and challenges in the Asian context with reference to Taiwan. Design/methodology/approach The paper used a qualitative approach to examine the case study of Southern Taiwan University of Science and Technology (STUST) accredited by the Association to Advance Collegiate Schools of Business (AACSB). The paper collected survey responses from service providers (i.e. STUST faculty and AACSB) and focus group discussions with students to bridge the perception-expectation gap. Findings The qualitative results highlighted 10 key success factors and performance indicators which were later used to build a balanced scorecard (BSC) strategy for STUST quality improvement and competitiveness. Findings show that education quality assurance (via AACSB process) can directly influence the competitive advantage (i.e. for AACSB, STUST and Students) or indirectly via education quality enhancement. The results from faculty and students are consistent with the value co-creation trend to achieve continuous quality improvement more effectively and efficiently. Originality/value This research paper is unique as the first qualitative in-depth study to discuss assurance related factors that positively or negatively affect competitiveness and quality improvement for Higher Education Institutions (HEIs) in Asia and Taiwan. The paper also contributed by designing a BSC framework and strategy-map applicable to HEIs.

In 2015, in Republic of North Macedonia, a new law for narcotics has been adopted, where the changes include legal cultivation of cannabis for medicinal use as well as legal production of cannabis extracts for medicinal use. In order to gain high quality of cannabis and cannabis products for medicinal use and to meet some quality standards that will guarantee consistency, traceability and continuous quality of the product, it is necessary to implement Quality Systems. Good quality system is ISO standard system but for cannabis for medicinal use, GACP, GMP and GLC standards are used more often. Production of cannabis for medicinal use consists of: process of cultivation where GACP standards are applicable, primary processing where GMP standards are the most important and quality control of final product regulated with GLP standard. In this review, explanation of these standards as well as overview of modes of their implementation has been made. Keywords: GxP, GMP, GACP, GLP

Purpose This paper aims to explore the components of a negative memorable Airbnb experience. Design/methodology/approach Two studies of North American and British nationals were conducted online using an open-ended survey questionnaire with photo-elicitation via Amazon Mechanical Turk (MTurk). The grounded theory was used to analyse the collected data. Findings The findings of the current study are destination-specific and generalisation is limited. In addition, this study gathered data using an open-ended survey questionnaire with visual images (photo-elicitation technique) in MTurk. Moreover, the study participants were mainly Westerners. Research limitations/implications Airbnb could provide hosts with a service quality checklist to warrant quality assurance across listings. Hosts must be informed, guided and monitored so that service quality standards are fulfilled. In addition, hosts should be incentivised to write an honest and accurate description of their listing. Practical implications Airbnb can provide hosts with a service quality checklist to ensure standardisation and quality assurance across listings. Hosts must be informed, guided and monitored so that service quality standards are fulfilled. In addition, hosts might benefit from training or workshops on the role of hosting and service quality management. Originality/value This is one of the first studies to explore the components of a negative memorable experience in the context of Airbnb.

Penulisan artikel ini bertujuan untuk mengetahui implementasi penjaminan mutu di SMK Negeri 35 Tulungagung. Jenis pendekatan yang digunakan ialah pendekatan kualitatif dengan metode deskripstif kualitatif. Hasil penelitian menunjukkan penjaminan mutu di SMKN 35 Tulungagung diawali dari Evaluasi Diri Sekolah (EDS) untuk memperoleh pemetaan capaian mutu dari setiap aspek Standard Nasional Pendidikan (SNP). Capaian mutu yang dirasa kurang selanjutnya diperbaiki melalui pemenuhan mutu secara berkelanjutan. Upaya pemenuhan mutu direncanakan oleh Tim Penjaminan Mutu Pendidikan Sekolah (TPMPS) yang dituangkan dalam bentuk dokumen perencanaan pemenuhan mutu. Di dalamnya diuraikan kegiatan, tujuan, strategi pelaksanaan, indikator keberhasilan, serta rincian biaya yang dibutuhkan. Selanjutnya rencana pemenuhan mutu direalisasikan kepada setiap aspek pembelajar-an dengan melibatkan komponen pendidikan secara komprehensif. Pelaksanaan pemenuhan mutu dimonitoring oleh TPMPS secara berkelanjutan Seluruh pelak-sanaannya kemudian dievaluasi untuk melihat efektifitas pelaksanaan dengan rencana pemenuhan mutu terhadap pencapaian SNP. Hasilnya akan dianalisis untuk penetapan standar standar mutu baru yang lebih efektif. Seluruh rangkaian tersebut didokumen-tasikan dalam bentuk rapor SPMI. AbstractThe purpose of this article is to determine the implementation of quality assurance in SMK 35 Tulungagung. This type of approach is a qualitative approach. The method used is descriptive qualitative. The results showed that quality assurance at SMK 35 Tulungagung started from  School Self Evaluation (EDS) to obtain a mapping of quality achievements from every aspect of  National Education Standards (SNP). Quality achievements that are felt to be lacking are subsequently corrected through continuous quality fulfillment. Efforts to fulfill quality are planned by the School Education Quality Assurance Team (TPMPS) as outlined in the form of quality fulfillment planning documents. It outlines the activities, objectives, implementation strategies, indicators of success, and details of the costs required. Furthermore, the quality fulfillment plan is realized for every aspect of learning by comprehensively involving the education component. TPMPS monitors the implementation of quality fulfillment on an ongoing basis. All implementation is then evaluated to see the effectiveness of implementing the quality fulfillment plan for the achievement of SNP. The results will be analyzed for setting new quality standards more effectively.

THE EFFECTS OF SCHOOL SELF-`EVALUATION, QUALITY POLICY, QUALITY PLANNING, AND QUALITY IMPROVEMENT ON QUALITY ASSURANCE OF STATE JUNIOR SECONDARY SCHOOLS IN JAKARTA MUHAMAD EFENDI Education Management Study Program, postgraduate faculty, State University of Jakarta, Indonesia   ABSTRACT The purpose of this study is to find out the effects of school self-evaluation, quality policy, quality planning, and quality improvement on the quality assurance of State Junior Secondary Schools in Jakarta. The population of this study is two hundred and eighty nine state junior secondary schools. Empirical data was drawn from the research sample were collected by using questionnaires that have been checked for validity and reliability distributed to one hundred and sixty five state junior secondary schools. The data was analyzed using statistical package for social science (SPSS V.20) and Microsoft Excel package and it was presented in tables and bar graphs. The results of this study revealed: 1) Three factors have a significant direct positive effect on quality assurance are quality policy, quality planning, and quality improvement of State Junior Secondary Schools in Jakarta. 2) School self-evaluation has a significant direct positive effect on quality policy, quality planning, and quality improvementof State Junior Secondary Schools in Jakarta.3) The Quality policy has a significant direct effect on quality planning, and quality planning has a significant direct effect on quality of State Junior Secondary Schools in Jakarta. The researcher recommended the deployment of a culture of school self-evaluation activities, and all stakeholder play an active role in supporting the quality policy established by the school leadership and implement the quality plan as planned and educators to always improve the quality of learning and teaching in order to improve the quality of education in school. Purpose – The purpose of this paper is to discuss the results of the first four years of implementation of a quality program called “Quality Contest” (QC). This program was implemented from 2007 onward to improve the quality of hospital services by the Moroccan Ministry of Health. The peculiarity of this intervention, held every 18 months, is that it combines several approaches (self-evaluation, external audits with feedback, hospital ranking, awards and performance disclosure) and focuses on the quality of management. Design/methodology/approach – The assessment tool used to evaluate the quality of hospital management consists of 80 items. In each contest, a score is attributed to each item based on the score given for self-evaluation and the score given by external auditors. The sum of these scores allows the global performance score of the hospital to be obtained. To compare the performances over time and among hospitals, Wilcoxon signed-rank, Wilcoxon–Mann–Whitney and Kruskal–Wallis statistical tests were used. Findings – The results of the QC organized between 2007 and 2010 revealed that the hospitals participating in all the three contests had significantly improved their performance levels in terms of the quality of management. There was also a significant association between the number of times hospitals participated in the QC and the performance scores attained. Originality/value – The paper reports an original quality improvement approach in a developing country that succeeded in triggering sustainable improvement dynamics by combining support (feedback) with reward (prizes) and pressure measures (ranking, performance disclosure).

Purpose – The purpose of this paper is to propose an integrated framework to simultaneously identify and improve healthcare processes that are important from the healthcare provider's and patient's perspectives. Design/methodology/approach – A modified quality function deployment (QFD) chart is introduced to the field of healthcare quality assurance. A healthcare service example is used to demonstrate the utility of the proposed chart. Findings – The proposed framework is versatile and can be used in a wide variety of healthcare quality improvement contexts, wherein, two different perspectives are needed to be considered for identifying and improving critical healthcare processes. Practical implications – The modified QFD chart used in conjunction with the stacked Pareto chart will facilitate the identification of key performance metrics from the patient's and the hospital's perspectives. Subsequently, the chief contributory factors at different levels are identified in a very efficient manner. Originality/value – Healthcare quality improvement professionals will be able to use the proposed modified QFD chart in association with stacked Pareto chart for effective quality assurance.
