The work, based on previously little available for research, as well as materials and documents found in archival institutions, reflects the legal basis for ensuring road safety in 1948-1953, the state and organizational and legal measures taken in the field of combating accidents in road transport at the republican level by the example Ukrainian Soviet Socialist Republic. Attention is focused on the key problems that determine the development of the road safety system, the measures taken, their effectiveness, mistakes and achievements. Measures to counteract accidents in vehicles are investigated from a historical and legal standpoint, a critical and detailed analysis of decrees and orders of the government, departmental regulatory legal acts. It was found that the presence of a significant number of administrative decisions of the republican authorities of Soviet Ukraine, although it was a rather progressive step for its time, did not fully take into account the reality of achieving the set goals, local conditions and peculiarities. At the same time, the functioning of the emerging road safety system was significantly hampered by the lack of a unified national policy in the context of the rapid growth and development of the country’s automobile and road complex.

The article analyzes statistical data from 2014-2017 obtained from the Voivodeship Training Centre for Drivers (WORD) in Rzeszow. Analyzed the data related to the road safety system. Analyzed among other things, the number of trainings for drivers violating road traffic regulations, the number of training courses and the number of training courses in professional development of examiners. The analysis showed a large number of organized trainings for drivers violating road traffic regulations, as well as a large number of organized workshops perfecting the professional qualifications of examiners. The analysis and conclusions flowing from it may be useful in other traing centre for drivers that want to introduce new courses and trainings on the road safety system, and thus contribute to improving road safety.

In a strategic document of EU for Road safety improvement, up to 2030, "safe vehicle" is recognized as one of the pillars of a stable Road safety system. The part of the "safe vehicle" pillar is technical vehicle ispection, where parameters important for road safety are periodically checked. The aim of this work is to determine the quality of the measurement data and the ability to repeat measurements of some parameters during technical vehicle inspection, or more precisely, to determine whether measured data of turning wheel resistance and brakes ovality differ depending on the inspection place. The research is done by inspecting ten vehicles at five inspection places with different levels of resources use. The results show that the spread of measured data of turning wheel resistance is statistically significant and that it depends on the inspection place, as well as that measured data of turning wheels resistance significantly vary between inspection places. The measured percentage of brakes ovality is different from one inspection place to another, but the differences are statistically significant only for right wheels. The impact of inspection place, although less than in turning wheel resistance measurement, is still significant.

Road Safety System in Poland The main objective of the paper is to present crucial for road safety improvement elements of the diagnosis of safety state and safety system in Poland, which could be the part of the activities of ZEUS Project. The estimation of the diagnosis was made by the comparison with the standards from those countries, which are regarded as leaders in safety.

Road safety system has been a concern topic for many scholars worldwide. Although there are many analysis papers on road traffic accident prevention, security, emergency rescue, safety evaluation and other aspects, there is no a thorough and complete opinion on road safety system. The study of these issues can cause a traffic accident prevention, to reduce the incidence of traffic accidents, summing up the spread of some of the impact of traffic on the control of the effective ways to combat the public security organs to reduce the incidence of traffic accidents guidance.
