This chapter offers here a sketch of eight theoretical issues that are fundamental to rethinking the problems and potentials of political representation under emerging conditions. The issues include: (1) the relational character of representation; (2) the role that trusteeship plays in forms of democratic representation; (3) an assessment of representation in terms of both input and output; (4) representation considered as a political practice; (5) the way in which representation is constituted by and within political processes; (6) the objects of representation: who and what are represented; (7) the question of who is a democratic representative; and (8) the relationship between authorization and accountability in informal representation. In each of these dimensions the theory of representation in democracies needs refurbishing, a task that requires returning to the concept of representation in a more systematic way, also taking on board theoretical intuitions from deliberative, participatory and radical populist conceptions of democracy. The postscript takes stock of some of these developments and suggests that rethinking political representation is part of the pressing task to reconsider democracy in the 21st century.

Cutting force is one of important parameters for manufacturing processes. The traditional dynamometer is limited by size, machining environments, and so on. This paper introduces a new constantan thin film sensor which embedded on the holder of external turning tool to measure cutting force. The relationship between force and output voltage are deduced from theory. By using the finite element software, the analyses on induction and linearity capability of thin film sensor are simulated, and the influences of the location and thickness of film on the output voltage are analyzed. The results show that the linearity of input and output is good and the deviation between the calculated value and simulation results is identical. As the result, the constantan thin film sensor unit can be used to measure the cutting forces.

Fuzzy kernel clustering algorithm is a combination of unsupervised clustering and fuzzy set of the concept of image segmentation techniques, But the algorithm is sensitive to initial value, to a large extent dependent on the initial clustering center of choice, and easy to converge to local minimum values, when used in image segmentation, membership of the calculation only consider the current pixel values in the image, and did not consider the relationship between neighborhood pixels, and so on segmentation contains noise image is not ideal. This paper puts forward an improved fuzzy kernel clustering image segmentation algorithm, the multi-objective problem, change the single objective problem to increase the secondary goals concerning membership functions, Then add the constraint information space; Finally, using spatial neighborhood pixels corrected membership degree of the current pixel. The experimental results show that the algorithm effectively avoids the algorithm converges to local extremism and the stagnation of the iterative process will appear problem, significantly lower iterative times, and has good robustness and adaptability.

This paper introduces a new method for small diameter directional gyro inclinometer calibration with continuous measurement mode. The mathematical models referring to the relationship between the input and output of the accelerometers and the gyro are established. Experiment has been conducted for different angular speed and different positions on a three-axis turntable. We totally obtained 36 groups of experiment data of different angular speed regarding to different positions. Through the application of the established mathematical models and by means of computer aided data procession, the scale factors, installation error and static drift for the gyro inclinometer are calculated. Thus, the inclinometer calibration is implemented. It has been verified that this new calibration method enables us to quickly and effectively calibrate gyro inclinometer. The established mathematical model has been proved to be exact and effective. The whole operation is simple, quick and reliable.

A multi-scale modeling method based on big data was proposed to establish neural network models for complex plant. Wavelet transform was used to decompose input and output parameters into different scales. The relationship between these parameters were researched in every scale. Then models in each scale were established and added together to form a multi-scale model. A model of coal mill current in power plant was established using the multi-scale modeling method based on big data. The result shows that, the method is effective.

Risk management is a kind of activity by economic unit to obtain the maximal safety guarantee at the minimal cost through the identification and measuring of risk, in which reasonable economic and technical means are defined to cope with the risk, and it is also a process of estimating, evaluating and preventing the risk. Based upon the collection and normalization of sample data, determination and training of network structure, by identifying the relationship between input and output, BP neural network establishes risk forecast model of project, then the sample is tested and risk forecast model is validated.
