Transformative rural tourism strategies as tools for sustainable development in Transylvania, Romania: a case study of Sâncraiu

Purpose According to the United Nations World Tourism Organization, sustainable tourism is a form of tourism that meets the needs of present tourists and host regions, while protecting and enhancing the opportunity for the future. It aims at having a low impact upon the environment and local culture; generating income and employment; and ensuring the conservation of local ecosystems. This paper aims to examine the ways in which the development and promotion of a new tourism product based on unique rural heritage and traditions contribute to the development of sustainable tourism by relating the practices to the sustainable development goals (SDGs) 1, 8, 10, 11, 12 and 17. Design/methodology/approach Drawing on a literature review on the topic of sustainable rural tourism, this paper uses a case-study methodological approach and provides an example of a sustainable rural tourism destination from the North Western development region of Romania (Cluj County, Transylvania) to depict specific sustainable tourism practices. The study uses a comprehensive desk-research based on secondary data from key industry and academic sources. Findings The research findings show that sustainable rural tourism can greatly support the development of rural destination and makes a significant contribution to the sustainable development of the Romanian tourism industry, in general, and rural economies in particular, as shown in the case examined in the paper. Sâncraiu represents an example of sustainable tourism practices that contribute to poverty reduction (SDG1 – Target 1.A), provide decent work and ensure economic growth (SDG8 – Target 8.9), help reducing inequalities (SDG10 – Target 10.3), protect and safeguard the world’s cultural and natural heritage (SDG 11 – Target 11.4), promote responsible consumption and production (SDG 21 – Target 12.b) and last but not least this destination demonstrates that development is only possible when partnerships are forged (SDG 17). Social implications This paper illustrates that fostering unique rural heritage and traditions can contribute to the sustainable development of destinations. Sustainable tourism practices contribute not only financially to a destination but also to its social infrastructures, jobs, nature conservation, adoption of new working practices and the revitalisation of passive and poor rural areas. Originality/value This paper examines and depicts sustainable rural tourism development as a transformative strategy contributing to the long-term viability of a rural destination. The research findings can be viewed as an example of good practice, which may be applicable to other geographic regions with similar contexts.

The study uses a comprehensive desk-research based on secondary data from key industry and academic sources. Findings The research findings show that rural tourism can greatly support the (re)development of post-conflict destinations, and it makes a significant contribution to the sustainable development of the Romanian tourism industry, in general, and rural economies in particular, as shown in the case examined in this paper. Practical implications This paper illustrates that fostering the unique rural heritage and traditions of a post-conflict destination can contribute to the revival and sustainable development of the place. Sustainable tourism practices contribute not only financially to a destination but also to its social infrastructures, jobs, nature conservation, adoption of new working practices and the revitalisation of passive and poor rural areas. Originality/value This paper examines and depicts rural tourism development as an innovative and sustainable strategy for Romania, a post-conflict destination that experienced severe political and social turmoil during the communist regime, and ethnic conflicts and violent events in the 1990s. The research findings may be applicable to other geographic regions and post-conflict destinations with similar contexts.

This article discusses the role of women in supporting sustainable tourism development in Bali by promoting Balinese cuisine to the tourism world. To date, studies on the role of Balinese women in the tourism industry have looked mainly at women as ordinary workers or professionals. In fact, Balinese women operate as culinary entrepreneurs who have not only been successful in introducing Balinese cuisine to the world of tourism but have opened up job opportunities for men and women alike. The data presented in this article was collected through observation of four leading Balinese women who run successful local culinary outlets or restaurants offering local dishes, and is complemented by interviews and other published sources relating to their business activities. The four pioneering women surveyed are Men Tempeh of Gilimanuk (West Bali) serving chicken betutu, the suckling pig restaurant manager Ibu Oka in Ubud, the owner of Made’s Warung Ni Made Masih, and the catering company owner Ibu Warti Buleleng, based in Denpasar. This article concludes that these four Balinese culinary heroines or srikandi have successfully managed to preserve and promote Balinese dishes to the world of tourism while contributing to the sustainable development of Balinese tourism by providing opportunities for tourists to experience local cuisine.

The full and comprehensive inclusion of sustainable tourism in Russian tourism studies and thematic plans of disciplines at the present time are particularly important nowadays. Meanwhile we can note very superficial and simplified understanding of the concept of sustainable development in tourism, when they simply proclaim the necessity of taking into account natural, social limitations, and interests of the local economy, but at the same time, the Russian researchers and teachers do not have enough awareness of all the possible refractions of this problem. Passed at the 22nd of September 2016 in RSUTS scientific-practical seminar «Sustainable rural tourism in Russia» was drafted to help resolve the identified problems. Leading international and Russian experts in the field of sustainable tourism development gave the examples of their own researches which demonstrate the breadth and multi-dimensionality of sustainability in tourism. There were presented and illustrated with the method of case studies such topics as 1) the correlation of center and periphery as a factor in the long-term sustainability in tourism; 2) service orientation as a factor of long-term competitiveness of destinations; 3) the problem of finding the optimal balance between state regulation and ethnic autonomy; 4) the interests of local residents and their informing with the positive results of tourism development; 5) factor of liminality in tourist experiences; 6) avoidance of excessive standardization and universalization of tourism products as a factor of competitiveness of peripheral destinations; 7) the concept of touristscapes and taskscapes; 8) optimal route network and reference point for the sustainable development of tourism; 9) the importance of tourism for the depressed rural settlements of Russia; 10) the peculiarities of small businesses processes in rural tourism, 11) entrepreneurship as the factor of increase of stability and competitiveness of the tourism industry under crisis conditions. These and other aspects of sustainable tourism development were the subject of extensive discussion at the scientific-practical seminar, which resulted in a more complete understanding of the paradigm of sustainability in the current realities of the Russian tourism industry. The article presents views, concepts and elements of academic debate, which took place during the seminar from representatives of five countries: Russia, Norway, Australia, Sweden and Iceland. The purpose of this publication consisted in the systematization of the academic content of the reports and scientific messages, and the explanation of how they can contribute to strengthening the concept of sustainable tourism as a comprehensive and productive paradigm in tourism research and education-conceptual approach.

The purpose of this research is to find if the stakeholders involved in rural tourism (primary producers of ecological goods, tourism service providers, and tourists, as carriers of demand for tangible products and ecological services) are concerned with integrating principles and values of sustainable tourism through permaculture and downshifting, and how these two phenomena might become sources for sustainable development in rural areas. To achieve this purpose, qualitative research was conducted among tourism producers, intermediaries, and tourists from the Brașov region–one of the most important touristic areas of Romania and, also, an important region with rural tourism destinations. The results revealed that there is a particular preoccupation regarding permaculture and downshifting, and they might contribute to the local development of rural tourism areas. The novelty elements brought by this research are synthesized in a matrix where permaculture and downshifting were presented as important sources for the sustainable development of tourism in rural areas.

The Tourism Industry in South Kerala focuses more on Houseboat Tourism and Backwater Tourism. The unique, natural features set this destination apart from nearby places, as backwater destinations are rich in numerous natural resources. The sustainable development of these resources will highly enhance the livelihood of the communities in the backwater regions. They will be able to attract tourists seeking unique backwater experiences. Therefore, this article intends to comprehend the stakeholders’ perceptions on Sustainable Tourism Development in the backwater destinations of South Kerala in India. A total of 277 respondents participated in the research and the study adopted a quantitative research design, while considering the influence of various factors on the Economic, Social and Environmental Sustainability. The data gathered from the study illustrated that the perception of stakeholders about Sustainable Tourism Development varied across different groups. Hence, all the stakeholders in the Tourism Industry need to work together, as this coordination will help to strengthen future development plans, in order to minimize the negative impacts of tourism in the backwater destinations of South Kerala. The study has also identified key turning points that will help to reshape the Sustainable Development of backwater tourism destinations of South Kerala.

Purpose This concluding paper filters out the main points relating to the achievement of the sustainable development goals (SDGs) arising from the theme issue. The aim is to provide an insight as to how the hospitality and tourism industry is aligning its actions with the SDGs given the backdrop of the COVID-19 pandemic and other recent issues such as overtourism. Design/methodology/approach The approach is based on evidence and findings derived from the case studies featured in this issue presented by practitioners and academics. Findings The overall findings show destinations along with the hospitality and tourism industry are engineering a variety of strategies to make the industry sustainable. The practical solutions recommended by contributors are helpful in terms of sharing good practices and identifying potential barriers to the execution of those practices. Originality/value The articles in this theme issue address a theoretical and practical gap while proposing innovative sustainable tourism strategies directed towards the implementation of the United Nations SDGs. The value of this paper lies in the fact that it draws from a variety of original case studies, each unique in their own right and proposes innovative ideas on how the tourism and hospitality industry may implement the SDGs in their businesses while safeguarding the interest of the economy, society and the environment.

In the context of globalized processes, the importance of the sustainable development concept in solving the problems of local tourism systems development is growing. Unprecedented challenges caused by the COVID-19 crisis in the tourism sector, on the one hand, questioned the possibility of fulfilling the Sustainable Development Goals (SDGs) and the goals of sustainable tourism. On the other hand, they emphasized the need for balance between three pillars of sustainability, both as an urgency tool to cope with the pandemic crisis and as a solid basis for long-term development in the post-pandemic period. The study presented in the paper discusses sustainability issues in rural tourism as one of the most promising sectors for the development of domestic tourism on the example of the Russian tourism industry. The overall goal of the study initiated in the pre-pandemic period is to find ways to support sustainable rural tourism in Russian regions and to develop indicators for monitoring the effectiveness of local strategic development programs, taking into account national and regional specifics. This paper discusses intermediate results obtained with the adjustment for pandemic challenges. The authors combined a number of methods and techniques, namely desk research, statistical analysis, and analysis of empirical data obtained by means of in-depth interviews, as well as a survey using a formal questionnaire. The results confirm that Russian enterprises and local communities considered the three pillars of sustainability as important to develop tourism in rural destinations both in the pre-pandemic period and in times of challenges caused by the COVID-19 pandemic. At the same time, the findings show weaknesses in the federal and local policy, including the lack of systemic measures to improve the sustainable management of Russian tourism destinations. From the authors’ point of view, it makes sense to adapt the European tourism indicator system for sustainable destinations (ETIS) for local peculiarities. ETIS is a useful tool to boost the sustainable development of rural destinations by encouraging stakeholder engagement and monitoring processes. In the case of Russia, one needs to add indicators for monitoring the effectiveness of the implementation of strategic development programs in the field of tourism.

The tourism industry has high potential and nowadays it is being categorized as one of the fastest-growing industries in the world. Sustainable tourism is the concept of visiting some place as a visitor and trying to make a positive impact on the environment, society, and economy and tourism development must be based on sustainability principles. Understanding the potential of each region allows the researcher and planner to identify the development way in accordance with the current situation. This study is aimed at developing sustainable tourism in Pasargad region with planning and definition of strategies. Appropriately, to achieve this goal SWOT analysis is used for conducting a comprehensive assessment for development. Effective factors in sustainable development are evaluated. As a result, for sustainable tourism development, an offensive/ competitive strategy (SO) should be the priority of these programs using internal strength to realize the external opportunity in Pasargad region. The existing literatures mainly focus on the pricing, strategic significance and sustainable development characteristics of the e-commerce platform, and lack deep research on mechanisms in the process of construction like main structure of recourses and driving force. This paper takes Haier as a Chinese example and explores how manufacturing enterprises create and develop the sustainable e-commerce platform. The research findings show that: (1) An e-commerce platform respectively carries the functions of sales channels, service differences and innovation incubation in different stages of the manufacturing enterprises’ sustainable development; (2) For managing e-commerce platform of manufacturing enterprises’ sustainable development, resource orchestration can effectively realize the integration of value creation and resource; (3) Finally, it further reveals that the driving power which resource orchestration continuously promotes for the sustainable e-commerce platforms to construct is from the co-creation value of manufacturers and users. This paper discusses the structure of e-commerce platforms based on the main characteristics of each resource, and systematically explores the mechanism and evolutionary driving force of resource orchestration to promote the construction of e-commerce platforms for the sustainable development. It complements and enriches the innovation ecosystem and resource orchestration theory, providing significant practical guidance to the sustainable development of manufacturing enterprises.

Purpose The purpose of this paper is to focus on the way to achieve the sustainable development goals (SDGs). Through the introduction and learning of a specific case, this paper summarizes the specific process of green campus’s development and construction and directly discusses how to achieve the goal of sustainable development. By analyzing the achievements and measures of its construction, on the one hand, the experience and shortcomings of its green campus construction are summarized; on the other hand, the impact of Stanford’s own green campus construction on the local community is discussed. Design/methodology/approach This paper takes Stanford, one of the best green campuses assessed by sustainability tracking, assessment and rating system (STARS), as a case study in three steps. First, it introduces the academics, energy supply and demand, water and land, waste, management, food and living, buildings and transportation of its campus construction in detail; second, it uses the STARS to make a comprehensive sustainable evaluation of Stanford; finally, it discusses the development relationship between Stanford and local community. Findings The four characteristics of its green campus development model are summarized, namely, based on its own scientific research; from the aspect of environmental friendliness; to achieve joint participation; and forming complementary development with the community. The construction of green campus has changed from a single triangle framework composed of SDGs, STARS and universities to a compound triangle framework composed of SDGs, universities and communities on the existing basis, greatly expanding the way to realize SDGs. Practical implications This development mode will have direct guiding significance for the sustainable construction of other campuses. Social implications This paper also discusses the development concept from green campus to sustainable community to provide positive reference to achieve the global SDGs from the perspective of colleges and universities. Originality/value According to the historical track of its development, this paper combines the two (SDGs and green campus) to discuss by using campus construction as an effective way to achieve the SDGs. On the basis of literature research and case study, STARS sustainable assessment is introduced. This will lead to quantitative analysis of sustainable construction in the discussion of the specific case, judging the specific sustainable degree of all aspects of campus construction, to provide a scientific basis for summarizing its characteristics of development mode.
